The Virginia Department of Rail and Public Transportation and the Metropolitan Washington Airports Authority are undertaking the extension of Washington Metropolitan Area Transit Authority’s Metrorail service to Washington Dulles International Airport and beyond to Route 772 in Loudoun County, Virginia. The roughly 37 kilometers long, double track alignment involves two 700 meters long single track, soft ground NATM tunnels at Tysons Corner, two 3.3 kilometers long single track rock TBM tunnels at Dulles Airport and one 25-meter deep station at the airport to be constructed by NATM in sedimentary rock. The design-build project is being implemented in a Public-Private-Partnership. A joint venture of Bechtel and Washington Group International has concluded the preliminary engineering and construction is scheduled to start in late 2007.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

To obtain microbial cultures with the ability to efficiently leach copper ion from chalcopyrite, microbial samples from acid mine drainage sites were mixed and then subjected to mutation using sodium nitrite (NaNO2), diethyl sulfate (DES), ultraviolet light (UV) and their combinations. Mixed cultures with a much stronger ability to leach copper ion (identified as mixed cultures A, B, C, D and E) were obtained by screening on leaching media. Leaching tests showed that mixed culture E had the best leaching performance and increased the Cu2+ content by 120.5% in 20 days, compared to a control without mutation treatment. Mixed culture E grows well on Leathen leaching medium supplemented with Cu2+ (at a final concentration of 32 g/L), reaching 3.2 × 107 cells/L after 15 days, while the unmutated control culture cannot survive beyond 15 days, indicating that mixed culture E is more tolerant of high concentrations of Cu2+. In addition, continuous leaching by mixed culture E is very effective at a pulp density of 1%. These results suggest that it has the potential for industrial applications.

NPV is a static measure of project value which does not discriminate between levels of internal and external risk in project valuation. Due to current investment project?s characteristics, a much more complex model is needed: one that includes the value of flexibility and the different risk levels associated with variables subject to uncertainty (price, costs, exchange rates, grade and tonnage of the deposits, cut off grade, among many others). Few of these variables present any correlation or can be treated uniformly. In this context, Real Option Valuation (ROV) arose more than a decade ago, as a mainly theoretical model with the potential for simultaneous calculation of the risk associated with such variables. This paper reviews the literature regarding the application of Real Options Valuation in mining, noting the prior focus on external risks, and presents a case study where ROV is applied to quantify risk associated to mine planning.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.

Tracer gases are an effective method for assessment of mine ventilation systems, but their dispersion characteristics can differ substantially as ventilation parameters, such as flow path and velocity, vary. This research utilizes Computational Fluid Dynamics (CFD) to model a simplified full scale model mine, details a sensitivity study examining mesh size for an underground coal mine simulation, and examines gas dispersion parameters to determine the optimal model methods for simulation of tracer gases in underground coal mines. These models can be used to determine how a given tracer gas profile might be generated in a mine or areas of a mine that are not accessible, for example, immediately following a mine disaster. Accurate simulation scenarios can allow for the remote determination of the status of the ventilation network, but the sensitivity of the simulation at mine scale must be carefully examined.

Borates are minerals that contain boron. Trace amounts exist in rocks, soil, water and people. Boron-containing ores are rare and U.S. Borax, a subsidiary of Rio Tinto Borax, controls one of the world’s two world-class borate deposits. Through its global systems of mines, refineries, ports, sales offices and distribution centers, the company supplies nearly 45 percent of the world’s demand for borates. Borax has been mining borates in California for more than a century. This year the company celebrated 131 years of continuous business in the Golden State and 76 years at its operations in Boron, the site of California’s largest openpit mine. It also has mines and refineries in Argentina, refineries and ship-ping facilities in Europe and technical staff in the United States, North and South America, Europe and Asia Pacific. So, with the 130±years of borate mining and processing experience behind it as well as its global marketing and distribution centers, there is very little that Borax does not know about borates.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. Elemental analysis of slurry streams using X-ray fluorescence (XRF) has long been employed. However, detector technology has limited the application of XRF devices. Using detector technology employed on NASA's Mars Pathfinder to analyze soil samples, Process Control, Inc. has developed an on-line analyzer to mount on a sampling system. The prototype XRF elemental analyzer was installed at Detroit Edison's Monroe Power Plant in January, 1998 and has been employed to monitor feedstock quality. A slurry system has been developed for flotation control. This paper describes the testing of the analyzer using the new, draft ISO standard for evaluating the performance of online analyzers (ISO/DIS15239).

A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

The market for this type of equipment has, until recently, been dominated by a single supplier. Many mineral processors have encouraged the SuperBowl designers to develop competitive equipment for obvious reasons. • The primary beneficiary of competition in this field will be the mineral processing community because legitimate competition fosters continuous improvement in product and price.

The failure of a seal in an underground coal mine can have devastating consequences. Traditionally seals have been constructed as flat walls. Large hydraulic dams, on the other hand, are constructed as concave arches. This paper presents an initial analysis of the potential strengthening of seals by concave construction as well as the impact of additional cost in terms of labor and material. A simple finite element analysis of three-dimensional solids under uniform loading allows comparisons between the strength of a flat wall and a curved arch. The models are examined for reasonable behavior and displacements at 20, 50, 100, and 200 psi loads.

The Milwaukee Metropolitan Sewerage District’s (MMSD)’s challenges of basement flooding and wet weather sewer overflows are being creatively addressed with the Northwest Side Relief Sewer tunnel. The $132 million, 20-foot diameter, and37,740 feet long conveyance and storage tunnel excavation in dolomite at depths reaching 165 feet below ground surface has been successfully completed within13 months in April 2004. This paper includes Owner’s perspective on the overall project, and the design and construction details by the Designer and the Contractor. The project contract documents included a comprehensive Geotechnical Data Report and the Geotechnical Baseline Report.

The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980?s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility.
