The strain rate dependence of the flow stress of the eutectoid Zn-Al alloy has been determined as a function of mechanical processing, microstructure, and temperature. The best superplastic properties result from the ultrafine, equiaxed structure produced by solution treatment and isothermal transformation at 0°C. Lamellar structures produced by isothermal transformation and coarse equiaxed structures produced by annealing also exhibit strain rate sensitivity in excess of 0.5, but at higher stresses and lower strain rates than the finest structure. Solution treatment and isothermal transformation eliminate the effect of prior processing history. Small composition variations in the binary alloy do not influence the mechanical properties. Below the eutectoid transformation temperature (.275C) increasing temperature lowers the flow stress at all strain rates. The data do not favor any of the present proposals for the mechanism of superplastic flow. ALLOYS of zinc and aluminum, near the eutectoid composition, have been investigated for: 1) the flow stress-strain rate and elongation behavior,1, 2) the transformation kinetics,3 and 3) structure,3"5 but the structure sensitivity of the mechanical properties is poorly understood. Using a near eutectoid alloy water-quenched from 380°C, Backofen et aL2 estab- high and increases with increasing strain rate. They found a correlation between strain rate sensitivity and tensile elongation as expected from the increased resistance to necking that a high strain rate sensitivity provides.296 The large elongation at high strain rates is attractive for metal forming. Since most other superplastic alloys7-l3 do not show high strain rate sensitivity at such a high strain rate (for the exception see Ref. 12) there is the possibility of a unique deformation mechanism for this alloy. The sensitivity of the mechanical properties of the eutectoid alloy to thermal history1 suggests a structure sensitivity that has not been demonstrated. Gar-wood and Hopkins3 identified a lamellar product for material transformed between 200" and 260°C. The size of the lamellae decreased with decreasing temperature. They also demonstrated that an unresolved transformation product formed below 200°C. A granular two-phase material was resolved for specimens quenched to below 150°C by Mitbauer and sauerwald4 who observed coarsening of the structure after annealing. The role of grain boundaries in superplastic deformation is suggested by the strong effect of grain refinement in encouraging this phenomenon at high strain rateS7-11, 13 and is emphasized in several proposals about rnechanism7, 8, 12 and in a theory14 of high-temperature deformation. Alden8 showed metallographic evidence that grain boundary sliding is occurring extensively at strain rates where m is large but less at high strain rates where normal plasticity is observed. T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

(communication to the Secretary*) :—The characteristics of Professor Home's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the labor of collecting and investigating the data which was essential to prepare the paper. Much of it necessarily came from material of preceding years of manufacture in which time was allowed for chemical reactions of the re-carburizer, and for the elimination of the oxidation-products before teeming the ingots. This practice gave a favorable time-element to free the metal from slag and other impurities— a requisite condition for the production of sound steel in the ingots. But, in allowing them to become cold before they were charged into the furnace, a subsequent time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness, at least in the upper portion. (The term slag is used in a general rather than in a strictly technical sense.) Traces of manganese sulphide are often associated with manganese silicates in the same thread or seam, and at other places they are separate and distinct. Interpretations from material thus manufactured must be made with due allowances for the methods of fabrication and the requirements of service. The only way we now have to estimate what the degree of soundness of the ingot-structure was, in the early foreign and American manufacture of steel rails, is by examination of the worn and failed material after years of service. We must remember also that the poorest material was long since consigned to the scrap-heap without any full record of its history. The rails from a given ingot cannot now be identified ; and in many

FIFTEEN years ago Dr. Manning published a paper in "Petroleum Development and Technology" on '.Fundamental Research Relating to Petroleum." He tabulated for several industries "the proportion of their present success which can be fairly attributed to the application of information and processes obtained by scientific research," giving petroleum a score of 7 compared to 100 for the electrical and coal-tar industries. Today the petroleum industry as a whole and the producing groups both have raised their score beyond the majority and are climbing toward the top. Present practices are being developed both by fundamental research and the application of the research method in field operation.

"The Garfield plant of the American Smelting & Refining Company is situated about seventeen miles west of Salt Lake City, on the Los Angeles & Salt Lake Railroad, and has freight service by the Denver & Rio Grande Western, Western Pacific and Bingham & Garfield Railways.The site lies between the picturesque Great Salt Lake, with its mountain islands, and the northern point of the Oquirrh Range, which forms the western boundary of the Salt Lake Valley.The location includes several hundred acres of land rising from the southern shore of the lake, selected on account of its adaptability to the economical handling of materials by gravity methods.The smelter is a custom smelter, treating copper ores and concentrates produced in Utah and adjoining states.The ores treated consist mainly of oxides from the Tintic and Park City Districts, sulphides from Bingham District, and concentrates from the mills of the Utah Copper Company, from mills in California, and copper precipitates from the Ohio Copper Company. In the USSR, the Moscow Institute of Radio Electronics tronics and Mining Electro-Mechanics (MIRGEM) has started what it hopes will become a nationwide movement to educate mining students in the precise specialties that industry has come to require. Courses for mining engineers, the MIRGEM faculty proposes, should dovetail as exactly as possible with specific jobs available in the mining profession. Acting upon this thesis, MIRGEM revised its own curriculum in 1962 and has since presented an over-all plan for Soviet mining education before two mining school conferences as well as the Ministry of Higher Education and a number of major Soviet industrial ministries. The plan was universally approved with some suggested revisions. SOVIET MINING EDUCATION TODAY At present, mining education in the Soviet Union covers the exploitation of solid minerals and raw materials, including coal as well as ferrous and nonferrous metals. The extraction, storage, and refining of oil and gas is treated as a separate discipline. In all, there are 33 Soviet universities and institutes that train mining engineers for careers in the industrial, research and educational fields.

Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

Thirty-six elements have been alloyed singly with cartridge brass. Ammonia and mercury stress-cracking tests have been conducted on the as-rolled and recrystallized strip. Ultra high purity cartridge brass has also been tested. Silicon improves stress- cracking behavior. High silicon (I per cent) cartridge brass quenched from high temperature (for example, 800 C.) annealing is exceptionally resistant to ammonia stress cracking. This improvement is not lost by subsequent cold working, but is greatly reduced by subsequent low temperature annealing. Phosphorus, arsenic, barium, cerium, magnesium, tellurium, tin, beryllium, and manganese benefit stress-corrosion resistance under some circumstances, but not others. The other alloying additions tried had no large effect on stress-cracking resistance. None of the elements added accelerated stress cracking. The impurities in commercial brass are not responsible for season cracking.

This investigation was undertaken to evaluate the effect of a dispersed phase in a iron upon the strain hardening and the stress dependency of dislocation velocity as inferred from the strain-rate sensitivitv. Experiments were made in a-iron specimens with controlled amounts of carbon and/or A12O3. They were tested at various temperatures between 195' and 373 'K under a variety of conditions oj-concentration, strain rate, and quench aging. The resulting yield strength, flow strength, and strain hardening increased with addition of Al2O3. The parameter m, measured from changes in strain rate, was xsed to describe the stress dependency of the dislocation velocity. m was found to increase with additions of A12O3, increasing carbon in solution, and with increasing temperature. When applied to a recent model for yielding based upon dislocation multiplication and velocity characteristics, the values of m alone did not successfully predict yielding for the materials of this investigalion, but had to be adjusted with a consideration of the number of unlocked dislocations nucleated heterogeneously at discontinuities or inclusions. The change of yield strength with Al2O3 Interpar-ticle spacing appeared to obey a theory of Orowan. EVER since the concept of dislocations has been introduced to explain plastic deformation in crystalline materials, the origin of dislocations and the source of the number of dislocations required to account for plastic deformation have been persistent questions. Ruling out the possibility of homogeneous nucleation,' Gilman2 drew attention to the various cases of heterogeneous nucleation as the source of dislocations, whereas Frank and Read3 introduced the Frank-Read source. However, Gil-man found that the Frank-Read sources did not play a dominant role in the deformation of LiF crystals, but that small precipitates are often, if not always, associated with the nucleation of dislocations. In LiF crystals, however, most of the dislocations arose through the multiplication of moving dislocations in a mechanism described by Koehler4 and Orowan,5 Thus, relatively few precipitates could account for a large number of dislocations. The Division Chairman is an individual endowed with a broad perspective of the ferrous metal industry he result of his earlier experiences as a successful operating man in the working and management of blast furnaces and his later experiences as an engineering-consulting executive concerned with the design and erection of and steel works throughout the world. William A. Haven was born to iron steel in the Pittsburgh district on ;. 1, 1888, and in due time--or in 1909 graduated from Penn State with a Bachelor degree in industrial chemistry.

Change of Meeting from Birmingham to Chattanooga. In consequence of the disturbed conditions attending a long¬continued labor strike in Alabama, the meeting of the Institute was changed from Birmingham, Ala., to Chattanooga, Tenn., where it will. begin on Thursday evening, Oct. 1, 1908. Information. of this change bad been sent to the newspapers through the Associated Press, and by circular to all members, when news was received of the sudden and unexpected termination of the strike referred to. It was, unfortunately, too late to change once more the arrangements for the meeting. But it is hoped that the cordial invitation of the citizens of ,Birmingham may be renewed and accepted at a future time, not too remote. Office Facilities for Visiting Members. A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. The Minerals Separation process had its birth as a practicability in the Central Mill, which is still operating and yielding high recoveries. The average Australian knows that Broken Hill is an important mining center in a "corner" of New South Wales, but he does not know what a factor it is in the lead, silver, and zinc production of the world. In several recent studies of fatigue fracture in single-phase metals, tests have been made using the condition of essentially constant plastic strain amplitude.1-4 This procedure departs from the more common practice of holding the amplitude of stress constant. From these studies have emerged two important generalizations about the behavior of metals during cyclic straining. First, measurements of the stress amplitude, required to impose the fixed plastic strain amplitude, have shown that the rate of cyclic strain hardening in annealed metals is rapid in the early cycles but decays quickly to a very low value.1"5 This behavior is displayed particularly for a range of strain amplitudes below about 2 pct and at low and high temperature. Frequently, the hardening rate becomes so low that one can determine a "saturation" stress. This stress increases with strain amplitude. In addition, an experimental relation between fracture life and plastic strain amplitude was obtained by Coffin and Taternelli,' namely N 1/2 ep = constant. For several metal:;, this equation has been shown to hold down to a strain amplitude of 0.1 pct. Whether it also holds in the "low amplitude" range (lives of more than about 105 cycles) has not been established. The importance of the saturation stress level (a value derived from strain hardening measurements) to the question of fracture life (the usual quantity of interest of fatigue testing) lies in the observation that cracks start to form when the cyclic hardening rate is essentially zero, and not before.4"5 This point suggests immediately a means of relating tests at constant stress and constant strain amplitudes. When making comparison, the stress in a constant stress test is to be identified with the saturation stress in a constant strain test. If these ideas are correct, then it should be possible, using the relation between fracture life and strain amplitude and experimental curves of saturation stress versus strain amplitude, to predict the fracture life as a function of stress, i.e. predict the S -N curve, for low stress fatigue. Saturation stress amplitude-plastic strain amplitude data, obtained in tension-compression, exist only for a few metals and for relatively high amplitudes of strain. Stress-vuptuve data for several of- the refractory metals are frequently found to yield a linear relationship between the Larson-Miller parameter and the logarithm of the applied stress. In such cases linear stress-rupture isotherms result with slopes bearing a definite relationship to the temperature. It also follows that the stress to produce rupture in a certain period of time will be linear in temperature. Data for several refractory metals have been reviewed and excellent linearity is shown in this type of isochronal plot. In addition, the af ore - mentioned lineavity leads to a linear relation between the log of the stress to produce rupture in a certain time and the homologous temperature. This has been illustrated for the Group VI-A metals, tungsten and molybdenum. EXTENSIVE use has been made of the Larson-Miller' parameter in the interpolation and extrapolation of stress-rupture and creep data. In those cases where this particular parametric approach is applicable a convenient and fairly straightforward procedure is made available for the correlation of experimental stress-rupture data. It is quite common to employ this parameter in the form of a master rupture plot in which the parameter, T(C + log tr), is expressed as a function of log stress. In many cases this functional relationship in log stress is linear within acceptable accuracy and hence the following relation results: where P is the parameter, C is the Larson-Miller constant, T is the absolute temperature, t~ is the rupture time, a is the stress, and a and b are constants. Examples of such a relationship are contained in the work of Green, Smith, and 01son2 dealing with high-temperature rupture behavior of molybdenum and in the work of Green' dealing with the high-temperature behavior of tungsten. In addition, pugh4 has shown a similar linearity for some fairly low-temperature data for molybdenum. It can be shown that when the relationship in Eq. [I] is exhibited certain generalizations can be made concerning the form of the stress-rupture isotherms. For example, rearranging yields: For a given material (constant C) at a given temperature the first term on the right-hand side of Eq. [2] is a constant and hence this equation defines a straight line when log stress is plotted as a function of log-rupture time. This is recognized as the standard form usually employed in this type of data presentation. Such linearity then suggests the linear form of the Larson-Miller parameter. Or, in other words, the linear parametric relationship in Eq. [2] results only when the stress-rupture data are linear on a log-log plot of stress vs rupture time. Another interesting observation can be made in regard to Eq. [2]. It can be noted that the slope of the stress-rupture isotherms is given by - T/b and hence a direct calculation of the constant b is available. It also follows that since the value of b is the same for all temperatures the slopes of the various isotherms on the log-log stress-rupture plot cannot be the same. Indeed, the existence of the relationship in Eq. [2] precludes a system of parallel lines on this common stress-rupture plot. As a matter of fact it further specifies that in addition to being nonparallel the slope of these isotherms must decrease (i.e., become more negative) with increasing temperature. Such a condition is indeed found to exist in the case of the stress-rupture data reported for molybdenum.' As a corollary to the above, it may be stated that stress-rupture data which do not lead to a linear log-log stress-rupture plot or whose isotherms do not exhibit a decrease in slope as the temperature increases will not yield the linear relationship of Eq. [I]. Applying Eq. [2] to two different temperatures and solving for C yields: Eq. [3] affords a simple and rapid method for calculating the Larson-Miller constant from the log-log stress-rupture plot. The slope of a given linear isotherm is measured and the value of "b" calculated based on Eq. [2] as: slope = - -Tb Then at an abscissa value of 1.0 hr (making log tr in Eq. [3] equal to zero) read the stress corresponding to rupture for two different temperatures. Substitution in [3] yields: A value of the Larson-Miller constant can thus be calculated from a few simple mathematical procedures employing data read directly from the log-log plot of the stress-rupture data. Of course, it is not to be overlooked that the above reasoning has been based on the linear relationship of Eq. [I] being applicable. However, if as mentioned above the log-log plot is

Van Stone mine area is situated at the head of Onion Creek on the northwest flank of Gillette Mountain, Stevens County, Washington. The di strict was found during World War I, but the mine did not come into production until 1952. Production to the end of 1965 was 2,242,960 tons of ore that yielded 10,700 tons of lead concentrates and 120,000 tons of zinc concentrates. The area is part of the Selkirk Mountains Zinc-Lead Belt, or Kootenay Arc, extending from near Revelstoke, British Columbia, to Colville, Washington. A thick but incomplete section of Paleozoic marine formations occurs in the Kootenay Arc and is overlain by marine and continental Mesozoic formations. Both are invaded by Late Mesozoic-Tertiary batholiths. The belt is characterized by open complex folding and extensive high-angle and local thrust faulting. Principal ore deposits occur in the highly deformed carbonate rocks of Cambrian age-the Maitlen (Laib) and Metaline formations. The Van Stone mine occurs along a steeply S-shaped fold lying between the Kaniksu Batholith on the west and the Rogers Mountain Fault, a northeast-trending fault on the west flank of the Gillette Mountain Anticline, to the southeast. The fold is cut by northeasttrending faults containing notoriously irregular lamprophyric, diabasic, and pebble dikes. The host rocks, lower Paleozoic dolomites, are decolorized, silicified, and silicated in the mine area. Jasperoid and tremolite are the common alteration minerals. Other gangue minerals are barite, pyrite, brucite, calcite, and, near the batholith, pyrrhotite. Ore minerals are galena, jamesonite, and sphalerite. Ore minerals occur in bunches and pods intergrown with tremolite and jasperoid. Zinc is roughly eight times more abundant than lead. The highest ore outcrops at 3870 feet elevation, and an undeterminable portion has been removed by glacial scour. The lowest drill hole penetration has reached 3220 feet elevation. Oxidation ranges up to several hundred feet in depth and may be most closely related to pre-glacial groundwater circulation. The area of the mine was completely over-ridden by Pleistocene continental glaciers, and the present erosion surface is nearly continuously blanketed by up to 150 feet of glacial outwash.

OF THE 92 elements generally accepted by chemists as constituting the primary building blocks of matter, all but the very rarest have been investigated with a view to employing them in steel manufacture. The surprising thing is that so few have been found commercially acceptable. Despite the relatively small number of elements involved, the use of alloys in steel making is one of the most complicated and probably one of the least well understood of modern industrial enterprises. The action of individual elements in steel making has been described often and a profuse and somewhat acrimonious literature covers pretty much the whole field of ferroalloy ore supplies. In the middle ground between the miner and the -steel maker developments are less carefully watched by most observers and except for an occasional description of the technique of some conversion process or the tariff hearings in Congress, little is said about them. The present paper has been submitted in the hope that it will stimulate broader constructive economic thinking. It undertakes to describe in' relatively nontechnical terms this great and growing though highly complex industry and to study its relations to national progress.

TWO years ago the Committee on Latin American Education Relations, Mineral Industries Education Division, started a study of mineral industries education in the Latin Americas. Information was obtainable only with great difficulty. Some information was available piecemeal but no complete resume had ever been assembled. Initial assistance was gained from the United States Office of Education and the Pan American Union. This, and first-hand knowledge of the writer, provided a list of colleges and universities which were believed to offer work lead. ing to a degree in one or more branches of the mineral industries. Detailed information could be obtained only by direct contact with each university through air mail service. Questionnaire letters were sent to officials of 34 colleges and universities. Twenty-one gracious replies were received. Fourteen of the colleges and universities concerned offer curricula in mining, five in metallurgy, three in petroleum, seven in geology, one in geographical engineering, one in topographical engineering, and one in geophysics. Two institutions offer advanced training in petroleum engineering. No institution offers any courses under the caption of ceramics or fuel technology.

The Minerals Availability System developed by the US Bureau of Mines is a step in the right direction-a well-organized unraveling of the mineral supply network, structured in format to allow quick retrieval for rapid listing, supply analysis, and other uses.

WHAT are the reasons for the present public interest in the synthetic fuel industry, an interest which has culminated in the recommendation of the Secretary of the Interior that we start at once on a nine billion dollar program of construction? Three separate factors seem to have combined to create this pressure. First are recurrent seasonal and spot shortages of gasoline, fuel oil, and natural gas. Second is the international outlook, which forces us to face the possibility of war, with all that means in the way of increased call on our domestic resources and interference with our foreign commerce. The shortages we have experienced are superficially the result of lack of transportation, but basically they reflect a rapidly rising demand which has outstripped the expansion of productive facilities of all kinds. Not only oil and gas, but steel, coal, automobiles, and meat are temporarily in short supply for much the same reasons. The military problem has both long-range and short-range aspects, but the immediate necessity is to create reserve capacity in the United States to supply perhaps 2,000,000 barrels daily additional liquid fuel in time of war.
