Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. However, as more extra-thick coal seams are mined, it becomes more and more difficult to make the top coal fully broken up, resulting in more and more top coals flowing into the gob, rather than onto the rear AFC at the working face as designed. A liquid metal flow generated by a magnetic field whose traveling direction is periodically reversed, the Reversed Traveling Magnetic Field (R-TMF) is studied. The modulation frequency ranges from 0 to 6 Hz. Ultrasonic Doppler velocimetry probes the generated fluid flow. Depending on the modulation frequency, a number of characteristic flow features are exhibited. A transition frequency (approximately 4 Hz) exists, above which the flow is no longer sensitive to the force modulation. Below this transition point, the amplitude of the velocity oscillation increases, and then below fm = 0.05 Hz, it saturates around a value close to that observed without any modulation. A theoretical model to obtain an analytical solution of electromagnetic force and to predict flow motion is developed, which is fairly in agreement with the experiments.

FINANCE The annual accounts, which follow this report, reflect a healthy position and show that measures taken by Council over the last few years to boost income have been successful. A higher income was needed not only to meet rising costs but also so that the services provided by the Institute for its members could be expanded. This year's income of R55 025 showed a further increase compared with last year's figure of R48 307. Income from subscriptions was higher mainly owing to an increased number of Company Affiliates, and this is indicative of the support given by mining and metallurgical companies to the good work being done by the Institute. Further sales of publications of the symposia held over the last few years again made a useful contribution to income of R4560. The first Winter School held in 1973 yielded a surplus of R7495 after the expenses had been deducted from the income received from registration fees. The cost of administering the Institute increased by R2212 compared with the previous year. Included in this was a donation of R1000 to the A.S. & T.S. Trust Fund. As part of the planning activities for x major greenfield copper smelter, the Following elaborations are required and were drawn up. -The Environmental Impact Assessment which is the first step of environmental management and mandatory for every new project. - The Environmental Monitoring Plan, which describes the monitoring procedures for the main impacts identified and assessed. -The Environmental Management Plan, which deals with the minimization of environmental impacts, and the methods of its implementation.

Support liners for underground applications include steel and timber sets, meshing and lacing, screen/mesh, shotcrete and thin support liners (superskins). Over the past few years, major advances have been made in the design and application of liners; especially shotcrete and thin support liners. For shotcrete in mines these advances include the common use of slick-lines to solve logistics problems, the design of alkali free accelerators, the use of synthetic fibres and the new generation application equipment. The field of thin support liners is a new one but advances have been dramatic. This paper discusses the progress made and the need for standardization in definitions and testing for thin support liners. It concludes that the newer technologies have a huge potential positive impact on the industries, from both safety and cost points of view. Le chemisage de soutènement pour extraction souterraine comprend des cadres d’acier ou de boisage, mailles et chapeau, cribles/mailles, béton projeté et des chemisages minces de soutènement (super-peaux). Dans les dernières années, des progrès considérables ont été fait dans la conception et application des chemisages, en particulier les chemisages de soutènement en béton projeté et les chemisages minces. Pour le béton projeté dans les mines, ces progrès comprennent l’utilisation courante de lignes de minerais broyés fin pour résoudre des problèmes de logistique, la création d’accélérateurs sans alcali, l’usage de fibres synthétiques et d’une nouvelle génération d’outillage. Le domaine des chemisages minces de soutènement est très récent mais les progrès ont été rapides. The Silver Spring Transit Center is a new three-level transit center that will include bus loops for County, Metro and intercity buses, parking, and retail space. It replaces an existing bus station and connects to a busy metro rail station in downtown Silver Spring, Maryland. Significant site constraints in both plan and profile had to be dealt with in developing a design for support of the structure. Over 90 rock-socketed drilled shafts ranging in size from 3 to 7 foot in diameter were ultimately used to accommodate the limited space and large column loads, and to adapt to the variable rock surface at the site. Site access during design was limited due to the existing active bus station, so contract documents were adapted to include further explorations. Differences in anticipated and actual field conditions regarding the depth, quality, and variability of the rock had to be overcome in construction. Osterberg Load Cell testing during construction allowed for verification and optimization of the shaft design. Additional issues dealt with on this constrained site in an urban setting included construction staging issues, such as working around specialty contractors for tieback walls, blasting operations for rock excavation, productions issues for hard bedrock, as well as coordination issues with third parties, most notably the Washington Metro Area Transit Authority. Aspects of the foundation design and optimization, preparation of the contract documents to deal with the complicated nature of the project, and lessons learned from construction are also discussed.

Isa): I found many ideas to interest me in Haddon King's paper "Notes on Ore Occurrences in Highly Metamorphosed Precambrian Rocks" (Stillwell Anniversary Volume).At Mount Isa I have not been happy about some of the longstanding appreciations of the geological evidence as fresh data accumulated, and as more and more knowledge has been building up outside Mount Isa in recent years of sedimentary deposition of sulphides.Accordingly, I organized a small section of the Geological Department at Mount Isa at the beginning of 1958 under Senior Geologist, W. J. Murray to reappraise our geological record and investigate old interpretations and new ones that arise. The work is expected to take several years to complete, but it is hoped that sufficient will be done before then to permit the most plausible story on the ore genesis to be chosen. In the meantime, W. J. Murray has proposed, in a Company Report, that the.epigenetic features of the silver,lead-zinc deposits, which are essentially conformable with the shales, could have resulted from remobilized syngenetic deposits.Haddon King, on p. 159; has listed six assumptions that are required by a magmatic-hydrothermal theory of, origin for conformable deposits. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

The Grand Forks Energy Research Center and Commonwealth Edison of Chicago jointly conducted tests in which 400 tons each of subbituminous coal and lignite were dried in a commercial scale dryer, oil sprayed and cooled, then shipped in open-top rail cars from Pekin, IL to Grand Forks, ND and stockpiled. Cars containing raw coal and dried coal that had not been oil sprayed were also transported for comparative purposes. The tests were conducted in August and November of 1974. The subbituminous coal was dried from 26 to 16 pct moisture and the heating value was upgraded from 8,420 to 9,650 Btu/lb. The lignite was dried from 39 to 22 pct moisture and its heating value was increased from 6,420 to 8,300 Btu/lb. Before loading subbituminous coal was cooled to 115° F and sprayed with oil at a rate of from 2 to 6 gal/ton. Similarly, lignite was cooled to 85° F and oil sprayed at rates of from 1 to 2 gal/ton. Both shipments arrived in Grand Forks with a minimum of difficulty. The subbituminous coal was subjected to 2 inches of rain during transit with no change in average moisture content. The cars containing dried and oil treated coal had less material lost to wind than either cars containing raw or untreated dried coal. With both dried lignite and subbitnminous shipments, a moderate increase in temperature was measured during transit. With the subbituminous shipments, ignition occurred near poorly fitted bottom dump doors, but was limited to a very small area. The dried lignite was shipped when ambient temperatures were below freezing, and frozen coal was noted around the edge of the car. At Grand Forks, the coal was stockpiled using proven techniques and has remained stable to this date.

Laser coatings are used for a wide variety of applications. TiB2/Ni intermetallic matrix composite coatings were fabricated on Al-substrate by a high power Rofin Sinar Nd: YAG solid-state laser. The characterization of the coatings was carried out by optical microscopy (OM), scanning electron microscopy (SEM/EDS) and X-ray Diffraction (XRD). Electrochemical study of the laser coatings in 3.65 per cent NaCl at room temperature revealed that with very high weight proportion of nickel the corrosion resistance of the coatings deteriorated due the presence of AlB10 phase. 50 wt per cent TiB2+50 wt per cent Ni laser coatings exhibited the highest corrosion resistance in test solution. THE consideration of the present value of a mine is of great importance when planning for the operation of a property,, and it is particularly so in the case of mines that have large ore reserves. At various times during the past 15 years, the writer has had occasion to make rather thorough studies of the subject, and has been greatly impressed by certain important points which these studies have brought out, points which, though they may be well known, are often lost track of in the rush to obtain low mining costs and high daily tonnage output. . It is the object of this paper to present briefly, and in a general way, some of these points, and especially those which have to do with the relationship which (1) ore reserves and plant capacity, (2) grade of ore mined, and (3) ore losses in mining, bear to the present value. Present value, sometimes called present worth or actuarial value, means the value today of the future earnings of an enterprise. Great industrial, manu-facturing or railroad enterprises, if properly handled, go on indefinitely and their value is directly dependent on their estimated annual earnings. Mines, or oil properties, on the other hand, have an earning capacity only until the ore or oil is exhausted, and their present value is dependent not only on their annual earnings but also on their life, which is the length of the period over which they can produce at a profit. A mine, or an oil property, is a "wasting asset," while an estab-lished manufacturing business is not, or should not be. In other words, the present value of a mining property. represents a sum of money on which there could be paid from operating profits a determined rate of interest, say 8 per cent., and in addition an amount which, if invested at compound interest as received, would at the end of the life of the mine pay back the present value. In his "Wealth and Income of the American People," Walter Renton Ingalls says: "The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding to the life of the mine."

Proper analysis of washabiity data can lead to the development of a maximum yield coal preparation plant flow sheet. Simulations, as simple as spreadsheet mass and water balancing, are important in examining yield maximization and middlings liberation. Key to such attribute tracking flow sheet simulations is the distribution model, expressing the probability of a species reporting to the product stream. There are many such models in the literature. This paper examines a functional form that can represent or fit most of the proposed distribution functions.
