This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. As mine haulage vehicles become larger, the danger to a driver during a fire emergency is increased by the greater height of the cab above ground. Also, property damage due to fires on bigger trucks can be substantial. To solve this problem, the Department of Interior's Bureau of Mines, through two research and development contracts with FMC Corporation, San Jose, California, has developed two reasonably priced, reliable automatic fire sensing and suppression prototype systems for large haulage vehicles. At the onset of the large mobile equipment fire protection contract effort, it was learned that fires were frequently experienced in open-pit mine haulage equipment, especially large trucks. As the size of equipment has grown, so has the hazard presented to an operator forced to leave his truck in a hurry when fire breaks out and his normal path to the ground is blocked by flames. His only recourse is to jump from the cab platform to the ground, and the one-story drop of 10 feet or more can severely injure him. It is with these factors in mind that a program was undertaken to provide a fire detection and extinguishing capability tor the large mobile equipment, especially trucks, used in open pit mines.

The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

This report was prepared as a background reference for future publica¬tions concerning the damping capacity of metals and alloys. It contains a broad description of the theory and methods of measuring damping capacity and correlates the developments of the past decade in terminology, units, and techniques. Damping-capacity instrumentation at the Mississippi Valley Experiment Station, Rolla, Mo., is described. The bibliography contains over 150 references to recent articles, each tabulated as to material investigated and test variables, such as frequency, stress, mode of vibration, and temperature. INTRODUCTION After it discovered high-damping manganese-copper alloys before World War II, the Bureau of Mines began research on the damping capacity of alloys and has continued to expand this activity to the present time. In physical metallurgy, damping capacity has become an important research tool in the Bureau. The physical measurement of the damping properties of alloys was begun at the College Park laboratories, and later conducted at Salt Lake City under the direction of Dr. E. V. Potter. Among the many articles resulting from this work, Damping Capacity of Metals (108)3/ has received frequent men¬tion in more recent literature and describes briefly the methods of measurement employed at that time.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. A Bureau of Mines study is in progress to determine the effectiveness of passive water barriers in suppressing coal-dust explosions. A 2.9-ft3-capacity water-filled plastic tub was found effective in suppressing dust explosions propagating at speeds of 250 to over 1,000 ft/sec. Work directed at determining the limitations of water barriers showed that the passive water barrier technique is also feasible for the suppression of weak dust explosions propagating at speeds of 100 to 250 ft/sec. For relatively slow accelerating flames, dynamic wind forces appear to be the important quantity governing fragmentation of the plastic tub and subsequent water release and dispersion, whereas dynamic impulse appears to be the significant quantity for rapidly accelerating flames. The acoustic approximation (relation between static pressure and flame or wind speed) is shown to be valid in a long single mine entry. This relationship appears to be useful in predicting the regions within a long single entry where passive water barriers are effective in quenching a dust explosion.

"Synvolcanic structures played a fundamental role in the genesis, morphology, and siting of volcanogenic massive sulfide ores and associated hydrothermal alteration in the Archean South Sturgeon Lake caldera complex. The most voluminous and persistent hydrothermal venting and massive sulfide deposition occurred along synvolcanic rifts and grabens associated with faults and tectonic fissures that created permeable fracture zones deep enough to access the underlying hydrothermal reservoir. The type of fracturing is highly variable and changes with the composition, competency, degree of consolidation, and alteration of host rocks. Synvolcanic structures and fracture styles also vary according to the amount and type of tectonic movement, including extension-related collapse, shearing and faulting perpendicular to the principal direction of extension, and orthogonal faulting and shearing. Permeable conduits were created by tension fracturing along fault zones, brittle deformation at the intersections of orthogonal faults, and by extensional fractures in stockworks. In texturally uniform footwall rocks, the distribution of alteration zones was controlled by the morphology of the structural conduit. In rocks with vertical and/or lateral facies, permeability, and competency changes (e.g., Lyon Lake graben), there was an additional stratigraphic control over fluid migration. Some crosscutting synvolcanic structures, alteration zones, and intrusions appear as stratiform units at the present erosion surface due to regional deformation and the present attitude of the volcanic stratigraphy.Hydrothermal mineral assemblages (e.g., quartz, carbonates, chlorite, pyrite, chalcopyrite) infilling structurally induced fractures provide good evidence of fluid migration pathways. However, mineralogy can vary significantly according to the fluid characteristics, host rock geochemistry, and subsequent metamorphic history of the area.Clearly, one of the best methods for locating volcanogenic massive sulfide deposits is to delineate the attitudes of synvolcanic structures, and explore those that show evidence of associated high-temperature hydrothermal mineral assemblages. Excellent exploration targets occur where synvolcanic structures with hydrothermal alteration intersect paleo-seafloor horizons."

"Abstract - Shallow submarine hydrothermal fluids from Paleohori Bay off the Greek Island of Milos have been investigated in detail. The extensive gas and warm (max. 93°C) water vents are enriched in major components such as C1-, Na+, Si, Ca2+, Mn, PO4 3-, NH4 +, K+, Sr2+, H2S and CH4 and depleted in Mg2+, O2 and SO4 2- relative to ambient seawater. Based on zero-Mg calculations, it is deduced that the submarine vent fluids are related to the geothermal reservoir beneath Milos which has a similar chemical composition. Fluid samples from each vent in Paleohori Bay represent a mixture of hydrothermal end-member fluids derived from the upper and deeper geothermal reservoir systems of Milos, a mantle-derived source, a high-chloride fluid resulting from phase separation of geo thermal fluids and a steam-heated CO2-rich meteoric water. Résumé - À l’île de Milos dans la mer d’Égée, des fluides sous-marins hydrothermaux en eau profonde ont été récherchés en détail près de la baie de Paleohori. Les larges émanations de gaz et d’eau chaude (temperature maximale: 93°C) sont enrichies en constituants principaux tels que de Cl-, Na+, Si, Ca2+, Mn, PO4 3-, NH4+, K+, Si, Sr2+, H2S et CH4 et appauvries en Mg2+, O2, SO4 2- comparé à l’eau de mer environnante. Geographic information system (GIS) is one of the most accurate and useful tools to help decision – making for decision-makers. As to expert systems, it provides solutions to the problems faced by mimicking reasoning of the human experts. Blasting operations in mining include high risks for the vicinity of the operations. GIS having required mechanisms to take right decisions for the people who have to make right and precise decisions, while it is utilized as a integrated system with expert reasoning, is thought to be considered important tool that provides to take decisions with ease, and also to reduce the risks in the blasting operations. It is possible to find out both of the economic and optimum solutions to solve the various encountered problems in the mining activities such as blasting operations, only when GIS integrated expert systems is used. Managing the spatial data unified with expert reasoning is the one of the greatest advantages of the system. In the scope of the study, various scientific studies were investigated. The benefits of the system were figured out and the phases of a unified system were proposed in the blasting operations.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

This report presents guidelines on methods of dust control in conventional coal mining operations. The normal mining cycle and equipment used in a room and pillar conventional section are described. Main ventilation, section ventilation and face ventilation are discussed in detail. Proper installation of line brattice, maintenance of proper air flows at the face and split ventilation are stressed. The effects of maintaining the end of the line brattice near the face are described. The advantages and disadvantages of blowing and exhausting face ventilation are presented. The use of water sprays on cutter bars and loading machines is described. The design of a nonclogging water spray system developed under a Bureau of Mines contract is presented. Other methods of reducing dust exposure are discussed and include alternative procedures for shot firing and administrative controls.

Underground blasting in permanently frozen gravel was studied in a 7-by 12-ft drift by running a nonreplicated 2 X 2 X 2 factorial experiment on the effects of type of cut, delay, and explosive on the fragmentation subsystem. Comparisons were made between a V-cut round and a burn-cut round, millisecond delays and half-second delays, and 40 percent special gelatin and 60 percent high-density ammonia dynamite. The number of large blocks in the muck pile) loading time, shuttle car operating time lost because of cleanup needs, length of advance per round, and length of muck pile were recorded and statistically analyzed. None of the blast parameters had a significant effect on the length of advance or length of muck pile, although the half-second delays tended to give a shorter muck pile than millisecond delays. The burn cut required less secondary breakage, less loading and cleanup time, and gave better overall fragmentation than the V-cut. The ammonia dynamite shots required less secondary breakage and less loading time than those using special gelatin. The half-second delays gave better overall fragmentation and required less cleanup time, but the millisecond delays gave a better loading rate. None of the differences between delays and explosives were notably significant.

As part of the research effort on investigating the effects of microwave energy on the chemical and physical properties of minerals and ores, the U.S. Bureau of Mines (USBM) Tuscaloosa Research Center has conducted research to measure the dielectric properties of these materials. The objective was to establish a reliable database for use in predicting the effects of microwave heating on a wide range of minerals. The dielectric constants and loss factors of minerals, commonly referred to as the dielectric properties, were determined utilizing the theory of microwave propagation through an open-ended, air-filled coaxial line that was terminated at its open end with the particular mineral under investigation. In this phase of microwave research, the USBM measured the dielectric properties of powdered minerals with medium to high electrical conductivities in the frequency range of 300 MHz to 3 GHz and as a function of temperature from 25 to 325 °C. Since the minerals were prepared as powders, techniques were used to relate the measured dielectric properties of the powdered minerals to the dielectric properties of the mineral at its theoretical or natural density.

The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

Introduction The Brunswick No. 12 mine is located about 27 km (17 miles) southwest of Bathurst, New Brunswick. The deposit is a stratiform massive sulfide deposit occurring in a series of sedimentary and volcanic rocks of the Tetagouche Group. These rocks are generally considered to be Ordovician in age. Ore reserves at Brunswick No. 12 are 104 Mt (115 million st) grading 3.72% lead (Pb), 9.01% zinc (Zn), 0.32% copper (Cu), and 97.9 g/t (2.8 oz per st) silver (Ag). Production in 1984 was 3.5 Mt (4 million st) at 3.57% Pb, 8.91% Zn, 0.32% Cu, and 100 g/t (2.9 oz per st) Ag. Total payable silver production that year was 211 t (6.8 million oz). This made Brunswick one of the largest silver producers in Canada. Bathurst-Newcastle area and Brunswick Mining Interest in the Bathurst area was aroused in 1897 when W. Hussey discovered an iron formation at Austin Brook, just south of Brunswick No. 6 deposit. This area, and the current No. 6 area, was explored from 1897 to 1907. Iron ore was mined at Austin Brook from 1907 to 1913 and from 1942 to 1943. Any occurrence of sulfides was overlooked until 1952. In 1952, M. J. Boylen Enterprises investigated the small sulfide body associated with the Austin Brook iron formation. Other electromagnetic anomalies associated with the iron formation were investigated. The No. 6 deposit was found late in 1952, when hole B12 intersected 97.5 m (320 ft) of massive sulfides. The No. 12 deposit, 10 km (6 miles) to the north, was found in 1953. More than 30 massive sulfide deposits have since been identified in the Bathrust area. In the 1950s, St. Joe Lead Co. did extensive test work on the No. 6 and No. 12 deposits, including shafts at No. 12, lateral development at No. 12, and testing at both deposits.

In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.

As a part of its general safety program the Bureau of Mines has investigated various means useful for the elimination or mitigation of the explosion hazards in connection with combustible gases incident to the mining industry. Information has been obtained relative to the explosibility of numerous simple and complex gaseous combustible atmospheres. Although experiments along this line have pertained largely to combustible gases in the mining and allied industry, considerable information has been obtained relative to the explosive hazards of combustible gases and vapors used as anesthetics.

Experimental Mine, Val d'Or, Quebec, Experiments on the ignition of sulphide dust clouds by explosives have been conducted in a 1 m3 explosion chamber. The explosives tested are ANFO, emulsion, aluminized emulsion and Detasheet. By controlling the composition of the ANFO and the emulsion explosive the oxygen balance could be changed in order to identify the dominant factors in the ignition of sulphide dust clouds by explosives. Experimental results, combined with theoretical calculations, show that the temperature of the detonation products is the most important parameter in the ignition of the dust cloud while the combustible detonation products are of secondary importance in the case of non-aluminized mining explosives. In the case of aluminized explosives and explosives having very negative oxygen balance the ignition of the dust cloud is assisted by the large amount of combustible detonation products.
