From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. "The paper presents a analysis of the history and the trends of development of flotation apparatus. The laws of their evolution are stated and the place and role of column flotation are indicated. It is demonstrate development and different design of column apparatus. The major parameters of column cell such as diameter and height are discussed. Options are proposed on optimization of hydrodynamic characteristics of columns with large-capacity cells. High efficiency of columns with cell height of 4-6 m is shown on examples of coal preparation. A new generation of multi sectional column cells has been developed. In the cells are zones with different aerohydrodynamic parameters: combined in the machine are co-and counter- counter flows of phases. The transition from single-chamber column to multi-sectional apparatus makes it possible to create favourable hydrodynamic and aeration regimes in each section of the column dependent on the pattern of material distribution by floatability. Efficiency of application different designs column apparatus uses shown on the example of enrichment of various non-ferrous metals ores and coal. The principles of mathematical simulation of the flotation process are developed. A scaling-up procedure for column cells was based on flotation macro- and micro- dynamics simulation.INTRODUCTIONColumn flotation is considered to be one of the most significant achievement in the field of mineral processing in the end of last century. We cannot but agree with this statement but would like to understand what underlies this success. History of the flotation column can not be considered in isolation from the development of flotation apparatus on the whole. It can be argued that the first attempt to switch from oil flotation to the use of bubbles during flotation was performed Bessel brothers in 1877 (Berlin patent 42 class 22, July 2) and in 1886 (Berlin patent 39,369 May 12). According to these patents, the crushed ore was mixed with oils , hydrocarbons and water. Then the pulp received in this way was heated up to boiling . Air bubbles and steam formed during boiling facilitate the flotation of ore particles coated with oil (first patent) or bubbles been generated by the reaction of lime with acid (second patent). The evolution in the design of the flotation apparatus incorporates the following key stages. Further development is connected with the Francis Elmore’s idea to use gas bubbles received at water electrolysis (UK, 13578; 1904). This method was not introduced then, but much later, in our time and on the essentially new technical basis it found a use for sewage treatment (electroflotation). Gas bubbling under vacuum patented also by Elmore (UK, 17816; 1904) obtained a practical use. It should be noted that the method did not lose its importance till now. The design of the camera has been surely optimized (Glembotskii etal, 1963). A year later A. Macquisten (UK, 26712) developed pressure (compression) flotation. Thus, the H.Sulman, H.Picard, D. Bell’s (US, 853120, May 29, 1905) basic patent and the adjoining T. Goover’s patent 1910 (US, 953746) formed the basis of the first and most important element of modern flotation: flotation with air bubbles sucked in from the environment. In 1914, J.Callow received a patent for on an apparatus where air was sparged through the porous false bottom of the cell ( US, 1104755). Woolen fabric folded four times was fixed on a perforated metal frame to be used for air sparging (Gaudin, 1932). The following year Durrel created the prototype of the injection (ejector) apparatus. The jet aerator made it possible to significantly reduce the size of the bubbles, in comparison with the filter cloth. An apparatus with slurry pre-aeration in an airlift prior to feeding into separation cell was developed Wagner in 1917 (US, 1235083). And finally, the first column apparatus with a counter-current of slurry and air was developed by M. Towne and S. Flynn in 1919(US, 1,295,817). ("

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

WITH the renewal of the contract between bituminous miners and operators, whereby a period of three years is assured without the devastating effect of irregularity of operation due to general strikes; and, with the increasing comprehension on the part of the large consumers as to the stabilizing effect of adequate storage upon prices; the coal industry has reached that period of its history in which permanence of purpose towards necessary changes is being crystallized, and these changes accomplished by the industry. It is to be hoped that during this era the phrase- " Our National Coal Problem "-will be relegated to the limbo of' antiquated expressions. That this epoch is upon us is evinced by the fact that operators are turning to consolidations, whereby financially sound companies will acquire smaller production units and place themselves in position to maintain constant supervision and control of their development and output; and, as further proof of the arrival of these changes, may be cited the entrance of additional members of the engineering profession into the many phases of management and operation, where- by the cost per ton of output will be, constantly reduced through the increasing use of modern methods and equipment. As an instance, attention is specifically called to the developments in mechanical loading, proposed and actual continuous underground transportation systems and betterment in methods of preparation.

The potential techniques for the direct smelting of copper sulfide concentrates to blister copper were evaluated from the standpoint of commercial application. Many existing smelters are adaptable to direct smelting practice but only with improved control of metallurgical performance. Modified and innovative procedures for slag cleaning and metal refining, prerequisites to direct smelting, are presented and discussed. The ability to smelt directly to blister copper using existing equipment and eliminating the need to convert matte offers ,significant advantages to traditional smelting practice from the viewpoint of cost, 'S02 control, and process simplicity.

WITH the large amount of metallurgical re- search work now being done and the constant effort of the engineer to effect economies of operation, I think it is a safe prediction that the next few years will see a great change in the handling of mine products. The well-managed mine, with sufficient ore reserves to warrant the necessary plants, will increasingly call upon the metallurgist and chemist for the solution of its problems. Shipping sorted ore or concentrate to the nearest smelter will not be the course followed. From ore to metal, or at least to a product directly salable to the consumer, will be the practice followed. As a consequence, mine managers will be increasingly interested in metal trade problems. By metal trade I mean the buying, selling, shipping, handling, and all the practices, forms and customs that go to make up the trade.

INTRODUCTION The commercial paper market, unique to the United States, is a direct exchange of funds between high-grade borrowers and large lenders; because it eliminates both the bank's role as middleman and also some significant transaction costs, commercial paper is the lowest cost short term instrument in the world. For this reason, virtually all borrowers would like to enter the market, but only issuers with the highest rating from Moody's and Standard & Poor can attract purchasers at the best rates. COMMERCIAL PAPER The commercial paper market, in existence for over 100 years, has traditionally been used for short-term financings, with most paper maturing within 30-45 days. Under the U. S. Securities Act of 1933, (section 3(a)3) industrial paper can avoid registration only if it matures within 270 days and is used for current transactions. It was first used to finance the short-term seasonal working capital needs of manufacturing companies. Since World War II, commercial paper use has grown steadily, serving in the 1950's as the market in which finance companies financed the explosion in consumer credit purchases of heavy consumer durables. LETTER OF CREDIT BACKING As far as is known, the use of letters of credit to support energy-related commercial paper began about 13 years ago with an arrangement to finance the nuclear fuel for Con Edison's Indian Point 3 Plant. Goldman, Sachs was the architect of this financing and Chemical Bank provided the letter of credit support. After an early burst of interest, this type of financing wobbled severely in the difficult credit markets of the mid-seventies before regaining serious momentum in 1976 and 1977. A mining project would not normally qualify as a borrower in the commercial paper market because of its credit standing and because its large capital needs require long term financing. However, lately, commercial paper has begun to take the place of a bank term loan in limited recourse project financings. L/C backed commercial paper took this new and startling turn in 1982 when it was used as part of the $700 million financing for the development of the Newlands-Collinsville coal mines of Mount Isa Mines Ltd. in Australia. This was the first use of L/C backed commercial paper in a long-term limited recourse project financing. First Boston acted as financial advisor and, again, Chemical Bank provided sole letter of credit support of $155 million. The $785 million BHP financing for the acquisition of the Queensland (Australia) coal assets of Utah International from General Electric Company followed the next year; there we acted with two other Front Banks to provide $270 million of L/C support. These two important transactions indicate that not only has commercial paper become an integral part of a long-term financing package, but also that it is no longer the exclusive domain of the best known U. S. companies. Lesser-rated companies and a multitude of foreign borrowers have gained access to this "exclusive club." How has this become possible? OPERATION OF AN L/C An instrument of the commercial banks, the "direct pay" letter of credit, has enabled lesser-rated companies to issue commercial paper in their own names. The letter of credit allows the issuer to substitute the credit rating of the supporting bank for its own. The L/C in effect allows a lesser-rated company to rent the bank's credit rating. This upgrading is possible because the bank is unconditionally obliged to pay the note-holders at maturity and then turn to the Issuer for reimbursement. The Issuer commonly "rolls over" a new short-term issue and reimburses the supporting bank from the sale of the new issue until cash flows from the project allow the borrower to reduce the level of paper outstanding. The commitment for an L/C facility, up to 12 years in the case of the Broken Hill transaction, governs the life of the commercial paper tranche of the financing. This document discusses commercial strategies and applications of specialty processing plants for the recycling of nickel, copper, zinc and cobalt bearing by-products. For this discussion, I will focus on materials originating from the metal plating, electronic circuit board· and chemical industries. The review of select processes and the required service, sourcing, material handling, processing and marketing strategies necessary for a successful recycling program are highlighted. Materials discussed in this summary include filtercakes, filters, dusts, spent catalysts, spent solutions and solids. Both pyrometallurgical and hyrometallurgical applications to these materials are addressed. A comparison of targeted finished markets, including smelter feeds and value added products are also reviewed.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock formed by the consolidation of clay, mud and (or) silt. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

It will describe the contents of a Stakeholder Engagement Management Plan as well and touch on how tried and true options analyses, such as a Multiple Accounts Analysis can be used to inform the results of the engagement, guide the development of your project and clearly document the engagement process. It will illustrate the benefits of initiating engagement at the appropriate point in your project’s schedule, and the limitations of doing so too early and at later stages of the project engineering. The benefits of this approach can be realized within any legislative Jurisdiction including the Canadian Environmental Assessment Act 2012 and Canada’s new Impact Assessment Act.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

Requirements of flue gas desulfurization (FGD) for Eastern and Western U.S. coals will not be the same because of differences in coal sulfur content, ash analysis, and beating value. The effects of these differences and of limited availability of water in the West are the subjects of this paper. Eastern and Central bituminous coals are generally high in sulfur and require removal efficiencies in the range of 70 to 90 percent to meet the Federal emission standard of 1.2 lb SO2/MMBtu. Ash in Eastern coals is low in alkali content and is relatively insoluble in scrubber solutions. High sulfur content and market availability make salable product methods more attractive in the fast and Central United States than in the West. Western subbituminous coals and lignites are generally low in sulfur content, however, only a few deposits could reliably meet the Federal emission standard without FGD, Required removal efficiencies generally fall in the range of 0 to 60 percent to meet the 1.2 lb SO2/MMBtu limit. If the standard were raised to 2 lb S02/MMBtu, approximately two-thirds of Western coals could be burned without FGD. Some Western coals contain ash high in alkali, some of which is soluble in scrubber solutions. This complicates scrubber chemistry, but it also provides the meant for displacing some or all of the limestone requirements when only moderate S02 removal is required. Dry areas in the West would benefit from full commercial developement of dry processes of FGD.

MR. E. L. Longmore (l), in presenting this paper at the Annual General Meeting, suggested that it was neither desirable nor necessary to read any but the briefest portion of the paper. He wished to emphasize that the scale of the milling operations at the Hollinger not only provided several units in continuous operation to ensure that the test work was being carried on under normal conditions, but also provided a large and competent staff to supervise such an extensive experiment and to criticize intelligently the recorded results. He wished to acknowledge the enthusiastic co-operation of the group of assistants whose excellent work was responsible for the confidence with which the conclusions could be presented. The following data were given as a supplement to the published paper. Following conclusion of the test work described in the paper, the size of the balls fed to the mill was changed from 3-in. diameter to 2Yz-in. Within a short time, a gradual rise in the tonnage rate took place and, as no other condition had been changed, the increased tonnage was credited to the changed character of the ball load. At present, the average daily tonnage for the mill with low discharge is 1,507 tons, an increase of 77 tons over the 1,430 tons ground when feeding a 3-in. ball. A similar increase in tonnage should be credited to the high-discharge test, if the 2;Y2-in. ball had been used at that time. This would raise the 1,117 tons ground at that time to a new figure of 1,177 tons. From a study made to determine those factors influencing the rate of pulp flow through the low-discharge mill, it became evident that the ball screen used on the high-discharge mill must have been restricting the flow through the mill, although this was not recognized at the time. Accord-ingly, it was decided to repeat the high-discharge run. Additional length was added to the 21-in. ring grizzly originally used, and the length of the reverse spiral was increased. The end of the grizzly was left open so that, if necessary, excess pulp might flow out. A coarse mesh 3 ft. by 3 ft. flat screen was provided to catch stray balls.

A discussion of the paper by Messrs. Jüptner von Jonstorff, Blair, Dillner and Stead, read by title at the Lake Superior meeting, but presented first at the New York meeting of the Iron and Steel Institute (October, 1904), and here published under a mutual agreement between the two Institutes. Correspondence. MR. R. HAMILTON (Glengarnock) wrote to say that it was known for many years, that unless certain precautions were taken in dissolving the sample, there was a liability to obtain a solution from which the ammonium-molybdate solution would not precipitate the whole of the phosphorus. In 1877 Blair and Finkiner independently attributed this interference to the presence of carbonaceous matter in the solution, derived from the action of acids on the combined carbon of the metal, and they directed that the solution should be prepared in such a manner as to destroy these carbonaceous compounds. This was practically effected by evaporating the acid solution to dryness and roasting the residue. Adolf Tamm, in 1884, accentuated the same view. There are methods founded on the above-mentioned observations which leave nothing to be desired in point of accuracy, but the evaporation to dryness with subsequent roasting and re-solution consumes much time, besides the minor inconvenience caused by large amounts of acid fumes. In 1888 P. W. Shinier suggested that the incomplete precipitation of phosphorus was due to incomplete oxidation of -.the phosphorus, and proposed to render all the phosphorus precipitable by oxidizing the solution with potassium permanganate, etc. Experiments were made to test the accuracy of this view (details will be found in the Journal of the Society of Chemical Industry, vol. x., p. 904), and the results obtained seem to-prove that it is the correct one. It was first proved that carbonaceous matter in solution did not prevent the precipitation of properly oxidized phosphorus
