The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. Rapid deterioration and destruction of metal equipment in oil and gas fields cause waste of resources and financial losses that must be lessened or eliminated if operations in many important fields are to continue profitable. The magnitude of this destruction is proved by the huge consumption of iron and steel pipe, tubing, casing, pump valves, and sucker rods to replace worn-out equipment, and by the amount of such equipment that is left in wells or junked. (See PI. I, A and B, and PI. II, A and B, and Fig. 14, p. 61.) This destruction of equipment constitu~es in itself a serious waste, but contingent production troubles, such as underground leakage of oil through defective tubing and pumps, and the consequent loss of oil and gas because of damage to pay sands by infiltrating water and silt, frequent and costly repairs with necessary suspension of production, and the ultimate injury to or loss of valuable wells, often cancel all operating profits. Many of these troubles result from rapid destruction of metal equipment by corrosive waters. The strata penetrated by the wells usually contain saline waters. Certain types of these waters, with their associated gases, are intensely corrosive; they attack well casing or tubing so vigorously as to riddle it with holes, rendering it useless in a few years or even a few months or weeks after it is installed. Pump plungers, working barrels, balls and seats of valves, and screen pipe, as well as lead lines and other surface equipment, are ruined with equal rapidity. The development and application of practical methods to retard or prevent this corrosion are among the most urgent problems of the oil and gas industry. Although much progress has been made in preventing the corrosion of metals, the need for reducing the damage from corrosion in oil and gas fields is still imperative. This is especially true of underground corrosion in the wells, because underground conditions favor corrosion and are difficult to study; hence they have not been thoroughly understood. In efforts to stop ~amage to oil and gas field equipment by corrosion, numerous methods have been proposed or tried with varying success. Some of these methods are cheap and effective. However, it is surprising that in many important fields the damage by corrosion is accepted as necessary or unavoidable, although cheap and effective methods that have been developed and successfully tried elsewhere might greatly reduce the trouble or eliminate it. This bulletin describes common causes and effects of oil and gas field corrosion and outlines methods of abating the damage. In order to accomplish this purpose best, the writer has avoided taking sides in controversies between the advocates of different metals for oil-field use; instead he describes the methods of combating corrosion in the various fields and suggests experiments that may yield valuable results. Throughout the paper he has freely used information from published reports of other investigators.

OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

Hatch (260) made the following pertinent statement regarding the present status of engineering design of dust-control equipment: Textbooks on ventilation and engineering handbooks devote little or no space to methods of control of industrial dust, and in the technical journals papers on fundamental engineering design of equipment are conspicuous by their absence. In a recent bibliography of the literature on pneumoconiosis less than 1 percent of the articles dealt with the engineering control of the disease. The science of dust control has not developed beyond the stage of trial and error, and the design of structures for the suppression of dust is based almost entirely upon empirical data together with one or two elementary formulas. The latter were derived from the generalized experience in a limited number of Industries such as woodworking, where conditions and requirements are not at all like those, for example, in a sand-pulverizing plant. Wide experience and good judgment are essential to the proper use of the scanty information that has been collected and systematized. Without attempting to minimize the importance of experience in engineering design, it is necessary to point out that most of the past experience obtained in the empirical design of dust-control equipment was not evaluated by means of quantitative studies of the actual reduction in dust , fence, past experience does not necessarily furnish the proper guide for future design. In fact, recent surveys in certain industries, employing modern methods of investigation, have shown that existing equipment is in many cases inadequate.

The present final report constitutes the total productivity of a series of contracts from the U.S. Bureau of Mines and the Institute for Telecommunication Sciences over the period 1971-1979. The emphasis on the research has been analytical. In this "executive summary" we give a succinct description of each phase of the investigation. In the first phase of the investigation that was stimulated by the National Academy of Engineering, we concentrated on the analytical studies of techniques relevant to mine rescue. Several specific procedures for locating a buried source were analyzed. In the next, but overlapping phase of the investigation, we dealt with the fundemental character of how electromagnetic waves propagate in mine tunnels. At the outset we allowed for the finite conductivity of the tunnel walls and the presence of axial conductors such as cables, pipes, and tracks. The third phase of the investigation was devoted to the analyses of various specific geophysical engineering problems. The related fourth phase dealt with the general subject of non-destructive testing of wire ropes such as used for mine hoists.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

"INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. Take a good look at this issue of Minerals and Materials. This is the last issue of M&M, as it has been known within the U.S. Bureau of Mines, that you will receive. Fifteen years after it was created to help cope with a growing worldwide mineral shortage, M&M is ceasing publication. In its place will be a bright, new publication called Minerals Today. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

This report summarizes the results of a research project entitled "Fatal Accident Data Base Development." This project is the last project under Contract No. S0110601. Volumes I and 1I, "Industrial Engineering Study of Hazards Associated with Underground Coat Mine Production," summarize the original industrial engineering project and the Fatal Accident Report Analysis project. These projects were completed and accepted by the U.S. Bureau of Mines on December 10, 1971. Both volumes of the report have been made available by the Bureau to the public through the U. S. Department of Commerce technical information service. Another project under the same con tract, entitled "Equipment Operations Safety Study, ' was completed in January 1972 and the report was accepted by the U. S. B. M. at that time. The analysis in this Natal Accident. Data Lose Development report is closely related to analysis in both of the earlier reports. The original project involved an industrial engineering and safety of production operations for a representative sample of underground bituminous coal mines. The contactor was required to make recommendations 'in work practices, mining methods, equipment, and safety practices which can effectively reduce the fatality rate from rib and roof falls.' (Longwall mining methods were excluded from the study.) Time study and work element analyses were performed in over 50 mines as part of the field data gathering effort. Another requirement of the study was to develop sets of multiflow. Process charts, which are diagrammatic illustrations of the time-related interaction of mining, cycle job elements.

The objective of this research was to evaluate the technical and economic constraints on the extraction and utilization of anthracite coal and to determine the research and development needed in order to make anthracite coal more fully utilized as a premium energy resource. In the report the contractor examines in detail the anthracite industry both past and present and evaluates market possibilities. Anthracite reserves and resources are analyzed and tabulated, and the problem of pumping and drainage from the flooded anthracite fields is covered. Current technology is considered in detail with a discussion of production techniques with potential for improvement. The contractor concludes the report with a summary of constraints on the anthracite industry and the contractor's recommendations for effecting a revitalization of that industry. An estimated production of 17 million tons annually by 1990 can be anticipated if adequate planning, research, and development to overcome present constraints are initiated in the near future.

People ask for information concerning its properties; they want to learn Whence it is derived, how it is produced, and to what uses it may be put. In consequence, the following paper has been written to give in simple terms an account of this most remarkable of gases. It has been thought desirable for purposes of analogy to include reference to All the members of the group of elements to which helium belongs, and, incidentally, to embody in the narrative certain other information pertinent to the subject.
