IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

PRICES paid for goods and services in paper currencies are undoubtedly determined by many interrelated factors, but among them none is more specific in pushing prices toward higher and higher levels than the vast increase in debts and monetary obligations of our own and practically all major governments. There is nothing unorthodox in the situation in which the gold miners find themselves today. With wages and the prices of all materials required in the production of gold at the high levels characteristic of a period of prosperity, phony or otherwise, and with shortages of both men and machinery to contend with as well, the spread between the returns in paper dollars that must be accepted for gold in the United States and the cost of producing it is rather painfully small for most producers. MINERAL Economics is the most recent profession to be recognized as a separate division of the mineral industries. It has originated from the increasing awareness of the importance of the economic aspects of industries concerned with discovery, extraction, and utilization of minerals. It is concerned with the interrelated fields of economics and technology. The individual trained in economics alone cannot qualify. The curriculum in the School of Mineral Industries at The Pennsylvania State College was approved in May 1946, and enrollment begun in September of that year. Due to the transfer of advanced students from other courses, particularly metallurgy and electrical engineering, it was possible to graduate the first seniors in June 1947. The next class was graduated in February 1948. From experience derived from placing these graduates in industry, and from information supplied by prospective employers, valuable data have been obtained in the organization and operation of the course of study.

IN reality, the Butte district is the birthplace of the Anaconda Copper Mining Co., for it was here that strength was gathered and means provided for later expansions of the Company. The Butte district was organized at a miners' meeting on Aug. 20, 1866, primarily for gold placer-mining operations. Substantial amounts of placer gold were recovered from gulch gravels during the period 1862 to 1868. The earliest lode claim locations in the district were recorded in July and August 1864. Copper ore was first shipped, to Swansea, Wales, in 1866. In November 1866, according to the Montana Post, construction of a smelter was started to treat the silver

Certain gas-making processes are in use in Europe, particularly in Germany, which differ radically from those in common use in America. A number of them are of particular interest because they are different. The questions naturally arise: Are any of them applicable to the making of gas in this country and, if so, with what particular type of solid fuel? It is a fact that some of them were developed with consideration of a particular set of conditions and for the utilization of solid fuels available in Germany. The latter fuels, in certain characteristics, are unlike the high-rank fuels commonly used for making gas in the United States; therefore, in attempting to evaluate the various foreign- developed processes with regard to usefulness here, one must give attention to the particular conditions that will prevail in any specified case and also the characteristics and requirements of the process and generator under considera- tion. Three of the processes that were developed and put into commercial operation in Germany, and which have some characteristics in common, are con- sidered in particular in this publication; they are: 1. Lurgi pressure gasification process. 2. Winkler process. 3. The Leuna slagging-type producer-gas process. Each of these processes requires steam and oxygen as gas-maiding fluids. For a number of years, oxygen, has been used in a relatively pure state,. along with steam, in making gas in Germany, and many of the difficulties initi-. ally encountered have been overcome. Although it appears that oxygen recovered from air was first used in this manner as a method of utilizing a byproduct in a plant that used the nitrogen complement in the manufacture of ammonia; more recently, the oxygen was made particularly for the purpose. The fuels - brown coal or lignite used in processes 1 and 2 were not suitable for use in the older and commonly used intermittent-type water-gas generators, and it was necessary, therefore, to devise a different process for gasifying them. A gas of higher heating value than producer gas, was desired, and the use of oxygen (not air) along with steam made possible the production of the desired gas without nitrogen dilution, which characterizes producer gas. Operating data presented herein are based upon observations by, members of the Technical Oil Mission at plants in Germany, on records, and on information vocally given to members of the lässion, including the author, while visiting those plants, and they are believed to be reasonably correct; however, certain hasic observations, comparisons, and conclusions are. made by the author.

"INTRODUCTION The work of using a system of air locks in unsealing a mine in Ohio following a fire probably was one of the outstanding jobs of its kind in a medium-thick coal bed.The fire in this mine, thought to have been of electrical origin, was discovered at about 1:30 a.m. on December 11, 1941. Forty-four men were working in the affected section at the time; 5 escaped unassisted, and 37, who had barricaded themselves, were rescued. The bodies of two men, who had succumbed after breathing fumes given off by the fire, were brought part way out of the mine before it became necessary to seal the mine.Direct attempts to extinguish the fire with water were abandoned when hazardous amounts of 'carbon monoxide, methane, and other inflammable gases were detected in return air passing through the main haulageway and escape-way of the mine.The mine was completely sealed on the surface at about 8 p.m. on December 12, 1941, with the two bodies remaining in the mine. Sixteen days after the mine had been sealed, the two bodies were recovered. This was accomplished by air-locking through a partitioned-off stairs compartment of a ventilation shaft. This work was done under adverse barometric and atmospheric conditions.A method for collecting representative air samples from the immediate fire area was used successfully by utilizing a vacuum pump on about 10,000 feet of existing water line that had been broken near the fire area.The immediate fire region was sealed, and confined to a relatively small area; the remainder of the mine was recovered, and operations were resumed February 9, 1942, or 59, days from the time of sealing the mine on the surface. This recovery was made by air-locking the main entries inby from the shaft and No. 2 right-face entries.The distance between air locks averaged about 500 feet, and as each new set of seal stoppings and air locks was completed, the old or outby seals were taken out and the area between was ventilated. In ventilating this area, it was often necessary to use line curtains to direct the air into dead-end places."

"INTRODUCTION Many ore deposits were discovered in the Wallapai Mining District, which covers the Cerbat Range in Mohave County, Ariz., during the early period of mining there from about 1865 to the 1890's. A considerable amount of production was obtained from shallow lead carbonate ores that carried considerable gold and silver.Mining was revived in 1906 and again during the First World War, and soma of the mines were deepened into the underlying sulfide zone. Substantial quantities of metal were recovered from two mines, the Golconda and the Tennessee-Schuylkill, that were, developed to depths of 1,600 and 1,400 feet, respectively. The Golconda is credited with $6,500,000 gross productions. 2/ This mine was not operated after 1917. The Tennessee-Schuylkill is still operating after a yield of about 300,000 tons of ore that averaged 4.33 percent lead and 7.74 percent zinc and contained an appreciable amount of gold and silver.Many of the old mines were reopened in 1942 or 1943 under the stimulus of premium prices for lead and zinc. A large proportion of this work was finished with loans from the Reconstruction Finance Corporation. It was believed that a good deal of lead and zinc could be recovered from the mines if a custom mill for concentration of the ores was available locally."

"INTRODUCTION The Cphir Hill Consolidated mine was examined 2/ in January 1944. It was recommended that the mine be explored for the purpose of increasing of lead and zinc ore.The Bureau of Mines began exploratory work at the mine in June 1944 and completed it in June 1945. The work was planned to indicate ore that could be developed and extracted quickly and consisted of core drilling and trenching.ACKNOWLEDGMENTSIn its program of exploration mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Its the policy of the Bureau to publish the facts developed by cash exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, O. C. Ralston, chief, analyzes samples and performs beneficiation tests.The work reported on in this paper was conducted under the supervision of S. R. Zinmerly, removal engineer of the Western Region, and J. A. Marsh, district engineer of the Utah-Wyoming district. Subsequent to May 1945, the project was under the supervision of Paul T. Allman, chief, Salt Lake City Division, Mining Branch. The management and employees of the Ophir Development Co. wore very cooperative. Credit is due to the Bureau employees, all local men, for the excellent amount of work accomplished."

"INTRODUCTION In December 1942, the-Bureau of Mines reported favorably on a proposal to grant Government assistance-in constructing an access road (consisting principally of a timber-pile bridge across the Rio Grande at Hot Springs, N. Mex.) to the property under lease to the United States Fluorspar Co. At that time the property was being developed actively, and there appeared to be no immediate-need for exploratory or metallurgical assistance by the Bureau of Mines.Because milling facilities were inadequate; the access-read project was eventually disapproved, but prior to disapproval the company had discontinued operations. In June 1943, exploration was resumed by the Humphreys Gold Corporation of Denver, which had subleased the property. Difficulty of access continued to interfere with exploratory progress. In July 1945, at the request of the lessee, the Bureau of Mines directed sampling, using company employees.At the completion of this sampling program, the Bureau of Mines concluded that the property was potentially a important source of fluorite but that further development for production appeared to depend largely on the establishment, by exploration, of adequate reserves. Because of the relatively easy position-of metallurgical-grade concentrate and ores, it also was deemed advisable to investigate the possibility of producing acid-grade concentrate from the ore, for which a demand was becoming evident. Accordingly, a program of trenching, diamond drilling, and metallurgical testing was undertaken by the Bureau. The results of its investigation are reported herein."

Now that the war is over, there is a great revival in popular demand to decrease pollution of the atmosphere in our cities. Great cities, such as Pittsburgh, are starting to enforce laws against violators of smoke ordinances. The substitution of low-temperature coke for bituminous coal in household heating is a most promising field for helping to eliminate the smoke nuisance. This Information Circular is written to assist in the very worth-while effort to reduce atmospheric pollution. Herein are de- scribed recent German developments in the production of low-temperature coke. Operating and cost data are given on German commercial-scale low- temperature carbonization plants.

PROBABLY one of the most perplexing problems with which a mill operator contends is the proper evaluation of his mill results. True, he accurately determines his recoveries of metals and grades of products monthly, weekly, and often daily. These figures do not of themselves directly translate to mill economics. When one figure is unusually good there may be an offsetting circumstance. The advantage of high lead or zinc concentrate grade may be offset by poorer recovery; high lead recovery may be offset by poorer zinc recovery, or vice versa; and so on. Besides, grades or recoveries may not of themselves mean more than a reflection of the grade and character of the ore during the period under study. What the operator sorely needs is some one measuring stick that tells him when he has achieved his greatest return, regardless of grades or recoveries-for if he knows his methods and practices are yielding the optimum return he need no longer concern himself with the assays of products and tailings, or the corresponding distribution of metal values. At first blush it would appear that the obvious answer to this is the actual money return to the mill. Paradoxical as it may seem, however, money return does not make a dependable yardstick any more than do grades and recoveries, as ore conditions would vary enough to bring about greater money return during periods when the actual metallurgical work is not as good. The mill operator, of course, should always aim for the greatest return on the ore, once it is in the mill bins, with proper attention always to mill treatment cost. The need of a proper yardstick becomes more imperative with the increasing complexity of the problem. In the case of a simple, single-product operation on a fairly uniform ore, in which only one metal is of significant importance, the need is not great, as grade and recovery pretty well tell their own story. At the other extreme is the operation that makes three or four separate marketable products from a complex mixture of heterogeneous ores that vary tremendously in individual metal contents and ratios, degree of oxidation, and other characteristics, and in which gold, silver, copper, lead and zinc are all significant values. ECONOMIC RECOVERY The first attempt at obtaining a proper single yardstick for a fairly complex ore with which I am familiar is the use of the "Economic Recovery" term at the leadzinc flotation mill of the Sunnyside Mining and Milling Co., Eureka, Colorado. This method had been applied there early in Sunnyside flotation-mill history (not later than 1920) and credit for the innovation I believe belongs to Messrs. Kuryla and Marquand. The rainfall during the last six months of 1942 in Scranton and vicinity was 24.06 in.—only 4.35 in more than the average for this district in any equivalent period—yet that rain forced The Hudson Coal Co. to handle 38.8 tons of water for every ton of coal mined. It filled to overflowing, or to a higher level, 14 flooded mine areas holding, in total volume, 8.3 billion gallons of water in storage; brought about a pumpage of 11.4 billion gallons in the months of December 1942 and January, February and March 1943 Half of the total energy generated or purchased (44,322,980 kw-hr.) was required to keep the mines sufficiently free of water to permit the mining of coal during a period of much needed output. Fig. I shows the extent to which this flooding of exhausted and idle properties has proceeded, and is known to be proceeding further, at the upper end of the Northern field. This rainfall (24.06 in.) means 80,559,444 tons of water on approximately 46.2 sq. miles of area tributary to the pumping plants. During the high rainfall period, 72,687,661 tons went underground, being pumped at the stations in this territory. This means an inflow of 88per cent, a runoff of 12 per cent compared with 64 per cent during normal conditions in a normal region. During this period no floods, either surface or underground, had to be dealt with, although the streams and rivers were high on several occasions. In general, the rainfall for the first three months of 1943 can be described as heavy but not abnormal.9 These figures not only indicate the large volumes of water to be handled but, by their very size, they also emphasize that the mine-water problem is not to be conquered, at least from an economical standpoint, by merely buying and installing more and more pumps. Into the solving of this water problem must go much planning, adhering to the principle of keeping the highest percentage of water at the highest possible level for the longest period of time; the storage of huge volumes in sumps capable of being reduced after the flood inflow and at rates less than the inflow; plans for prevention of surface inflow; provision of the minimum of pumping capacity arranged to as nearly 100 per cent pumping load factor as is possible; intercompany joint pumping plants; the conducting of water from one plant to another and from one property to another over distances measured in miles; priorities in power to the threatening situations; and. balance of the necessities and dangers existent in one colliery over another, day by day, when quantities of water are running high. Despite these astronomical figures of water volumes, their disposal to the surface is accomplished reasonably cheaply because, although the annual cost of $575,020 is a large sum, the cost per ton is about 0.1168 cents. A surprising development during the year was the continued high demand for petroleum products and the high level of crude oil charges to the stills. Generally speaking, the petroleum industry during 1946 succeeded in producing a greater quantity of crude oil and petroleum products than in any of the war years, and considerably exceeded the production of any prewar year. Daily crude still charges averaged between 4,700,000 and 4,800,000 bbl per day for 1946 and about equaled the 1945 record, although most pessimistic 1945 guesses, predictions, or fears ranged, for 1946, from only 3,900,000 to 4,400,000 bbl per day. In spite of the high crude charge to the stills, total stock of crude oil was higher at the end of the year by some 7,000,000 to 8,000,000 bbl. A similar story holds regarding stocks of the principal refined products. Gasoline on hand at year's end was two to three million barrels lower, and was considered low for the expected demand during the coming high consuming season, while stocks of light and heavy fuel oils, although some higher than a year previous, hardly reached a comfortable level. The trend in gasoline of high octane number, which has resulted in a marked rise in. the antiknock quality by the end of 1945 (five or six numbers higher than during the war and one number higher than the prewar quality of civilian motor gasoline of 1941) was abruptly arrested by an acute shortage of metallic lead for manufacturing tetraethyl lead. Government action in the form of lead price control, rationing, and the setting of octane ceiling specifications to conform to the reduced ethyl lead compound available were enforced until abrogated at the end of the year. It will be interesting to see how rapidly the octane levels will resume the rising trend, as more metallic lead slowly becomes available for making greater quantities of ethyl lead compound. As octane quality rises over present levels the disadvantage of the refiner without catalytic cracking equipment will increase. Gasoline made by catalytic cracking, without addition of ethyl lead, approximates 77 octane by the official ASTM Motor Method test, compared with 66 for gasoline generally similar in volatility made by the older thermal cracking operation. Catalytic gasoline shows an even greater improvement in the Research octane number, the comparison being roughly 86 Research versus 71 Research octane for the thermal cracked product. This higher differential in Research octane is credited by many, although not universally so, as contributing to better road performance, and consequently resulting in a more desirable product marketwise. In some parts of the country a premium of roughly one fourth cent per gallon is now being paid for gasoline with higher Research octane made possible by including catalytic cracked product in the final blends. "The natural difficulties associated with the size evaluation of dusts render absolute measurement difficult, or indeed, impossible. Assuming that the desirability of gravi­ metric sampling be conceded, it appears likely tha,t the most suitable means available for physical evaluation are the method of total turbidity measurement, to give a con­ ventional value for specific surface, together with microscopical examination, the great merit of the latter being that in the hands of an experienced operator, semi-quantitative discrimination between coal and other particles is possible.The pipette method, as modified by Fryer, probably-deserves more attention than it has received up to the present. Whatever method is used, it is recommended that in view of the lack of medical knowledge, as much information as possible should be obtained with reference to the total mass concentration, the surface area of the total dust,' and the mass and area of the particles below 5μ in size."

Dr. K. A. Clark: No one will doubt the statement of fact that, during drilling operations through the bituminous sand beds in the Mildred-Ruth Lakes area, the core-barrel was found to contain bitumen with minor amounts of sand instead of bituminous sand. But many will doubt the interpretation of this fact as meaning that beds of bitumen occur interstratified with the bituminous sand beds. They will prefer to hold faith in the laws of physics, which deny that sand will float on oil or that fluid under pressure will not flow away through a permeable medium, until it is proved that the appearance of the oil in the core-barrel was not due to circumstances surrounding the drilling of the bituminous sand beds. The implication of the interpretation that sand is floating on oil is clear and it is unacceptable. Bituminous sand is unconsolidated sand more' or less saturated with a viscous oil. It is as difficult to conceive of bituminous sand lying on top of a body of the viscous oil as it is to conceive of unconsolidated sand more or less saturated with water lying on top of a body of water. The only difference between the two concepts is that the oil is viscous whereas the water is fluid. Oil-soaked sand placed on viscous oil would, when released, sink through the oil slowly, whereas water-soaked sand would sink through the water quickly.

Introduction Air conditioning is a term which has come into common use only during our generation. By definition, it means the positive and accurate control of temperature, humidity, movement, purity, and component constituents of the atmosphere within an enclosure. Claiming such results for Noranda's ventilation system, or for that of any other large mine, at present would be an idle boast. However, we are working toward that end with considerable success. Modern underground ventilation at Noranda dates back about six years. The later development of air conditioning is in its fourth season, but still in the experimental stage. Various ingenious methods have been devised to cool mines which, because of climatic or geological conditions or depth, are excessively warm. A few installations have been made to warm intake air during the winter months where this is necessary. However, the method currently in use at Noranda is unique in that it accomplishes both ends by one process. This method utilizes the freezing and melting of ice to equalize year-round temperatures. Mining Methods While a discussion of mining methods at Noranda is not proposed in this paper, a brief summary may be in order. The Horne mine of Noranda Mines, Limited, has been developed by six shafts, four of which are now active. The most recent, an internal shaft, extends to 6,000 feet below surface, but all of the ore mined to date has come from above the 3,000-foot level. Figure 1 shows a model of principal ore bodies. The area mined is relatively small in plan, considering its vertical extent and the tonnage per vertical foot. Most of the ore lies within an ellipse about 600 by 1,000 feet. While this has certain advantages, the mining of such massive orebodies has presented many problems.

The importance of controlled sand properties to the production of quality castings has been recognized by foundry men for many years, but the maintenance of requisite standards results in a relatively high sand consumption, which in steel foundries, for instance, may range from half a ton to over one ton of sand per ton of finished casting. During the war, obtaining and maintaining adequate sand supplies became a serious problem in many foundries, owing to increased wartime production and serious 'bottlenecks' in transportation. As a result, considerable interest was aroused in the possibilities of various sand reclamation systems by which up to 85 or 90 percent of discarded sand may be returned to a usable condition. During the past five years or so, a number of sand recovery installations have been made by both ferrous and non-ferrous foundries in Canada and the United States, and have resulted in substantial reductions in sand costs in every case. The possible benefits of sand reclamation are particularly apparent in British Columbia where no suitable sands for steel and heavy iron foundries occur naturally, and where freight costs on imported sands are considerably higher than initial selling prices. This is well illustrated by the fact that silica sand, which sells for about $2.00 per ton at pits in Illinois, is laid clown in British Columbia for around $11.00 or $12.00 per ton. The operating costs quoted for certain of the reclamation schemes, i.e. $0.25 to $1.50 per ton, may actually be no higher than the cost of waste sand disposal in city-located foundries. In view of the foregoing considerations, the British Columbia Research Council has undertaken a study of the possibilities for sand reclamation, with particular attention directed to its application in local steel foundries. No commercial occurrences of silica sand are known in the Province, and, with this in view, the Council previously investigated the possibility of recovering silica sand from local impure sands. Results were definitely encouraging, but it was felt that the present market is too small to permit economical production by the method developed.

Introduction During the past few years, a number of changes in the mine operations at Copper Mountain have taken place. The modernization and mechanization were necessitated and given impetus by wartime and other conditions, which were: (1) The urgent need for copper for wartime purposes. (2) The scarcity of skilled labour for underground work. (3) The increase in labour and supplies cost. (4) The necessity of finding ways and means of increasing the output per man-shift, because of the scarcity of skilled labour and the rising cost of labour. (5) The desire to increase safety measures, reduce the silicosis hazard, and aid mine ventilation. (6) The desire to improve the general working conditions in the mine for all workmen. (7) The desire to reduce the amount of dilution in the ore stream by a more selective yet highly productive method of mining. To this end, mining with diamond drills, and transferring broken ore with slusher hoists, appeared to be the answer to the problem. After considerable discussion and estimation of costs for comparison with those of the operation as carried on at that time, the proposed methods were tried out and, in practice, gave very gratifying results. Reference at this point is made to the paper written by C. H. Brehaut, W. N. Taylor, H. A. Shannon, and R. S. Douglas, which was published in the September, 1945, issue of Mining Technology, by the American Institute of Mining and Metallurgical Engineers, Inc., and subsequently in commercial mining journals. Since that time some improvements have been made in undercutting an orebody - the first through experiment and practice, the second through making use of the earth's barodynamic or gravitational forces. It is the purpose of this paper to describe and discuss these later developments.

This resume provides an account of the work of the Bureau and it's establishment by an Act of Parliament in August 1916. The Medical Bureau is concerned solely with the administration of the medical provisions of the Act. Its main functions are to conduct and to direct or control the medical examinations provided for in the Act. The paper covers the changes in type of silicosis, classification into the three legal stages of silicosis, cancer of the lung and tuberculosis.
