At the meeting of the Board of Directors of the Institute on Jan. 26, 1917, the following actions were taken: Messrs. A. C. Clark, Lawrence Addicks and G. D. Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. The Columbia Section received an appropriation of $150 for the year 1917. The Montana Section received an appropriation of $100 for the year 1917. The Colorado Section received an appropriation of $175 for the year 1917. The Utah Section received an appropriation of $125 for the year 1917. The Puget Sound Section received a set of Transactions in standard binding. The International Engineering Congress received a loan of $300 until the Congress can realize upon some of its assets.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

The U .S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reducing demand. This paper examines possible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

The notes from which this paper has been prepared were set down at the time of the author's departure from Australia in 1935. Mr. Frank Forman, Government Geologist of Western Australia, who has very kindly read the paper in manuscript, affirms that the views here set forth are now accepted by most geologists. Thus, Forman's recent presidential address before the Royal Society of Western Australia (1937) mentions sediments in the Kalgoorlie Series "including banded jaspers and jaspilites."While it may, therefore, be superfluous to belabour the question further at this time, Mr. Forman has encouraged the author to publish this paper as a summary or both past and present views.To those specially interested in the subject of the paper, a study of pertinent Plates attached to Western Australian Geological Survey Bulletin No. 71, 1917, is suggested.The type of rock which is variously called "jasper bar," jaspilite, or "ferruginous quartzite" is familiar to all mining men who have worked in the West Australian goldfields.In its typical form it is a "striped" rock consisting of alternate layers of white or pinkish silica with red to brown bands of iron-bearing silica.In the course of geological work in many parts of Western Australia I studied exposures of jasper bar and was repeatedly impressed with the similarity of much of the material to the sedimentary "banded iron formation" of Canada. It was, therefore, a surprise to learn that the jasper bars were not generally regarded in Australia as sedimentary horizons. Ore samples generally require preparation before analysis. Serious problems can occur with contamination degradation and particle size effects. Both grinding element contammation and sample cross contamination havebeen bound to be related to sample hardness and operator technique. For best results with minerals relevant to the steel industry, the use of Siebtechnik-type mills required a combination of careful planning, short grinding periods and intermediate sieving of the sample. The results may be extended to most mineral, rock, and refractory sample preparabons.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system. Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. With construction underway on the 22.5 km (14 mile) Initial Segment of the Link Light Rail transit system in Seattle (including the one-mile EPB-driven running tunnels and mined station at Beacon Hill), the Sound Transit Board on May 20, 2004 voted on selection of a preferred route for an approximately eight-mile extension northwards from the central business district to Northgate, and authorized immediate start of advanced conceptual/preliminary engineering and geotechnical exploration programs scheduled to be completed in Spring 2005. The extension includes approximately914 m (30,000) route-feet of bored running tunnels, a mined station with platform level approximately 60 m (200 ft) below grade, three (possibly four) cut-and-cover stations and a cut-and-cover cross-over structure, as well as an aerial terminal station at Northgate and other line-section below-grade and aerial structures. All tunneling will be in glacial soils.

"Falconbridge Copper's Lac Shortt gold mine is located in northern Quebec approximately 300 km northeast of Val D'Or and 100 km west of Chibougamau (Pig. 1). Engineering for the mill commenced in early 1983 with a feasibility study. The plant was commissioned in the fall of 1984 at a capital cost of approximately $12 million. Design capacity was 750 tpd which was increased in the fall of 1985 to the current level of 1200 tpd.The ore at Lac Shortt is free milling, grading an average of 5.5 g/t gold which is finely disseminated throughout the host rock. Pyrite at 3 to 5% by volume and traces of copper mineralization are also present.Some of the latest gold processing techniques known at the time of design were incorporated into the mill. These include carbon-in-pulp, pressure stripping, electrowinning of pregnant solution and induction furnace refining. The plant also features several innovations such as a unique interstage carbon retention screen in the CIP circuit and the outdoor location of the cyanidation feed thickener, mill solution tank and reagent storage silos despite -40° Celsius winter temperatures.This paper describes the current mill process and discusses some of the problems encountered during the first two years of the plant's operation. CRUSHINGThe Lac Shortt surface crushing facilities are located in a separate building, isolated from the wet processing circuits for dust and noise control reasons. The crushing plant equipment was originally utilized at the Manibridge operation in northern Manitoba where it had been designed to operate at 135 tph. However, at Lac Shortt a rate of only 80 tph has been achievable to date, mainly due to the hardness and frequently slabby breakage characteristics of the ore. Therefore, in order to meet fine ore requirements at the current mill throughput of 1200 tpd, the crushing circuit is run seven days a week. 24 hours a day. Availability has been averaging 65%."

This paper reviews how uncertainty has been dealt with over the past 40 years using the decision making cycle as a frame of reference. The review of the phases of this cycle, as applied to rockmechanics and rock engineering, namely characterization, performance analysis, updating and decision making shows that in each, progress has been made over the past 40 years, although most of the basic concepts existed already in the 1960’s. Characterization is the area in which the greatest scientific steps were taken, this phase and performance analysis also gained from the tremendously expanded computational capabilities which allow one to use both more complex and more practically oriented models. The greatest practical advance is without using any doubt in risk based decision making although its acceptance shows interesting differences between different professions. Dans l’article suivant on utilise le cycle de décision pour illustrer le développement du traitement des incertitudes en mécanique des roches et en construction en roche dans les quarante années passées. La revue des phases du cycle de décision montre qu’on a fait du progrès dans chaque phase du cycle de décision, c’est à dire dans la caractérisation, dans l’analyse et la prédiction du comportement, dans l’actualisation et dans l’acte de décision, même si les concepts fondamentaux existaient déjà dans les années 1960. Les plus grands avancements scientifiques se trouvent dans le domaine de la caractérisation tandis que l’analyse prédictive profitait du développement de l’informatique qui a mené à des modèles plus complexes mais aussi plus pratiques. A simple process for making filter aids from coal by controlled carbonization at 800-1200·C is described.Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization.Product yields depend upon the composition of the parent coal but are always less than the sum of the ash and fixed carbon values determined by the proximate analysis. The product yield also depends on the air-to-coal ratio, which affects the amount of coal substance burned and the temperature attained. Particle residence time and reactor temperature affect the degree of devolatilization of the product and hence its wettability. The filtration behaviour of carbonaceous filter aids is greatly influenced by the size distribution, shape and physical properties of the particles-parameters which are largely determined by fue type and particle sizing of the coal used.Carbonaceous filter aids are distinctly different from other types commonly used and extensive industrial applications are anticipated in a wide range of industries ranging from food to mineral processing.

Fluid flow properties of porous media have long been of interest in such varied disciplines as geology, geophysics, soil mechanics, and chemical, civil, and mechanical engineering. This interest has resulted in numerous models of porous media that have been proposed, tested, and found to be useful under, at best, only special circumstances. A critical review of most of these models is given by Scheidegger. 1 The application of each new tool to the study of porous media has helped to test some of the existing theories and to form new ideas based on the new parameters being measured. In the application of nuclear magnetic resonance (NMR) techniques to the study of the properties of fluids in porous media, the theoretical studies of Korringa et al.2 resulted in a model for the relaxation of spin polarization of protons in a hydrogenous fluid in a pore of a solid. Seevers3,4 verified this model, established a method for measuring the surface-to-volume-ratio distribution in a porous medium, and proposed a technique for determining specific permeability in sandstones. In the present investigation, the uses of NMR methods are extended and a simple model of porous media is developed from an analysis of pulsed NMR measurements. In this model, the pore spaces of a porous medium are divided into three groups on the basis of their surface-to-volume ratios. To evaluate predictions of the NMR model, laboratory measurements of spin-lattice relaxation time, porosity, permeability, and residual (irreducible) water saturation were conducted on more than 150 sandstone samples obtained from four oil fields in North America. Applications are discussed for estimating the volume of movable fluid, ?p, and the specific permeability, k, of sandstone samples. The former parameter, which can be considered as producible porosity, is expressed by ?p = [1 -- (Swr/100)]? , .... (1) where + is porosity in percent of bulk volume and Swr is the residual (irreducible) water saturation in percent of pore volume at a capillary pressure of 50 Psi. Fast, nondestructive laboratory methods are described for determining porosity, movable fluid, and permeability of sandstone samples from measurements with a pulsed NMR (spin-echo) apparatus. Procedures are given for adapting these methods to samples of irregular shape and small size. Theory General In the Korringa, Seevers, and Torrey2 (KST) model the observed decrease in the spin-lattice relaxation time, T1, of protons of a hydrogenous liquid contained in the pore spaces of a porous solid is attributed to an increase in the correlation time for the random motion of the water molecules and to the presence of paramagnetic centers at the liquid-solid interface. An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

The methodology of quarrying changed significantly in the Indiana limestone industry in the 60 years between Sept. 11, 1941 and Sept. 11, 2001. The former was the date of the Pentagon groundbreaking ceremony, while the latter was when the building was damaged by American Airlines Flight 77. So too, though to a lesser degree, did the machinery and methods used to fabricate the stone. The rededication ceremony on Sept. 11, 2002 marked the end of the Phoenix Project, as the rebuilding effort was named. The story of this remarkable project illustrates what the American construction(and Indiana limestone) industry can accomplish when working toward a common goal.

This report covers the activities of a feasibility study of fiber optics technology fur use in mines. The objective of the study was to evaluate, both technically and cost-wise, the possible use of fiber optic technology for underground mine communication and monitoring systems. The first phase of the study was devoted to the collection of information on the present underground mine communication systems and monitoring techniques, and the status of applicable fiber optic technology. In the second ph se of the study, a communication and monitoring system for a hypothetical underground coal mine was designed and the costs estimated. The significant findings and conclusions are presented.
