The Phelps Dodge Corporation considers safety a major operating problem , both from the humanitarian standpoint , for this company has a real interest in the welfare of its employees , and from the economic standpoint , for it has found the safe way to be the most economical . In turn , a feeling among employees that the company really has their interests at heart has a wonderful psychological effect . It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .

Titanium ranks as one of the more abundant elements, is widely distributed, and occurs in concentrated form in numerous deposits. This substance was discoveres 140 years ago; but despite the efforts of metallurgists and chemists to find a place for it in industry, only within the last 10 or 15 years has the increased use of titanium pigments provided any extensive outlet for titanium ores. Even to-day titanium is confined to a few highly specialized industrial applications. The metal itself is now quoted regularly in trade journale, but scarcely yet can it be said that the production or use of the metal. has progressed very far beyond the laboratory stage. Ferroalloys containing the element were largely used for a time, especially in connection with the manufacture of Bessemer steel rails; but as American rail- ways adopted open-hearth rails in preference to Bessemer rails, the demand for the alloys in the rail manufacture gradually dwindled into insignificance. New outlets for ferrotitanium have been found in the steel industry; and the production of titanium alloys, both in the United States and in Europe, has increased in recent years. By far the largest use of titanium at the present time, however, is in pigments. The manufacture of titanium white began in Norway, but at present the United States is the leading producer. One of the two companies now operating in the United States is also the leading factor in European production. Although titanium occurs, in many minerals, the principal commercial sources are rutile (the natural oxide, Ti02) and ilmenite (iron-titanium oxide, FeO. TiO2). The latter is a coal-black mineral, but it is the one used in the manufacture of the titanium white of commerce, as well as in the manufacture of ferroalloys and arc-lamp electrodes. Rutile, the natural oxide, is not pure white and, being less common in nature, costs more; it is, therefore, reserved for use in the manufacture of titanium chemicals employed in relatively small amounts in dye works and bleacheries and for sundry minor purposes. This paper summarizes the titanium industry, with special reference to its economic aspects. It is offered as a survey of current trade literature and as a digest of material in the files of the bureau and is presented in response to numerous inquiries from prospective producers as to ways and means of exploiting deposits. (At present, much of the ilmenite consumed in this country comes from overseas, principally from British India..). A forthcoming circular, devoted to deposits of titanium-bearing ores, deals with foreign and domestic sources of supply.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

This paper describing the mining practice at the Spring Hill mine of the Montana Mines Corporation, Helena, Mont., is one of a series issued by the Bureau of Mines on mining methods and costs in various districts. Its purpose is to summarize improved methods whereby lower costs have recently been obtained. These improvements are principally the adoption of a modified sublevel stoping method of mining the use of grizzlies underground improvements in haulage, and rage bonuses. The Sprint Hill, Trine is situated in Grizzly Gulch, 3 miles southwest of the city of Helena. Helena is on the links of the Northern Pacific and the Great Northern Railways; and the East Helena smelter of the American Smelting and Refining Co. to which the concentrates from the mine are shipped, is but 6 miles east of Helena. The mine is probing 150 to 200 tons of gold ore per day, with an underground crew of about 40 men.

In the 39 years from 1891 to 1929 , gas and dust explosions in the coal mines of Tennessee caused 413 deaths , or one- third of the fatalities in the mines for that period . Inasmuch as explosions caused but about 15 per cent of mine fatalities for the whole United States for this same period it is evident that the Tennessee coal mining record is by no means good , as far as explosion fatalities are concerned . Since 1926 , Tennessee has had a clear record as to fatalities from explosions ; this fact may be credited very largely to the improved conditions and safer practices in Tennessee's coal mines which have been brought about by the work of the State Inspection Department and of the Southern Appalachian Coal Operators Association directed toward adoption of safety precautions and practices most of which are advocated by the United States Bureau of Mines . Chief among these improvements are the replacement of black powder and dynamite by permissible explosives , improved ventilation , and the installation of rigid methods of inspection for gas . With the present tendency for operations to pass into the hands of responsible and informed management , and with unrelaxed care and inspection , the good record of the past several years should be maintained .

That the maintenance of proper air conditions is a most important factor in the control of occupational hazards is shown by the large amount of material presented each year through the technical journal's on the effects on workers of injurious dusts, gases, and variations in temperature and humidity.. SUMMARY OF RECENT LITERATURE ON EFFECTS ON WORKERS OF EXPOSURE TO DUSTS The subject of the control of dust and dust diseases continues to be a matter of serious concern in most of the industrial countries of the world, as indicated by the following summary of reports published in a number of foreign countries as well as in the United States. Australia. The Workmen's Compensation Act of 1920 for New South Wales3 provided for the promulgation of schemes for the compensation of workers dis- abled by silica or other dust. In 1924 the prevalence of silicosis and tuberculosis among Sydney stonemasons, quarrymen, sewer miners and rockchoppers was investigated by a Technical Committee of Inquiry, appointed upon the recommendation of the New South Wales Board of Trade. The findings of this committee were published by the Government in 1925. No scheme was promulgated by the Government and in 1926 the Act was amended limiting its scope to workmen disabled by disease caused by silica-dust. This was promulgated and gazetted on September 16, 1927, and applies to men working in sandstone as stonemasons, quarrymen, rockchoppers, and sewer miners in the County of Cumberland.

This paper describing mining practices at the United Verde copper mine, Jerome, Ariz., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts f the United States. At present mining operations are being conducted both underground and by electric shovels in an open pit. The open-pit work has been described by E. M. J. Alenius in a previous publication of the Bureau of Minos;3 the present paper will be confined to a description of the underground mine. The underground methods comprise horizontal cut-and-fill, shrinkage with delayed filling, horizontal square-set, inclined square-set, and top slice. The normal daily production of the underground mine is 3,000 tons of copper ore per day, requiring the employment of 900 men underground.

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . Hafnium appears to be among the more abundant of the newly discovered elements . Though quite widely distributed in nature , its compounds chemically so resembled those of zirconium , its sister element , that it escaped detection until 1923 , when Coster and Hevesy announced the discovery of the element , to which they gave the name of " hafnium " , from Hafniae , the Latin name for Copenhagen , where their research work was performed . Hafnium has so far been found only as a minor constituent of zirconium minerals . Zirconium as an element was discovered more than 140 years ago , but only a few unimportant uses were found for the metal or its compounds until some 18 years ago ; it is still classed among the rarer commercial metals . It is not surprising , therefore , that hafnium has not yet found a definite place for itself in industry . Nevertheless it has commanded a considerable interest among scientists ; and in 1930 some 70 grams of perfectly pure oxide of hafnium were prepared in Europe . A commercial future for hafnium is already glimpsed in the radio industry , and its high melting point and electronic emissivity have already led to the taking out of patents for its use in radio tubes and incandescent electric lamp filaments and for the cathode surfaces of devices such as X- ray tubes and rectifiers .

Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

This paper is one of a series being prepared by the United States Bureau of Mines on tunneling methods. The tunneling methods described are those used at the Ojuela unit of the Compania Minera de Penoles, S. A., the Mexican subsidiary of the American Metal Co., Ltd., of New York. The Ojuela unit is situated some 4 miles southeast of Mapimi, Durango. Mexico, the latter place being connected by a 15-mile narrow-gage railway with the standard gage railroad at Bermejillo, some 40 miles to the north of Torreon, the location of one of the company's smelters.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

"In preparing this paper the writer has perforce depended mainly upon published information, including the catalogs and pamphlets issued by importers and dealers such as the Diamond Drill Carbon Co. and J. K. Smit & Zonen. Special acknowledgment is made to various articles published by S. H. Ball. The writer of this paper, however, is alone responsible for statements herein contained and since he has often found it necessary to rationalize apparently conflicting opinions of recognized authorities on this little-known subject, he will welcome constructive criticism from the trade.Two types of diamond are extensively used for industrial purposes. One type, known as bort or bortz (boort, boart, bowr, etc.), consists of diamonds of the gem variety but unfit for cutting into gems. They may be colorless, yellow, brown, or gray. The other type, carbonado, known in the trade as ""carbon"" or ""black diamond,"" differs greatly from the white diamond, being opaque and apparently amorphous or noncrystalline. Actually, instead of forming a large single crystal as in a gem stone, carbon diamond comprises a mass of microscopic crystals that interlock to form a tough, homogeneous material with no planes of cleavage. It is found in various colors -- black, dark green, brown, and gray -- but usually it has .a dark lustrous black surface, with a resinoid or submetallic appearance, often resembling fine-grained steel. Upon exposure to the air the broken surface gradually darkens to an ash-gray color. Ballas is a special type of carbonado in which the crystals are definitely-oriented around a central nucleus. They are harder and tougher than ordinary carbonado but are much scarcer. The Cape ballas is reputed to be not quite so tough as Brazilian ballas but tougher than carbon or bort.The diamond crystals are isometric and take a variety of forms. The cleavage is octahedral and well marked. A crack is easily -started parallel to an octahedral face, and bort or gem diamonds are notoriously brittle, especially when subjected to sudden shock. Even carbonado, while it has a high resistance to slowly applied pressures, may be chipped or broken by a sharp blow.Exposed to radioactive rays, the diamond becomes phosphorescent; this property is often utilized to distinguish it from quartz, topaz, or glass. The unusually high refractive index likewise aids in its identification in the case of a more or less transparent stone. At the temperature of the electric arc, diamond is converted into graphite, another form of Carbon but one of the softest mineral substances. At a much lower temperature, as low as 1,5620 F., the diamond may be burned like ordinary carbon in an atmosphere of oxygen, and according to some authorities there is danger of burning a diamond if overheated even in air."

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

The alkali metals , sodium and potassium , and more particularly sodium , occur abundantly in chemical combination with other elements . The elements themselves are available in metallic form but are so active chemically that they oxidize rapidly in contact merely with the air . Potassium will even catch fire spontaneously in air , and both the metals will decompose water with explosive violence . Inasmuch as they are almost as soft as wax they are not suitable for the structural or other mechanical uses characteristic of ordinary metals , and consequently the uses of these elements even in the metallic condition are based upon chemical rather than physical qualities . Sodium metal is used largely as a commercial reducing agent , but potassium metal is rarely found outside of chemical laboratories . Numerous salts and other compounds of these elements enter largely into world trade and are commercially very important , but none of these compounds except sodium peroxide and sodium cyanide are made economically from the metals . Sodium is generally considered as rather an uncommon metal , but in point of annual tonnage produced it is far more important than mercury , magnesium , molybdenum , bismuth, cadmium, cobalt , gold , silver , or the various rarer metals .

This paper describing the methods employed in the purchasing and supply departments of the Miami Copper Co., Miami, Ariz., is one of a series being prepared for and published by the United States Bureau of Mines on office practice in mining operations. GENERAL DESCRIPTION The Miami Copper Co.'s plant is located about 1 mile from the town of Miami, in the Globe-Miami Mining District, Gila County, Ariz. The property consists of a complete mining plant, concentrator, high-pressure steam power plant, and many other attendant structures. In normal times the company employs about 1,500 men, and mines and mills about 6,000,000 tons of ore annually.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .
