In an ever increasing ?carbon? society; management and growth will be measured by one?s carbon footprint (or output). Industries, especially mining, are under an ever increasing scrutiny of carbon, water and environmental mandates. These mandates are measured by the emissions caused by the combustion of fossil fuels. The fundamental building-block for any business, strategic or management decision must be based on an understanding of one?s ?footprint?. The scrutiny is most stringent for the commodities producers, power producers & fuel suppliers in the energy market. An overview of currently acceptable standards, application of those standards and nuances experienced in collecting the data necessary to analyze and complete a company?s carbon footprint will be presented. A lack of regulation, the fear and expectation of new and ever constraining rules, regulation and a change in the federal administration is a recipe for uncertainty in the marketplace.

THE paper by C. H., Lieb on the "Economics of Oil-Producing Practice" (June issue, M. & M.) contains much food for thought. The engineers should be gratified that an executive with Mr. Lieb's. responsibility should recognize their standing in the industry. Yet after giving them that recognition, he proceeds to spur them on to greater accomplishments by pointing out that their job is only partly done and in some instances poorly done. The operating policies in this paper when applied to new pools with flowing wells are sound. Neither do I take exception to their application to pumping wells. But I do wish to comment on what lie says about price when applied to the many more wells that are approaching abandonment that is, the small producing wells. Mr. Lieb states in effect that higher prices would be detrimental from the long range viewpoint. I doubt that the present prices of crude will provide an ample return from the hundreds of thousands of small wells that have possibilities of substantial recovery by means of water-flooding, repressuring with gas, and air drive. Probably expenditure for experimental work can he justified, but at this time it must usually be considered as experimental. Recently I visited a property where it was estimated that $250,000 would be spent on a 160-acre tract for flooding purposes. The rate of r e t n r n and amount of profit at today's prices are uncertain. It can be argued that if this type of recovery is not economic with crude at $1 then it can he delayed as it is now possible to secure economically an ample supply of crude from our flush fields. But these old fields still retain large quantities of crude in a dormant state, and should not he abandoned per-

AT the meeting of the Western Division of the American Mining Congress, held in Denver last September, papers were read by F. H. Brownell, a vice-president of the American Smelting and Refining Co. and chairman of its finance committee, and by H. Foster Bain, former director of the United States Bureau of Mines and now secretary of the A. I. M. E.. which dealt thoroughly with certain phases of my sub-ject. These addresses can hardly have failed to awaken serious reflection in all who listened to them; but their implications have apparently not penetrated the con-sciousness of bankers, economists and statesmen, whose business it is, or should be, to prepare for the economic and social changes which must inevitably follow, if the conclusions which I shall outline hereinafter are true. In discussing this subject I wish to disclaim any intention or desire to forecast the course of the metal markets or the immediate prospects of the mining in-dustry. The facts' adduced must inevitably influence the value of metals, the activity and profitableness of mining, and perhaps also the social status of those en-gaged in it. But my forecasts do not refer to this year, next, year, or the year after. The nearest ap-proach to a date on which I will venture is that the relative scarcity of gold may begin to make itself felt in something like ten years from now, but its effect will not culminate for several years thereafter. Scarcity of new gold is likely to be offset, to some extent, by increasing use of currencies based on credit; but unless it is found possible to dispense with the gold standard altogether, this can hardly prevent a great ultimate fall in commodity prices. This fall, moreover, is likely to be more severe in manufactured goods than in what are, popularly termed raw ma-terials; and most of all in those manufactured goods which are susceptible to the greatest degree to cheapen-ing by mass production, and which are least counter-affected by increasing metal prices; by which I mean those in which the cost of metal contained forms a relatively small, element in the total cost of production.

"Developed countries are in the midst of re-structuring education in minerals-related disciplines as raw materials, once vital to wealth generation, contribute progressively less to the economy. The changing circumstances mean institutions must justify mineral processing by new criteria. After considering what a mineral processor needs to know the ways to deliver are considered. Taking twenty graduates per year to illustrate, one institute could justify this number as a program in a department or school (of whatever grouping of disciplines). A strong research component would make the package additionally attractive. Divide among four institutions and mineral processing is best served in a research centre with delivery taking advantage of multi-centre and distance learning opportunities.INTRODUCTIONThis is one of five plenary lectures at the Congress. I may have preferred a technical subject, as that is what occupies most of my thinking hours, but it is reasonable as an academic that this topic should come to one of us. The fact the topic has not been high on my agenda may provide one advantage: that I can suggest directions free of pre-conceived notions, just as when reviewing the background to a technical article the temptation to select in support of one?s interpretations is resisted. The trick will be to add something new.One reading of the title seems to query whether mineral processing education has a future. (I will refrain at this juncture from defining mineral processing and assume for now we share an understanding of the term.) The proximity of natural and human resources led to the Industrial Revolution and the interaction continues to stimulate and sustain industrial and economic development in many parts of the world. The search for raw materials has historically played a key role in opening frontier areas, with undersea and outer space next. The reason is obvious: raw materials along with food and energy underpin society. Thus mining will remain part of human activity along with the need to pass on the knowledge and skills.What happens over time is resource relocation. Raw materials become exhausted in one area to be replaced by sources elsewhere; the demand for some materials lessens while growing for others. Educational institutions can find themselves with the wrong geography or with staff focussing on the wrong subjects. When this happens the restructuring produces much discussion. This is where we are in parts of the world. Japan, Western Europe and the United States are the prominent examples (Dowd, 1998; Flemings and Suresh, 2001; McDivitt, 2002). Mineral processing is becoming a series of courses in related disciplines: resource engineering, environment engineering or materials engineering. The start of the transition is evident in Canada and Australia, perhaps earlier than expected given the contribution of raw materials to their economies. A common backdrop in the developed countries is social pressure to reduce the impact of the ?untidy? aspects of life, and that includes mining. (This is not new: in classical times the mine face was the preserve of slaves and convicts.) These values are exportable, potentially affecting recruitment into mining schools everywhere."

Oxygen steelmaking (OSM) is not only the dominant steelmaking process but defines the structure of the industry. There are a number of myths regarding the future of OSM, which are false. These myths include that the EAF will become the dominant process in the near future, it is less costly to produce steel in an EAF and OSM is a mature technology and no new developments are occurring. These myths are shown to be false. Selected new developments are discussed such as post combustion, recycling of waste oxides, slag splashing and sensors.

One of the most intensive of material rivalries is the confrontation between zinc die castings and plastic injection moldings. Pressed hard by the plastics industry, zinc die casters are learning how to make parts with less material yet without sacrificing quality. The key to this new trend is the technique of Thin Wall die casting. The obvious benefits of Thin Wall are lighter weight and lower cost. Again, obviously, these are the very selling points that put plastics into many appliance and automotive parts formerly made of zinc. One of the factors that has been most conducive to the outstanding growth of plastics has been the increasingly prevalent concept that "adequate" properties are sufficient, especially if there are cost advantages. Most of modern design today is oriented around the reasonable life of a product, rather than indefinitely extended life. This is simply an acknowledgment of the existence of a design environment that pervades many areas, reflecting the life-cyclic desire for change. Too often, so-called "weight-saving" materials end up being very costly - not only in production, but in durability and dependability. Change for the sake of change usually doesn't effect a change for the better. In the majority of cases, the best bet is to design in traditional materials and minimize the material needed, while maximizing the efficiency of the production process. Component prices of products to be produced from either plastics or zinc must be studied in detail to determine which material will produce the lowest cost of manufacture. It is not uncommon for two parts, similar in appearance at a casual look, to have a considerable difference in energy requirements and production costs. Detailed cost estimates of the advantages of each material should therefore be prepared for zinc and plastic parts before the final design and material selection decisions are made.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

To filly secure the environmental and social acceptability benefits of making a sulphide smelting facility and its ancillary sulphuric acid plant or other means for fixing sulphur, a virtually zero gas emission operation, it will be necessary to utilise exclusively technically pure oxygen. The strategy proposed for preventing the smelter from overheating involves highly efficient energy transfer by promoting sulphur trioxide formation at a relatively higher temperature than normal. A closed-loop gas circuit uses an eductor system actuated by the process oxygen to recirculate sulphur trioxide and unconverted sulphur dioxide back to the smelter, the endothermic dissociation of sulphur trioxide becoming a major contributor to the removal of excess heat. The only gases leaving the system relate to the bleed of nitrogen impurity introduced in the tonnage oxygen.

ADOLPH GREINER, Seraing, Belgium :-I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have cor-rected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix II. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p; in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. MR. IN the course of some experiments more than five years ago, made for a totally different purpose than the investigation of the oil used, I placed a small quantity of a transparent yellow lubricating oil in a bomb-like vessel and heated it to a relatively high temperature. At the end of the experiment I removed the oil from the vessel and was amazed to find that instead of bearing any resemblance to the oil which I had put in, it now had the appearance of ordinary crude oil. The green color by reflected light and the rich red-brown by transmitted light were so unmistakable as to at once lead to further investigation. I subjected the material to fractional distillation, and the surprise which I 'experienced at the appearance of the oil, changed to amazement when I found that it yielded, on distillation, 15 per cent. of gasoline and 30 per cent. of burning oil, and that its constitution resembled crude oil quite as much as did its appearance. Furthermore, the gasoline and kerosene distillates which it yielded were of a clear water-white color, entirely without treatment with acid or alkali, and were entirely free from the odor familiar in "cracked" petroleum distillates. The result of this experiment was quite too remarkable to be credited without further confirmation, and I at once filled the vessel with some of the same oil that I had used before, and again heated to about the same temperature that I had previously used, and for the same period of time. Upon opening the vessel and removing the contents I found, not the material resembling crude oil that I had obtained before, but apparently only the same oil that I had put in, somewhat darkened in color, but nevertheless far different in appearance from the material obtained in the previous experiment.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,1 presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental, work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a super-cooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer,3 is not consistent with the observed length of an individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. Discussion of the paper of Max Boehmer, presented at the Pittsburg meeting, March, 1910, and printed in Bulletin. No. 38, February, 1910, pp. 119 to 122. W. MORTON WEBB, Germiston, Transvaal, South Africa (communication to the Secretary*):-The experience of Mr. Boehmer in the Leadville district and his reputation as an engineer assure the interest of anything he may write on the ore-bodies of that district; and all engineers who have operated in Leadville will agree that the theory of the origin of the Leadville deposits, as given by Mr. Emmons in his famous monograph, does not adequately explain the genesis of all the deposits. The solution of the problem does not, however, appear to be quite so simple as Mr. Boehmer would make it; and the advance pamphlet issued by the U. S. Geological Survey, pending the completion of the main report, shows that there is still much ground for controversy. No doubt the later eruptives had a greater influence on the deposition of the ore-bodies than was thought at the time of the first investigation by the Survey; but it has always appeared to me that the influence exerted by these dikes was more in the nature of a physical than a chemical one. The weight of evidence in recent years is mostly in the direction of ascension rather than lateral secretion; and one of the strongest evidences is the fact that most of the ore-bodies lie under one of the comparatively impervious layers which help to make up the structure of these hills. On Iron hill I have found a very persistent white porphyry sheet, split off from the overlying porphyry and lying from 30 to 60 ft. below the main white porphyry and blue limestone contact. This sheet varies from a few to 50 ft. in thickness, and where found adds another "contact" to that region ; some of the largest ore-bodies on Iron hill lie immediately under this sheet. Selective leach analytical techniques applied to surface geochemical samples in the search for deeply buried mineral resources gained popularity in the late 1990s. Several commercial assay laboratories introduced their own selective leach methods, adding to the few established commercial methods at that time. Many of these laboratories promoted their methods with orientation data showing favorable responses to both precious and base metal mineralisation, concealed beneath extensive thicknesses of overburden. However, many explorationists remain confused about the utility of these geochemical methods. This confusion is due primarily to the lack of objective orientation surveys over significant mineralisation, comparing all commercially available selective leach methods and to the lack of a creditable theory explaining the formation of these selective leach anomalies. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. An orientation survey was designed to fill the first void û an objective survey over significant mineralisation. With the help of 17 mining companies and assay laboratories, an orientation survey was conducted over five significant covered gold deposits in Nevada, USA , representing over ten million ounces of gold. Hopefully the results of this survey will help provide fuel for those working on the second void û a theory to adequately explain the formation of these selective leach anomalies.

MINERAL production of the United States is valued at over five billion dollars a year at present and the industry employs close to a million workmen, yet such maps as are available that might indicate the geographical distribution of this industry show only the location of coal and oil fields and of other mineral deposits. No recent map is available that shows this distribution in a quantitative way. The purpose of the maps and graphs here presented is twofold: (1) to give the mining engineer a clear conception of the relative value and the pattern of distribution of minerals in the United States; (2) to test the so-called block-pile (or grouped pillar) system of statistical mapping, which makes this presentation possible. (I discussed this method of mapping in an article which appeared in Economic Geology in 1939, Vol. 15, p. 185-188.)

Introduction Placer deposits account for one-half to two-thirds of the total gold produced worldwide. As many as 311 t (10 million oz) have been produced from some major districts. Several others are credited with 155 t (5 million oz). All the major districts and many lesser ones have similar characteristics. Consideration of these characteristics offers insight into the origin of gold in the deposit. Knowing the gold deposit's geologic history leads to useful conclusions in exploring for placer deposits and for deposits in consolidated areas. Placer Deposit Characteristics Table 1 lists 17 placer gold districts around the world and their characteristics. These include type and age of, mineralized source rocks, associated intrusive rocks, and age of intermediate sedimentary cycles. Although quartzite or sandstone occurs in the bedrock sequence in four of the 17 districts, slates, phyllites, or schists are present in all of the districts. Additionally, in all but three, the slates are pre-Mesozoic. And, in six of the remaining 14, the slates are Precambrian. Rocks intrusive into the slates are all of intermediate to acidic composition and are emplaced as stocks, dikes, or sills, rather than being batholithic in proportions. Intermediate interceptors have not been recognized in only three of the 17 districts. Data from China and Mongolia are inconclusive as to this characteristic. Black Shale Gold Higher than average gold values are found in modern sedimentary rocks in coarse granulites, conglomerates, sandstones, and gray-wackes. Not so predictably, higher than average gold values also occur in black shales and carbonaceous argillities. Li and Shokena (1974) found that, in the Proterozoic sedimentary and equivalent metamorphic rocks of the Enisei Ridge, carbonaceous and graphitic phyllites and schists were particularly enriched in gold. Korotayeva and Polikarpochkin (1969) reported gold content in organic rocks to be enriched up to 15 times more than the organic free shales and siltstones of the Nerchinsk Zavod region of eastern Transbaikal. Black shales can be gold interceptors as are rocks of the granulite facies. Gold occurs in shales in particulate, free form, in pyrite, adsorbed on clays, and precipitated on carbon. In copper-bearing shales of Poland's Fore-Sudetic monocline, Kucha (1973) reported gold present in organic compounds as well as in silver bearing minerals. Anoshin (1969) found a strong correlation between gold and the pelitic fraction of sediments in certain rocks of the Atlantic Ocean basin. Heavy metal absorption on clays results in agglomeration to the extent that the particles settle with the heavy mineral fraction in enriched strata. Piper and Graef (1974) think that gold in sediments on the flank of the East Pacific rise is of lithogenic origin. Crockett (1973), however, proposed a volcanogenic exhalative origin. A strong correlation between gold and volcanic activity exists in rocks of the Canadian Shield where tuffaceous sediments and porphyries are more frequently enriched in gold than rocks with no volcanic components. Volcanic rocks of intermediate to acidic composition are considered here to be the primary source of gold in black shales. Gold is concentrated in shales as detrital free grains with diameters less than 50 µm (270 mesh), as precipitates, and in pyrite or other sulfide minerals. This is the first step in the history of gold placer deposits. Grain Size Modification Gold, as free grains with diameters less than 50 µm (270 mesh), is too light to be concentrated hydraulically into placer deposits. Some process has increased the average size of the gold grains. Mobilization during regional metamorphism converts most of the gold into particulate grains or entrains it in microfractures in the sulfide minerals. With moderate folding, small, white, vitreous quartz veins develop. As deformation continues, larger, more conspicuous quartz veins are formed. ENROLLMENT in geological and mining engineering curricula is declining at an accelerated rate despite the greatest need for trained men ever extant in the minerals industry. Industrial and military demand is mounting, but the number of freshmen selecting the mineral field continues to fall. Estimates on the needs of industry range as high as 30,000 new engineers a year. The current deficit is more than 60,000 engineers less than the 350,000 to 450,000 which eventually will be needed. The indisputable fact is that the colleges are turning out fewer and fewer engineers despite the greatest enrollment in colleges and universities ever experienced in the United States. In 1950 a record 52,000 young men stepped out of the confines of ivy covered walls with engineering degrees in their hands. By 1951, however, the number dropped to 41,000 and present enrollment indicates a national graduating class of only 25,000 for 1952. No letup in the drop is forecast. About 19,000 can be looked for in 1953 and 1954 may reach an unhappy 12,000. It becomes clear that something must be done to attract high school graduates to engineering. One immediate possibility could be to make the course burden carried by the engineering student somewhat lighter. The prescribed curriculum in many schools is such that the student takes the path of least resistance, and instead of training for an engineering future, studies for a vocation which will allow him to learn and at the same time get at least a nominal enjoyment out of college life. Review geological and mining curricula of 20 colleges and it will be found that the engineering student is a veritable pack mule compared to a lad taking liberal arts or some other non-technical program of study. The curriculum for geological engineering at one school calls for 202 semester hr, with almost 23 hr carried per semester. Multiply this figure by three hr, the minimum supposedly to be devoted to a credit and you get 69 hr per week. With a bare minimum of 84 hr for sleeping and eating, about two hours a day remain for recreation. However, the load of other schools investigated is about 19 hr. The University of Utah requires 238 quarter hr for graduation with a degree in geological engineering, while requiring only 183 quarter hr for baccalaureate degree from University college, Utah's liberal arts school. It can be stated with a measure of surety that the same proportions exist in other universities. The first step would be for ECPD to review its requirements for mining and geological engineering. It must recognize that mining and geological engineers operate in a specialized field, as do other types of engineers. Although a geological engineer may not design a bridge, as pictured by the ECPD Committee on Engineering Schools, his field of design calls for similar engineering precision, a knowledge of materials, construction methods, economic considerations, and financing. Six schools have been accredited by the ECPD. What is the basis for approval and can the requirements be modified and still be kept in line with the needs of the geological engineer? Course work from school to school varies with the exception of mathematics, chemistry, and physics. Even in those courses the not inconsiderable variation lends dubious creditability to the mean. One accredited school requires 7 1/3 semester hr of chemistry, compared with 24 hr required by another, making an average for the six schools of 17 1 /3 hr. Required credit hr in mechanics ranges from 4 to 18 and in surveying from 2 to 15. Several non-accredited schools require more hr than do the accredited schools in some courses. Why is the engineering student forced to carry such a back-breaking load? The answer is of course fairly obvious. He is irrevocably set apart from the rest of the student body because of the nature of his life's work. He is training for a place in a world where technology is becoming increasingly involved. He must be prepared to do a job now-and not later. Mining and geological engineering require the same essential backgrounds as other engineers, and more. The "more" is a knowledge of mining methods, metallurgy and geology for the mining engineer. The geological engineer must know in addition, mineralogy, petrography, and geophysics. The load is compounded finally by the addition of liberal arts courses. Should anything be done to relieve the situation? Today's engineer must be a whole man, capable of handling the tools of communication and with an understanding of the economics of industry. He must be able to write clear simple English, and he must be man who can think from some other position than bent over a work table. He must be aware of the history of his country and to some extent that of the world. Not all schools share this view. Only two of the accredited schools require history courses. However, five of the non-accredited schools make it mandatory. Four accredited and five of the nonaccredited schools require economics. Courses in mathematics, physics, and chemistry are fundamental in engineer training. The average for the accredited schools could serve as a guide in
