In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

The U.S. Bureau of Mines has evaluated the potential availability of nickel from 36 deposits or districts in 16 market-economy countries (MECs), analyzing more than 95 percent of production in those countries. This study indicates the quantity of nickel available on the basis of net production costs and total costs with a 0-pct and a 10-pct discounted cash flow rate of return (DCFROR). Costs of production are expressed in dollars per pound of recovered nickel. The study also indicates sensitivities of the cost of production to energy, labor, and other factors. The studied deposits and properties contain approximately 33 Mmt of recoverable nickel. About 26 Mmt of nickel is potentially recoverable from laterite deposits, of which 4.5 Mmt can be produced at $2.50/lb or less with a 0-pct DCFROR. Approximately 7 Mmt of nickel is potentially recoverable from sulfide deposits, of which about 6.3 Mint could be produced at $2.50/lb or less at a 0-pct DCFROR. The price of nickel averaged above $6.00/lb in 1988. Sensitivity studies performed for both laterite and sulfide deposits indicate that the total cost of producing nickel from laterites is most sensitive to increases in energy costs and that the total cost of producing nickel from sulfide deposits is most sensitive to increases in labor costs; sulfides are also affected by changes in revenues from byproducts.

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

The U.S. Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market-economy countries. More than 95 pct of primary cobalt production from market-economy countries, mainly byproduct output from copper and nickel operations, was analyzed. Approximately 1,200,000 mt of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. The producing operations evaluated in this study are expected to produce about 19,000 mt of cobalt in 1989, significantly less than the available capacity of about 31,000 mt. More than 14,000 mt per year of cobalt is produced from copper-cobalt deposits in Zaire and Zambia, of which 11,000 mt can be produced at a copper price of $O.60jlb or less with a O-pct discounted cash-flow rate of return (DCFROR). Approximately 4,400 mt of cobalt is produced annually from nickel-cobalt deposits in six countries, of which about 1,800 mt (in Canada and Brazil) could be produced at a nickel price of $1.50jlb or less at a D-pct DCFROR. Approximately 200 mt per year of cobalt is produced from a cobalt mine in Morocco. Most of the evaluated nonproducing operations and prospects that could potentially produce cobalt as a principal product or byproduct would require a total cost (including a 15 pct-DCFROR) significantly exceeding January, 1989 market prices of the principal commodities. Principal-commodity dependence, transportation routes, cobalt toxicity, and other issues that could affect the availability of cobalt are addressed herein.

This U.S. Bureau of Mines report examines the collective role of byproducts with regard to the economics of domestic mineral production, and their individual significance in terms of dollar value, end uses, and strategic considerations. The study also analyzes circumstances that have affected the competitiveness and structure of the U.S. copper, lead, and zinc industries, and factors that impact byproduct availability. These factors include production capacity at smelters and refineries, process technology, changing sources and composition of ores, regulations, foreign ownership, and byproduct demand and price. Policy considerations regarding stockpiling, regulations, and research are assessed.

This U.S. Bureau of Mines report presents the documentation for HEAPREC, a methodology for calculating reclamation performance bonds for cyanide heap leach operations. HEAPREC is a template developed for use with Lotus 1-2-33 release 2.01 or newer software. The report is presented in step-by-step "user's manual" format. Appendices contain detailed background and reference material on performance bonding, cyanide detoxification regulation, cyanide detoxification methods, general mine reclamation procedures, and an example bond calculation.

Fires that occur in abandoned coal mines, waste banks, and in coal outcrops constitute a serious health, safety, and environmental hazard. Toxic fumes, the deterioration of air quality, and subsidence constitute the greatest hazards from these fires. Although tires on abandoned mined land (AML) occur in every coal-producing state, the severity of the problem varies. Methods to extinguish or control AML fires, including excavation, fire barriers, and sealing, are generally expensive and have a relatively low probability of success This U.S. Bureau of Mines report includes information from a variety of sources, i.e., agencies of the Federal Government, State agencies, research reports, conference proceedings, product information, and technical literature. This information has been collated into a comprehensive discussion of AML fire problems. Data on past fire control projects and on the estimated extent of the current problem have been compiled. Factors affecting the occurrence, propagation, and extinguishment of AML fires are discussed. Conventional fire control methods are described, and their probable effectiveness is evaluated. Information on the hazards of AML fires and safety considerations is included. The status of current technology, recent improvements in fire control methods, and areas of current research are discussed.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

This report presents a U.S. Bureau of Mines study that incorporates coal mining factors, coal recovery factors, and economic factors into the definition of an economically recoverable coal resource. The relationship between these factors to the Energy Information Administration's estimate of U.S. coal resources-the "Demonstrated Reserve Base"-is discussed. The Boltsfork 7 1/2-minute quadrangle in eastern Kentucky was selected as the study area. Results indicate that of the original 280.2 M tons of resource in the quadrangle, only 99.8 M tons (35.6%) is recoverable at a mining cost of $25 per ton or less.

Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

Research has shown that an ergonomics process that identifies risk factors, devises solutions to reduce musculoskeletal disorders (MSDs), and evaluates the effectiveness of the solutions can lower worker exposure to risk factors and MSDs and improve productivity. A review of the Mine Safety and Health Administration (MSHA) injury/illness database indicated that 46% of illnesses in 2004 were associated with repetitive trauma and 35% of nonfatal lost days involved material handling during 2001? 2004. Even though these statistics show that MSDs significantly contribute to occupational illnesses and injuries in the U.S. mining industry, few mining companies have implemented an ergonomics process. Despite the many unique challenges in the mining environment, three mining companies partnered with the MSD Prevention Team at the National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory to demonstrate that an ergonomics process could be systematically implemented and effectively integrated with existing safety and health programs. Because these three mining companies were very different in organization, culture, and size, the ergonomics processes had to be modified to meet the needs of each company. A description of how these three companies applied ergonomics and the tools and training used to implement their processes is given. Prior to discussing the case studies, general information on the elements of an ergonomics process is provided.

Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

This paper relates cross-border mergers and acquisitions (M&A) risk management theory to actual coal enterprises in China. The 3 phases of M&A are preparation, implementation and integration. By using the Analytic Hierarchy Process and fuzzy evaluation methods, we will try to establish a model to assess risks of the cross-border M&A of China?s coal enterprises. We then apply this model to the case of Yankuang Group acquisition of the Felix Company and receive the assessment results. There are significant reasons for quantitative research on risks of cross-border M&A of China?s coal enterprises, such as effective prevention and risk-aversion, and facilitation of cross-border M&As.

"Carbon has been the principal reducing agent in producing metals for centuries. Carbon is an inexpensive reducing agent, but also an effective one, as any undergraduate who knows her Ellingham diagrams is aware. Even in the production of aluminum, an electrolytic process, carbon consumed at the anodes serves to reduce the voltage of the Hall-Héroult cell. The interest in reducing the amount of anthropogenic CO2 has led to this examination of whether a switch to hydrogen as a major reductant is feasible and economic. The main source of hydrogen is natural gas and its production entails the generation of CO2; however, that CO2 is more easily captured than, say, the CO2 leaving an iron blast furnace. Calculations and speculations lead to conclusions about whether there is significant benefit to be obtained from such a radical change in our way of producing metals and the approximate cost of such change.IntroductionThe 1991 paper by Forrest and Szekely1 was one of the first to examine the impact of CO2 emissions from the primary metals industries on global climate change. These authors compared data from 1968 and 1985 and reported a drop in carbon emissions from 115.8 million tons to 65.6Mt over this period, the latter figure representing approximately 1% of the world’s greenhouse gas emissions. Much of this reduction was due to a drop in steel output (with carbon emissions increasing within the aluminum and copper industries in this period) but some were due to technological changes such as increased use of continuous casting. A more recent paper on CO2 emissions, focused on the steel industry in Japan, is that of Ariyama and Sato2. These authors report CO2 emissions of 182.4Mt from the Japanese steel, industry in 2003, down from 194.8Mt in 1990. The former represents 14% of the GHG emissions for Japan in 2003. The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Hydrocarbon fuel oils are one of the main components of ammonium nitrate-based explosives, including ANFO (Ammonium Nitrate-Fuel Oil) and emulsions. While a wide variety of fuels can, and have, been used in the manufacture of ANFO and emulsion products, No. 2 diesel, particularly dyed, off-road diesel, is widely used due to its ready availability and use in fueling mining equipment. However, a number of alternatives to standard diesel have been introduced over recent years, namely, biofuels, ‘high-performance’ diesels, and renewable diesels. The pressure to adopt these alternative fuels come from a variety of sources, such as initiatives to reduce carbon footprints, increased lifetime of equipment, and cost-advantages from tax credits. While these factors may provide a very real benefit to the mine site, a consideration that is often missed is how the use of these fuels can impact the formulation and characteristics of the ammonium nitrate-based explosives. Herein will be presented a discussion of these alternative fuels from a chemical perspective as well as the results of several studies focused on how the inclusion of various alternative diesels influences the production and performance of ammonium nitrate explosives. ANFO and emulsion were manufactured using representative fuel sources and studying in terms of the manufacturing parameters, shelf-life, interaction with other chemicals using in mining explosives. Detonation data was then collected for these products and compared to the behavior of products made with standard diesel fuels.

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.
