Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Board for their assistance in arranging visits to several mine safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine safety testing stations in great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when the installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as is the United States - the development of electrical equipment that will not ignite gassy atmospheres which through neglect or accident might surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers in American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. The third of these surveys covers conditions in Germany.

THIS INFORMATION CIRCULAR contains 1956 and 1957 injury experience and employment data for metal mines in the United States and Alaska. Unlike previous publications, this report covers only metal mining and contains statistical data on injuries and employment pertinent to metal mines and mills reporting voluntarily to the Bureau of Mines on an annual basis. Injury and employment data for the nonmetal industries, which from 1911 through 1955 were published in the same series as the metal industries, for the first time will be published separately as an information circular entitled "Injury Experience in the Nonmetal Industries, 1956 and 1957." The Bureau of Mines is authorized to make requests for injury and employment data, and the information submitted by operators of metal mines and mills is a step forward in promoting safety in the metal-mining industry. Every effort has been made to make this coverage as complete as possible.

The underground mining industry is presently using the fluid network analyzer and digital computer to analyze ventilation systems. The availability of the digital computer and ventilation programs to mining companies has escalated its use, permitting the design and modification of new or existing mine ventilation systems to be projected completely and thoroughly with consistent precision. Because the analog computer has been analyzing ventilation systems accurately for many years, a comparison of the analog and digital methods was warranted. This report summarizes a detailed comparison for one mine, based on parallel analyses by the two computer systems.

The program objective was to conduct surveys of respirable dust concentrations in coal mining operations at locations outby the working face. The results of these surveys were directed toward 1. identifying outby dust sources, 2. evaluating the severity of the major dust sources, 3. establishing dust sampling frequency, 4. establishing dust sampler locations, and 5. assessing the? areas of influence of the dust sources. The study included dust sampling of only nonhigh risk personnel and areas at six dif-ferent mines. Thirteen continuous mining, four longwall and two conventional mining sections were sampled. The severity of outby respirable dust sources such as load points, runways, dump points, beltways, transfer points and main haulage operations were characterized and areas within the mine were ranked according to severity. Information on engineering controls was also acquired. Guidelines for implementing a dust sampling program are presented and include sampler locations, ventilation surveys, dust surveys, effects of shift-to-shift variations, and sampling frequency.

The Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has in progress a study or the flow of natural gas through high-pressure transmission lines. A major problem of this study is to compare the deliveries calculated from the gas pipe-line flow formulas commonly used, with the metered deliveries from pipe lines in operation. In order to obtain such comparisons a series of tests has bean made on 25 operating pipe lines in Kansas, Oklahoma, Louisiana, Arkansas, Texas, and California ACKNOWLEDGEMENTS Study of the flow of natural gas through high-pressure transmission lines was made under the general supervision of H. This report presents a discussion of the spectra of 39 condensed thiophenes in which the structure includes at least 1 benzene ring. The vibrational bands present in three regions of the infrared spectra of these thiophenes were interpreted by comparing the similarities of the spectra of condensed thiophenes with the spectra of substituted benzenes. In the overtone-combination region 23 of the 39 condensed thiophenes had spectra which contained sufficient detail to be usable for correlating this region of the spectrum with the appropriate benzene spectrum. In the in-plane deformation region it was possible to make correlations for the vibrations of 18 of the 39 condensed thiophenes whose infrared spectra were studied. In the out-of-plane deformation region the C-H out-of-plane vibrations for hydrogen on benzene rings in the condensed thiophenes can be correlated using known data from substituted benzenes.

It deals with the procedures for obtaining a recommendation for classification of an explosive compound, mixture, or device through the Bureau of Mines. Completion of the procedures detailed in this guide is necessary to obtain a final classification of an explosive compound, mixture, or device and assignment of an "EX" number by DOT, which will allow the producer to offer the explosive for shipment within the United States. This guide also gives procedures for obtaining United Nations (U.N.) classification for shipping outside the United States.

[This paper is one of a series being prepared far and published by the United States Bureau of Minus describing the methods of mining used and operating costs obtained in producing land and gravel from deposits throughout the United States. This circular describes operations at the Eliot plant of the Pacific Coast Aggregates (Inc.). in Livermore Valley near San Francisco, Calif. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local expenditures only and not total production posts. It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.]

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

The Bureau of Mines inventoried Federal lands in the State of Oregon and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal status and agency management practices. The Bureau determined areas of the State having past mineral production and/or known metallic mineral resources and areas favorable for coal, oil, gas, and geothermal resources, and prepared maps that spatially compare the availability of Federal mineral land with these mineral areas to demonstrate the extent of restrictions to mineral entry. Oregon contains 62.1 million acres, of which 33.9 million acres or 55% is Federal mineral land. About 2.3 million acres of Federal land is favorable for selected metallic mineral deposits, of which 64% is available, 13% is restricted, and 23% is unavailable. Of the 21.1 million acres of Federal leasable land favorable for oil and gas, 68% is available, 11 % is restricted, and 21 % is unavailable. Of the 146,720 acres favorable for coal, approximately 71% is available, 13% is restricted, and 16% is unavailable. Federal leasable land favorable for geothermal resources amounts to 458,968 acres, of which 42% is available, 34% is restricted, and 24% is unavailable.

The U.S. Bureau of Mines developed and tested a teleoperating system to control a new highwall mining system. A remote operator was provided out-of-sight sensory information and control of coal extraction and haulage equipment. Surface and production testing proved that the teleoperating system supplied the operator with sufficient sensory information to operate the mining system. Details on the teleoperating system provided in this report include (1) sensor selection, (2) a description of the electronic control system, (3) equipment selection and modifications, (4) the positive test results, and (5) recommendations for system improvements.

The U.S. Bureau of Mines has developed a portable, inexpensive teleoperation system for mobile hard-rock mining equipment. The system was tested on a compact loader-trammer in a simulated stope. The teleoperation system includes radio remote control and computer-assisted navigation. A recent enhancement includes video cameras mounted on the machine to provide visual information to the operator. This system allows the operator to remain in a safe location while operating the machine from a distance, thus increasing both operator safety and mining productivity.

[The term "nonmetallic minerals,? as commonly used in the mining industry, refers to those minerals of industrial importance that are mined essentially for uses other than for the metals contained. The field comprises several hundred minerals of industrial importance, of which 70 have been adequately described in the textbook Industrial Minerals and Rocks.3/ A few of the more important nonmetallic products are sand and gravel, salt, phosphates, clays, refractories, linestone, and cement materials. Some of tic minerals, such as bauxite and pyrolusite, have both metallic and nonmetal is applications, but in this report only the nonmetallic mineral phases are considered. In the organic field of nonraetallics only coal is considered, as, the, others - petroleum, natural gas, natural bitumens, and hydrocarbons - are of no importance in water softening.]

At that time it was thought that a pressure of 20,000 pounds per square inch would be necessary to break the seal. It was impossible to obtain a compressor that would develop this pressure therefore, the 'patentees developed and applied the Cardox method, which utilizes liquid carbon dioxide as the blasting medium."

The Bureau of Mines performed laboratory research into the effects of a barium-based fuel additive (the "postflame" type) on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of types certifiable for use in underground mines. Test parameters consisted of additive concentration and engine loads, speed, and air intake restriction. DPM emissions, including condensed volatiles, were measured gravimetrically. Also measured were gaseous emissions including carbon monoxide, nitrogen oxides, and hydrocarbons. The fuel additive was effective, reducing DPM up to 75 pct, when used at a concentration of 0.09 wt pct (one-fourth of the concentration recommended by the manufacturer). The additive was most effective at the highest fuel-air ratios, reducing DPM from 400 mg/m3 for untreated fuel to 120 mg/m3. At light loads, 25 pct of full rated, no DPM reductions were measured. Based on these results, the additive is recommended for use in diesel fuel, at a concentration of 0.09 wt pct, to power underground mining equipment as long as certain conditions are met: that a beneficial DPM reduction is verified, that the minimum required quantity of additive is used, and that potential adverse effects such as increased nitrogen oxides are checked.

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of cable left on the reel.7. The type of cable used.8. "Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."
