The Act of Congress authorizing the establishment of the United States Bureau of Mines became effective July 1, 1910. One of the most important duties Congress delegated to the Bureau in this Act was the study of health and safety conditions in the mineral industries. Early investigations of these conditions revealed the need of prompt Care of injured employees, as, under the difficulties inherent in their occupation, seemingly unimportant wounds if not treated promptly might become infected and cause permanent disability or even death. Many seriously injured persons brought out of mines and plants by fellow workers ignorant of approved methods of giving first aid or of safe means of transportation have been caused suffering and have had injuries accentuated to such a degree as to bring about permanent disability or death. The need of general instruction in first aid thus became apparent. BRIEF HISTORY OF FIRST-AID WORK The education of miners in the United States in first aid probably was conducted systematically first by the anthracite industry in Pennsylvania. Subsequently, first-aid training was carried on actively in Alabama and Indiana. Meanwhile, a general training campaign was carried on among industrial workers by the American Red Cross Society; when the Bureau of Mines began its nation-wide campaign of instructing employees of the mineral industries, the Red Cross turned over that part of its industrial training work to the Bureau but continued to cooperate by furnishing surgeons as judges in important first-aid contests and demonstr tions and assisted for a number of years in determining training methods.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

This paper is one of a series published by the Bureau of Mines on mining methods and operation practices. It describes the open-pit mining method and operations of the Kaiser Steel Corp. Eagle Mountain iron-ore mine, which is in the extreme southeastern part of California 175 miles east of Los Angeles in Riverside County. Nearest town to the mine is Indio, which is 60 miles away by an excellent highway (fig. 1). Elevations at the deposit vary from 1,400 to 3,000 feet. Figure 2 is a plan map of the Eagle Mountain iron mine. Kaiser Steel Corp. built a model camp at the mine, with all modern conveniences (fig. 3). The camp, comprising 145 homes, dormitories, mess hall, commissary, post office, and recreational facilities for 600 people, is at 1,390-foot elevation. The area has winter-resort weather between October and May, with occasional drops of temperature to 25° at night. From June to September temperatures sometimes rise to 1200 during the day. Rainfall is scant, approximately 2 inches a year, the majority of which comes as cloudbursts during the summer months.

A drill unit designed by Bureau of Mines engineers for testing various types of rotary bits has been in use since April 1950 at the experimental oil-shale mine near Rifle, Colo. The unit has a hydraulic drill and feed system, which provides the wide range of operating conditions necessary for adequate testing of drill bits and for obtaining data needed for the design of production scale equipment. Through the use of this unit, it has been proved that rotary drilling of vertical holes for mining the benches of the oil-shale mine is much cheaper than percussion drilling, and it is believed that in the near future the rotary drilling of horizontal blast holes in the top heading of the mine will prove equally economical.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. This U.S. Bureau of Mines study evaluates factors that influence longwall support and strata interaction. The longwall system is composed of an immediate and main roof structure and three supporting foundations: longwall panel, powered roof supports, and gob waste. The main roof forms a structure that is generally supported by all three foundations, while the immediate roof acts as a beam that cantilevers from the coal face to the powered support. In most cases, shield loading involves a complex interaction of both main roof and immediate roof behavior and is a combination of loads produced from convergence of the main roof and displacements of the immediate roof caused by deformations of the cantilevered roof beam. Since the shield stiffness remains constant for all leg pressures and main roof convergence is irresistible in terms of shield capacity, the shield must be able to control the behavior of the immediate roof or floor structure for shield loading to be sensitive to setting pressures. If the goal is to minimize total shield loading, any active setting force must be offset by reduced passive shield loading to justify the active setting loads. Field data sumest that the typical reductions in passive loading do not justify the required increases in setting pressure in some applications.

"INTRODUCTION The first ten papers of the series on smelting in the lead blast furnace described the operation at the custom smelter of the International Smelting Co., Tooele, Utah, and at the plant of the Bunker Hill Smelting Co., Kellogg, Idaho, which handled a very rich lead concentrate. These previous papers may be considered a picture of the traditional lead smelter treating custom ores and of the smelter that will treat the type of product likely to be made in the future - lead concentrates of an increasingly rich grade.The great plant at Trail is of special interest to those smelting lead products containing much zinc and faced with the necessity of transforming all of their byproducts into commodities which may be sold profitably. The plant is equipped to produce electrolytic zinc, lead, copper, silver, bismuth, and cadmium. Part of the sulphur evolved from treating the ores is converted into sulphuric acid. Complete fertilizers for agricultural purposes are also produced.The smelter of lead ores has long considered that zinc is one of the most difficult ingredients that he has to handle. Even with the gretat improvement in flotation practice today, the residues from electrolytic zinc plants leaching zinc concentrates must still be smelted for their lead content. Of the total gangue material not separated from the lead concentrate sent to the smelter, zinc is still one of the most notable in percentage. The most successful way of coordinating the over-all operations of a concentrator, an electrolytic zinc plant, and a smelter provided with a plant for re-treating the blast-furnace slag for its lead and zinc content must be of interest to many treating complex ores.ACKNOWLEDGMENTThe data in this paper were collected in cooperation with the Consolidated Mining & Smelting Co. of Canada, Limited, and its entire technical staff. "In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

Native asphalt was produced in 1978-79 by six companies in four States. Leading States were Texas and Utah. Output in-creased 37% in 1978 to 1.7 million tons and decreased 5% in 1979 to 1.6 million tons while value increased 39% in 1978 to $19.3 million and 33% in 1979 to $25.6 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state regulatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

This report, which covers the period from January 16 to October 21, 1974, describes the work performed in compliance with the requirements of contract no. H0242028 and modifications 1 and 2 thereto. The purpose of the contract was to further reline and modify three of the canopies (shuttle car, loader, and roof drill) which were developed under contract no. H0220031, and to conduct further testing and demonstration of the relined designs. Modifications I and 2 involved conducting further in-mine evaluations of the face. drill and cutter canopies, also developed under contract no. H0220031. In addition to the canopy modifications, the contract involved an evaluation of an operator's seat concept for a shuttle car which was developed for the USBM by another contractor.

The Bureau of Mines maintains an active program in thermochemistry to provide thermodynamic data for the advancement of mineral science and technology. As part of this effort, the standard enthalpy of formation at 298.15 K, ?Hf°, for 2CdO-CdSO4 was determined by HCI acid solution calorimetry to be -345.69 ±0.61 kcal/mol.

The compound ?-valerolactone has been identified in an acid fraction isolated from waste water collected from an in situ oil-shale retort. Infrared, nuclear magnetic resonance, and mass spectrometry were used by the Bureau of Mines to confirm the identification of a subfraction collected from a gas chromatograph.

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. The theory of electromagnetic fields indicates such fields could be used to detect and locate trapped miners. To be useful, the hardware of the system must meet a number of requirements, including small size, intrinsic safety, and rugged construction. Such hardware has been built, and the system has been tested by the Bureau of Mines and its contractors. These tests indicate that the electromagnetic method provides a practical means to locate miners in emergencies.
