Discussion: A. Hazell (Associate Member) and T. J. Kotze (Graduate Member): The authors must be congratulated on the development of a versatile computer programme for determining the stresses and displacements resulting from mining operations. As a design tool it will no doubt take its rightful place together with the analogue computer. Union Corporation made use of this digital computer programme whilst still in its development stage to determine the stress distributions which were causing the unexpected failure of the Marievale sub-incline shaft. Two features arising from this investigation may be of interest to members, namely: A. The solution to the problem of stabilizing a rectangular inclined shaft, which turned out to be contrary to accepted mining practice, and B. A comparison between the results obtained with the pure digital system and the analogue computer. A. The shaft is nine ft high and 20 ft wide, dipping at 9° to the horizontal and crossing the bedding planes. Fig. 1 is a plan and Fig. 2 is a section of the sub-incline shaft pillar area showing the relative positions of the shaft and reef as well as their respective dips. The deepest point in the shaft is 3 300 ft below surface and the requirement of a stress free ground surface may not be satisfied. It also means that the original gravitational stresses are low. A 900 ft wide pillar was left to protect the bottom section of the shaft, the top section being understoped years ago. Extraction of the pillar was started at the beginning of last year, mining operations being carried out in the accepted manner, starting beneath the shaft and mining outwards. The approach did, however, turn out to be the wrong one, because failure of the shaft was noticed soon afterwards. Even small movements were serious in this case due to the low clearance between the skips and the shaft supports. During October, 1968, failure between benchmarks 8 and 10 (see Fig. 1) became so excessive that hoisting speeds had to be reduced. Failure continued to occur and, by the end of March, 1969, failure had propagated up the shaft as far as benchmark 7, and down as far as benchmark 12. As this shaft had a tight hoisting schedule it was imperative that a quick solution be found to arrest the failure.

Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75

The selection of open-pit slope angles involves high-value decisions with small changes in slope angle, often representing significant changes in net present value. The existing methods used to define design acceptance criteria have evolved from factor of safety to probability of failure (P[F]) to risk consequence to risk frontiers, which represents current state of the art. Current design acceptance measures are based on references to published tables representing the experience and judgement of their authors, who did not specify the purpose of the measures contained therein. As the purpose of the published design acceptance criteria is not specified (i.e., definite stability, marginal stability, optimization, etc.), such tables cannot be used to achieve optimum slope angles that maximize profitability. This paper develops a design acceptance criterion that maximizes profitability by defining a formulation for optimum risk that balances expected risk and reward. The model developed is titled the Mining Risk Model (MRM), and is applied to open-pit slope angle selection through an equation for optimum probability of downside (P[D]O) that balances the upside or opportunity, the P[F], and the downside impact. This formulation for optimum risk is unique, as many authors have presented objective functions for their risk models that can be optimized, but none of the sources reviewed contained a formulation for optimum risk. The MRM is sufficiently flexible to allow the design performance measure that drives P[F], and hence P[D]O, to be selected based on the intended goal. Furthermore, the essential information that must be known to quantify optimum risk is defined. This allows users to determine what information to collect for optimum risk decisions. A further benefit of the MRM is that slope angle decisions and pit shells can be ranked to select the best option, and a threshold is provided that separates acceptable from unacceptable decisions. Finally, the workflow and information required to determine optimum risk are presented.

"Fragment size distributions play an important part in the design and planning of block cave mining operations. Though several methods have been proposed for estimating fragment size distributions in advance of mining, the calibration of these estimating procedures to field measurements has been a challenge. The Block Size Estimator (BSE) program was developed for providing an assessment of primary fragmentation expected in a block cave mine using drill-core piece length data and joint characteristics from the exploration and geotechnical evaluation programmes. In order to validate the results from the BSE program, the drill-core piece length data and the joint characteristics in different rock types from the DOZ block cave mine in Indonesia were used to help generate fragment size distributions in different areas of the mine. The predicted fragment size distributions were compared with the fragmentation observed at the drawpoints during operation of the mine.This paper presents the details of the validation of the fragment size estimates by the BSE program using fragment size distribution data from the drawpoints at the extraction level at the DOZ block cave mine, and the challenges encountered in developing reasonable correlations between the estimated and measured fragment size distributions. IntroductionThe assessment of fragmentation is an important aspect of the design and planning of the block cave mining method, and forms an integral part of the design of the excavations at the extraction level and the selection of material handling systems for transporting the ore to the processing stations. Secondary blasting requirements can also be estimated based on the fragment size distributions developed for the block cave (Laubscher, 1994).Several methods of estimating fragment size distributions in block cave mines have been developed based on joint set parameters estimated from structural data from oriented core drilling campaigns and mapping of available excavations and outcrops. The BCF program (Esterhuizen, 1999) estimates the fragmentation using a combination of empirical, analytical, and rational methods to model the behaviour of materials during the primary and secondary fragmentation processes. The program JKFrag uses advanced tessellation of joint traces to create rock blocks and then generate fragment size distributions (Brown, 2002). Nickson, Coulson and Hussey (2000) presented the details of processing of the geotechnical data from the Mont Porphyre project, including an assessment of block sizes from the data collected on the core logging sheet. The distance between natural fractures was used to create distributions of block lengths, and a distribution of potential block sizes was estimated assuming that the blocks had equal dimensions in all directions. The results agreed closely with the results of the BCF program. Hadjigeorgiou, Grennon, and Nickson (2002) demonstrated the use of oriented borehole data to provide characteristic block size distributions for a mining project using a software package called Stereoblock, which generates a three-dimensional joint network for a given volume and calculates the volumes of blocks created by the intersections of these joints, simulated as circular planes. The distributions of joint orientation and joint spacing generated from statistical analysis of the oriented core data are used for the creation of the Stereoblock model. The diameter of the circular planes representing the joints is determined based on the mean and standard deviation of the joint trace length obtained from scan-line mapping."

Aluminium alloys have gained popularity in many industries due to their high strength and low weight. One shortcoming of aluminium alloys is their poor resistance to abrasion and erosion wear compared to materials such as stainless steels. In this project, aluminium alloy 2014 (AA2014) was coated with a 1.5 mm thick laser-deposited layer composed of silicon, copper, and aluminium with the aim of increasing the wear resistance. The amount of silicon, copper, and aluminium added to each sample was determined by a mixtures model. It was discovered that the Al-Cu system is very sensitive to silicon additions and that wear resistance depends on the primary phase to solidify as well as on the final phase distribution. Two primary phases were identified; alpha aluminium and theta intermetallic. It was observed that the clad layer increases both the hardness and wear resistance of AA2014, and that the material solidifying as primary alpha aluminium displayed a lower hardness but higher wear resistance than the samples containing primary theta phase. All clad layers performed better in terms of wear resistance than the unclad samples. The knowledge gained and principles used in this project could be applied to many other aluminium alloys.

Rock mass damage induced by mining increases the fracture frequency and joint aperture width in the pit walls and rock mass behind open pit mine slopes. The depth and intensity of this mechanical damage relative to the pre-mining state is not well understood and yet is a major factor in the development of slope stability models and operational guidelines. The induced damage can be partitioned into domains or zones. The blast damage zone is essentially a ‘free flow’ rock mass volume, which transitions quite rapidly into the excavation damage zone, which extends beyond that. In both zones, transient high in situ water pressures are often linked to unstable slope conditions. Whereas rock damage can enhance passive depressurisation in the rock mass, high infiltration rates on the other hand, as one could expect during rainstorm events, will decrease slope stability within the dilated pit rock mass, especially in the blast damage zone-excavation damage zone, by increasing pore pressures for short periods of time. Ice jacking and freshet are additional factors to consider in (sub) arctic environments and can be exacerbated by unfavorable rock fabric orientation. On a local scale, brittle deformation damage zones, in the form of faults, can contribute to slope instability, or enhanced stability because of slope depressurisation, depending on their location and orientation relative to the pit shape and the water sources. In this study, the shapes of the damage zones and their anticipated impact on infiltration and/or passive depressurisation are considered for different pit morphologies, rock mass conditions, in situ stress, and hydrogeological settings. Some unusual hydrological situations, like mining towards rivers and lakes and the potential effects on pore pressures, are also considered. This investigation has resulted in the development of a method to adjust initial hydraulic conductivity values used to estimate transient pore pressure conditions found in rock masses exposed in different pit morphologies and stress regimes as well as discontinuities’ orientation relative to open faces within the open pit mine. The changes in K values and pore pressures can then be used to determine hydrogeological influence more accurately on future pit slope stability.

"The aim of this paper is to enhance the understanding of the nature of mining input technologies in the South African mining industry. In the context of this research, mining inputs refer to input technology into the activities in mining engineering fields, which include mining-related production activities, rock engineering, mine ventilation, and mine transportation (handling of personnel, material, broken rock, and pumping). Input technologies in supporting fields such as geology, other engineering disciplines, human resource, procurement, finance, as well as downstream fields that include metallurgy, and marketing of minerals, were disregarded.The mining input technologies were divided into 12 nodes, and data from a sample of 150 first-tier mining suppliers was analysed. It was found that, in general, there is a high local content in mining input technologies, particularly as regards technical support services, artefacts, and machine technologies. This points to the presence of mining-induced backward linkages in the South African mining industry. The majority (83%) of companies that provide input technologies into mining are located in Gauteng Province, and relatively few are found in provinces where mining is concentrated such as North-West, Limpopo, Mpumalanga, and Free State. IntroductionSouth Africa is well endowed with minerals, with more than fifty different minerals being mined throughout the country. For this and other reasons, mining is one of the crucial pillars in the South African economy and its importance is well documented (Robinson and von Below, 1990; Creamer, 2010; Department of Mineral Resources, 2015). In 2013, South Africa was the largest global producer of chromium, ferrochrome, platinum group metals (PGMs), and vermiculite and the second largest global producer of antimony, manganese, titanium, and vanadium (Chamber of Mines of South Africa, 2014). In 2013, the mining industry contributed 6.7% to South Africa’s GDP and was the fifth largest sector in the economy, as shown in Figure 1."

The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 30th August, 1972. Professor D. D. Howat (President) was in the chair. There were also present sixty-two Fellows, twenty-four Members, two Associates, three Students and eighteen Visitors, making a total of one hundred and nine. The President declared the meeting open at 4.05 p.m. OBITUARIES The President: It is my sad duty to announce the death of six members of this Institute. The first of these is Dr A. J. Orenstein, Honorary Life Fellow, who joined the Institute in 1916 and died on Seventh July. Dr Orenstein became almost a legendary figure in Medicine as a result of his work in the control and elimination of malaria during the digging of the Panama Canal and I believe he was actually engaged working until four days before his death. The other members who have died are: F. Meyer, died on 8th June; S. D. Loxton, Fellow, died on 13th May; J. Innes, Fellow, died on l0th January, 1970; O. B. Prentis, a Member, died on 4th June, and J. Brits, Associate, died on 27th June. As a mark of respect to the memory of the deceased and in sympathy with the bereaved may I ask you to rise and observe a few moments silence. I am happy to say that Minister Koornhof is an Honorary-Vice President of the Institute, and Minister Dillon is an Honorary Member. For over 70 years, this Institute and its members have been making their contribution to this great task of mineral exploitation, and we feel that your presence with us today, is a token of the confidence of your governments in what this Institute and its members have been endeavouring to do. Also present with us today, is Mr R. C. J. Goode, President of the Chamber of Mines, and Honorary President of this Institute. I was going to say I welcome Mr Goode, but it is rather difficult to welcome a man to his own home, and this is the case with Mr Goode. He is a very distinguished and a very recent past president of this Institute and he remains now, as he has been for as long as I can remember, one of our most active and valuable members. This I think, ladies and gentlemen, is the second rather unique feature of this occasion this afternoon, because no one else can recollect an occasion on which the President of the Chamber of Mines was also a past president and an active member of our Institute. PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. In the field of high temperature smelting processes there have been two dramatic changes in the past twenty years. These are, first, the application of tonnage oxygen for direct injection for the refining of molten iron and other metals and to provide the means of enriching air used for the combustion of fuel. Second, the application of electric power for the generation of high temperatures in place of the combustion of fossil fuels. Of these two developments the application of tonnage oxygen for the refining of molten iron has virtually revolutionised the steel industry throughout the world. The magnitude of this development is exemplified by the fact that less than 5 per cent of the world's steel production in 1960 was made by this process or 16 million tons out of a total of 350 million tons of steel produced, while in 1970 over 40 per cent of the world steel production was made by this process, ie, 251 million tons out of 628 million tons total. In the same period the proportion of steel produced by the old-established open-hearth process has shrunk from 75 per cent to 38 per cent. In the whole history of the development of high temperature metallurgical smelting processes there has never been anything remotely approaching this. The other development, the application of electric power for the generation of high temperatures has not had the impact of the oxygen injection process but I believe that what we should call the electric smelting revolution in metallurgical processes has very far-reaching ramifications for steel production and other pyrometallurgical processes. This may seem a bold and brash statement but it must be remembered that the oxygen injection process constitutes a link in the chain critically dependent upon the production of vast tonnages of molten iron from very large modern blast furnaces. The Achilles heel of this chain of processes, upon which such a large percentage of the world's supply of steel depends, is the availability of metallurgical coke in turn dependent on natural resources of coking coal. Without any exception each industrial country in the world faces a shortage of resources of coking coal and in some cases a critical shortage. Certainly within the present century the major iron and steel producing countries of the world will face this critical shortage of coking coal and major modifications to steel making processes will become inevitable. W. F. Cartwright (Deputy Chairman of B.S.C) said recently that there are considerable doubts as to whether the world will be able to provide enough coking coal to meet world steel demands from the late 1970's onwards if the B.F.remains the main means for making iron from ore. This is one of the supreme ironies of the world metallurgical situation to-day when the technology of iron and steel production has reached an extremely high peak of technical efficiency. The newest modern iron blast furnace capable of producing 6 000 to 8 000 tons per day of molten iron represents probably the most efficient piece of high temperature metallurgical plant and operation known to man. The conversion of this molten iron into steel by the oxygen injection process has made available to the engineering industry steel of a quality and at a price which is quite remarkable. Yet this vast metallurgical pyramid rests on the completely insecure and uncertain foundation of inadequate world resources of coking coal. The shortage of reserves of coking coal in this country is acute and it is possible that these resources will be exhausted within the next twenty years. Yet unless some completely unexpected catastrophe occurs the demand for steel in this country will probably rise at a faster rate than in the Western world due to the expansion of the Bantu population and the increased standard of living. To offset the inevitable shortage of coking coal are our much greater resources of bituminous coal which although of low grade provide a suitable fuel for electric power generation. The geographical disposition of the coal fields in relation to the great industrial areas of the Transvaal makes it inevitable that the development of the pyrometallurgical industries must depend heavily on electric power. The position in this country with regard to electrical power generation and consumption is rather anomalous. Per capita consumption of electric power is high - in 1964 almost twice the world average of 870 KWH and twenty-five times the average of 34 KWH for the Continent of Africa. In 1964 fifty-four per cent of the total world electric power was used in industry - the ratio being approximately 1/9 mining to manufacturing uses. As shown in Table I in 1969 67.2 per cent of the total output of electric power from ESCOM was used for mining and other industrial uses but almost in the ratio 6/4 mining to industrial uses. These figures emphasise the enormous importance of the mining industry to the economy of this country and underline the major contribution made by the gold mining industry. What is of very significant importance is that although the mining industry remains by far the largest single consumer of electrical power the consumption of power for industrial uses is rising rapidly as shown in Table II.

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. The Human Sciences Laboratory with its scientific approach has assisted greatly in promoting a better understanding of the problems associated with labour under the conditions experienced on our mines. After Dr Wyndham had presented the paper the President said: "Thank you Dr Wyndham for so ably describing the work associated with the acclimatization procedures on our gold mines. It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals

Land rehabilitation transcends the mere establishment of vegetation across disturbed landscapes; it should be conceptualised as a specialised ecological reconstruction process. This process necessitates a long-term perspective on the success of land repurposing. It requires a continuum of inputs specified and managed by a dedicated and qualified custodian to ensure the sustained economic viability and ecological sustainability of the land. Based on the authors’ combined experience and field observations over more than five decades, they advocate for an urgent shift away from traditional land rehabilitation practices toward a paradigm centred on land capability reconstruction and active stewardship. The prevailing rehabilitation culture has overly simplified the process to a mere revegetation exercise, which is fundamentally incompatible with the comprehensive requirements for sustainable land capability. While the regulatory framework provides valuable guidance for obtaining a mine’s social license to operate, a paradigm reset is essential. Mining companies must prioritise rehabilitation quality, set achievable sustainability goals, and establish clear pathways and milestones to meet relinquishment criteria. Currently, the status quo view—a model reliant on outsourced contracting and agricultural approaches—is that mine rehabilitation is a one-time intervention rather than a complex, systemic, and long-term process. This perspective presents significant challenges, as the success of ecological interventions can only be accurately assessed over extended timeframes, often spanning decades. Shortsighted rehabilitation specifications, coupled with practitioners operating within agricultural decision frameworks, frequently overlook the necessity for integrated rehabilitation expertise and the scientific foundation essential for designing and implementing effective ecological outcomes. A lack of long-term monitoring information impedes the required adaptive management of rehabilitated systems and, therefore, delays the transition towards final land use. This short approach costs the mining industry millions annually, often without recognising the inadequacies in long-term liability mitigation and the substandard ecological success achieved. The disconnect between procurement processes, the qualifications of service providers, and the unclear pathways to relinquishment can impede successful rehabilitation outcomes, frequently undermining progress toward sustainability milestones. Unless there is a fundamental reset of the land rehabilitation culture, pursuing sustainability will remain an elusive and perhaps impossible objective. Consequently, mining companies may hesitate to fully commit to sustainable land rehabilitation practices, as the prospects for relinquishment and final closure remain uncertain at best.

Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

The five papers would cover a wide range of topics within a general theme of exploration analysis, and it would be appropriate, therefore, to present the. papers as representing a sequential information-gathering process, namely, (i)geochemical and geophysical types of surveying for the location and identification of anomalous zones, (ii) tren¬ching and drilling of the anomalous zones found, and (iii) further refinement of the data for ore reserve calculations and production planning.The first paper, which was presented by Dr W. A. Hodgson, dealt with the optimum spacing between soil sample traverses conducted during geochemical prospecting. The theme of the paper was that the critical sampling interval should be based on the concept of element continuity, and that this interval could be determined by means of a correlogram. Ensuing discussion concerned the probability of the method, designed for areas where dispersion was high, working in localities where dispersion was either low or virtually non-existent. In the latter eases, specific orientation surveys for varying topographic, climatic and geological conditions would possibly be more useful than the preparation of correlograms. A further suggestion was made that cost versus risk should be taken into consideration when deciding upon the spacing between traverses. A balance could be struck by mathematical optimization. If the exploration budget was fixed, then the variance of risk could be minimized.The second paper was a short contribution by Mr C. J. Lenz. Computer-based plotting and evaluation of geochemical prospecting results were carried out because the low cost of analysis in Rhodesia permitted very large volumes of data to be accumulated in mass-coverage operations. Anomalous areas were demarcated within different environments by selecting probability or population boundary values from frequency distributions. In the short discussion which took place it was debated whether the method should be used only in the early high-risk stages of geochemical exploration and whether the introduction of geological bias could influence the actual results of an exploration program."

May we hope that this will lead to an end to unsightly slag dumps and, at the same time, to some conservation of our local limestone resources. Discussion within this Institute on the problems of cement manufacture, has of recent years been all too infrequent, and we thank you for bringing this interesting and important subject again to our notice. We are doubly grateful to you and your co-authors. May I now call on Dr Stutterheim, Deputy Director of the Council for Scientific and Industrial Research, to contribute to your paper, and to tell us something about the Conference on the Chemistry of Cement which he attended in Tokyo towards the end of last year." The Federation of Societies of Professional Engineers The Federation of Societies of Professional Engineers (FSPE) has been a member of the World Federation of Engineering Organisations (W FEO) for many years and has regularly sent delegates to the biennial conference of that organisation. Second progress report by ASRET The Professional Engineers Joint Council was estabislhed in 1960 and initially its main fWlction was to represent the interests of engineers. Explosives technology The Center for Explosives Technology Research (CETR) has been established at the New Mexico Institute of Mining and Technology (Tech) in Socorro, New Mexico. International Tunnelling Association A conference entitled 'Ita Tunnels 1984' will be held in Caracas, Venezuela, from 2nd to 7th June, 1984. Automation The IFAC Symposium on Automation for Mineral Resource Development is to he held in Brisbane (Australia) from 9th to nth July, 1985.
