Credited with production of more than 164,000 flasks Of quicksilver from 1876 to 1944, the Oat Hill mine has ranked third in output in the United States. During World War II, when the demand for mercury was high, this property was selected for diamond drill with the purpose of increasing ore reserves so that production could be maintained or, if necessary, increased. Although the existence of marginal-grade ore (fill material) left in the stapes and possibly of virgin ore of good grade had suspected in certain parts of the Oat Hill mine, no factual information to tonnage, grade, or location was available. In close cooperation with the Federal Geological Survey, the Bureau of Mines studied old records and the few available incomplete maps. Diamond drilling began in November 1943 and was completed in December 1944. Twenty-eight holes aggregating 8,121 feet were drilled, in only parts of the promising areas disclosed by the study of the data available. Detailed data on the work done by the Bureau as well as a brief history of the property and some operating details are described in this report.

This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. To one with so little experience in matters pertaining to currency, international finance, and foreign trade, this is surely an ambitions venture on my part. However, this is a subject of prime importance to all seriously minded Canadians and, if we are to obtain any clear understanding of the factors involved, we must study the facts and debate such points as may remain at issue. During the last few years, the world' s better known economists have described the gold standard in all its ramifications and in such detail as to leave many of us even more confused than before. If we, then, are to acquire any real conception of its meaning and use, I think we must reduce it to its fundamentals and start from there. To my way of thinking, gold in ? trade and commerce is the symbol of honesty. When you seek to discharge a debt by tendering paper you hand the recipient an I.O.U. which may or may not be good, for the purchase of goods or services to the extent of its face value. When, however, you discharge a debt by the payment of gold, it constitutes a complete and final discharge. There are no reservations - no ifs and ands - and the transaction is definitely closed to the satisfaction of all concerned. Gold, then, is evidence of accumulated and transferable wealth that is immediately acceptable in practically every part of the world. However, there is not nearly enough gold to meet the demands of world trade, and. many years ago this deficiency gave rise to what we now describe as our banking system.

One of the important reserves of mangani-ferous iron ore is at Boston Hill, near Silver City, New Mexico. The area consists of a faulted block of gently dipping Lower Paleozoic shale, dolomite, limestone and sandstone, which has been intruded by a roughly circular mass of quartz-bearing monzonite porphyry and subordinate dikes. Prom a noselike protuherance of the intrusion radiate many premineral faults, which have localized much of the hypogene mineralization. Three important stages of hypogene mineralization can be recognized: (I) mesitite, a manganiferous iron magnesite, (2) quartz sulphides, and (3) barite-galena The carbonate stage is widespread but stronger near the intrusion. The quartz may have been derived from hydrothermal alteration of the igneous rocks. Barite-galena is most important in the Chloride Flat mining district, about one mile north, where argentiferous galena provided silver for the supergene ore. The hypogene carbonate, lean in iron and manganese, has been oxidized and consequently enriched by meteoric waters containing an excess of oxygen and carbon dioxide to form ore bodies of intimately mixed hematite and pyrolusite. The ore bodies, at one place attaining a length of 1600 ft., a width of 300 ft., and a thickness of 25 ft., are largely confined to areas of brecciation and to spreads from faults in Silurian dolomite beneath soft Devonian shale. Boston Hill comprises three rolling hills southwest of and adjoining the town of Silver City (pop. 5044), Grant County, N. Mex. The mining district covers less than 2 sq. miles. Silver City, on a branch line of the Atchison, Topeka, and Santa Fe Railway, is a supply point for the important mining communities at Santa Rita, Hurley, Hanover, Tyrone, and Mogollon. The Chloride Flat mining district adjoins Boston Hill on the north. History and Production Bonanza-type silver ores were discovered in the Chloride Flat mining district during the silver boom of the seventies and eighties, at which period it has been credited with as much as $5,000,000 production. In 1916 manganiferous iron ore was first shipped from the Boston Hill mining district to Pueblo, Colo., where it was mixed with manganese ore from Lead-ville and smelted into spiegeleisen. During 1926 and 1927 the Colorado Fuel and Iron Co. mined and churn-drilled part of the district. Mining operations ceased during the depression of the thirties, but production was resumed in 1937. Since 1916 the Boston Hill mining district has produced about 600,000 long tons of ore averaging about 12 per cent manganese and 35 to 40 per cent iron.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. Introduction It is thirty-odd years since I first entered the mining field by working underground at Anyox, which makes 1t clear that I can qualify as one of the older generation and claim the privilege of dealing in generalities and broad impressions. In this position I find it interesting to re~ view the salient changes that have taken place during the past quarter-century and indulge in some speculations concerning the future, with the hope that my comments may be of value to others engaged in the field of mining geology. As indicated by the title, the treatment is a perspective from a single viewpoint rather than an attempt to give a complete and impartial analysis. This plan, while deficient in some respects, has the advantage of being more specific than one based on .a. compilation of opinions. An additional advantage is brevity, which would be difficult to obtain on a subject of this scope if it were viewed from all angles. In conformity with the general plan, specific references to the literature have been avoided as much as possible, although a number of publications of general nature are listed at the end of the paper. This procedure is intended to give credit to the sources used without making them in any way responsible for the interpretation. The starting point for the discussion is the situation as it existed twenty-five years ago, when, as a recent graduate, I first had a fairly complete picture of it. However there is one impression of an earlier; stage that seems worth mentioning. In one of my first courses in geology the statement was made that some of the leading authorities of the previous generation, who guided geological thought at about the beginning of the century, were inclined to question the value of an association with mining. This attitude was no doubt exceptional, and certainly it was not adopted by the students who laid the groundwork for mining geology in North America. But its existence even in a limited circle is significant m showing how far the application of geology has advanced as the result of the investigations started during the first part of this century.

Exploring for additional ore bodies on the property of the New Idria Quicksilver Mining Co.'s property at Idria, Calif., was done by the Bureau of Mines in cooperation with the Geological Survey. It comprised a study of the geology, mapping, and searching for additional cinnabar by diamond drilling from both surface and underground. Diamond-drill equipment was moved to the project in November 1941, and drilling was completed in.May 1942. Sixteen holes aggregating 2,580 feet were drilled. Diamond drilling by the Bureau of Mines developed information regarding ore structures that proved valuable to the operators in planning underground prospecting that led directly to the discovery of high-grade ore.

Introduction The sliding-form method of erecting concrete structures was first devised and used in the early part of this century by the Sante Fe Railroad Company for the erection of a grain elevator at Santa Fe, New Mexico. A somewhat related principle has been employed for a number of years in shaft lining work and, to our knowledge, was perfected in Butte, Montana, but until the building of the concrete headframe at the Jeffrey mine of the Canadian Johns-Manville Company, Ltd., at Asbestos, Que., the method, as applied to surface structures, was quite foreign to the mining industry in Canada. The current shortage and cost of structural steel shapes has no doubt contributed more than any other single factor to the investigations that have led to the use of reinforced concrete as a headframe building material. Mining men in western Quebec and northern Ontario have shown a great deal of interest in the design and construction of the headframe at the East Sullivan mine in Bourlamaque township, Que., and we have had many queries regarding the methods used and, in particular, for an explanation of the sliding-form principle. This article is written in an attempt to set forth the conditions which were to be met; to explain the construction methods used, and to discuss the economy of concrete headframes as compared with the conventional steel structures with which the mining fraternity is familiar.

This paper constitutes a report from the Committee on Geological Research to the Geology Division of the Institute. Two years have elapsed since a formal report was made containing several resolutions aimed at assisting geological research, a review of research equipment available, a summary of research projects suggested for consideration, and a list of research then in progress (see July, 1947, Bulletin, pp. 351-370). At this time we may note what action has been taken on the various resotions and suggestions of the Committee, indicate the more important accomplishments of independent investigators, and present a summary of the rather imposing volume and variety of research currently being carried on throughout the country. I.-Committee Resolutions and Suggestions 1.-A National Advisory Committee on Research in the Geological Sciences The original resolution adopted on the setting up of this Committee was approved with despatch by Council and was forwarded to the Minister of Mines and Resources. Due to a reorganization in the Department and possibly other reasons, no action on this important matter has yet been taken, but we are assured that some time this year such a Committee will be established by the Department of Mines and Resources. Unquestionably, it will give a fresh impetus to research in the geological sciences. When the noteworthy progress made by the research committees on Geophysics and on Soil and Snow Mechanics, established by the National Research Council, is considered, it is indeed regrettable that the Department of Mines and Resources has not acted more decisively in this matter.

The record of the largest magnesium plant in the country utilizing sea water as a primary raw material stands as another victory in the struggle for large-scale production of pure chemical elements from the oceans. Bromine was the first element to be economically and commercially recovered when, in 1933, a six million pound per year unit was built on the Atlantic Coast near Wilmington, North Carolina, by the Ethyl-Dow Chemical Co.' The bromine was reacted with ethylene to produce ethylene dibromide, a necessary associate of tetraethyl lead in ethyl antiknock fluid. Within eight years that plant was doubled and redoubled, and another large unit was put into operation at Freeport, Texas, taking bromine from the Gulf of Mexico. In 1940, in fortunate anticipation of the impending demand for magnesium and the limitations of the production from natural brines, the Dow Chemical Co. turned again to the sea, and designed and erected a plant at Freeport to produce 18,000,000 lb. of magnesium per year from sea water.2 In March 1941, two months after the new plant had been put into successful operation, construction of an 18,000,000-lb. Government-financed addition was started. Late in 1941, as a part of the $400,000,000 defense program intended to produce 600,000,000 to 700,000,000 lb. of magnesium per year, Dow was asked to build and operate for the Government a 72,000- ooo-lb. plant near its original plant at Freeport. Within a few days after the Japanese made their attack at Pearl Harbor, preparation of a site was started at Velasco, Texas, for the construction of the Texas plant of the Dow Magnesium Corporation—the largest known magnesium plant utilizing sea water as its raw matcrial. Less than six months after the first piling was driven, urgently needed magnesium was in steady production. Five months later, the plant had exceeded its rated capacity. It remained above rated production until the general magnesium curtailment was applied to Government-owned plants in September 1944. Credit for the construction and operation record of the Dow magnesium plant must be divided among the efforts of a very determined group of men, an extremely favorable location, and a simple process. It is with the two latter aspects of the plant that this article will deal. The site for the new enterprise was chosen near Velasco, Texas, on property bordering the Brazos River at a point approximately 6 miles inland from the original magnesium plant and 7 miles inland from the Freeport Harbor on the Gulf of Mexico. This location was far enough away from the operating units to reduce both interference from construction and the vulnerability of closely bunched manufacturing operations to the then feared air attack. Preliminary examination of the McCormick chromite property was made by the Federal Geological Survey and the Bureau of Mines during the spring and summer of 1943. In October 1943 an exploratory project was undertaken by the Bureau in cooperation with the Survey and was completed in February 1944.The urgent need during the war for high-grade lump chromite such as produced at the McCormick mine, was one of the pertinent reasons for the project. The McCormick mine is situated about 12 miles southwest of the town of Sonora, in the foothill belt of the Sierra Nevada Mountains, Tuolumne County, Calif. The chromite occurs as irregularly shaped lenses in masses of dunite contained in a steeply dipping, sheared, serpentinized zone of peridotite, near a contact with granodiorite.

The Young America lead-silver-zinc mine in Stevens County, Wash., was investigated by the Bureau of Mines during parts of 1946, 1947, and 1948. Results of the investigation are described herein. The mine is 1/4 mile northeast of Bossburg, Wash., the nearest railway station. An excellent paved highway (No. 22) connects Bossburg with Colville, Wash., 23 miles to the south. The property was located in October 1885. It is credited with a production of 2,178 tons of shipping ore since 1901. The shipping ore averaged 7 percent lead, 7.7 percent zinc, and 16.1 ounces silver per ton. The property is under lease and option to Walter E. Morris and Perry Leighton of Colville, Wash. The deposit crops out on a steep limestone bluff overlooking the Columbia River. The country rock is a highly metamorphosed, brecciated, marbleized limestone (Northport formation).

The definitions of the terms commonly used in connection with metamorphism at elevated temperature near igneous contacts are re-examined. As the study of tactite zones associated with igneous contacts progresses, more and more emphasis is put on the localization of the ore by structural forms. The generally early age of the silicates and late age of the sulphides is well established. Postsilicate structural deformation is likely to localize ore bodies. The silicates are often replaced by the ore minerals. we may not be far from proving that the elements involved in the formation of silicate aureoles are merely normal "volcanic" emanations, that silica, lime, magnesia, and alumina, and probably soda and potash, are likely to undergo local transfers only. The work of Newhouse suggests the agents of the formation of sulphides in deposits of various classifications are the volcanic emanations. Introduction The purpose of this paper is to define the terms commonly used in connection with the subject, to briefly review and discuss the broad features of the aureoles, to indicate some of the features lately recognized: to discuss the genesis, and to suggest how the associated ore deposits can best be studied and developed. When developing a subject in mining geology one is soon conscious of the vast amount of pertinent literature and that most relevant ideas, no matter how obscure, have been considered. One can only hope to make some small contribution in point of view, a few confirmatory observations, or, perhaps, suggest a small new idea indebted to the most recent data. It is nearly impossible, also, to give specific credit, and adequate credit, to all the contributors to a given subject. This study, furthermore, was not intended to cover the field exhaustively, nor is the bibliography complete. Definition OF Terms There is much confusion in the use of the broad terms concerned. Needless to say, metamorphism means change of form; metasomatism, change of substance. The term contact metamorphism, however, has been widely misused possibly by a majority of economic geologists and engineers. As originally adopted by European investigators it meant changes effected largely by heat (thermal effects) in the rocks invaded by plutonic intrusives, but did not include those local changes usually at the immediate contact brought about by the addition of substance, i.e., by metasomatism. Vermiculite is the name of a group of micaceous minerals characterized by their property of exfoliating when heated and thereby increasing many times their original volume. The resulting product has excellent heat-and sound-insulating properties, is used as a lightweight aggregate, and has numerous other industrial applications. Deposits of vermiculite occur in areas of pre-Cambrian rocks of the Llano uplift of central Texas, particularly in Burnet and Llano Counties. Because of the growing economic importance of vermiculite products, the Bureau of Mines undertook a detailed investigation of several deposits in Llano County. This investigation was completed in February 1947. The work comprised topographic surveys of five deposits, drilling with a 4-1/4 inch Parmanco power auger drill, and laboratory evaluation of samples. 342 drill holes, aggregating 4,905.5 feet, were completed, and 377 samples were taken. Laboratory evaluation of the vermiculite comprised expansion tests on both crude and beneficiated samples. The products obtained were compared with commercial-grade vermiculite from Montana.

The Mather mine of The Negaunee Mine Co. embraces nearly all of Sections 1 and 2, T47N, R27W. within the limits of the cities of Negaunee and Ishpeming on the Marquette iron range of Michigan's Upper Peninsula. Operations of the Negaunee Mine Co., the stock of which is jointly owned by Bethlehem Steel Co. and The Cleveland-Cliffs Iron Co., are under the direction of the latter company. The opening of the Mather mine was described by C. W. A1len. Mather "A" shaft was completed to an initial depth of 2352 ft in early 1943. The shaft capacity of over one million tons yearly is in prospect of being realized by orderly development and mining, and sinking of the second or "B" shaft then started in accordance with previous planning. Mather " B, " also a vertical shaft, was designed as a twin to Mather "A" shaft and the sinking technique developed at Mather "A" was utilized in "B" shaft operation.

In connection with its investigations of strategic minerals in the United States, the Bureau of Mines ran magnetic surveys totaling more than 533,000 linear feet at 30 deposits of magnetite in northern New Jersey. These deposits occur in a belt of granitic gneiss and in limited areas of limestone. The ore consists of magnetite accompanied by score of the following minerals: Hornblende, augite, apatite, feldspar, biotite, calcite, garnet and pyrolusite. Results of these investigations are being presented in two reports of which this is the second. The first paper, Certain. Magnetite Deposits in New Jersey, by A. L. Neumann and McHenry Mosier, was issued in April 1948 as Report of Investigations 4225.

This report describes Bureau of Mines investigations of a low-grade scheelite-bearing granodiorite intrusive situated on Henderson Creek, Granite County, Mont. The intrusive is in a narrow, V-shaped valley at the head of extensive placer workings. Since May 1943 the H. & R. Mines Co. of Portland, Oreg., has recovered scheelite sand and gold from the placer workings. A modified Yuba, 4?cubic foot bucket dredge was used in the operation. By February 1947 this operation had recovered and marketed over 215,000 pounds of scheelite concentrates containing 63 percent WO3. The scheelite in the placer was found to be derived principally from erosion of the granodiorite intrusive. The intrusive is one of a series of four similar, dikelike masses of granodiorite whose outcrops are aligned along a 10-mile zone of weakness trending N. 60° E. The intrusive has a triangular outcrop exposed over an area of 57 acres. Trenching and sampling by the Bureau of Mines demonstrated that scheelite is sparsely distributed throughout the granodiorite. This work delimited the outcrop of the intrusive and indicated a large submarginal reserve of low-grade tungsten mineralization. The deposit is ideally suited for exploitation by large-scale, open-pit mining operations; it would be easily available in a national emergency. Additional exploration would be necessary, however, before large-scale production plans could be made efficiently or accurately.

Probably one of the most perplexing problems with which a mill operator contends is the proper evaluation of his mill results. True, he accurately determines his recoveries of metals and grades of products monthly, weekly, and often daily. These figures do not of themselves directly translate to mill economics. When one figure is unusually good there may be an offsetting circumstance. The advantage of high lead or zinc concentrate grade may be offset by poorer recovery; high lead recovery may be offset by poorer zinc recovery, or vice versa; and so on. Besides, grades or recoveries may not of themselves mean more than a reflection of the grade and character of the ore during the period under study. What the operator sorely needs is some one measuring stick that tells him when he has achieved his greatest return, regardless of grades or recoveries—for if he knows his methods and practices are yielding the optimum return he need no longer concern himself with the assays of products and tailings, or the corresponding distribution of metal values. At first blush it would appear that the obvious answer to this is the actual money return to the mill. Paradoxical as it may seem, however, money return does not make a dependable yardstick any more than do grades and recoveries, as ore condi- tions would vary enough to bring about greater money return during periods when the actual metallurgical work is not as good. The mill operator, of course, should always aim for the greatest return on the ore, once it is in the mill bins, with proper attention always to mill treatment cost. The need of a proper yardstick becomes more imperative with the increasing complexity of the problem. In the case of a simple, single-product operation on a fairly uniform ore, in which only one metal is of significant importance, the need is not great, as grade and recovery pretty well tell their own story. At the other extreme is the operation that makes three or four separate marketable products from a complex mixture of heterogeneous ores that vary tremendously in individual metal contents and ratios, degree of oxidation, and other characteristics, and in which gold, silver, copper, lead and zinc are all significant values. Economic Recovery The first attempt at obtaining a proper single yardstick for a fairly complex ore with which I am familiar is the use of the ''Economic Recovery" term at the lead-zinc flotation mill of the Sunnyside Mining and Milling Co., Eureka, Colorado. This method had been applied there early in Sunnyside flotation-mill history (not later than 1920) and credit for the innovation I believe belongs to Messrs. Kuryla and Marquand. The Douglas fluorite property is in the Empire district of eastern Pope County, Ill., which lies near the west boundary of the productive Southern Illinois fluorspar field in Hardin and Pope Countios. Production from mines on the Douglas property accounts for about one-half of the 72,000 tons of fluorspar with which the Empire district is credited. This output was from the Sycamore, Pierce, Slapout, and Empire veins, which are normal fissure veins of little displacement along which there has been local wall-rock replacement by fluorite.
