This report covers the period January 1964 through December 1964; it is a continuation of the series that began with the publica- tion of Information Circular 7516 in October 1949. Also, it is the sixth in a series of reports prepared under a cooperative agreement between the Bureau of Mines and the American Association of Cost Engin- eers. The agreement provides for the publication of an annual cost bibliography with the work load involved in the preparation shared equally. The Holmes Safety Association , organized and named in honor of the late Dr. Joseph A. Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

The Holmes Safety Association was organized and named in honor of the late Dr. Joseph A. Holmes, first director of the United States Bureau of Mines. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.

A detailed description is given of radio apparatus for controlling a coincidence outfit for relative gravity measurements. This is probably of little interest, since many types of apparatus could be used. The general method employed is the interesting thing about this paper. As long ago as 1883 von Sterneck made a proposal to control two coincidence boxes with the, seine, clock, and many persons have suggested the use of radio for this purpose. In accomplishing this it would appear to the reviewer that this method is probably inferior to that used by the Marland Oil Co., but Berger and Brückner must be given the credit for important advances in the coincidence method. In their apparatus a clock at a central station actuates a relay, which operates a short-wave transmitter (40 m.). At the receiving station the amplification is accomplished at low frequencies... The signal operates a relay which moves a slitted screen in a coincidence apparatus. This screen has been improved considerably, to decrease the mean error in observing a coincidence. As usual, a telescope is used to observe the flashes of light. It has a scale in its focal plane and positions of successive flashes are easily read off and recorded by a second observer. This makes possible' a: higher accuracy in determining the exact instant at which coincidence would have occurred at the zero point on this scale. This method obviously depends on the constance of the mechanical and electrical lag inn both sending and receiving apparatus, and may be adversely criticized from this standpoint. -- A. E. Ruark.

Graphite is an essential war mineral and for that reason has received much attention from the standpoint of national defense. During the World War the situation with respect to graphite supplies, though it never became acute, caused considerable concern. Even in peace time, however, graphite has aroused more interest than the actual size of the industry seems to warrant. Despite this wide interest the facts of the industry do not seem to be generally known. Often there has been an almost total disregard of the essential' economic and technical problems involved. Long ago Bastin3 made the following statement; in a Government' report: "To-day there are more abandoned mines and mills in the United States than the number in operation * * *. In the number of times' some of these properties have changed hands in the course of a few years, there is a record of misrepresentation and disappointment that can hardly be equaled in any other branch of mining; and many properties have been notoriously associated with stock manipulation of doubtful character." According to one authority fully 600 graphite mines have failed in the United States, and the record shows that of all these properties scarcely a score have ever succeeded in operating for as much as a year or two. More than 40 mines have been worked at various times in the State of New York alone and at least that many in Alabama. Throughout the country, in fact, there are scarcely a dozen States in which efforts have not been made at some time to exploit graphite deposits. At the present time the list of mines that can be classed as at all active is reduced to less than ten. Failures inevitably occur in all lands of mining, but the disheartening feature of the record of graphite mining in this country is that so few ventures have even paid back the money put into them and. that none has been a conspicuous success.

The basic character of the free energy r data relating to water and the oxides of carbon makes it desirable that the most representative values that can be obtained should be constantly available. The calculations of Lewis and Randall3 retain much of their of original value, but appear to require some modification in the light of more recent work. This paper has been written to incorporate the newer information and to present some estimate of the reliability of the resulting figures. The data upon which the calculations are mainly based are, for these substances, the equilibrium constants of the various reactions involved. The original work relating to these equilibria has, been reviewed and, where possible, weighted to correspond with its probable reliability. The differences in the results of the present from the earlier calculations are partly the consequence of this appraisal and partly of the inclusion of more extensive data, as will be indicated in detail in the succeeding sections.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. The Department of Industry, Commerce, and Labor is in control of all mines. Attention may here be called, however,

This paper is one of a series , dealing with mining methods and costs , sponsored and published by the U. S. Bureau of Mines . Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

"In the interest of accident prevention it is felt that a report of the measures taken during the past four years toward the reduction of fatal accidents in Alabama, especially in preventing falls of roof and coal, will be of interest throughout the mining districts.In order to determine the primary factors in the reduction of fatal accidents from falls of roof and coal, the operators, State Inspection Department, and the Alabama council of the Holmes Safety Association were asked: ""What has your organization done to help in the reduction of accidents from fails of roof and coal?"" The responses to this question have made this report possible.To bring out briefly the reduction in fatal accidents from falls of roof and coal as well as from all causes, the following three tables have been prepared.These statistics have been compiled from the records of the State Inspection Department.In the order mentioned, it is felt that credit for the reduction in fatal accidents from falls of roof and coal should be given to the individual operating companies, the State Inspection Department, the Alabama council and chapters of the Holmes Safety Association, and the Alabama Mining Institute. The individual operating companies naturally head the list in that they are directly concerned from a humanitarian as well as a financial point of view. The State Inspection Department through frequent and thorough inspections and by providing necessary statistics is largely responsible for the reduction. The Alabama council and its affiliated chapters of the Joseph A. Holmes Safety Association through its publicity and education reaches a large number of employees throughout the mining district. The Alabama Mining Institute defrays the council expenses and thus makes possible much of this service to the Alabama mining industry.In 1925 there were 49 fatalities, equivalent to 115,169 man days per fatality, from falls of roof and coal, which was by no means a good record; in 1926 the number and frequency of accidents were reduced to 42 fatalities and 149,096 man days per fatality. When in 1927 the fatalities from this cause mounted to 61 and the man days per fatality were reduced to 89,903, it was quickly realized that more concentrated efforts must be exerted to reduce such accidents.As early as August, 1927, at which time the fatalities from falls had reached a total of 31, the following letter from the Chief Mine Inspector was written to each operating company in the State and was the initiation of a very strenuous campaign by all parties concerned towards the reduction of accidents from falls of roof and coal."

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Safety first is no longer merely a motto ; in some industries and in some parts of the mining industry it is an accomplished fact . In connection with the National Safety Competition of 1928 in which 284 mines and quarries participated , 42 plants were operated without a single lost - time accident . The winning company in the bituminous group had an accident severity rate of 0.053 per thousand man hours of exposure . Excellent safety records of various kinds are becoming more and more frequent , and the indication is that in reality safety is first in many mines and qquuaarrrriieess .. The safety achievements in the Stewart mine of W. J. Rainey , Inc. , are unusual even among mines winning awards in the competition .

This paper describing the concentrator practice of the Cananea Consolidated Copper Co. at Cananea, Sonora, Mexico, is one of a series of articles on milling methods and costs being prepared by the U. S. Bureau of Mines. The Cananea concentrator treats 2,400 tons of copper ore per day by preferential flotation, whereby the copper sulphides are floated and the iron pyrite depressed. During the first half of the year 1929 the heads to the concentrator averaged 3.29 per cent of copper, the recovery was 95.74 per cent of the total copper, and the concentrates produced contained 21.44 per cent of copper.

The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Face and haulage accidents can and will be reduced materially if the individual miner takes all precautions necessary to protect himself and if the management

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

Thorium and cerium are two of the group of elements known as "rare earth metals," and are obtained from the mineral monazite. Previous to the employment of thorium and cerium in incandescent gas mantles these elements were nothing more than laboratory curiosities, as the rest of the rare-earth metals are to-day. The most important salts of these rare earths are the nitrates. In the manufacture of gas mantles, thorium nitrate is the principal ingredient and forms prom 92 to 99 per cent of the impregnating material; the other 1 or 2 per cent is largely cerium nitrate and is quite as necessary, for without it there would be little luminosity to the mantle when in use. When the mantle is "burned off," the nitrates are changed to oxides. The monazite used as a source of thoria contains from 6 to 9 per cent of thorium oxide (Th02) and 24 to 32 per cent of cerium oxide (Ce203). As only the thoria and a very small hart of the ceria from the monazite could be used in gas-mantle manufacture, for a time the residues consisting mostly of ceria with somewhat smaller quantities of other rare earths found no commercial application. Later, however, they came to be utilized in several ways, the most important being: (1) the manufacture of cored flaming arc carbons, a great, irmprovement over the plain arc carbons used in electric lighting; (2) cerium metal used in the manufacture of pyrophoric or sparking alloys or "flints" for automatic pocket lighters and miners' lamps; and (3) the production of special kinds of optical and art glass.

Although there are certain general uniform provisions in the laws ... of the several Provinces of Canada the differences are so great that it is considered advisable to present digests of separate mining laws rather than a digest of Canadian mining law as an entity . This analysis , accordingly , has been divided as follows : Nova Scotia , New Brunswick , Quebec , Ontario , British Columbia , and a group of Provinces under Dominion Law .
