Every person in an organisation has what could be called ‘a different take’ on what it means to be a safety leader. The directors will tell you they are ultimately responsible for everyone’s safety and that they can be imprisoned as a consequence of a workplace fatality. Managers, take more of a focused approach and would explain that they are totally responsible for the safety of their teams. And then there are front-line leaders. Those that not only have the responsibility (like directors and managers) but they also have the accountability, and the ability, to influence how safely their teams work. But it is not just physical safety that leaders should be concerned with.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

The mining industry has waited a long time for the resurgence in commodity prices and demand for its products that it is now experiencing. Base and precious metals prices have reached levels not seen before. Coal prices have also shot up. And there are encouraging signs in the uranium market. China’s nearly out-of-control economic growth is said to be the leading driver for much of this resurgence. But demand for energy, metals and building materials in the United States and elsewhere are also major factors. The result is that expansions and new mines for nearly every commodity are in the works.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

The metallurgical sector significantly contributes to the global carbon footprint and encounters the challenge of developing more sustainable production methods. This study introduces novel approaches aimed at reducing CO2 emissions within the industrial sector, some of which have been developed up to the demonstration scale. In two case studies, urban waste from the agricultural sector (corn, olives, coconut etc) and waste electrical or electronic equipment (WEEE) recycling residues (shredder light fractions (SLF)) were subjected to thermal treatment. The resulting materials were then used as substitutes for conventional fossil-based reducing agents in both the copper and ferroalloy industries. Furthermore, hydrogen was employed at different scales to assess its efficacy as a reducing agent for recovering metal oxides from fayalitic copper slags. Our findings reveal promising prospects and defined specific challenges for the integration of these alternative reducing agents in the industry. The synergistic use of pyrolysed SLF, bio-coke, and hydrogen presents a viable pathway to significantly diminish CO2 emissions while simultaneously improving the sustainability of the metallurgical sector.

I can think of no better candidate than Daniel that is deserving of this award ? an award to recognize technical excellence in advancing ground control technologies [and] approaches. Daniel?s education and career spans over three decades. Having graduated from National Cheng Kung University in Taiwan in 1972 with a B.S. degree in Mining and Petroleum Engineering, he spent the next four years in the Taiwanese military and mining industry, before moving to the United States, where he enrolled in West Virginia University?s Mining Engineering Department. He received his M.S degree in Mining Engineering from WVU in 1978; then in 1982 became the first person to ever receive a Ph.D. in Mining from WVU. His thesis was titled, ?Development of Ultrasonic Techniques for the Measurement of In Situ Stresses?.

I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M.. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information-will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries: All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute. can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will he classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. "In this paper, the methods of life cycle assessment for microwave hot air systems, and the concept of green degree were proposed. Greenness evaluation index, evaluation system and evaluation model of microwave hot air systems were established. Also, life cycle assessment processing based on these ideas was introduced. Analytic hierarchy process and fuzzy decision- making method were utilized to establish and solve the greenness evaluation of assessment model, while the scores of green degree in microwave hot air systems were obtained. The results show that Life cycle assessment can be applied effectively and efficiently to the microwave hot air systems.IntroductionHot air systems are an important industrial operation condition, which is used to provide high temperature air for materials processing. Nowadays, high temperature airs are manufactured by the conventional heating processes, in which some ceramic materials are used as heating materials. However, these processes pollute the environment. Therefore, to explore new method to produce high temperature air with low energy consumption and less environment pollution are necessary.Microwaves are now being used in various technological and scientific fields in order to heat dielectric materials [1]. Microwaves irradiation has been explored in materials processing in recent years [2-3]. The main advantage of using microwave heating is that the treatment time can be considerably reduced, which in many cases represents a reduction in the energy consumption as well. Since there is energy absorption but no heat conduction, the heating is very rapid and highly efficient, resulting in energy savings and the shortened processing time [2, 4]. Compared with conventional heating techniques, the additional advantage of using microwave irradiation is that microwave irradiation achieves both internal and uniform heating [5-7]. In addition, it is more convenient to control the microwave irradiation processing, because of no direct contact between the heating source and heated materials with less equipment size and waste [2, 8-9]. Life cycle assessment is used and accepted methods for the evaluation of the environmental impacts of products or systems [10]. Recently, many appropriate evaluation methods have been developed for life cycle assessment [11-12]. These proposed methods usually are employed for the evaluating product and analyzing results [13]. Among them, the analytic hierarchy process and the fuzzy comprehensive evaluation stand out as a popular method utilized in many fields [14-16]. Analytic hierarchy process and fuzzy comprehensive evaluation are a combination of mathematical and statistical technique that is useful for analyzing the effects of several independent assessment aspects on the system goal without the need of the predetermined relationship between the objective function and the assessment aspects [17-19]."

The selection of the optimum process route for a new project has traditionally consisted of investigating existing options and ranking them in terms of cost, technical risk and environmental acceptability. With the current focus on sustainable development other factors now need to be considered. Life Cycle Assessment (LCA) of the process options can be used to extend the assessment in terms of their potential for earning renewable energy credits and in judging their ability to achieve greenhouse gas emission reductions. A rigorous life cycle assessment is demanding in terms of setting the baseline for comparisons and evaluating the elements that make up the emission profiles of the process options. However, a simplified LCA can provide a useful tool for comparing different process options. This approach can be combined with traditional assessment criteria to rank the options available to the project. GRD Minproc has been intimately involved in executing LCA calculations for different municipal waste treatment options. This paper applies a similar LCA methodology to investigate the greenhouse gas implications for different options for copper processing. The process options considered are:concentrator û sale of concentrate to smelter, concentrator û on-site mini smelter, and concentrator û leach SX/EW. The paper then goes on to consider the operating cost implications that could arise with the introduction of carbon taxes or carbon credits and how these might impact on the future choice of flowsheet.

"Life cycle assessment (LCA) is a recognized tool to evaluate various processing routes for metal production. Declining ore grades and higher specific energy requirements for primary metal production put greater emphasis on recycling. Greenhouse gas (GHG) emissions of steel and aluminium metal production were quantified with recycling scenarios using material recovery facility (MRF) data from the database of SimaPro LCA software. The GHG footprint of the MRF is relatively minor compared with that of associated transport during collection (i.e. 10 times more than MRF) of curbside recyclable material. Additionally, if the bulk recyclable material is sent overseas (i.e. Australia to China) from the MRF for further processing, the GHG footprint of shipping can significantly be larger compared with the sum of the collection and MRF (assuming electricity is from same source). Thus opportunities exist for reducing GHG emissions from secondary metal production if it is processed close to the MRF.IntroductionIt is a challenge to recycle metals significantly, although theoretically infinite recycling is possible due to their elemental nature. Leaks from the metal stocks in society occur through corrosion, wear and dispersive uses, or via land filling or similar activities that return metals to the earth. In order to provide a technically sound and transparent assessment of metal recycling, a methodology such as life cycle assessment (LCA) should be used. By taking a life cycle perspective, the beneficial recycling properties of metals can be evaluated in a manner that enables appropriate comparisons with other materials or product systems that do not have recycling loops. In practice, mixtures of primary and secondary metals are often used in new products, and also at the end-of-life various processing methods are used for recycling.The difficulty of introducing recycling into LCA is to set the right boundaries for the different flows ending in different product systems. It is a question of which observed material flow belongs to the first product system and which one to the second or subsequent systems. Recycling can be part of any product LCA. However, it is often a complex issue which requires specific considerations. As pointed out by Yellishetty et al. and Birat et al. [l, 2], LCA practitioners are left with much freedom in allocation of environmental burdens to account for recycling, thus making subjective judgments on recycling and allocation of credits to recycling. This often makes it difficult to compare the results of LCA studies conducted by two different practitioners even on the same processes. As LCA is often used to define policy in government, business and society circles, it should be based on a sound, objective and unbiased description of recycling."

Most copper ores contain valuable co-products such as molybdenum, gold, silver, nickel, etc. Sulphuric acid and steam are valuable by-products, which are generated dur¬ing copper production. The environmental impacts from mining and refining therefore need to be shared between these by-products and co-products, an issue in Life Cycle As¬sessment (LCA) referred to as allocation. There are different, recognised methodologies for doing so: burdens can be allocated based on the market values of these commodities, they can be allocated by mass, volume, molar amount, functionality, or other physical, technical or economic factors. All of these methodologies have their respective merits and restrictions, and the choice is usually case specific. Nevertheless, the choice between alternative methodologies can have dramatic effects on the LCA results. Recycling in LCA has to be handled in a similar way, as it essentially constitutes a special case of co¬production. The existing standards (ISO 14040 ff.) allow different methods for imple¬menting recycling and allocation into metal LCAs (open loop, closed loop, value cor-rected substitution, etc.), which are still a subject of discussion in the scientific community. However, the methodology used can significantly influence the ecological profile of copper and copper products. We will present an overview of the different methodologies available for including recycling and allocation and give an analysis of how the meth¬odological choice affects the final LCA results. This work will be followed up by quantitative case studies.

"INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

IN the nonferrous sessions this year, magnesium wiggled its way into a dace of prominence such as it has never before enjoyed. This was evidenced not only by the number of papers presented on that metal but by the attendance at the meetings. The atmosphere permeating these magnesium meetings was similar to that which exists in a family with a new baby. Everybody crowded around to see what it looked like and then wondered whether it would be a success and credit to the family.
