Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The paper circumscribes the base metal casting industry in Southern Africa. It essentially consists in the founding of copper and zinc alloys. The challenge related to the scarcity and the unaffordable quality patterns and dies faced by the industry is discussed. New manufacturing technologies for foundry tooling called Rapid Prototyping that can possibly be used to alleviate the above mentioned challenge are then presented and their benefits assessed.

In response to the enormous amounts of coal discard generated during coal mining and preparation, the development of an efficient and sustainable strategic use of this resource is essential. Furthermore, the rising urban population over the next decades is confronted with the depletion of quality raw materials for building components. To this end, this study reports new information on the morphology, water absorption, and flexural strength properties of ceramic composites produced from three different coal discards and polysiloxane pre-ceramic polymer (PCP) resin. In addition, test results relating to the continuous operating temperature, chemical resistance, and efflorescence potential of the composites are presented. The results show that the water absorption and flexural strength of the coal composites, up to 1.94% and 36.46 MPa respectively, exceed the requirements for ceramic and clay roof tiles. The continuous operating temperature of composites is found to be more thermally stable than conventional roofing tiles (concrete and ceramic) between ambient temperature and 600°C. In addition, the excellent chemical resistance of the composites (94.43%−99.98%) compared to conventional roofing tiles (67.82%−99.97%) eliminates the need for additional external coatings. The interesting results documented so far suggest that this technique could be used to produce low-temperature application building products such as bricks, panels, roofing tiles, etc. This new recycling technique offers an excellent opportunity to eliminate enormous volumes of coal discard and to advance the circular economy in the coal industry.

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. Die Autoren haben Lagerung von Niedertemperatur-Materialien wie LNG, LPG und tiefgefrorenen Nahrungsmitteln in Felskavernen vorgeschlagen und diskutiert. Da in diesem Fall die Felsmasse um die Kavernen den Effekten der niedrigen Temperatur ausgesetzt ist, ist es erforderlich, das Thermalverhalten und die Stabilität der Kavernen zu berücksichtigen. In dieser Untersuchung wurden Stärke-und Deformationseigenschaften, die durch ein-axialen Spannungstest und Kompressionstest bei niedrigen Temperaturen erhalten wurden, diskutiert. Comme, dans ce cas, la masse rocheuse entourant la cavité subit les effets des basses températures, il est nécesaire d'étudier le comportement thermique et la stabilité des cavités. Dans cette étude, les auteurs discutent des caractéristiques de résistance et de déformation, obtenues par essai de tension uniaxial et essai de compression à basse température. En se servant des résultats, ils analysent la répartition de la température et des pressions autour des cavités, lors du stockage de GNL. Ils discutent ensuite le comportement thermique de la masse rocheuse autour des cavités.

Abstract: The amount of published literature pertaining to the field of rock mechanics has increased markedly in recent years. Whilst computer applications aid our understanding of the mechanisms of pillar instability, the applications do not take into account the effect of time; thus the determined pillar factor of safety has limited meaning. A more realistic approach would be to consider pillar stability in terms of time to failure. However such an approach would require a reasonable estimate of the in-situ pillar mass strength and a validated methodology linking the time to failure with in-situ pillar mass strength and the geometric layout of the working. Résumé: Le volume de bibliographie au sujet de la mécanique des roches a augmenté considérablement ces derniêres années. Alors que des modeles informatiques aident a la compréhension des mécanismes d'instabilité de pilliers, ces modèles ne prennent pas en compte les effets du temps; ainsi, la determination du coefficient de surete du pillier a un sens limité. Une approche plus réaliste devrait considérer la stabilité du pillier en fonction du temps de défaillance. Cependant une telle approche exigerait une estimation raisonnable de la resistance du massif rocheux du pillier ainsi qu'une méthodologie qui lie le temps de défaillance avec la résistance in-situ du massif rocheux du pillier et la géometrie de l'excavation souterraine. Zusammenfassung: Die Anzahl der Veröffentlichungen auf dem Gebiet der Felsmechanik ist in jüngster Zeit sehr gestiegen. Computerprogramme sind wertvoll um den Mechanismus der Pfeilerunbeständigkeit zu verstehen, aber sie vernachlässigen den Zeiteffekt. Daher haben die errechneten Sicherheitsfaktoren der Pfeiler nur begrenzte Bedeutung. Eine realistischere Bewertung wäre, die Stabilität der Pfeiler auf Grund der Zeit bis zum Verfall zu beurteilen. So ein Verfahren würde eine Schätzung der in-situ Gebirgsfestigkeit und eine validierte Methologie, die die Zeit zum Verfall in Abhängigkeit der in-situ Pfeilerfestigkeit und der geometrischen Auslage der Grube zusammenbringt, brauchen.

In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. Dans un effort pour améliorer le rendement et réduire les coûts, AngloGold s’est embarqué dans une opération qui vise à développer et fournir aux chantiers d’extraction et tunnels, sur demande, des produits de construction ou de support basés sur rejets qui sont réguliers et de haute qualité. Une méthode à trois volets a été adoptée : conception, création et livraison. A ce jour, un développement important en laboratoire s’est produit, avec des résultats pleins de promesses, qui semblent indiquer que les buts du projet peuvent être atteints. In der Bemühung, die Effizienz zu steigern und Kosten zu verringern, hat AngloGold begonnen ein Verfahren zu entwickeln welches auf Anfrage konsistent hochqualitative auf Haufwerk basierender Unterstützung oder Bauprodukte für Abbaustellen und Tunnels entwickelt und liefert Eine Dreiphasenplan zur Produktkonzeptualisierung, Design und Lieferung wurde adoptiert. Bis jetzt hat eine substantielle Anzahl an Laborentwicklung mit vielversprechenden Resultaten stattgefunden und aufgezeigt, daß die Projektziele erreichbar sind.

Modelling stockpiles is a key factor of a project’s economics and operation in mining, because not all the mined ores are not able to mill for many reasons. Furthermore, the financial value of the ore in the stockpile needs to be reflected on the balance sheet. Therefore, automatically tracking the boundaries of the stockpile facilitates the mine scheduling engineers to calculate the tonnage of the ore remaining in the stockpile. This paper suggests how the dynamic of stockpile shape changes caused by dumping and reclaiming operations can be inferred using polygon models. The paper also demonstrates how the geometry of stockpiles can be inferred in the absence of reclaimed bucket information, in which case the reclaim polygons are established using the digger’s global positioning system (GPS) positional data at the time of truck loading. This work further compares two polygon models for creating 2D shapes.

The paper discusses the treatment problem of mine (waste) water for enterprises of the Russian Arctic. The wide range of relevant pollutants, financial resources, the availability of land for the construction of a treatment plant, waste generated during the treatment process are some of the factors controlling current and future process design solutions. All mining operations have adopted water treatment and water quality monitoring solutions, however there is no single approach to the problem and each industry participant operates within the scope of its available resources. The range of existing and emerging methods is extensive — from using constructed wetlands for the deposition of mineral nitrogen compounds in settling ponds, reagent deposition and chemical coagulation in exhausted mine workings, and filtering dams on the surface to retrofitting existing mine drainage treatment plants with the adoption of the electrochemical coagulation process. Methods of wastewater treatment from heavy metals, oil products, and nitrogen compounds are demonstrated in the example of two industrial facilities in the Murmansk region. It was found that the use of electrochemical coagulation provides effective treatment of mine water from NO3, NO2, Ni, Fetotal and petroleum hydrocarbons (the degree of purification from 50.5-99.7%), the use of phytotreatment system provides wastewater treatment from ammonium ions and nitrite ions by 53-84%, nitrate ions - by 22%. This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

A common problem encountered in the mineral sands industry is that the mineralogical measurements used in defining the resource are not readily converted to metallurgical recoveries, which are used to predict the quantity of the final products. The problem stems from the different objectives of the exploration and metallurgical assessment programmes, and is often compounded by the use of different laboratory techniques and mineral definitions. Common mistakes include the misapplication of routine analysis, incorrect interpretation of mineral recovery, the confusion of mineral recovery with product yield and inconsistent definition of the same mineral. Experience has shown that unless these potential mistakes are identified, the measurement techniques used during exploration and metallurgical assessment are not compatible, often resulting in large errors in the prediction of mineral production. There are no easy solutions to the problem, as there is no universal assay technique which can cost effectively characterize all the mineral sands resources. The recommended course of action will therefore require several iterations to optimize the assay technique to suit the resource. Fundamental to the success of the measurement technique is the understanding of the mineralogy, its behaviour during mineral processing and the quality requirements for the final products.

Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). ?esting was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures. L’ anisotropie characterise les roches foliées (schistes, gneiss, phyllades). Dans ce travail des essais en laboratoire ont été exécutés afin de déterminer le comportement anisotropique des roches gneissiques. L’ effet de l’anisotropie a été examiné par rapport aux propriétés méchaniques (résistance, deformation) et propriétés dynamiques (vélocité ultrasonique). En outre des essais des roches ont été exécutés a des compressions latérales successivement plus grandes afin de déterminer le comportement des roches sous grands charges. Anisotropie ist eine Eigenschaft der geschieferten Gesteine (TonSchiefer, Gneis, Phyllit, Marmor). Versuche wurden durchgeführt, um anisotrope Verhalten von gneis Gesteinen zu ermitteln. Der Einfluss von Anisotropie auf mechanische (Festigkeit, Dehnung) und dynamische Eigenschaften (Wellegeschwindigkeit) wurde bestimmt. Die Dreiaxialversuche wurden unter grossem allseitigen Drücken entnommen, um das anisotrope Verhalten auf grösse herrschende Spannung zu bestimmen.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

The Chairman declared the meeting open and, on behalf of the Branch, thanked the President for coming from Johannesburg to attend. MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

One of the ways of trauma and occupational diseases level reduction is noted to be the improvement of the labour protection measures planning. As an indicator for prospective trends determination in the labour protection planning improvement sphere economic risk has been proposed to be used. The trauma and occupational diseases analysis based on the correlative and regressive methods has been carried out for the “Vorgashorskaya” mine of Pechora coal basin. Trauma and occupational diseases occurrences frequency and economic losses value have been estimated. Trauma and occupational diseases economic risk distribution analysis has been presented in respect to the different subdivisions and occupational groups of “Vorgashorskaya” mine.

The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

The rebound phenomenon, which occurs during rockfalls when a rock block impacts with a slope surface, is influenced by several parameters related not only to the slope material but also to the block and the kinematics. The paper presents a small-scale testing campaign undertaken at the LMR (EPFL) to better understand and quantify the bouncing of blocks on granular slopes. The influence of some factors related to the ground material, the block and the kinematics is examined. Bei Steinschlägen wird die Flugbahn eines stürzenden Felsbrockens maßgeblich durch den Abprall vom Hang bestimmt. Der Rückprall hängt von verschiedenen Parametern ab, wobei nicht nur das Hangmaterial sondern auch Blockeigenschaften und Kinematik eine große Rolle spielen. Zum besseren Verständnis dieses Phänomens und seiner Quantifizierung werden am LMR (EPFL) kleinmaßstäbliche Versuchskampagnen auf granulären Materialien durchgeführt. Der vorliegende Artikel stellt die Versuche vor und untersucht den Einfluss verschiedener Boden-, Block- und kinematischer Parameter. Le phénomène de rebond qui se présente lors de l’impact d’un bloc rocheux sur la surface d’un versant dépend non seulement des caractéristiques du terrain, mais aussi de facteurs relatifs au bloc et à la cinématique. L’article présente une campagne d’essais sur modèle réduit entreprise au LMR (EPFL) afin de mieux comprendre et quantifier l’impact de blocs sur des matériaux granulaires. L’influence de divers paramètres relatifs au sol, au bloc et à la cinématique est mise en évidence.
