This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Economical and environmental pressures necessitates the recovery of the minus 0.6 mm x 0 coal generated by todays mining machines. This size fraction, dependent on the type of production unit, maintenance of the production unit, and the Hardgrove Grindability Index, can be a substantial portion of the Preparation Plant feed. Historically, dewatering of the collected 0.6 mm x 0 product has often been rather expensive and marginal with respect to surface moisture reduction. The Freeman United Crown II Preparation Plant more than adequately demonstrates that the continuous scroll type centrifuge can dewater 0.6 mm x 0 coal to acceptable surface moisture levels.

This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

The structure of a mine ventilation network (M.V.N.) can be represented graphically using either the mine plan (map) itself or a number of other types of diagrams. In the U.S., the two most common approaches are the line and the schematic diagrams (see Figures 1 and 2). The purpose of this paper is to introduce another type of diagram, called the canonical diagram (6). The method of M.V.N. representation which uses canonical diagrams is used extensively in Europe, and especially in Poland, where it was developed. The canonical diagram is a noncalibrated topological image of a ventilation system. It gives a simple representation of the ventilation network, allows for the classification of currents within it and enables rapid computer analysis and computation, as well as the representation of the results. It is especially useful in studying and controlling the air flow, and it may be a life saving tool in conducting rescue operations during and after mine fires.

The conventional role or exploration, development and grade control is examined in this paper within the context of the many and varied types of gold occurrences which are found at the Dome Mine. The account endeavours to trace the development of the total ore evaluation process, from diamond drilling through the exploration and drifting stage, to the stope development and planning phase of the operation, with an emphasis on sampling techniques and assaying procedure. The concept of ore reserve calculations is developed and the practice of grade control is described. In summary, the role of the geological, the engineering and the mining department is presented in relation to the contribution each has to make in the evaluation and exploitation of ore from one of the world's classic Archean gold deposits.

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

To obtain a reliable comparison between conical and cylindrical separatory vessels used in dynamic dense medium separation systems, the following studies were made: (1) study of the swirling flow in conical and cylindrical vessels using laser-Doppler velocimetry (LDV); (2) study of the behaviour of suspensions of magnetite and ferrosilicon in water in both separators. It was found that: (a) the tangential velocity profiles differ in conical and cylindrical vessels: in a conical cyclone free vortex conditions affect the largest part of the vessel, while in a cylindrical vessel, the motion approaches that of a forced vortex, i.e. that of a centrifuge; (b) the conical vessel manifests higher centrifugal acceleration and very strong densifying; the density differential, and hence the density gradient inside the vessel is large; (c) the cylindrical vessel manifests lower centrifugal acceleration and low densifying, i.e. low density differentials, and hence, the density gradient inside the vessel is small; (c) due to greater densifying, the density cut-point in cyclones is higher than the operating medium density, while in cylindrical vessels the density cut-point is closer to the medium density. The results provide an interesting description of the differing behaviour of conical and cylindrical vessels and help explain the differences in performance between the two types of separators.

Atmospheric fluidized bed combustion (AFBC) is an improvement in coal-fired boiler design that offers several advantages over conventional boilers. AFC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling which can, in turn, increase a boiler's fuel flexibility. This report discusses, in general, AFBC technology and, in particular, progress at the 20-MW Pilot Plant built by the Tennessee Valley Authority (TVA) at its Shawnee Power Station near Paducah, Kentucky.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Increasing depth in vertical mine shafts penalises conventional hoists in at least four distinct ways: rope weight becomes limiting; travel time increases; the obstruction of ventilation becomes more serious; and with friction drives, rope wear due to torque is aggravated. Travel speed is limited by instability of poorly sprung conveyances on inaccurately aligned flexible rails, and also by the cost of installed power to meet an inherently peaky demand. These problems call for a review of existing designs, firstly in respect of the furniture (Buntons and guides) obstructing the air flow, and secondly in regard to the hoist running in the shaft.

The fundamental characteristics of ultrafine chalcopyrite flotation were investigated by the Bureau of Mines to establish techniques to improve recovery of ultrafine chalcopyrite. Intense agitation during conditioning was found to improve flotation recovery of the ultrafine chalcopyrite. A split-circuit flotation design, treating the plus 38-µm-size ore by the conventional method and treating the minus 38-µm-size ore with intense agitation conditioning followed by flotation, recovered 95.6 pct of the copper in a 28.3-pct-copper concentrate, This was a 5-pct increase in copper recovery over the conventional chalcopyrite flotation method.

The National Steel Pellet Project and the Butler Taconite Project are operated by The Hanna Mining Company in the vicinity of the towns of Keewatin and Nashwauk, on the western Mesabi Range. Production began in 1967, after seven years of exploratory and development diamond drilling and reconnaissance magnetic surveys, Previously, direct shipping hematitegoethite ores and gravity concentrates had been produced in the area from numerous open pits and several underground mines since the start of the century. Total shipments of these oxidized ores amounted to more than 200 million tons, but at the present time such reserves are nearly exhausted, and there are no mining operations in the Keewatin-Nashwauk area except at the two taconite projects. The locations of all of the present taconite operations on the Mesabi Range are shown in Figure 1, extending for a distance of about seventy miles from the Butler plant to the Dunka River area. The Butler and National plants have a combined rated capacity of 4.4 million tons of pellets. Their reserves cover a combined strike length of about eight miles on the Biwabik iron formation. All of the intervals between present taconite operations on the Mesabi are potential sources of additional magnetic taconite; in particular, exploration and economic studies have been carried out by Jones and Laughlin Steel Corporation in the Biwabik area between Aurora and Virginia, and by Pickands Mather and Company in the Hibbing area. However, west of the Henna and Butler holdings, it appears unlikely that magnetic taconite exists in commerical quantities at economic depths due to extensive oxidation of magnetite to hematite.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

Gallium (Ga) and Germanium (Ge) are essential strategic elements that are extensively used as semiconductors in many technological fields. Owing to their essential uses and supply disruption, Ga and Ge are deemed critical by the U.S. They are typically found as substitutions or inclusions in zinc minerals. However, their distributions within zinc minerals are not well understood. To address this, trace element and mineralogy analyses of representative samples obtained from an old high-zinc-grade tailing were performed using various qualitative and quantitative techniques. These techniques included Inductively Coupled Plasma Mass Spectrometry (ICP-MS), Tescan Integrated Mineralogical Analysis (TIMA) with Scanning Electron Microscopy (SEM) and X-ray Diffraction (XRD). Moreover, bench-scale froth flotation tests were conducted to enrich zinc minerals, the major hosts of Ga and Ge, using PAX as a collector, Na2S as a sulfidizer, Pb(NO3)2 as an activator, and MIBC as a frother. Comprehensive characterization analyses of the flotation products showed significant enrichment of Zn, Ga and Ge in the flotation concentrates.

Solvent Extraction (SX) technology has undergone significant refinements including outright process changes to achieve greater copper production rates with lower organic entrainment levels. LIGHTNIN has completed a detailed study aimed at improving on the conventional Holmes & Narver and Davy Power Gas type impeller designs1 by optimizing the mixing through the use of high efficiency pumper turbines instead of making system changes as others are doing. Since each individual installation requires a different design head and flow, LIGHTNIN has developed the R320 "family" of high efficiency, curved blade pumper turbines. These impellers are designed to maximize head and flow while reducing entrainment through lower power consumption, less shear generation and turbulence, elimination of air incorporation, production of the optimum droplet distribution, and lower tip speeds. These improvements also maintain the required mass transfer and copper recovery of the traditional impeller designs. The R320 impeller benefits have been quantified using Laser Doppler Velocimetry (LDV) and proven in multiple domestic and foreign installations at flow rates exceeding 15,000 GPM. Design comparisons of this improved impeller type versus traditional technology impellers in head, flow, power and entrainment are presented for review. In addition, the inherent benefits of axial flow, high efficiency impellers like the A3 1 0 and A6000 in auxiliary mix chambers will be discussed. The high flow, low shear characteristics of these patented impellers provide the necessary dispersion stability for mass transfer while speeding phase disengagement in the settlers due to low power and low shear input.

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature's own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. Mining tailings are slurry byproducts of mineral recovery. They generate serious environmental risks due to their toxicity when exposed to water and oxygen. Studies focus on eco-friendly alternatives for mitigating these environmental impacts. Processing these tailings enables a sustainable mineral production model through circular economy practices. This study evaluates using gold mining tailings to recover gold and produce bricks. Flotation tests obtained a concentrate with 86.66% gold recovery, containing sulfides (pyrite, arsenopyrite) and a tailing with silicates and oxides suitable for brick manufacturing and ornamental pieces. This approach promotes eco-friendly solutions and a greener approach to mining operations.

(1) A great deal of experimentation has been carried out by the Wet Process Cement Manufacturers in connection with additives which make possible the production of a pumpable slurry at reduced moisture contents. We ourselves have made dozens of tests both at Laramie, Wyoming and Monolith, California. (2) The viscosity or pumpability of a slurry at a definite moisture content and fineness seems to depend on two basic phenomena. One is the physical structure of the raw material itself, which on fine grinding may or may not be excessively hydrophilic (water adsorptive). Usually crystaline or glassy raw materials are non- hydrophilic. The fine grained amorphous raw materials such as shales and clayey limestones very frequently are, however. (3) The second basic phenomenon affecting the hydrophilic tendencies of the raw material is the presence of certain soluble salts, especially gypsum and small amounts of alkalin carbonates or oxides. (4) Various soaps, and phosphates can be used to produce a pumpable slurry of low moisture content when using hydrophilic raw materials as well as can other proprietary materials such as certain long chain carbon compounds. Too frequently however, the price of such additives in conjunction with the amount required prohibits their use in the cement industry.
