This is the final report of a study done by IIT Research Institute for the Bureau of Mines to identify the problem areas and technological inadequacies in noncoal (metal, nonmetal, stone, and sand and gravel) mining and processing systems that are the primary causes of death, injury and occupational disease, and to make recommendations to improve safety and health in these operations. The findings and recommendations presented in the report are based on: (1) analyses of MESA injury and employment data for the period 1961-70, MESA fatality reports for underground noncoal mines (1968-72) and lost time accident data for 1970-72 obtained from mining and processing operation: (2) visits to a variety of noncoa1 mines and mills throughout the country to observe the operations and to study the safety organization and practices used in the industry and (3) interviews with industry and government representatives knowledgeable in the field of noncoa1 mining and processing safety and health. The report provides a comprehensive overview of safety and health problems.

The rock blasting and mining industries use a system of detonators and explosives for mining operations. Many detonators use small metal bridgewires, which are heated by passing a current through the wire, heating and igniting the pyrotechnic powder in contact with the wire. Typical bridgewires require a current of at least 3 amps, applied for a few milliseconds, for an explosive output. The semiconductor bridge (SCB), in comparison, initiates an explosive in 0.01 to 0.1 of a millisecond.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. "In the past, smelting and refining of the precious metals recovered from ore has been generally looked upon as a small and relatively minor component of the business of gold mining. This is not surprising when one considers that the manpower, space and capital components of a gold refinery at an operating mine can be several orders of magnitude smaller than other unit operations at the same location. This philosophy is changing however, as economic and environmental pressure are forcing a re-evaluation of all aspects of gold mining and milling.This paper describes and evaluates three furnace technologies available and used by precious metal operators. The operation of arc, induction, and reverberatory furnaces are discussed and their strengths and weaknesses with respect to capital cost, impurity removal, slag quality, and environmental concerns highlighted.INTRODUCTIONIn the past, smelting and refining of precious metals recovered from ore has been generally looked upon as a small and relatively minor component of the business of gold mining. Generally, gold producers will spend a great deal of effort to squeeze the last drop of efficiency out of a leach or grinding circuit via simulation or testwork but will design and build the refinery based upon past practices or industry standards. That past practices or industry standards will provide a functional refinery is undisputed; that this philosophy achieves the efficiencies that are possible or demanded in other plant operations is debatable.Environmental and worker hygiene requirements are considerations as well. Pollution control equipment can become a substantial contributor to both the capital and operating costs of a refinery and furnace selection has a marked influence upon the type and cost of this equipment. Slag characteristics and subsequent processing options available also play a role in furnace selection as precious metal slag losses and the recovery effort can greatly influence the cost / benefit analysis of a particular technology."

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. Modern remote sensing provides a means for locating and characterizing exposed mineralized systems in many parts of the world. These capabilities are non-invasive and help target specific areas for more detailed exploration. An example of how remote sensing technology can be used is evident from a study of the Questa Mining District, New Mexico. Analysis of low spectral resolution data from the Landsat Thematic Mapper satellite system clearly shows the region-al distribution of two broad mineral groups often associated with mineralized systems: clay-carbonate-sulfate and iron oxides-iron hydroxides. Analysis of high spectral resolution data from the Airborne Visible and Infrared Imaging System (AVIRIS) shows the occurrence and distribution of many individual mineral species that characterize the pattern of hydrothermally altered rocks in the district.

A sample of pyrrhotite flotation concentrate pulp assaying 15.3 g/t Au, which had been prepared from an old tailing dump, was treated to extract the gold. Examination of the concentrate with an SEM showed that exposed or free native gold, 5- 40 ¦m in diameter, was present but no locked gold was observed. Direct cyanidation of the concentrate to extract the gold showed that the flotation reagents present inhibited gold extraction. A range of pre-treatments was used to overcome these effects. Direct cyanidation for 48 h extracted only 26 per cent of the gold, indicating possible contamination of the gold in the concentrate with flotation reagents. Pre-treatment of the concentrate pulp by aeration for 24 h, or by 72 h aeration with an addition of 3.65 kg/t of sodium sulphite, gave little improvement in gold extraction by subsequent cyanidation. Pre-treatment by filtration, or by aeration with 12.5 L/t 100 volume hydrogen peroxide, followed by cyanidation for 48 h gave gold extractions in the range 67-77 per cent. Combining filtration and an aeration period with hydrogen peroxide addition raised the subsequent cyanidation extraction of gold to 88 per cent, giving a tailing assaying 1.5 g/t Au. Re-cyanidation of some of the dried tailings from the initial tests extracted most of the remaining gold giving a tailing assaying 0.5 g/t Au. This indicated that most of the gold was available for dissolution by cyanide. The poor dissolution of gold by cyanidation of the untreated concentrate was attributed to the presence of flotation reagents. It was shown by UV spectrometry that xanthate-containing compounds were present in the solids fraction of the original pulp and that they were partly removed by pre-treatment. MIBC was also present, and dithiophosphate, which was used in the flotation step, was also probably present. The results indicated that the improvement in gold extraction after filtration and oxidation of the original pulp was due to partial removal of the flotation reagents, and illustrates the detrimental effects that residual flotation reagents can have on the extraction of gold by cyanidation of a flotation concentration.

A study at the Idaho mine revealed that, despite the apparent randomness of seismic events, common characteristics defined five recurring types. These characteristics included the geological structure that slipped, the first-motion pattern and the location and intensity of damage. Many large events caused little or no damage, and where it did occur it was concentrated at intersections between slipping structures and mine openings. Of 39 events between 1989 and 1994 with local magnitudes of 2.5 or more, 10 were caused by slip on bedding planes in the southern limb of the mine, 6 occurred near the vein along a set of near-vertical faults that form the central shear zone, 8 were strike-slip events on the Southern Control Fault, 4 were by slip on the vein itself and 10 involved strike-slip and/or dip-slip movement along the North Control Fault. A study was conducted to determine if commonly used alloying additions or coating materials can prevent the formation of a liquid-copper phase during the reheating of copper-containing steels. If so, the tendency of such steels to surface-crack during hot-working might be eliminated. Steel specimens were scaled by heating them either isothermally or in a programed manner that simulated industrial furnace practice. Metallographic examination of the heated specimens showed that molten fayalite (Fe2Si04) completely prevented the formation of liquid copper at the surface. Fayalite, which melts at 2,200° F (1,205° C), was formed by internal oxidation of the silicon contained in the steel. By forming complex molten oxides, coatings of borax glass were also effective in preventing the occurrence of liquid copper at the steel surface.

There has been much debate in recent years regarding the number of Geology (Earth Science) graduates produced in Australia. The key variable has commonly been assumed to be the placement of graduates in the mineral and petroleum industries. Although not wishing to deny the importance of this element, we contend that Geoscience studies should be given to a wider variety of graduates. The essence is to make students and future citizens more environmentally aware. INTRODUCTION Geoscience is fundamental to exploration and to the well-being of the minerals industry and hence the Australian economy. The value of mineral primary products exports for the past three years has been: 1895 $15.3 billion 1986 $14.8 billion 1987 $16.3 billion (Data source: B.M.R) The mining industry supplies about 40% of Australia's export earnings. However the overall value of Geoscience to the Australian economy is much greater. At the opening of the ANZAAS conference in Townsville during May 1987, Sir Bruce Watson , Chairman of the Mt. Isa Mines Ltd., made a plea for a national re-examination of the way science is taught in secondary schools. In particular he emphasized the point that the community should be more aware of the importance of Geoscience and the value of the mining industry to Australia.

The Bureau of Mines studied the costs of transporting fossil fuels, coal, and residual fuel oil from areas of production to consumer regions. Transportation data were stratified by type of carrier, size of shipment, and distance to determine what general effects these variables have upon transportation costs. Economics of haul for coal exist for longer versus shorter distances, and for larger versus smaller trainload sizes. Tanker and barge transportation of residual fuel oil does not show economies of haul for longer distances. It is shown that tanker size and seasonal variation are primary factors influencing the cost of shipping. Railroad transportation data show that coal from western coalfields could be competitive with foreign residual fuel oil in selected midwestern fossil fuel markets. However, the western coal would not be competitive in the New England and the eastern seaboard energy markets.

PT Freeport Indonesia (PTFI) operates copper and gold mining operations in a mountainous area of the Mimika regency, near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. The mining and concentrating operations typically produce 240,000 metric tonnes per day of Copper and Gold ore from the combined mining of an 80,000 tonne per day (ore) block cave operation (DOZ Mine) and a 160,000 tonne per day (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open pit mine will be complete in 2016 at which time PTFI?s operations will convert to Underground. Mining operations will transition from today?s mixed surface and underground operation to full underground mining over the next 6 years. This paper reviews the history of Redpath?s relationship with PTFI, beginning with a raiseboring contract in 1981 and evolving into vertical and horizontal development contracts of up to 37,700 equivalent metres of lateral development and 4,000 metres of vertical development in 2011. An overview of the current operations (PTFI?s Grasberg Open Pit and DOZ Underground Mines) and transition period (challenges for the transition from current to future underground mines) is presented with details of development of common underground infrastructure and future mines; Big Gossan Mine, DMLZ Mine, Grasberg Block Cave Mine, and the Kucing Liar Mine.

This paper is one of a series being prepared by the United States Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

The kinetics of gold-bromide loading onto activated carbon has been investigated in a batch stirred reactor. The amount of gold adsorbed by the carbon was correlated with time based on a second-order equation. The rate constant for gold-bromide species onto activated carbon ranged from 0.27 to 1.2 x 10-3 (kg/t)-l(min)-l from a solution containing 25 ppm of Au, with 0.8 g carbon per liter of solution at 30° C. The equilibrium saturation capacity (Q.) was 36±3.0 kg/t from the same system. The rate of loading increased with decreasing particle size, decreasing pH, increasing temperature, and decreasing concentration of gold in solution. The calculated activation energy E. was 8.8 kcal/mole, significantly higher than those reported for physical adsorption. The equilibrium saturation capacity (Q.) increased with increasing concentration of gold in solution, but was independent of other variables such as temperature, agitation speed, particle size and pH. These rate constants and equilibrium saturation capacity for the gold-bromide species are higher than those reported for the gold-cyanide systems.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The work of Merical and other investigators indicates that the phenomenon of age-hardening in alloys of the duralumin type is primarily dependent upon the variation in the solubility of copper with temperature. In addition to copper, however, these alloys contain small amounts of magnesium, silicon, manganese and iron, which may affect the age-hardening either directly or indirectly. The effect of these elements on the solubility of copper and on the manner in which this solubility varies with the temperature is of considerable interest, therefore. The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

The Haldane gas-analysis apparatus used by the Bureau of Mines is patterned after the device developed by Haldane 4/ and differs from it only in structural modifications that have been added to facilitate operation and simplify construction. The apparatus was developed to permit determination of carbon dioxide, combustible gases, and oxygen with a degree of accuracy not attainable with apparatus of the types ordinarily used for the analysis of fuel gases, flue gases, and similar mixtures. The Haldane apparatus is used by the Bureau of Mines chiefly in the analysis of air samples collected in coal and metal mines and other underground workings and is applied also in the analysis of many other types of gas mixtures when accurate determination of certain constituents is desired.
