Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

"Sediments in the vicinity of the hydrothermal seafloor massive sulphide (SMS) mounds are characterized by high concentration of metallic particles. They result from a long process of weathering of the primary mineral deposits and have been accumulated in depressions by mass wasting and hydrothermal plume fall-out. We present here the first results obtained on pore waters analyses of such sediments in distinct geological seafloor environments (in low-temperature hydrothermally active zones, on extinct hydrothermal mounds and in a remote depositional channel). Vertical concentration profiles suggest that the pore fluid composition is affected more by seawater circulation compared with hydrothermal fluid flow in all environments. The composition of pore fluids is affected by diagenesis and redox processes in the distal depositional channel where Mn2+ is released at depth with Cu2+.IntroductionMarine hydrothermal fields, hosting seafloor massive sulphides, are potential resources for future deep-sea mining and might become economic reserves for the industries. They are widespread at mid-oceanic ridges, arcs and back-arc spreading centers (Hannington et al., 2011; German et al., 2016). Sediments in the vicinity of these fields can contain unusually high concentration of Fe, Mn, Zn and Cu among other metal elements (Shearme et al., 1983). These hydrothermal, or metalliferous, sediments result from a combination of processes such as collapsing and weathering of chimney material, filling of the channels by turbidite-like mass wasting, in situ authigenic mineralization and hydrothermal plume fall-out (Goulding et al., 1998; German et al., 1990). The sediments contain important indicators reflecting the development of the hydrothermal systems. Because of their widespread distribution and metal content, they themselves can be considered potential mineral resources. Circulation of seawater through these deposits, however, often modifies the sediment composition by oxidizing the sulphides into oxyhydroxides and clays causing mobilization of the metals. To address the importance of alteration and diagenesis of these hydrothermal sediments, including the result of seawater circulation, we investigated the post-depositional processes occurring in the hydrothermal sediments at the TAG Hydrothermal Field (Mid-Atlantic Ridge, 26°N), focusing on the mobility of metallic cations in a number of different seafloor environments."

Lithium is an alkali metal found in brine deposits in the United States, Chile and Argentina, as well as in hard rock deposits in Australia and North America. In hard rock deposits, spodumene (LiAl(Si2O6)) is the major economic lithium bearing mineral. Spodumene is typically upgraded through a combination of dense media separation, flotation and magnetic separation. One of the major spodumene concentrate quality specifications is the iron oxide content because it will help determine if the concentrate is considered ceramic grade for use in ceramics and glass or chemical grade for use in lithium ion batteries. The rejection of iron bearing silicate minerals from artificial ore composites (high amphibole and low amphibole, high quartz/feldspar) from a hard-rock spodumene deposit was investigated using magnetic separation and flotation. The efficacy of Wet High Intensity Magnetic Separation (WHIMS) in iron rejection was found to be dependent on the mineralogy of the iron-bearing silicate minerals including modal distribution, liberation and association. When magnetic separation was conducted prior to flotation, the Fe2O3 grade in the final flotation spodumene concentrate was reduced from ~3% to ~1% Fe2O3 , and improved lithium recovery in flotation was observed. It was determined that it was most effective to conduct WHIMS on the flotation feed after scrubbing and de-sliming because this reduced the required magnetic field to recover iron-bearing minerals, likely because slime coating was greatly reduced. Flotation collector screening of four different collectors with varying rosin acid content demonstrated a potential increase in selective flotation of spodumene over some iron silicate minerals with decreasing rosin acid content in the fatty acid collector. However, due to marginal difference in flotation results with the various collectors tested, further testing is required to confirm the observations made and establish a hypothesis regarding the effect of rosin acid content.

MANY investigations of the rate of the sulfur transfer reaction between carbon-saturated iron and blast furnace type slags have been made." It is evident that the reaction is complex, the rate being affected by the presence of elements dissolved in the metal that are readily oxidized and therefore capable of existing in the slag phase. Thus Goldman, Derge, and Philbrook- have shown that carbon, silicon, manganese, and aluminum, in order of increasing effectiveness, accelerate sulfur transfer from iron containing these elements to blast furnace type slags. Quantitative information is still, however, not available on the relation between what have been termed side reactions, such as silicon transfer and CO evolution, and the sulfur transfer reaction itself. In other words, the stoichiometry of the reaction has not been investigated. In the present investigation, the transfer of all reacting elements and the evolution of CO have been measured simultaneously in order to establish the mechanism of the reaction which occurs in practice. Information of this nature cannot be deduced from equilibrium studies. It should be pointed out that in kinetic studies of this type quantitative conclusions are applicable only to the system studied. This restriction should be borne in mind when attempts are made to compare results from different investigations. Apparatus The apparatus used enables slag and metal samples to be taken at frequent intervals and also provides a continuous record of the amount of gas evolved. A sketch of the apparatus is given in Fig. 1. It may be considered in three sections: 1) furnace section, 2) blank volume section, and 3) pressure measuring section. "Experiments in the determination of friction factors for fan-pipe installations were carried on in a Butte mine during the fall and winter of 1922-23, under a cooperative agreement between the Bureau of Mines and the Anaconda Ccpper Mining Co. The results have been summarized in a separate paper,*** and this report, which is one of several giving more detailed data, discusses the methods used and the application of the results to fan-pipe practice.The use of canvas and galvanized-iron pipe, 8 to 20 inches in diameter, with small fans, usually electrically driven blowers, is an important factor in the ventilation of metal mines and is increasing in coal mines and long tunnels. In the Matte district the standard installation is an electrically driven small blower fan and 8 to 16 inch canvas pipe.The application of available data on friction losses in sheet-metal pipe to mine installations was doubtful, and very little has been published on canvas pipe, except general statements that the friction looses are greater than in galvanized-iron pipe. Experiments by Weeks and others,**** who determined friction losses under laboratory conditions for a few typical materials used in mine equipment, supported the statements.In 1918, one of the authors (Richardson) conducted tests for the Anaconda Copper Mining Cc. on the friction losses in canvas-pipe systems and the beet type of centrifugal blower for use with such pipe lines. He obtained the average total resistance per unit of length in use, without reference to the variable conditions of the lines. The results were of great value in developing more efficient equipment for average service conditions, and indicated that average friction losses for the commercial canvas tubing then used by the company were equal to or lees than these given for galvanized-iron pipe. Later on, the particular canvas tested was discarded for a heavier and more service-material."

The cyclone, or centrifugal separator, ,is firmly established in industry as a low cost separator of solids from gases.While it will also separate fluids of different densities, and solids from liquids, its main use is to remove relatively fine dusts from gases whose pr~erties are generally not greatly different from those of air. This latter phase of operation is the one that will be dealt with here.The duty of such a cyclone separating system is to take in a supply of dusty gas and separate it into its components of dust and clean gas as perfectly as possible for the least consumption of pressure head. Any separation at all causes pressure loss and, in general, the greater the separation, the greater the pressure drop needed to effect it. The percentage of dust in suspension which is separated from the gas-dust mixture is commonly called the collection or separation efficiency. Overall or "true" efficiency must take pressure drop into account and may be considered as proportional to the ratio of the percentage of dust collected to the resultant pressure drop. For any cyclone It will vary with different dusts.Many commercial adaptions of the simple cyclone are made solely on the basis of pressure drop improvement, without taking into account the effect on separation efficiency, probably because the latter is so difficult to assess correctly. It appears unfortunate but true that the majority of such adaptions and patent gadgets fitted to cyclones which decrease pressure drop, do have an adverse effect on separation. In other' words, the true efficiency is seldom increased but often diminished.Without a knowledge of what actually goes on inside a cyclone, it is impossible fully to appreciate the real effect of a modification. Except when the target is on the surface, e.g. a tank track, the most important loading mechanism from a buried charge on a target above it is the impact of soil propelled at the target by the expanding gas from the explosion. Detonation of a shallow buried explosive generally yields an unstable interface between the rising soil and the air which appears to be the result of Richtmyer-Meshkov instability. Irregular “fingers” of saturated sand extend into the air above a more generalized dome of soil. These fingers move at a much higher velocity than the material between them at smaller stand off distances. As a result, the local load on the target at positions on the target at the same distance from the charge may vary by 50% or more from shot to shot or even within a single shot. This variation requires a large design safety factor to assure the integrity of design of mine-resistant vehicles.

For several recent TBM tunnel projects, unexpected ground conditions have been encountered, causing extra cost, considerable delay, and in some cases major claims. Undoubtedly, insufficient and/or irrelevant site investigation and testing are among the main causes of such incidents. The purpose of this paper is to review the main investigations and tests relevant for hard rock TBM projects, with particular emphasis on the considerable development that has taken place over the last few years. Also, guidelines for defining optimum scope and extent of site investigations and testing are discussed, as well as the importance of adjusting the investigations and tests according to complexity of the ground conditions and project type.

A practical core-based method for estimating in situ stress was tested using 360° measurements of rock core diameter in a laboratory setting. In several mining districts across West Virginia, rock cores were recovered from exploration core holes and oriented using an acoustic televiewer (ATV) summary log. Measurements of diametral variation were performed at 0.1-foot depth intervals using a benchtop device comprised of a pair of diametrically opposed contact digital indicator gauges working in tandem. The diametral profiles were evaluated to determine strain direction and strain magnitude. Stress magnitudes were calculated when values for Young’s modulus, and Poisson’s ratio were available. Stress direction results are compared to other stress determination methods, including downhole overcores, drilling-induced fractures, and borehole breakouts. The testing and analytical methods used are similar to the diametrical core deformation analysis (DCDA) method (Ito, Funato, and Shono, 2012), but with a number of important improvements.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.

The purpose of this paper is to draw attention to a number of topics that were discussed at the WG12 meetings held in April and September 2008; and also to a number of other matters that arose from the presentation of thirty-four papers at the 5th International Symposium on Sprayed Concrete held in Lillehammer, Norway between 21 and 24 April 2008.

"In our increasingly competitive market, attempts to improve productivity by increasing axle loads have placed more severe demands on rails. CP Rail thus requires stronger, tougher, and more wear-resistant rails from steel manufacturers. The choice of any rail steel is always a compromise between technical and economic factors. The technical assessment of a candidate rail consists of laboratory and field testing. Laboratory evaluation of rail steels cannot adequately model many service conditions and must, therefore, be supplemented by long-term field testing. The field testing conducted on CP Rail is the subject of this paper.Long-term, in-track, assessment of candidate rail steels begins with the selection and re-laying of a test curve representative of the intended service with both the candidate rail and a control rail steel (i.e. the present intermediate or premium rail standard). The wear performance of the candidate rail is evaluated, in relation to that of the control rail, using data obtained with a rail profilometer developed by the Research and Development Department of CP Rail. Qualitative observations are also periodically made to evaluate the relative susceptibilities of the two rail types to surface defect formation. Testing continues until stable metal loss patterns are achieved. Relative life predictions are then made and detailed monitoring of the test site is discontinued.CP Rail's in-track assessment program for premium rails has resulted in the establishment of a new CP Rail premium rail standard - low-alloy, head-hardened, rails have replaced high alloy rails. The wear/fatigue lives of these new premium rails exceed those of our previous standard by more than 50%, and they also exhibit excellent weldability. CP Rail will continue to evaluate new premium and intermediate strength rail products."

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. Development of improved transportation networks in major urban centers has led more and more to underground construction, the only reasonable solution for decreasing surface traffic congestion. Excavations required by these projects usually cause decompression of the surrounding soil mass which results in subsidence of several centimeters. While these magnitudes of subsidence have no consequences in undeveloped areas, they are often unacceptable in urban areas where existing buildings, structures and utilities are endangered. Recent tunneling projects for the extension of the Paris Metropolitan Transit System (R.A.T.P.) underground network were carried out with this in view and gave rise to the development of a number of innovative techniques for minimizing ground decompression and subsidence. As shown in Figure 1, the recent R.A.T.P. expansion program includes a new express metro, 46 km long, crossing Paris from East to West, and the extension of many existing metro lines in the suburbs. From the start, R.A.T.P. was faced with many unique technical problems for which there was little precedent experience. The structures to be built have large dimensions, with cross-sections typically ranging from 40 to 300 m2, and exceptionally to 600 m2. The new lines are often very deep because the shallow profile is already congested by the existing metro, interceptors, sewers and a very large number of utilities. As a result, new construction is often below ground water level by as much as 20 m. Moreover, the geology varies widely from hard limestone with compressive strength over 1500 kg/cm2 to inconsistent water bearing sand. Finally, curves in the East-West line must have a minimum radius of 500 m which frequently forces the alignment to pass below existing structures, buildings and monuments.

"Abstract This paper deals with assessing the bearing capacity of existing wood pile foundations. With a wide range of restoration projects being performed in the Netherlands, on many locations deep excavations need to be constructed next to existing, many times listed buildings. The building are founded on piles that are often centuries old, so a close evaluation of the remaining bearing capacity, combined with and assessment of the influence of the excavation is in place.After giving an introduction on Dutch pile foundations, a methodology is described to assess the bearing capacity. Aspects as physical foundation investigation, determination of the current bearing capacity and a calculation of the bearing capacity in the new situation are discussed. The results of both analytical and Plaxis calculations are outlined, focussing on how to practically use this approach in renovation projects. Finally, cases studies of the successful application of this approach in major renovation projects in Amsterdam, such as the Conservatorium Hotel and the New Rijksmuseum are used to illustrate the successful application of this approach.A Short Dutch Pile Foundation History (based on Van der Stoel, 2001)The first houses built in Amsterdam, in the 12th century, were very light constructions of timber without foundations. Because of the soft peat layers found in Amsterdam, the houses there suffered from damage due to settlement. In the 13th century, castles and churches were increasingly built of bricks, which made it necessary to provide support for bigger loads. Under the wall of the construction a trench was dug, and this was filled on either side by alder fascines. Between the fascines small wood piles were driven (by hand) on which another series of fascines was put. On top of this construction, were placed oak slabs on which the bricks were then laid. From that moment on, a problem was caused by the decay of wood foundation elements in the humid soil. In 1503 a law was introduced forbidding building foundations on public streets without permission of the Building Inspection (to keep the fronts of the buildings in a straight line). In 1528 a law requiring permission from the local authorities for all building activities replaced this law. In this period developments started which led to the use of the type of foundation that can be considered the mother of the current “typical” Dutch pile foundation. The piles used in this period were shaft- bearing piles about 5 to 7 meters long. The mostly pine piles were driven between oak beams, which were placed on either sides of a trench, after which other oak beams were laid across at regular spaces: the so called “pile bent” pile foundation (Figure 1)."
