Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

Nautilus Minerals is exploring for high-grade gold, silver, copper, and zinc-rich submarine massive sulphide deposits (SMS) within the territorial waters of the sovereign state of Papua New Guinea. Work to date has shown that these systems contain spectacularly high metal grades. To date a total of 88 surface sulphide grab samples have been collected from Nautilus’ Solwara 1 Prospect within EL 1196 in the Manus Basin, returning average grades of 15.5 g/t gold, 191g/t silver, 10.8% copper, and 4.7% Zn. Drilling in January/February 2006 confirmed the presence of this high grade system, with sulphide intersections up to 19m below the sea floor, with a best intersection of 11.6m at 9.1 g/t Au and 13.1% Cu.

Blast vibration data, such as PPV are usually scattered. In many cases, plots of PPV versus the charge weight scaled distance are so scattered that useful trends from different blast designs cannot be identified. The scattering of the data may be attributed to the inaccuracy of the PPV measurement, the definition of the scaled distance from a multiple-hole production blast, and the measurement of distances and charge weights. The error from vibration measurements is one of the major contributors to the scattering of the plots. If accurate monitoring is conducted, improved design options may be identified. This paper documents two case examples that compare different vibration sensor couplings. The first case shows mounting accelerometers at spots that protrude from the ground, compared with the sensors that were mounted on a flat ground surface. The second case compares data from loose-sand buried geophone with that from sensors coupled to the ground using concrete blocks.

"In making strategic economic decisions, it is important for a mining company to gain insights on the impact of significant political, social and economic issues when planning for present and future mines. The size of any mine, measured by the average number of employees working in the mine, will likely vary according to the pressures generated by the significant issues from one year to another. The objective of this study is to develop a model that represents U.S. underground coal mine size transitions during the period 2002-2012 using data derived from the MSHA databases. Coupled with information on significant issues over the past ten years, this model is used to gain insight on the impact of the issues on mine sizes. Results indicate that the structural impact of the combined driving pressures can be discerned by examining the year-to-year stability of mine-size categories. The effects of The MINER Act, the Obama Administration environmental policies on coal, and the coal market are evident. The lessons learned from these analyses give good insights on what the industry and market responses have been on the structure of the underground coal industry over the period of study. INTRODUCTION It is apparent that key driving issues affect the structure and viability of the coal industry. The driving issues may be political, social, and/or economic in the final analysis, but are generally rooted in reaction to dramatic and publicized events or movements. Mine disasters, an increase in miners’ disease prevalence, strife in the coal fields, and negative environmental impacts on air, land or water can capture the attention of the media and the public. Some of the issues occur over a long period of time, like the current global climate change movement. The coal industry veteran can sense the changes in political and social sentiment, and attempt to react to the economic repercussions; however, the insights from the media and from unique combinations of driving pressures are difficult to fathom. Thus decisions made on inadequate information related to the driving pressures and their likely impacts could lead to missteps in corporate and market restructuring. One way to gain some more insight on the potential impacts is to examine the complicated restructuring of mine operations in reaction to the driving pressures of the recent past. This paper examines an 11-year history of the changes in the underground coal industry structure, as reflected by changes in the numbers of mines in various statuses by mine-size categories. Superimposed on the results of mine-size changes is a mapping of the key driving pressures that occurred over the same period, 2002-2012. It is assumed that using this methodology, some important insights can be gained on the immediate and delayed responses to the driving pressures during that period."

Industrialized countries, particularly the United States and the United Kingdom, remain at the forefront of international efforts to control the potential disruption from computer malfunctions caused by the date change from1999 to 2000 — widely known as the millennium bug or Y2K. Disruption is least likely in the developed world, including the United States, Canada, western Europe, Japan and Australasia. However, the picture is potentially different in developing countries where many mining companies operate. The less developed the country, the greater the chance of some form of Y2K-linked disruption.

"A computer model has been developed which is capable of evaluating alternative production schedules (long- and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The model involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. IntroductionMining of mineral deposits in such a fashion so that, at depletion the maximum possible profit is realized, has been a very old problem of the mineral industry. In the past, when high-grade ore reserves were readily available and profits were very high, no question of optimum profitability was raised.However, recently the complexity of both open pit and underground mining has been increased tremendously. The additional problems of continuously rising production costs on one hand and of depressed metal prices worldwide on the other, have been demanding optimum profitabiliy from every mining venture .Particularly in the area of open pit mining, the sequence of ore and waste extraction has now become very important since the size of the pits and of the mining equipment has increased enormously. The process of open pit mining involves a continuous change of the open pit surface and there are many feasible plans of extraction which lead to the same final pit shape (ultimate pit limits). Each of these feasible plans generates a production schedule over the entire mine life, which mayor may not be optimal."

The development and introduction of a preventive maintenance scheme in the coke ovens department, coal preparation section, of The Broken Hill Proprietary Co. Ltd., Newcastle steelworks, is described together with its operation and the results achieved during the first 12 months.'fhe scheme consists essentially of an engineering analysis of the plant to establish maintenance schedules, and to record the details on reference cards.Items are reviewed progressively and a weekly work schedule is prepared, from which work orders are passed on to the maintenance foremen. These foremen in turn originate action orders and issue inspection sheets as required. Results are then reported back to the maintenance planner and used to revise norms, practices, and cycles.INTRODUCTIONWhat is maintenance? Some people consider maintenance to be the work involved in putting things together again after they have fallen apart. The author regards it as the mechanical care and repair of plant machinery and equipment to keep it operating in sound mechanical condition, without undue interference with production processes.Maintenance may be organized or haphazard, and, too often, what has been fondly imagined to be nicely controlled and organized maintenance proves, under pressure, to be more correctly described as haphazard. The primary crusher is a key component in the comminution process applied in open pit mines. A collaborative research project between the University of British Columbia and Highland Valley Copper (HVC) was conducted aiming at understanding gyratory crusher liner wear in the overall context of the crushing process. This paper presents an analysis methodology applied to data collected using a laser-based tool for assessing wear in gyratory crushers. Data from the wear measurements was correlated with crusher production information such as current draw and throughput. As a result of the knowledge developed during this work, an innovative way to evaluate crusher liner profiles was created and new mantle profiles were designed. This led to a reformulation of HVC’s standard liner management policy with a resulting estimated annual savings of 13% in total crusher liner cost and a 15% reduction in liner replacement downtime.

Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above..

One Bureau of Mines goal is to minimize the undesirable environmental impacts associated with industrial plants emitting waste gases containing S02. To help meet this goal, a regenerable flue gas desulfurization process was developed. This process, known as the citrate process, uses a buffered weak acid solution to absorb S02 from the waste gas. The absorbed S02 is reacted with H2S to precipitate elemental sulfur and regenerate the solution for recycle. The H2S feedstock for the process, if not otherwise available, may be produced by reacting two-thirds of the recovered elemental sulfur with natural gas and steam. Laboratory investigations and pilot plant operations were conducted by the Bureau to determine if H2S from the natural gas, sulfur, and steam reaction was suitable for the citrate process. The laboratory investigations, in which an H2S generator was integrated with other citrate process operations, provided a basis for design and operation of the pilot plant. The objective of the pilot plant was primarily to provide H2S for the citrate pro-cess pilot plant at the Bunker Hill Co. lead smelter in Kellogg, Idaho. The design capacity of the pilot plant was 0.4 to 1.25 tons of H2S per day. The operation demonstrated that (1) a 77-to 79-dry-volume-percent H2S product could be produced from pilot-plant product sulfur, natural gas, and steam; (2) the product R2S regenerated the SO2-loaded citrate solution; and (3) under certain conditions over 95 percent of the natural gas could be converted to H2S.

Concentration and composition of rare earth elements (REE) and major elements in the sediment samples from the IOM H11 Fe-Mn nodule deposit, eastern part of the Clarion-Clipperton nodule field (located between the Clarion-Clipperton Fracture Zone - CCFZ; tropical Pacific), have been studied. We show the controls on REE concentrations and described vertical/horizontal variability of selected metals in pelagic sediments from the CCFZ. According to Kato et al. (2011), who analyzed 2000 seafloor sediment samples at 78 sites of the Pacific Ocean, deep-sea mud shows high concentrations (2230 ppm maximum) of ?REY and could be potential resource of these elements in the future. However, our work does not fully confirm that sediments in the IOM H11 are significantly enriched in REE.

The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Coal seam gas (CSG) exploration and development requires the abstraction of significant amounts of water. This is so because gas desorbtion in coal seams takes place only after aquifer pressure has been reduced by prolonged pumping of aquifer water. CSG waters have a specific geochemical signature which is a product of their formation process. These waters have high bicarbonate, high sodium, low calcium, low magnesium, and very low sulphate concentrations. Additionally, chloride concentrations may be high depending on the coal depositional environment. This particular signature is not only useful for exploration purposes, but it also highlights potential environmental issues that can arise as a consequence of CSG water disposal. Since 2002 L&M Coal Seam Gas Ltd and CRL Energy Ltd, have been involved in exploration and development of CSG in New Zealand. Anticipating disposal of CSG waters as a key issue in CSG development, they have been assessing CSG water quality along with exploration work. Coal seam gas water samples from an exploration well in Maramarua closely follow the geochemical signature associated with CSG waters. This has helped to identify CSG potential, while at the same time assessing the chemical characteristics and water generation processes in the aquifer. Neutral pH and high alkalinity suggest that these waters could be easily managed once the sodium and chloride concentrations are reduced to acceptable levels.

The Bureau of Mines drilled and sampled the more important magnesite deposits in the Currant Creek Mining District, White Pine County, Nev. The properties of the Ala-Mar Magnesium Co., Inc., and the Nevada Magnesite Co. were examined in August 1942 by D. W. Butner, engineer of the Bureau of Mines, to determine the advisability of investigating the deposits under the strategic minerals program. Development involving diamond drilling, trenching, and sampling was started September 1, 1942, and was completed in the latter part of November 1942. The deposits are on unsurveyed public land in T. 12N., B. 59 E., M.D.B.&M., in an area of high relief ranging from 7,300 to 8,100 feet in altitude. Both properties are situated northwest of the Tonopah-Ely Highway, U.S. Highway 6, from which a dirt road extends about 4.6 miles northwesterly, about 35 miles southwest of Ely, to the Ala-Mar property, and another dirt road extends about 10 miles westerly, about 26 miles southwest of Ely, to the Nevada Magnesite property. The magnesite occurs as irregular nodules, veins, and lenses in a bedded calcareous tuff formation, which overlies a group of volcanic rocks, and which is capped by remnants of rhyolite flows.

It has been shown that bacteria Acidithiobacillus ferrooxidans can be used to depress pyrite in seawater flotation at natural pH, which opens the possibility for its use as an alternative to lime to depress pyrite in copper sulfide flotation. In order to have a better understanding of the mechanisms involved in pyrite depression with A. ferrooxidans, an exploratory experimental campaign was carried out, including attachment density and contact angle measurements, and the effect of adding bacteria before or after collector. Biodepression of pyrite improves when increasing pH from 3 to 8, with a decrease in recovery from 92% to 36%. This increase in depressing capability is accompanied by an increase in attachment density, from 2.58×108 bacteria/g to 1.99×109 bacteria/g at pH 3 and 8, respectively, suggesting that the mechanism of depression is related to the attachment of bacteria to the pyrite surface. It was observed that the conditioning sequence with collector and bacteria influences the biodepression capacity of A. ferrooxidans. Having as a reference a value of pyrite recovery equal to 97%, when using only xanthate in seawater flotation at pH 8, the effect of both conditioning with bacteria-followed-by-xanthate and xanthate-followed-by-bacteria were assessed. When bacteria were added before the collector, the recovery of pyrite decreased to 36%. On the other hand, when bacteria were added after collector, the recovery was 64%, showing that biodepression of pyrite with Acidithiobacillus ferrooxidans is more efficient when the conditioning is carried out first with bacteria. The contact angle values show that there is little effect of the second component added to the system, i.e., if pyrite is first conditioned with bacteria, the contact angle does not change significantly once the xanthate is added (bacteria-followed-by-xanthate). The same was observed when the conditioning sequence was xanthate-followed-by-bacteria.

Complying with respirable dust standards is presently a critical problem for many longwall faces equipped with double drum shearers. Results are presented of research performed to increase the quantity and optimize the distribution of the water supplied to the shearer drums to control the shearer operator dust exposure. The effect on the total respirable dust produced by the shearer was also examined. During the research effort, a simple and inexpensive manually controlled valve system was designed and implemented on a shearer to distribute the water supplied to the shearer drums. Research showed that increases in water quantities are beneficial but associated pressure increases may induce respirable dust boilover negating potential advantages. Other essential parameters such as location of shearer operator, outside spray orientation and air quantity were considered in the evaluation.

The Witwatersrand Basin contains by far the most gold ever found, and has hosted mining from its discovery in 1886 to the present. For many years, South Africa was the world’s largest producerof gold, nearly all of which came from the Witwatersrand. Since 2000, South Africa has fallen back several positions because of declining gold output. There are many complex and varied reasons for this; however, declining gold resources in the Witwatersrand Basin are not one of them. As far as the author knows, there are no qualified estimates in the literature of gold remaining in the Witwatersrand Basin. This paper collects mining data from several sources and then, using elementary gold accounting and error analysis, attempts to estimate the amount of gold remaining in the Witwatersrand Basin. It includes gold underground in existing and defunct mines, in evaluated ore resources, and dumps. Compiled data from 1887 to 2019 shows that 50 200 t of gold were produced by Witwatersrand mines, while it is estimated that a further 48 100 t remainunderground, both within and outside of mine leases, a further 1 600 t on the surface in tailings,and an unknown amount in rock dumps. Nearly all of this gold will remain inaccessible with current mining methods, and major technical developments in mining will be necessary before any of the gold can be categorized as a code-compliant resource or reserve. To win this prize, the mining industry will have to rethink its approach to mining, both in old mining leases and in the unexploited ground. It will also have to find effective means of preventing gold theft and informal mining, which are on the rise.
