The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. "The Analysis of Retreat Mining Pillar Stability (ARMPS) program was developed by the National Institute for Occupational Safety and Health (NIOSH) to help the U.S. coal mining industry to design safe retreat room and pillar panels. ARMPS calculates the magnitude of the in-situ and mining-induced loads by using geometrical computations and empirical rules. In particular, the program uses the “abutment angle” concept in calculating the magnitude of the abutment load on pillars adjacent to a gob.In this paper, stress measurements from U.S. and Australian mines with different overburden geologies with varying hard rock percentages were back analyzed. The results of the analyses indicated that for depths less than 650 ft, the ARMPS empirical derivation of a 21° abutment angle was supported by the case histories; however, at depths greater than 650 ft, the abutment angle was found to be significantly less than 21°. In this paper, a new equation employing the panel width to overburden depth ratio is constructed for the calculation of accurate abutment angles for deeper mining cases.The new abutment angle equation was tested using both ARMPS2010 and LaModel for the entire case history database of ARMPS2010. The new abutment angle equation to estimate the magnitude of the mining-induced loads used together with the LaModel program was found to give good classification accuracies compared to ARMPS2010 for deep cover cases.INTRODUCTIONIn the early 1990s, the Analysis of Longwall Pillar Stability (ALPS) was introduced by Mark (1990) as a chain pillar design software and was generally accepted and used by the U.S. coal mining industry. Following the success of ALPS, the National Institute for Occupational Safety and Health (NIOSH) developed the Analysis of Retreat Mining Pillar Stability (ARMPS) program for designing retreat mining pillars using a similar approach as ALPS (Mark and Chase, 1997). The Australian mining industry also recognized the success of ALPS, and Colwell, Frith, and Mark (1999) calibrated the program to Australian conditions. The ALPS and ARMPS programs draw their strengths from the large databases that are used to calibrate them (Mark, 2009). However, following the Crandall Canyon Mine collapse in 2007, NIOSH had to reconsider the pillar design criteria used in deep-cover retreat mining (Mark, 2010). The ARMPS overburden load prediction algorithm was improved to more accurately predict the loading of narrow panels with high overburden depths by implementing the pressure arch concept, and this new version is called ARMPS2010."

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways, creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

Preparation of briquettes by adding CaF2 reagent into the Australian iron ore powder. The structure and morphology of iron ore briquettes during various reduction stages (i.e., Fe2O3→Fe3O4, Fe3O4→FeO, and FeO→Fe) were observed via an ore microscope and scanning electron microscopy. The results showed that CaF2 reacted with SiO2 to form CaO and SiF4 gas during the roasting process. The reduction swelling index decreased from 12.36 to 8.83% when the CaF2 content in the briquettes increased due to CaF2-mediated refinement of the hematite grains during the first stage of the reduction process. Lattice distortion resulting from the presence of Ca2+ in the FeO lattice during the second stage of the reduction process, coupled with an increase in the porosity of the iron ore briquettes and the formation of a low-melting-point slag phase, promoted the anisotropic growth of FeO lamellar crystals, which resulted in an increase in the reduction swelling index from 4.27 to 7.36%. During the third stage of the reduction process, the growth of iron whiskers was promoted by wüstite (FeO) lattice distortion caused by a solid solution of Ca2+ in the FeO lattice; the reduction swelling index increased from 15.61 to 24.72%, resulting in the catastrophic swelling of the iron ore briquettes.

By its nature, seismology has been a data intensive field since the first digital computers were introduced in the 1950s. The first empirical models were developed in the same period and are still widely used today, for instance, the Gutenberg-Richter frequency-magnitude relationship (Gutenberg and Richter, 1956). Machine learning (ML) methods make it possible to redefine these empirical models using large datasets and examining considerably more parameters, where their significance to the problem being addressed is methodically and repeatably evaluated using robust statistical methods. In this paper we develop a simple logistic model for the short-term prediction of seismic events above a threshold magnitude from a mine’s event catalogue comprising more than a million events with 14 basic parameters from which a pool of over 830 derived parameters was developed, covering a series of 11 precursory time windows. The logistic model was fitted stepwise using SAS with α = 0.025 for both entry and acceptance. 25 variables from the pool met the acceptance criterion. The findings were surprising in that parameters a rock engineer or seismologist might have expected to be the most significant in the logistic model were not; instead, it was an increase in standard deviation of the immediately-prior seismic magnitudes that carried the most weight, followed by the average maximum source displacement and median apparent volume change. These findings make intuitive sense because the increasing scatter of the magnitude shows an increasing number of large events being recorded that could be indicative of instability in the system that could lead to large events. The model is rudimentary and enormous scope exists for more exploration in terms of data pre-processing, model types, and response variable definitions.

Sydney Australia’s M5 East Motorway connects southwestern suburbs to the airport. Central to the project are twin 3.8 km roadway tunnels which are mostly driven through rock. In order to come up with the winning tender, the project team developed several unique approaches for tunnel excavation and support. The project’s flat roof with thin shotcrete lining, 20 m wide underground intersections, thixotropic-grout sheathed rockbolts and cablebolts, and new shotcrete testing methods all differ significantly from traditional concepts. This paper presents the design basis and construction methods used to achieve the 100-year design life required by the project’s owner.

Albert Einstein once said, ?the important thing is not to stop questioning.? In the mining industry, a lack of inquisitiveness may lead to a blissful ignorance but it certainly will not increase efficiencies. While one may claim necessity is the mother of invention, questioning and analyzing how methods and systems can be improved is the catalyst to discovering necessities. Understandably, when working in the middle of Canada?s oil sands, where trucks operate around the clock every day of the year, it is nearly impossible to pull the nose from the grindstone long enough to provide thorough analysis. But, fortunately, some manufacturers/inventors have assisted by examining the process and the ensuing headaches within this application.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformations. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, time-lapse point clouds of mine workings. In order to determine sloughage volumes and locations, a total of 11 laser scans were performed 41 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds.

Allmand exhibited its LSC 100Light Sequence Commander, the mining industry’s first automatic lighting and command control system. The system is available with all of Allmand’s portable light towers. The LSC100 uses a preset photocell sensor that allows the light tower to be automatically turned on or off. At dusk, the sensor engages the power unit and then activates the light. At dawn, the sensor automatically shuts off the light. The unit also features an eight-event digital timer that allows eight separate sequences daily. The LSC100’s sequenced light control ensures that the engine is started before the lights are turned on or off. This prevents possible generator damage that can occur if the unit is powered down under load. Also, a low-fuel shutdown sequence helps protect the generator from damage by automatically shutting down the unit when the fuel level reaches 10 percent. And the LSC100’s smart circuitry senses engine water temperature during startup, determines the glow-plug time requirement and schedules repeat intervals, if necessary, to start the diesel engine.

Longwall mining is a highly productive and efficient coal mining method used in the USA. During longwall retreating, the belt entry must be maintained stable, and any roof fall in the belt entry would jeopardize mine safety and substantially interrupt the continuous production of coal in the longwall face. Past experience of longwall mining has shown that belt entry stability was the greatest challenge in longwall ground control, and the occurrence of roof falls in belt entries was largely associated with high horizontal stress. To properly support the roof in the belt entry, it is important to understand how longwall-induced horizontal stress changes affect roof stability in belt entries and to strategically install supplementary support to prevent any potential roof falls. Researchers from the National Institute for Occupational Safety and Health (NIOSH) performed horizontal stress measurements in the immediate roof of the belt entries for two Pittsburgh seam longwall panels oriented unfavorably to high horizontal stress. Hollow inclusion cells (HICells) were installed in the immediate roof at the intersection in each of the belt entries, and stress changes were monitored as the longwall face was approaching and passing the intersection. Numerical models were set up to calculate the longwall-induced horizontal stress changes in the roof at the monitoring sites. With the verified model, investigations were made of how horizontal stress is concentrated and relieved in the belt entry roof near the face under different panel orientations. Both measurements and modeling results showed that high horizontal stress is concentrated in the roof in the belt entry within about 15 m outby the face when a longwall panel is unfavorably oriented to the major horizontal stress. The study demonstrated that longwall-induced differential horizontal stress can be used as an indication of the degree of horizontal stress concentration. Roof support strategies are discussed on how to maintain the stability of belt entry under high horizontal stress concentration.

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

Based on the limiting-equilibrium analysis of roof processive caving in hanging wall caving method and the critical medium column theory, a new model of subsidence prediction caused by sublevel caving mining method was proposed in this study, considering the drawing influence and the dynamic process of filling granular media. Meanwhile, the distribution rules for lateral pressure with different orebody dip were studied under drawing ore, and subsequently complemented the model. This model indicated that the surface subsidence scope decreased as the unit weight of crack rock and the orebody dip increased. In addition, the height of critical medium column showed a decreasing trend as cohesion of rock mass, the internal friction angle and the unit weight of rock mass. Also, the method of predicting the scope of surface subsidence in the Dabeishan Iron Mine was applied. The results showed that the relative errors are less than 9% and the prediction method could be used in practical application.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Companies generally must look to the following:
