The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Mineral resources have been identified at seven properties in the, Middle Fork Judith study area (fig. 1, and table 1). Commodities consist of silver, gold, copper, lead, zinc, and marble. Eleven properties (fig. 1 and table 2) have potential for discovery of silver, copper, lead, zinc, or sapphire resources. Of principle interest are the mineral deposits within contact zones between the Yogo intrusive complex and the surrounding Paleozoic sedimentary rocks. Contact alteration zones along the southern slopes of Yogo Peak have been prospected in a 2- to 3-mi (3.2-to 4.8 -km) long belt within the study area.

The Bureau of Mines is involved in research directed toward the conserva¬tion of important raw materials and the utilization of solid waste. Two of the objectives are to conserve high-quality coking coals used for foundry coke and to utilize waste materials of marginal quality but of high calorific value. These objectives are consistent with Bureau goals. Pilot plant cupola trials were made to evaluate the adequacy of various alternative fuels, and to determine to what extent they could replace the foundry coke in cupola charges. Information was obtained on furnace performance, metal and slag chemistry, environmental questions, and the properties of castings. It was shown that anthracite or bituminous coals can partially replace charge coke up to the 40 pet level. Briquetted materials prepared from fuel fines, and waste prod¬ucts or byproducts of high calorific value, all tend to break down on heating in a cupola so that their use must be restricted to below 20 pet replacement. In cases where pitch-bonded coal fines or petroleum coke were used, carbon pickup by the iron was inadequate for gray iron specifications. Although emphasis during this work was placed on basic slag practice, some acid practice results are included.

Sulfide-rich scale occurs in steam and water lines at the Ohaaki geothennal field,Taupo Volcanic Zone, New Zealand. Precious metals show very high concentrations around areas ofpressure reduction (Au 15500 ppm, Ag 68800 ppm). Pyrrhotite dominates at the orifice plate due to low PH2s1PH2 conditions. Sulfide mineralogy in the scales is consistent with alteration mineralogy of the reservoir rocks. Separated steam then produces a mainly pyrite/magnetite mineralogy, with lesser chalcopyrite, where textures reflect high flow rates and high levels of supersaturation. This study outlines the effect that pressure and subsequent temperature decreases have on the mineralogy, chemistry and textures of sulfide scales.

This report presents the results of a study to develop optimal designs for light-weight mine roof supports for use in underground coal mines. A load capacity of 196 kN (22 tons) and a height adjustable between 1.829 m (72 inches) and 2.438 m (96 inches) were taken as the design parameters and the design goal was a unit weighing less than 22.3 kg (50 lbs). Three alternative design concepts were explored, viz. mechanical, hydraulic, and hydro-mechanical and a total of 13 designs analyzed in detail. Steel, aluminum alloy and composites were the main potential construction materials investigated for suitability from structural, life, and safety and other considerations. The designs considered most promising for development were: (i) the mechanical screw-pin type using telescopic tubes and a fine adjustment screw thread section (ii) the all-hydraulic type, of steel, aluminum alloy or aramid graphite construction (iii) the hydro-mechanical design using telescopic tubes and a short stroke hydraulic cylinder for fine adjustment It is shown that by using realistic mathematical models for stress and deflection calculations, it is possible to reduce prop weight to the design goal. The analysis presented for all-hydraulic props is applicable to hydraulic cylinders on all mining equipment and similar machinery. This report includes the computer program and user's guide for analyzing hydraulic cylinders as well as a cross-indexed bibliography on structural composites.

The upgrading process of an inferior grade of zircon to a superior opacifier for ceramic applications was investigated. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated in this study. The morphology of the treated and untreated zircon opacifier samples were investigated by SEM micrographs and the colours of zircon samples were characterized on the grounds of the Commission Internationale de l`Eclairage (CIE) standard procedure (CIE L* a* b* measurements) after application on a bisque ceramic tile. It was found that the treatment improved both the milling as well as the opacifying properties of the treated inferior grade zircon concentrate and renders it equivalent to or better than prime grade zircon opacacifiers currently produced. A calculation programme of finite element method has been developed in order to study the behavior of excavation with sheet piling in soft clay. Based on a series of isotropically consolidated-undrained tests (CIU) on Hangzhou clay a linear relationship between the normalized initial tangent modulus number, E1, and stress-path parameter, a, is found for four different stress paths, and stress-path dependent modulus equations derived. Meanwhile, several influence factors, such as embedment depth and stiffness of the wall and soil conditions, were taken into consideration in the programme. Some valuable conclusions were obtained. Finally, a case history was studied by the proposed method of calculation. The result of calculation and the field observation are in good agreement.

The large diameter caisson foundations and their construction methods for three 50 to 60 storey high buildings in Singapore are described. The caissons are 5 m to 8 m in diameter and 40 m to 100 m deep, excavated either by hand or mechanised excavators or by drilling and blasting. Performance of the 50 storey DBS Building is described.

Development of automatic fire protection systems for large, mobile mine haulage equipment was initiated under Department of Interior's Bureau of Mines-FMC Corp. contract H0122053, "Improved Sensors and Fire Control Systems for Mining Equipment June 1972 to May 1973." After successfully designing and mock-up testing an effective economical automatic fire protection system, and after having demonstrated that the system could extinguish controlled fires on 100-ton capacity haulage trucks, USBM-FMC contract 110232059 was issued in June, 1973, to conduct further development and validation testing. This report documents technical progress and activity under the latter contract. Figure 1 shows areas of the two haulage trucks that were protected by the automatic fire protection systems tested during this program. Figures 2 and 3 are composites showing hardware and schematic diagrams of the systems tested.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. In creating a surface mine design, a complicated series of events may be required to meet both mining and environmental objectives. Envisioning the mine at every step of the operation can greatly assist the engineer to identify design and operational problems that might otherwise go undetected until the field operations reach the problem. Providing operations a visual progression of the mine ensures that critical designs generated by the engineer are understood and effectively communicated to operations. Providing the plan as electronic data to the surveyors and/or on-board GPS systems can ensure successful implementation of the design. This paper discusses using computer technology to generate a virtual mine plan and strategies to consider when communicating a virtual mine plan through electronic and paper formats.

The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.

An evaluation was made of one of several improved underground communication systems sponsored by the U.S. Bureau of Mines. The system evaluated was installed in a typical metal/non-metal room and pillar mine and utilized UHF repeaters connected to a unique distributed antenna and passive reflector system which provided mine-wide communications. A microprocessor controlled data collection system was assembled and installed for the evaluation. Data consisting principally or times and durations of messages and identities of the originating transceivers was collected between February and August of 1982 (6 mos.). Analysis of the data shows that the principal benefits are reduction in time required for unscheduled maintenance and repair, enhancement of safety, and better coordination of production activities. A cost benefit analysis shows a net benefit over cost, although it is also concluded that the capacity of the system is greater than can be justified by current activity in the mine.

The Arkansas Novaculite of Devonian and Mississippian age is the most distinctive formation in the central Ouachita Mountains of Arkansas from the standpoint of both topography and lithology. The formation typically forms precipitous, narrow ridges (hogbacks) which reflect the steepness of dip and the resistance and thickness of the rock units. The Arkansas Novaculite varies from less than 200 feet thick in the north to locally over 800 feet thick in the south and outcrops over an east-west distance of 360 km (200 miles) in the Ouachita Mountains of Arkansas and Oklahoma. Most of the rocks of the formation are highly siliceous with novaculite predominating, and lesser quantities of chert, siliceous shale, conglomerate and rarely sandstone. Novaculite is commonly defined as a homogeneous mostly white rock, translucent on thin edges with a dull to waxy luster and composed almost entirely of microcrystalline quartz. The word novaculite comes from the Latin word novacula, meaning razor hone. This term was first used by Richard Kirwan in his mineralogy text of 1784. The origin of novaculite remains controversial but we believe it was a primary silica derived mostly from the alteration of submarine volcanic-rich materials, with numerous fine biogenic components and some minor clastics (derived mostly from foreland facies via turbidity currents) and deposited as an amorphous siliceous ooze in the deep Ouachita trough. It was subsequently converted to microcrystalline quartz during diagenesis by the compaction of the overlying rocks and the intense Late Paleozoic Ouachita Mountain tectonism. In the central and southern portions of the region three divisions of the formation have been defined: a Lower Division predominantly of light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive often calcareous novaculite. In the northern exposures the formation is thinner and contains more black chert and shale, chert-shale conglom¬erate, sandstone and less novaculite. The massive novaculite of the Upper and Lower Divisions is a source of high purity silica (99+%). Indians were the first to use novaculite. They made their various tools and hunting implements from the weathered broken rock until they learned the quarrying techniques. The first white men in the area recognized the use of novaculite for sharpening their tools and knives: previously whetstones were obtained in small quantities from Europe. To this day whetstone is quarried mostly in areas which the Indians and possibly the Spanish previously worked. Some of the current mining practices have changed very little from those of the early quarryman. In areas where the novaculite of the Upper Division is poorly cemented, this friable tripolitic material has found applications in such uses as an abrasive, as a filler or extender in paints, plastics and other purposes. Some of the dense novaculite is suitable as a filler in fire bricks and also in plastics. Because some of it has the tendency to decrepitate when heated not all novaculite can be used for these applications. Several quarry operators are crushing novaculite for road, concrete, and other aggregate. This use was formerly rather limited due to the abrasiveness of the novaculite on crushing and screening equipment. Further potential uses of novaculite are speculative but include application of high purity silica in the production of silicon metal for solar cells, seed or "growing", and fusing quartz for electronics.
