This paper is one of a series dealing with mining problems and summarizing the data contained in the Information Circulars on individual mines that have been prepared by the managers or superintendents and published by the Bureau of Mines. The purpose of this paper is to present the problems encountered in the development of an efficient mine organization and to show the means used by certain mining companies in promoting efficiency. There is also a discussion of the advantages and disadvantages of the various systems of paying and handling labor and a description of their application at the individual mines.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. This report supplements the date contained in Bureau of Mines Information Circular 6156, "Special features of core drilling in the salt beds of Western Texas and New Mexico," by J. S. Wroth. That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Geological Survey; this report is concerned with the drilling of the last 12 tests. ACKNOWLEDGMENTS The writer is indebted to R. E. Heithecker, the Bureau of Mines engineer who had charge of the drilling of tests 13 to 17, for his well-prepared records on the drilling of these tests.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. This circular is one of a series dealing with the exploration, equipping, and development of mining properties, prepared and published by the United States Bureau of Mines in cooperation with various mining and exploration companies in the United States and Canada. This series of papers will supplement an earlier one which covered the methods and costs of mining and milling at a large number of producing mines. The present paper describes the exploration, equipping, and developing of a group of 18 claims remote from rail transportation, and the transport of equipment and heavy supplies for a distance of 120 miles by tractor over ice and winter roads, and of men and lighter supplies by airplane.

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . It has been thought desirable for purposes of analogy to include reference to All the members of the group of elements to which helium belongs, and, incidentally, to embody in the narrative certain other information pertinent to the subject.

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

Explosions are a type of mine accident that can be prevented by known methods ; however , they continue to occur because some mining people are still negligent in adopting and using the known and , in general , readily available measures for avoiding these disasters . Although the frequency and severity of explosions have decreased during the past 5 years there is still much room for improvement . Pennsylvania is an excellent example of what may be done to prevent explosions ; this State had an explosion record by no means good during the decade before 1930 , but by the adoption of readily available and not very expensive safety measures it now has almost entirely eliminated explosions . Pennsylvania bituminous mines now have the enviable record of not having had a major explosion disaster in considerably over 4 years . fact , many of our mining States are showing definite progress in working mines without explosions ; and some of these , like Alabama , West Virginia , Wyoming , and others now operating with few if any explosions , have had anything but a favorable record in the past .

This Information Circular is an abstract of a manuscript which was completed in June 1933, by Mr. Hugh M. Wolflin, formerly of the U. S. Bur eau of Mines. This abstract has been prepared by Charles Will Wright for presentation at the February meeting of the American Institute of Mining and Metallurgical Engineers in New York. It has been necessary to omit many of the details and most of the cost data and tables, as well as the illustrations in the original manuscript. As the use of airplanes in mining developments is making such progress and as a publication on this subject to be of greatest value should include the most recent information, it is unfortunate that, due to a lack of printing funds, it has not been possible to publish this manuscript. The purposes of Mr. Wolflin's paper are: (1) To describe briefly what has been accomplished in some outstanding examples by the use of aircraft in the mining and petroleum industries, (2) To record costs, (3) To present available information and suggestions to assist in solving future air-transportation problems in the industries under consideration.

The recent establishment of an official price of 64.64 cents per ounce for silver by the President's order of December 21, 1933, has provoked discussion as to the effects of this move on the various metal-mining industries. To assist those of the mineral industry who are interested in this problem, the Bureau of Mines presents the following analysis of basic statistical data concerning; the relation of the silver price to the value of copper ores mined in the United States. The term "copper ore" as used herein includes all ores in which copper is the most abundant base metal paid for. In 1928, this class of ore contributed 98 percent of the total copper output of the United States.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

Placer mining is the mining and treatment of alluvial deposits for the recovery, of their valuable minerals. The method has been used principally for mining gold, but a large proportion of the world's production of tin, platinum, and diamonds and other gem stones and minor quantities of other heavy minerals have been won in this manner. In the United States, as in the world at large, gold has been the principal mineral obtained by placer mining. Minor quantities of metals of the platinum group are recovered with the gold in some localities. Important quantities of sapphires have been produced at placer mines in Montana, and tungsten minerals have been obtained on a commercial scale from placer deposits in California and Colorado. Other heavy minerals or gem stones, however, have not been mined to any important extent by this method in the United States. The search for placer gold and the working of the deposits when found have had much to do with the early development of the West. Placer mining has been gradually overtaken and surpassed in importance by lode-gold mining, until in 1932 less than a quarter of the country's total gold production was from placers or about an eighth, excluding Alaska. In 1932 about 76 percent of the placer gold produced in the United States was recovered by dredging. Although other forms of placer mining still are important, they have been declining for many years, as the richest and most readily mined deposits of gravel along the stream courses have been exhausted. During 1931 and 1932 there was a revival of small-scale mining, but few new deposits were discovered.
