In 1995, the United States Congress abolished the Bureau of Mines in the US Department of Interior. But Congress preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the US Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the rnerger of the former Bureau of Mines with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data-informed" priority setting. This paper reviews the current surveillance information concerning the level of injury and disease from mining work and discusses how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Dimethylglyoxime reacts with nickel in a buffered ammonical-citrate solution containing the detergent ?Aquet? and hyroxylamine-hydrochloride. The resulting nickelous dimethylglyoxime is extracted with xylene. Visual comparison with standards permits the estimation of from 50 to 10,000 ppm of nickel. Soil, rock, or sediment may be decomposed by digestion with (1-3) nitric acid, allowing about 70 determinations per man-day to be carried out. With minor modifications to the above procedure, sediment and soil may be semi-quantitatively analyzed for nickel at the sample site. The chemical equipment is easily portable and the analysis extremely rapid because the buffer, dime thylglyoxime and xylene are added simultaneously to the sample and no heating is required. The sensitivity varies with the "availability" of the nickel ions; under favorable conditions, one may obtain a positive test for as little as 10 micrograms in soils and sediments. This procedure is similar to one, for the field determination of heavy metals described elsewhere by the author.

Although there have been great advances regarding the understanding of mine fires in underground mines in the last century, fires remain high risk incidents. During fire scenarios, many crucial decisions and actions can be made that greatly influence the outcomes of these scenarios. Underground worker decisions are mainly based on training and experience, which in some cases can be complemented with previous analysis of fire effects. In order to review the guidelines that should be taken into account for this kind of examination, a numerical analysis of effects produced by a shuttle car fire under five different ventilation conditions was carried out. The analysis provides some insightful recommendations for firefighting personnel such as time for direct attack and best attack position for first responders and fire brigade groups. Also, the most critical parameters for each scenario were determined. Finally, all results were systematically organized and a first approximation of a fire classification based on the tenability limits was provided for first responder and fire brigade groups. The methodology used in this study for the fire classification could allow for the most appropriate decisions by firefighting personnel increasing the probability to put fires out without compromising their health and safety. INTRODUCTION While there have been great advances regarding the causes of mine fires in underground mines in the last century “small fires have occurred and always will occur in underground mines” (Conti, Chasko, Wiehagen, & Lazzara, 2005). The response time and decisions made during an underground mine fire are critical elements that have direct influence on the event outcome. Mine fires can grow in size quickly causing catastrophic consequences, thus rapid and suitable response actions can result in the difference between an minor emergency situation and a disaster. Upon the confirmation of a fire, a decision must be made regarding whether to fight the fire or evacuate the mine. Even though all underground coal mines possess emergency response plans and firefighting personnel are highly trained, decisions can be complemented with previous numerical analyses. Such analyses could contribute with the knowledge of potential fire effects and consequently with fire preparedness in the mine. Preparedness in underground mines is an important element to reduce the probability of the negative consequences of a mine fire. The time elapsed between the detection of the fire and response in the early stage is a serious component since small fires can produce larger and more serious consequences. If a mine fire cannot be put out within the short time after discovery, the chance of getting the system back in balanced or the success of safely controlling and extinguishing a mine fire is reduced (Conti et al., 2005, Conti, Chasko, Wiehagen, & Lazzara, 2000, Trevits, Yuan, Teacoach, Valoski, & Urosek, 2009, Brake, 2013). As confirmed by Conti and others, if a mine fire cannot be controlled by direct firefighting methods the probability of extinguishing the fire, without sealing is greatly reduced (Conti et al., 2005). However, response actions such as direct extinguishment must be carried out without compromising the health and safety of the firefighting personnel (Kim, Lönnermark, & Ingason, 2010).

Estimation of local recovered tonnage and its grade above a cutoff is of paramount importance during the exploration and development stages of any mineral deposit. The spatial dis- tribution of grades as well as the cumulative distribution must be defined. In this paper, Probability Kriging, an estimator based upon rank order statistics and the estimation of the distribution of point grades within a panel, is applied to the Manhattan gold deposit. Mapping the conditional probabilities that estimated panel grades exceed a cutoff is useful to the understanding of the distribution of mineralization in a structurally controlled gold deposit.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

Cliffs views the process as extending from mine planning to cargo loading including auxiliary systems such as material handling and plant utilities. Process automation is recognized as an area that can provide significant improvement opportunities with less capital requirement than major flowsheet modifications. This paper discusses the development and results of a strategy to allow and promote implementation of process automation improvements at individual mines based on their economic priorities taking advantage of common systems and concepts for use at multiple mines where practical. Specific process control upgrade projects a Hibbing Taconite Company and the Empire Mine are reviewed in detail.

The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I. The primary purpose of the research summarized in this paper was to experimentally investigate the performance of numerous mine ventilation network iterative solution procedures under controlled conditions to determine which procedures were most favorable in terms of number of iterations and total computational speed. The solution methods investigated included: (1) the Newton-Raphson method, (2) the Hardy Cross method, (3) the linear theory method, and (4) the second-order approximation method. The first three of these methods have been widely used while the fourth was formulated by the authors to investigate its potential for ventilation network computation. In addition to the four solution procedures, three methods for selecting the branches in the meshes and three methods for ordering the meshes for computational purposes were also studied during the investigation. As a result of these various options, a total of 36 combinations of solution methods, mesh selection procedures, and mesh ordering schemes were studied. To investigate the performance characteristics of these combinations, an identical set of 180 randomly chosen ventilation networks was used in sets of 30 networks at six different levels of complexity. Here, the level of complexity is defined as a function of the size (number of branches) and the density (number of nodes compared with the number of branches) of the network. To eliminate variations in the solution times due to differences arising from the fans, a single fan with a fixed characteristic was utilized in all the experiments. This paper will deal only with the results for the four iterative methods used to achieve solutions to the mine ventilation networks. The minimum-resistance spanning tree method for mesh selection and random mesh ordering was used throughout the analysis. The conclusions will be based upon a detailed accounting of the efficiency of each method using the total time to achieve a solution to each problem and averaged over the total problem set. However, the number of iterations and the time to complete each iteration will be studied in order to better understand the solution procedures.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

The aim of this paper is to present the progress of the plan of the Greek Public Power Corporation S.A. (PPC S.A.) at the Lignite Centre of Megalopolis in Peloponnesus (southern Greece) to manage impacts on local communities in areas affected by its activities during the lignite mining operation and post-closure. The reclamation works in the waste dump areas of the mines that constitute the Megalopolis Lignite Centre, concerning the utilization of waste dumps for infrastructure community projects constructions are discussed. Moreover, selected environmental indicators concerning land use and closure and rehabilitation are presented.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Wastewater sludge is a problem for environmental control and it is necessary alternative researches for its reuse. Industries can research the association of clay and sewage sludge as a source of ceramic mass. This procedure can contribute for the industry sustainability including in its raw materials, wastes of environmental concern. This paper presents the results of sewage sludge and clays characterization being analyzed particle size distribution (sedimentation), mineralogical (X-ray diffraction), chemical composition (X-ray fluorescence), thermal analysis, density, and Atterberg proprieties (liquid and plastic limit; plasticity index) and also their applications in ceramics. Results were used to determine moisture for mass of raw material and sewage sludge and there were realized tests of fired in kiln at temperatures used in ceramic industry for bricks production. In the test pieces were analyzed the properties for application as bricks.

The paper describes the capabilities of a micro-computer-based real time data acquisition system for monitoring and control of mine environments. Applications of such a system for monitoring the ventilation and air quality of a mine is outlined. The paper discusses the results of running a monitoring system with various environmental sensors in a simulated mine environment. The sensors used in this study are: carbon monoxide (CO), carbon dioxide (C02), nitric oxide (NO), nitrogen dioxide (NO2), sulphur dioxide (SO2 ), methane (CH4 ), air flow, absolute pressure, temperature and relative humidity. A performance evaluation of the monitoring system and sensors is presented.

Two of Peabody Western Coal Company's mine operations are the focus of this paper ... Black Mesa Mine and Kayenta Mine, both located in Northern Arizona. These two locations are unique for a variety of reasons. ? The two mines have only two customers, both power plants, one the Southern California Edison's Mohave Generating Station near Laughlin, NY, the other the Navajo Generating Station near Page, AZ. Close in proximity, these two locations ships nearly 12 million tons of coal per year. ? Material is shipped to these customers two ways: via a 273 mile underground slurry pipeline, which by the way is longest in the world, and by a 17 mile long conveyor to four storage silos. Product is then shipped via train from the storage silos to the plant sites.

Since plant start-up in January 1983, Golden Sunlight Mines Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailing retreatment circuit. The preaeration circuit reduces reagent consumption during gold dissolution. The sand tailing retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

Concentrate flow rates were measured for the flotation of -100-mesh Lower Kittaning coal in a computer-controlled 0.076 x 3.5-m pilot flotation column. The variables studied were recovery zone height, airflow and solid feed rates. The specific projected surface areas of the feed, concentrate and tailing streams were determined from the measured particle size distributions. The results obtained show that the concen¬trate flow rate was independent of recovery zone height but was dependent on the hydrostatic pressure setting (measure of froth depth), gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of bubble surface area flux and the specific particle projected surface area.

When maintenance of a plant or operation is under discussion immediately three "M's", all in short supply, are brought to mind - money, men and markets. This paper will present what currently is being done at our plants and its effect on the 3 "M's". Examination of coal realization figures (F.O.B. Mine) from 1945 to the present reveals the fact that open and free competition can and will meet market conditions. The industry, without benefit of advantages afforded tax and transportation wise to oil and gas, remains the backbone of the energy market of United States. Figure No. 1 shows the realization figures from 1945 through 1962 compared to the hourly earnings. Note that through 1945 to 1948 F.O.B. prices increased $1.93 per ton while hourly earnings increased $.66 per hour. Since 1948 (with the ex¬ception of 1957) F.O.B. prices have declined $.45/ton, while hourly earnings have increased $1.23 per hour. Basically the maintenance men possibly represent the highest increment rate in the overall hourly earning.
