This report of the Federal Bureau of Mines presents a laboratory procedure, with the requisite equipment, for electrowinning ingot (liquid) cerium metal from a fused-fluoride bath, the metal purity being about 99.9 percent. Physicochemical studies, including bath properties and electrochemistry, are included, with a speculative model of the mechanisms involved. An historical review of the methods used for electrowinning misch metals and yttrim-group metals, as well as individual rare-earth metals, is presented. The electrolytic preparation of metal from fused salt and nonaqueous media is summarized, along with the unsuccessful attempts at depositing the metals from aqueous solutions.

"INTRODUCTION The Eva Tanguay property is in Crittenden County, Kentucky, about 1 mile south or the village of Mexico, and can be reached from Marion, the County seat, by travellng south on State Highway 91 for 6.8 miles and then turning southwest on State Highway 70 and traveling 2 miles farther.Although the property lies between the Huffaw and Pigmy properties, which together have produced 200,000 tons of fluorspar ore, production from the Eva Tanguay has been estimed at only 1,000 tons. Geological factors on the property indicated the likelihood of an ore occurrence, and the author examined the property in April 1944. Shortly thereafter, the U.S. Geological Survey wrote a report on the property, which was not published. A drilling program was initiated by the Bureau of Mines November 1, 1944, and continued until eight holes totaling 3,137.5 feet were drilled.The holes showed that the Tubb fault system on the Eva Tanguay property is composed of three members, all of which contained commercial ore. The line dividing the Haffaw and Tanguay properties crosses the vein outcrops, causing a part of the ore indicated to be on each property.The mineral rights, which are leased by Robert Frazer of Marion, are owned by Mrs. O. S. Denny and W. C. Bohn, both of Marion."

"In this paper, the current status of respirable dust control in coal mine atmospheres is presented. The advancements in the engineering control of dust generation and entrainment, and of reducing the exposures are summarized. The results of the Health Surveillance Program are briefly reviewed. The results of research conducted in the Generic Mineral Technology Center for Respirable Dust are presented. The 1995 NIOSH criteria document on respirable coal mine dust is briefly reviewed. The fundamental scientific and engineering issues in need of research are discussed. A detailed bibliography is attached.IntroductionFor coal mines in the United States, the current permissible exposure limit (PEL) of 2mg/m3MRE-equivalent concentration (an 8-hour TWA concentration measured gravimetrically) was established by Public Law 91-173: the Federal Coal Mine Health and Safety of 1969 (the 1969 Coal Act). This standard is reduced when the respirable quartz content in the dust sample exceeds 5%; the reduced standard in mglm3 is obtained by dividing 10 by the percent quartz. The OSHA and ACGIB PEL for respirable coal mine dust is also 2 mg/m3 , and OSHA PEL for respirable quartz is 100 µg/m3 . The 1969 Coal Act also prescribed two activities in the Coal Mine Respirable Dust Sampling Program and the National Coal Workers' Health Surveillance Program n to control respirable dust in mines, and the coal worker's pneumoconiosis (CWP) among the coal miners.There are three principal methods by which personal exposures to respirable dust are controlled. The first is engineering control where the aim is to reduce the concentration in the mine atmosphere to or below the mandated level. The second is the provision of personal protective devices which allow the miner to work in dusty atmospheres without increasing personal exposure. The third is the use of administrative controls where the miner's exposure is controlled through work schedules and procedures to keep miner exposure at or under the mandated levels. The 1969 Coal Act specifically prohibits the use of respirators in lieu of environmental control. The compliance sampling program essentially does not give any credit to the use of administrative controls."

Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.

In the design of plants to separate helium from natural gas, it is necessary to estimate the enthalpies of the various streams at various positions in the process. This Bureau of Mines report surveys the various methods that have been used to determine enthalpies and gives information on the organizations with such capabilities. The minimum information required for developing an enthalpy diagram is presented, and the relative merits of the various methods are discussed. It is concluded that methods that require no mass flow rate or energy measurements are to be preferred.

Disk-cutter experiments were performed on five rock types ranging in compressive strength from 9,000 psi to 27,000 psi. A specially constructed testing machine called a linear-cutter apparatus (LCA) was designed to load and traverse a free-rolling disk cutter across a sawed rock surface. The LCA was instrumented to measure the vertical and horizontal forces acting on the cutter during the run.. The ability of disk cutters to fragment rock was determined for both 60--degree and 90-degree cutting-edge angles, and relationships and regression equations were developed to predict cutter performance based on rock physical properties and applied forces,

Magnesia (MgO) has a variety of uses, and it has become increasingly important as a war material because of the imperative demand for refractories to line metallurgical furnaces, and because magnesia is used to make the in aircraft and other implements of warfare. Magnesia occurs as an integral part of nearly 60 minerals, but it is extracted commercially from only a .smaller number, of them. The present commercial sources are magnesite, brucite, dolomite, raw sea water, sea water bitterns, and well brines. Magnesia Raw Materials Magnesite magnesium, carbonate MgCO3, theoretically contains 47.8 percent MgO and 52.2 percent CO2. There are two varieties of magnesite, crystalline and cryptocrystalline (dense or amorphous). The latter type, though, not so plentiful as the former, is generally purer. It resembles unglazed write pottery in texture, whereas the crystalline variety is generally dark and granular, though the color may vary. The principal domestic deposits, of crystalline magnesite are near Chewelah, Stevens County, Wash. (which has supplied most of the magnesite mined in the United States), in the Gabbs Valley area of Nevada (near Luning); and in Llano County, Tex. Crypto-crystalline magnesite occurs principally in California. Magnesite occurrences have also been reported in several other States, including New Mexico, New York, New Jersey, Pennsylvania, Massachusetts, Vermont, and Maryland, but these deposits have not been developed commercially.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. This is the second of a series of reports on a survey of petroleum products manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in other parts of the United States, and the claim has been made that some of the present federal Specifications for petroleum products tend to discriminate against California products. The purposes of the present survey are to determine what particular specification requirements California petroleum products characteristically fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what 'lines investigation to determine the question should proceed. The first report* of the series gave the physical and chemical properties of gasoline and mineral spirits made from California crudes. The present report deals with lubricating oils. Sixty-one samples of lubricating stocks and finished commercial products were generously donated by four of the large refining companies of California. Fifteen samples of automobile lubricating oils, made in California from California crudes, were purchased in the open market. Nine samples of lubricating oils mode from Gulf Coast crude were contributed for comparison by a company in Texas. The refining companies have continued the helpful and cordial cooperation shown by them in connection with the earlier work of the survey.

Provide optimum visibility of mining operations while maintaining protection and comfort for machine operators. Approach A cab with hydraulically powered variable-height control was developed and used on a loading machine in underground operations. How It Works The cab is attached to the vehicle on a horizontal trunnion located near the forward end of the cab. A hydraulic cylinder, controlled by the operator from inside the cab, pivots the cab about the trunnion providing variations of up to 16 inches in elevation. The nominal tramming position of the cab is with its underside 6 inches above the mine bottom. From this position the cab can be pivoted up, or down, so that its back end is elevated 10 inches, or lowered to the floor. (See Figure 1.) The cab encloses the operator for protection against both overhead and lateral obstructions, and it raises or lowers, allowing the operator to select the most advantageous cab height. The cab is angled inboard 30 degrees to the machine line of direction. The operator's seat swivels to allow view of the conveyor during loading. All controls are located within the cab and move up and down with it.

TECHNOLOGY is best nurtured by a sympathetic climate that is a composite of many factors. Necessity is a highly motivating factor as illustrated by the abnormal surge of technologic development curing wartime. Other factors include appropriate timing, economic pressures, available personnel, and in some instances, legislative action. Problems of recent concern to mining technology have been the quality and quantity of available technical personnel and the possibilities of restrictive legislation. The quality and quantity of technically trained personnel may be inadequate to meet the rapidly increasing complexity of modern technology coupled with the growing demand for qualified personnel. The question of appropriate training was a subject for debate.2 The curriculum and methods of teaching have changed. Questions have been raised on the relationship of scientist and engineer, interdisciplinary versus specialized curriculum, undergraduate versus graduate training, and the place of the smaller schools versus the large university-research complexes that have developed at some universities. Various aspects of the subject of engineering education for the mining industry were discussed at the meeting on Mining and Mineral Engineering Manpower at the Michigan College of Mining and Technology, November 18-19, 1963. Meanwhile, the trend toward interdisciplinary training gathers momentum as illustrated by the establishment of the School of Engineering Science at Johns Hopkins, the Schools of Engineering and Applied Science at Columbia, Princeton, and Yale, the Division of Engineering and Applied Physics at Harvard and, more recently, the School of Engineering Science at Florida State University which cuts across the conventional areas of civil, mechanical, electrical, and chemical engineering.

"The main objective of this research is to identify the mechanisms of control of respirable dust generation in coal mines. Full understanding of the mechanics of crack propagation in coal is of fundamental importance in studies of the generation and control of respirable dust.The main objectives of this fracture investigation are: 1) to determine reliable data on the fracture toughness of coal as a parameter controlling unstable crack propagation; 2) to determine fracture propagation velocity in coal providing data on the terminal velocity at which crack bifurcation occurs and fine fragments of coal material are generated; and 3) to apply the critical strain energy density criterion to model mixed mode crack propagation in coal.The development of the protocol, laboratory procedure and equipment necessary to conduct an extensive mixed mode fracture toughness testing program has been completed. About 80 mixed mode fracture toughness tests, 10 good fracture velocity records and over 50 fracture surface examination with the SME are available. The details of the mixed mode fracture toughness testing are available in a paper titled, ""Development of Mixed Mode Testing System for Geologic Materials"" which is available from the center. The average fracture toughness and critical strain energy density values for the three seams investigated to date are included in the attached Figures 71, 72, 73."

This U.S. Bureau of Mines report details the results of a series of large-scale experiments where small coal fires were used to ignite the conveyor belt at air velocities ranging from 0.76 to 6.1 m/s. In the tests, electrical strip heaters imbedded within a pile of coal were used to heat the coal to a point of flaming ignition. The flaming coal subsequently ignited the conveyor belt located approximately 5 to 10 cm above the coal pile. During the tests, temperature, CO, and smoke levels were continuously measured in order to determine both alarm time and level as the fire intensity progressed through the stages of smoldering coal, flaming coal, and flaming coal plus flaming belt. Analysis of the data leads to certain conditions of air velocity and sensor alarm levels that are required for early detection of conveyor belt entry fires. Two nomographs are presented, which define sensor alarm levels and sensor spacings as a function of belt entry cross-sectional area and belt entry air velocity.

This report contains heat-content values for hexagonal crystalline germanium dioxide between 298.15° and 1,350° K., and for germanium dioxide glass between 298.15° and 1,800° K. experimentally determined by the Federal Bureau of Mines. No similar data for these substances are to be found in the literature. The heat-content and corresponding entropy-increment data are presented both in tabular form and by equations. Free energy of formation values are estimated for germanium dioxide glass at 298.15° and 1,800° K.
