A study was made of the economic factors governing silver production in the Coeur d'Alene mining region, Shoshone County, Idaho. Production and other stat is tics were analyzed. It was concluded that if the rapid rise in the open market price that began late in 1961 continues, greater production of the metal should result from the mines of the Coeur d?Alene mining region. However, the output gain would be limited, because costs per ton of ore mined would rise as production was increased beyond optimum capacity. Advances in the price of silver would increase the size of ore reserves by making some marginal ore profitable to mine and by providing greater funds for exploration projects that might result in discoveries adding to the reserves. Output of byproduct silver from lead-zinc mining probably will not exceed 4.3 million ounces, judging from the trend from 1946 to 1961.

Improve underground mine roof bolt support systems by alleviating problems associated with certain ground support systems currently being used. Approach Convert a passive resin-grouted roof bolt system into a uniform, tensionable roof bolting system. Background Resin-grouted roof bolts are one of the most common forms of ground support in U.S. underground coal mines. These support systems can be installed with a full-column of grout and be loaded with subsequent roof movements after installation. This is called a "passive" support system. An alternative to the passive support system is the mechanically-anchored, tensioned roof bolt system. This system is installed with resin grout. This system is designed to load or tension the support during installation by using a mechanical anchor, coupling, or threaded nut after the resin has properly cured. It is called an "active" support system and is used extensively for improved strata control in a laminated geologic deposition or in difficult ground conditions. To ensure that active bolts have been properly installed, the bolt loads must be checked by using a torque wrench or other suitable equipment. Unfortunately, this practice presents potential safety hazards and has limited accuracy. Laboratory and field experiments also reveal that the torque-to-tension ratio developed on active support systems can vary by 50% from bolt-to-bolt. Variations in bolt load installations can induce stress concentrations and lead to roof degradation or failure.

Improve the reliability and accuracy of subsurface images using constrained tomography with enhanced ray-tracing capabilities. Background Geophysical tomography is a technique for imaging the structure of a rock mass using seismic or radio waves, in the same way that medical CAT scans image human tissue using X-rays. Tomography has found numerous practical applications related to mining, including lithologic and structural characterization, fracture detection and fluid monitoring, void detection, and evaluation of stress state and integrity of mine structures. Problems Two fundamental problems have largely prevented geophysical tomography from enjoying the tremendous success achieved by medical tomography. The first is a consequence of practical limitations on the placement of sources and receivers of wave energy: ideal resolution can be attained only when the region being imaged is entirely surrounded by sources and receivers, so that it is crossed by rays traveling in all possible directions. When such coverage is impossible or impractical, the inversion becomes underdetermined: there id not enough information in the measured data to provide a mathematically unique solution. The second major problem in geophysical tomography is the necessity for detailed ray tracing. Commercial software, as well as previous U.S. Bureau of Mines (USBM) software, employs a ray-shooting algorithm that may be unable to model some ray paths when velocity contrasts are larger than about 100%. These ?shadow zones" result in loss of data and degradation of reconstructed images.

Provide guidance on the selection of millisecond initiator delays between blastholes in surface mine blasting to provide a desired degree of rock fragmentation consistent with safety and vibration considerations. The Problem Blasting remains the primary means of fragmenting, rock for all kinds of mining, quarrying, construction, and excavation activities, and it is the only practical and economic method of breaking up and moving large amounts of material such as coal overburden and stone aggregate. Because of the large amount of blasting done, typically using 4 billion pounds of explosive to break about 8 billion tons of rock annually in the United States, a small improvement in blasting performance will have a significant productivity impact. Standard blasting practices involve the selection of time delays in a blast for at [cast three purposes: (1) to control energy flow to minimize adverse vibrations, (2) to provide sufficient time relief for good rock displacement, appropriate muck pile shape for digging, and the prevention of collar violence, misfires, and flyrock, and (3) to provide an appropriate amount of interhole stress wave and gas pressure action for a desired fragmentation size distribution. Timing guidelines that exist are based on subjective observations rather than measurements, even for the relatively new casting methods. Until this Bureau study, no definitive analysis had been done to quantify the fragmentation and productivity of full-scale blast rounds as functions of precision delay timing.

Skin failures of roof and rib in underground coal mines continue to be a significant safety hazard for mineworkers. Skin failures do not usually involve failure of the support systems, but result from rock or coal spalling from between the support elements. For instance, in 1997 more than 800 miners were injured by roof and rib falls, of which 98% were the result of skin failures [Bauer et al. 1999]. Also, nearly 80% of the roof and rib failure injuries occurred at or near the working faces in development sections. The face area is a zone where the potential for skin failure accidents and injuries and for roof and rib failures is high because of mining activity, ground readjustment due to changing stress conditions, and the higher exposure of mine workers. In addition, failures occur where the roof and rib are unsupported. This paper reviews the roof and rib accident statistics resulting from skin failure, and highlights the incidences by type, numbers and percentage, in-mine location, supported and unsupported roof, and worker activity at the time of injury. Also discussed are the causes of roof and rib skin failures, current and improved support methods and materials for skin surface control, and machine design modifications for improved roof bolter operator protection. It also reviews the historical literature on skin failures and control methods.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

A laboratory investigation was conducted to determine the applicability of the thermal oil-recovery method as a means of increasing ultimate oil recovery in the Appalachian region. The primary objective was to establish self-sustained combustion in consolidated and unconsolidated sand test assemblies saturated with various amounts of Pennsylvania Grade crude oil and synthetic brine. Tests using blocks of sandstone were unsuccessful because of sealing problems and fracturing of the rock due to thermal stresses. A combustion wave of about 700° F was propagated through the sand-oil-water packs in the linear tube tests. The high air flux used resulted in high oil consumption and rapid movement of the combustion wave through the tubes. Analytical tests on the sand pack showed that sufficient fuel was deposited during the linear tube experiments for a self-sustained combustion wave.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are investigating the causes and mechanisms of roof failure in underground mines. It is expected that a better understanding of these causes and mechanisms will lead to better layout and support designs that will help prevent accidents and fatalities associated with fall of ground. Two numerical experiments were conducted by NIOSH researchers using the Fast Lagrangian Analysis of Continua (FLAC) computer modeling program with a strain-softening continuum to simulate fracture zones. Two models, one of a round hole in a plate and one of a rectangular opening, were constructed and boundary conditions were applied to simulate far-field shear. The Particle Flow Code in Two Dimensions (PFC2D) computer program was used to look at the effects of far-field shear in generating fractures around an underground opening, but these models are preliminary until boundary conditions, strengths, and stiffnesses are matched to the FLAC models. Results showed that shear zones propagated from the opposite corners of openings in directions that appeared to be determined by opening shape and far-field stress. Tensile failures also formed and extended away from these shear zones. The consistent direction of shear deformation with respect to far-field shear provides a plausible explanation for preferred directions of shear as seen in geologic environments.

The human lumbar spine is inherently an unstable structure and requires sophisticated neuromuscular control to maintain its stability and for performing physical tasks. As a consequence, it is important to understand the potential health effects on human operators of mechanical stimuli such as shock and vibration.1 Impact applied to a vehicle operator combines the risk of sudden, unexpected load with the mechanical stress of the seated posture.2 Because many work environments contain the potential for multiple, unexpected impacts, it is important to understand how the trunk muscles respond to complex conditions. We believe the results have implications for isolation design and standards development. Methods Muscle activity was recorded during simple and complex impacts, applied randomly and without warning, while subjects sat on an air-suspension truck seat located on a man-rated 6-DOF motion platform (Rexroth-Hydraudyne). Simple (single) impacts consisted of 100 ms quarter-sine jolts in the side-to-side (L and R) and vertical upward (V) directions with peak amplitude at 0.4 g. Complex impacts consisted of combinations of two simple (single) impacts in sequence (LV, RV, VL, VR), separated by 100 ms. Twelve right-handed males (23.7 ± 7.8 years old) were tested without a blindfold under 2 posture conditions (supported while leaning back and unsupported, sitting upright) and 2 seat suspension conditions (present or absent). Each type of impact was repeated three times under each posture and suspension condition, resulting in 84 impacts in total. Surface EMG signals from the left and right erector spinae (ES), rectus abdominis (AR), external obliques (EO) and internal obliques (IO) were recorded and transformed to 25ms RMS values. The response time, defined as the time the muscle activity exceeded the mean + 2 STD of the pre-impact resting period, peak response amplitude, and time were then derived. A mixed-model repeated measures analysis of variance was used to evaluate statistical significance, where type I error rate was set at .05. Results One question we asked of these data was whether there were differences in responses related to simple single strike impacts (L, R, or V) and complex, double-strike impacts (LV, RV, VL, VR). There are 21 possible combinations of comparisons of simple and complex impacts to each other. The differences found are listed in Table 1.

Objective A cable bolt can be a strain-measuring device as well as a supporting device in underground mines. Placing instruments on a cable bolt allows certain characteristics of a rock mass, such as high strain and load, to he evaluated during mining and provides a means for mining engineers and mine inspectors to forecast a potential roof fall. Background Thousands of cable bolts are installed in U.S. mines each year. Studies performed by NIOSH researchers show that support loads can exceed the yield point of the steel, which can result in unstable ground conditions that pose direct safety hazards for underground workers. Rock falls can also create secondary hazards, such as caved escape ways and blocked ventilation passages. Development of methods and tools to assist in the evaluation and selection of rock supports could reduce the number of unplanned rock falls significantly. Approach Instrumented cable bolts developed at NIOSH’s Spokane Research Laboratory were used along with existing ground control systems to monitor rock mass loads and movement Axial and shear loads on the cables are determined as these loads are transferred to strain gages embedded in the king wire. In longwall, room-and-pillar, or underhand cut-and-fill mines, rock mass loads and movements can be detected down to microstrains of stress or millimeters of movement. By detecting such small amounts of ground movement and support load, early intervention to prevent a roof fall is possible, and miner safety and health are increased. How it Works Up to 10 strain gages are embedded in the king wire at whatever locations a mine ground control engineer may specify. The gages m either be set in pairs in the same plane to detect shear or set at 90° angles to detect loading in three dimensions. The cables are up to 5 meters long if they arc to be grouted with resin or up to 15 meters: if they will be grouted with cement. They arc capable of holding m ultimate lend of 214 kN and produce reliable readings to 178 kN, as shown in the calibration curve. The cables are fitted with an instrument plug for monitoring the gages and a special head for insertion into the rock. A data acquisition system, such as a Vishay strain indicator box, Campbell Scientific, or Omnidata system, is required to obtain the data for load and displacement calculations.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." The Bureau of Mines used data from 31 core samples to develop prediction equations for evaluating chemical and carbonization properties of six seam units in a lignite deposit approximately 2 miles wide and 8 miles long in the Wilcox Formation of central Texas. Statistical response surfaces, based on core analyses, were computed for 14 parameters indicative of lignite quality. These computed surfaces, and their mathematical equations, can be used to predict values of the selected properties of the lignite seams at any desired surface coordinate position between core hole locations. The wide range of application shown by this study indicates that the methods of statistical regression analysis may be useful to evaluate large deposits of lignite or higher rank coal.

This Bureau of Mines study was conducted to obtain a better understanding of the coal mine bump problem and its effect on underground coal mining in the Eastern United States. To accomplish this, information was collected on the geologic conditions, mining techniques, and engineering parameters at five bump-prone mines. Two geologic conditions have been found to cause the occurrence of bumps in the Eastern United States: (1) relatively thick overburden and (2) extremely rigid strata occurring immediately above and below the mine coalbed. Additionally, the probability of bump occurrence is increased by certain mining practices that concentrate stresses during retreat mining, in areas where geologic conditions are conducive to bumps. Mining plans that permit the development of pillar line points or long roof spans that project over gob areas should be avoided because these features may contribute to the occurrence of bumps.

The Harris No. 1 Mine, located in Boone County, WV, has been longwalling the Eagle Coalbed for over 30 years. Harris has experienced numerous interactions associated with the extensive room-and-pillar and longwall mining operations which have been conducted in the overlying No. 2 Gas Coalbed. The problems have included roof falls, excessive rib sloughage, and gateroad and bleeder entry closure. A detailed evaluation of the multiple seam experiences at Harris No. 1 Mine was conducted as part of the National Institute for Occupational Safety and Health (NIOSH) nation-wide multiple seam mining case history data base. One observation from the Harris gateroad case histories was that smaller, critically loaded, upper seam pillars seemed to cause more severe ground conditions than did wider pillars. The LaModel program was used to investigate this supposition, and the results confirmed that “critical” sized pillars do transmit the highest amounts of stress to adjacent seams. In addition, the data suggest that the probability of a major multiple seam mining interaction increases when the depth of cover is 1,000 ft or greater and when the Eagle seam pillars have a Analysis of Longwall Pillar stability factor less than 1.50.

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. Many miners are involved in tasks at the mine site that are similar to those sub-tasks performed in general construction, maintenance and repair (CMR) type work activities. As a result, many of the injuries in the mining industry today can be traced to employees performing these CMR type work activities. Indeed, a recent analysis of a major aggregate company revealed that 65% of all injuries documented originated from performing such CMR activities. It is hypothesized that the number of injuries to miners performing construction, maintenance and repair (CMR) work activities on mine property may be reduced through improved training that focuses on better hazard recognition using the numerous visual and other cues that are available for evaluating workplace health and safety hazards. To this end, researchers at NIOSH’s Pittsburgh Research Laboratory have merged two proven methods of training miners to recognize hazards, stereoscopic (3-D) slides and the concept of degraded images, into this training program. Stereoscopic (3-D) slides have been shown in earlier NIOSH and U.S. Bureau of Mines research to be an effective training aid for improving the ability of miners to recognize various geologic and mining-induced irregularities that can cause groundfalls.3 They realistically portray the natural mine environment, and thus are an excellent training aid for teaching miners to recognize such visual cues. The degraded image concept, originally developed by the military and used for target detection training, describes scenes where the target is partially hidden by cloud cover, dust, rain, natural barriers, buildings, or other obstructions that can camouflage or confuse the target. Research had shown that flight observers who were trained with less than ideal (or degraded) pictures were more successful in subsequent identification of targets than those trained using ideal (or highlighted) pictures of targets. In order to investigate this concept for training miners to recognize hazards, NIOSH researchers developed a prototype hazard recognition training program using such mining scenes. A control program based on traditional highlighted mining scenes was also developed. Both programs were applied to subjects in a field experiment. Results indicated that miners trained with the degraded images did significantly better on a follow-up test of hazard recognition.4 This hazard recognition program teaches trainees to look for hazards in a more realistic manner than that of the control program. This specific training program for CMR activities involves using the degraded image concept and 3-D slides. The module is designed to educate workers on hazard identification techniques and safe work practices. It focuses on teaching miners techniques for recognizing visual (sight) cues, and then uses these cues to evaluate mining conditions. It should be stressed that other senses, such as sound can also play an important role in hazard detection.

Steel liner plates, which are bolted together to form a shell, are commonly used to provide temporary protective linings in the tunneling industry to ensure the stability of the tunnel and safety of the workers until more permanent ground reinforcement can be installed. As the ground deforms to try and close the opening, the liner plate is radially stressed, and by deforming redistributes these loads back to the surrounding insitu earth. Grouting behind the plates is done to fill any voids and ensure uniform contact to the strata around the back of the plates. Another function of the liner plate in some applications is to act as a platform or structure for the mining machine to react against in order to develop the necessary forward thrust to be able to excavate the face. In this case, the liner plates are loaded axially as a horizontal column of bolted liner plate rings, creating a jacking force against the liner plate assembly. In general, the buckling strength of the plate sections determines the jacking force capacity. Historically, the jacking force capacity of tunnel liner plates has been theoretically determined by some simplistic equations developed from tests of single liner plates. Recently, full-scale tests on a complete circular section of bolted liner plate ring segments have been conducted in the NIOSH Safety Structures Testing Laboratory using the unique Mine Roof Simulator to apply controlled loading in a manner that simulates the real world environment. Due to the unique size and capacity of the Mine Roof Simulator, these are believed to be the first full-scale tests conducted on the jacking force capability of tunnel liner plate rings. These tests indicate that the previously used theoretical equations tend to over predict the jacking force capacity of these tunnel liner plates. Unanticipated deformations in the field have been observed at loads below these theoretical design loads, therefore, a more accurate determination of the jacking force capability was needed. This report summarizes the full-scale test results, examines design parameters that impact the jacking force capability, and develops new mathematical models to improve the prediction of design loads.

"INTRODUCTION Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis in easy to obtain, provided that a normal top discard is taken, as is always the case in steels poured with hot—top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel.For a large tonnage of steels which go into articles manufactured by deep—drawing processes, killed steel has never been successfully applied because with the present deoxidation practice, low—carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, — that is to say, deoxidized with manganese and perhaps a small amount of aluminum, — the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper—central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low—carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel. These defects would be minimized by clean killed steel."

[In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 17 and 23, outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible. In view of publications recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 17 and condition 2 on page 23. An explosive or a blasting device enumerated in the permissible lists of thin Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.]
