The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Deep Well turbine pumps receive constantly increasing application to the problem of mining water and other fluids from great depths. Many installations of medium settings are presently operating successfully and it is felt that mach greater depths are immediately within reach. Settings and lifts in excess of 2000 feet: are not at all out of reason with present knowledge experience, and materiels; however, conditions of individual applications will govern in each case and dictate methods and possibilities to the designer. Design and operating problems of deep set -turbine pumps ire discussed together with a description of various types of equipment falling within this category. Although the deep well turbine pump has been produced In the vertical turbine pump industry for many years, the connotation of the word "deep" still remains questionable. Among the manufacturers of this type of machinery, answers to the question implying the practical limitation of setting for a deep well pump will vary to an extreme. Most pump designers are in accord that this type of equipment has not yet been exploited to its fullest degree; however, the subject is admittedly fraught with unsolved problems and un¬tried solutions so that such a discussion must necessarily derive from personal opinion and, belief., even though based on substantial experience and background. For this reason, it will be stipulated that the present writing will deal with what may be termed euphemistically ?a highly controversial subject.? During the nineteenth century, a paper was published under proper authority proving beyond question that the human body could not withstand speeds exceeding 20 miles per hour. As a limitation, this looks ' pretty ridiculous to us today. At the beginning of the twentieth century, there was not a single machine in operation that could be described as mullti-stage deep well centrifugal pump. It would be most difficult to place a date on the beginning of the revolution in analytical techniques that we have witnessed in recent years; but there is no question that the period since the end of World War II has seen a major change in thinking with respect to control and accounting analyses. For reasons relating to competition, much of this change was brought about in the chemical industries and only more recently has begun to affect directly the mineral industries. In considering the subject outlined in the title of this paper, one might well be tempted to discuss solely the more exotic methods of control and automation which have come into being in the past short while. In this paper, however, an attempt will be made to take a broader view and consider not only the application of newer purely physical methods of control but also those phases of chemical plus physical analyses that have bearing on our industry.

BHP Iron Ore initiated research programs in January 1995 to develop long-term plans for decommissioning waste rock material at its Mt. Whaleback operation. More than 2 Gt (2.2 billion st) of waste rock were deposited during the past 30 years. Ultimately, a total of 4 Gt (4.4 billion st) will be deposited in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semiarid climate adjacent to Newman, Western Australia. The primary research program includes the development of technology for the long-term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. Data obtained from a laboratory program and from soil-atmosphere modeling was used to design horizontal field test plots. The construction of the horizontal surface field test plots is discussed together with the field instruments installed to monitor performance. The cover system is designed to maximize infiltration during wet periods for subsequent evapotranspiration while minimizing surface runoff. The result is a near-zero net infiltration to the underlying waste material. An important feature of the design is the use of run-of-mine waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long-term performance.

Much has been published concerning the subject of coal preparation as related to electric power generation however it is always a most vital topic for both utilities and coal producers, It also constitutes a field of study that is never finished since new concepts and changing demands continually require altered perspectives. One graphic illustration that has been used to emphasize the rapidity with which times are changing is the fact that during World War I, a station that consumed 1000 tons per day was looked upon as a large central station, while today some single generators require 1500 tons during the same period, For further emphasis, at that time a 20,000 horsepower turbo-generator was a mighty large machine; today, a unit of this size is planned for driving the boiler water feed pump required for a single large main unit. During the past ten years alone, electric utilities have more than doubled their percentage of coal consumed as compared to the total market. They now account for approximately 40% of the United States consumption and one-third of all production including export, Conversely, approximately 70% of all U. S. steam electric generation is by coal and this percentage is expected to increase. It is further predicted that utility consumption will increase from the current 160,000,000 tons per year to between 400 and 500 million tons in 1975 which is approximately equal to todays total production

Adsorption experiments were conducted at two different solid loadings to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region 11, while surface precipitation was predominant in region I11 along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

The author describes three case histories of fracture-control blasting demonstrations. This is a technique in which the walls of blast holes are scribed or notched in order to enhance the development of blast_induced fractures, and to control their direction. One demonstration was that of a tunneling application in a rock that was generally competent but strongly foliated, hence strongly anisotropic. P second test was conducted for perimeter blasting of a structural excavation in a massively jointed limestone. A third field test was conducted for tunneling through an old concrete structure. Increased applications are envisioned with new tool modifications being developed at the University of Maryland.

While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

Experimentation was per formed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved with a 75% P2O5 recovery.

Competition between Thiobacillus ferrooxidans and non-iron-oxidizing heterotrophic bacteria was induced by the addition of glucose to a co-culture of T. ferrooxidans and A. acidophilum in an oxygen-limited environment. Iron oxidation was inhibited as dissolved oxygen was used preferentially for glucose metabolism. Furthermore, as the water became anoxic, glucose was consumed along with the oxidized iron species (Fe3+) during iron respiration resulting in a pH increase from 2.0 to 4.0. Results suggest that biologically mediated acidification of drainage water can be reversed by dispersion of an easy to degrade, soluble, and inexpensive carbon source such as glucose into the subsurface.

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. A project's rates of return (RORs)1, be it the internal rates return (IRRs) or one of the many IRR surrogates, frequently needs to be approximated. The success and efficiency an ROR- approximation procedure depend on the quality the approximation-initiating parameters, such as bounds or seed values (guesses). The existing approximation procedures commonly use bounds and guesses suggested by intuition rather than supported by mathematical considerations. This paper presents three mathematically founded ROR-bounding and eleven ROR-guessing approaches and examines their suitability by using examples of typical project cash-flowpatterns (CFPs). The calculated bounds and guesses not only improve the approximation efficiency, but also allow the process of the ROR discovery to be automated, thereby making it more convenient and reliable.

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

The trend in the coal industry for many years has been to make everything "bigger and faster" This also held true for loading and storage facilities. Where once a million ton per year mine was rare, three to five million ton per year mines are not uncommon today in the bituminous industry. This greatly increased production, made possible through mechanization, required greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend toward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw coal storage and blending facilities. The development of the unit train, more than any other factor, has contributed to the widespread construction of storage and high-speed loading facilities for clean coal. In the export market, the construction of ever larger coal bulk carriers has contributed to a need for faster and larger loading facilities at ports. The present engineering and construction cost of these larger facilities make it essential that the flow and handling properties of the particular coals are fully known. These properties can be measured well in advance and the proper design criteria established. This eliminates costly surprises later on during start-up and operations. This paper will review coal and coal refuse properties, such as shear strength, cohesion, friability, and the flowability of coal and how they affect the design criteria of storage silos.

New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

Underground ventilation systems, which require electricity to operate the fans and fossil fuel for heating in winter, can account for a significant portion of the energy consumption of mines. Recent studies have shown that the ventilation system in deep and highly mechanized metal mines could be responsible for 40 to 60 percent of their overall energy consumption. Presently, underground ventilation systems are designed for peak air volume requirements, which usually occur well into a future stage of the mines’ operating life. As a result, during their early operating stages, the intake air volume of the mines could be well in excess of their true air volume needs. Such ventilation systems could be considered as uneconomic, and to remain competitive the ventilation design needs to improve while the mines are trying to reduce energy consumption and their carbon footprints. This paper introduces a new mine ventilation design method where an underground base-metal mine’s ventilation system is designed by integrating discrete-event mining process simulation (DES) with mine ventilation modeling techniques. Furthermore, based upon the output data generated by means of discrete-event mining process simulations, the air volume requirement for the operating life of the mine is determined for “traditional” versus “activity-based” ventilation requirements. The output data generated through ventilation simulations are then used to quantify the economic and environmental benefits of an activity-based ventilation delivery system.
