The Ruby Hill Mine agglomerates crushed low-grade ore (nominally -1 .5'') with high-grade filtered tailings (filter cake, nominally 80% -65#). Cement is added as a binding agent. The agglomerated ore is then conveyed and stacked on the heap. In 1998 approximately $480 000 was spent on cement for agglomeration. Cement for mill pH control and agglomeration was the largest single reagent cost at Ruby Hill. In an effort to reduce agglomeration costs a test-work program was initiated to investigate alternative binders and optimum binder additions. This paper summarizes the test­work results to-date.

[Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

The development of transportation systems for mined materials has historically been characterized by steadily increasing sizes in basic hauling units. This is especially true for open pit mines for which success is dependent upon the economical transportation of vast quantities of material. The depletion of high grade ore reserves has mandated a tremendous increase in the size and complexity of the ore haulage systems necessary for open pit mines, These increased demands were served by rail haulage systems in the early large open pit copper mines while later developed properties opted for the flexibility and lower initial costs of truck haulage. Now, we find the trucks being displaced as large overland belt conveyors tackle the problem of handling these ever larger quantities of low-grade ores with accompanying overburden ratios that can run as high as 10:1 or even 15:1. The basic development of large conveyors with shiftable sections and modular belts has generally taken place overseas, during the last few decades. The coal fields of central Europe proved an ideal testing ground for conveyor innovation because the low density and natural friability of the material created an ideal medium for transporting by belt conveyor. Now these proven ideas are being considered for and implemented into both the soft and hard rock mining industries of the United States.

Application of shallow seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection, and environmental evaluation has been successful in a variety of geologic settings. Increased dynamic range of recording equipment and decreased cost of processing hardware and software have made shallow seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m in coal seams as thin as 2 m at depths of 200 m. Subsurface voids associated with abandoned mines at depths of less than 20 m can be detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt Complex geologic features associated with deposition of various hydrothermal minerals have been effectively mapped with high resolution seismic reflection at depths from 80 to over 300 m. Faults in sulfur-bearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow high-resolution seismic reflection has the potential to significantly enhance the economics and safety of mine operations.

Continuing advances in manufactured diamond materials used in rock cutting tools have created a new generation of high production tools for mining. This paper will review the three major manufactured diamond products available for the mining industry as supplied by General Electric Company, Specialty Materials Department, and examine the ways in which these materials are employed. As an integral part of this examination, the economic impact of manufactured diamond tools will be evaluated. Time and again, one will find that the premium price of these tools is economically justified when compared to traditional tools.

Twin 8.5 m diameter, 10 km long headrace tunnels under overburdens of up to 1870 m were excavated for the neelum jhelum hydroelectric project in north-eastern pakistan using two main beam gripper tunnel boring machines (tbms). Rock bursts were encountered and presented a significant danger to personnel and equipment. Micro seismic monitoring was installed to analyze rock burst characteristics and to create a database for future reference. Correlation of rock burst characteristics improved the ability to predict the likelihood, location, severity, and number of rock burst events. The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

Mineral resource classification is described in both the SME and CIM Standards for Mineral Resource Reporting. The CIM Standard states “… sampling … is sufficient to assume geological and grade or quality continuity between points of observation”, thus is a function of continuity and sample spacing. Continuity can be measured by use of a variogram model, but average sample spacing in three dimensions is more difficult to measure. The declustering algorithms provided with Geostatistics software, are commonly used to weight data for statistical analysis due to the sometimes-irregular spacing between drill holes during exploration. The weights are lower when data is closer, reflecting shared influence between samples, and higher for isolated samples reflecting independence. This paper will discuss the potential to use estimates of the declustering weight as an inverse relative measure for average sample spacing to gauge the confidence of the estimate independent of the single nearest sample. PROBLEM The classification of mineral resources and reserves has long been a combination of science, past experience of the estimator, judgment, and feeling. All of the definitions as presented in the standards of the various countries that participate in CRIRSCO are similar and deal with “sample points sufficiently closely spaced to support confidence in the continuity of …” This has been interpreted as the distance between the block estimated and the nearest sample (or samples). Geostatistics gave us the calculation of the estimation variance of the block, an implicit part of the calculation of weights in Kriging, to account for the confidence in the estimate. More recently, “Kriging Efficiency” has been used, however it is still dependent on the estimation error and responds in a similar fashion to the distance to the closest sample. It is also sensitive to the variogram nugget. Many of these methods result in very low distance/high confidence measures for blocks adjacent to a sample point with confidence decreasing (sometimes rapidly) as the distance to one nearest sample increases. This results in the “spotted dog” phenomenon where individual samples are surrounded by a higher classification near each sample decaying into pattern of decreasing confidence halos. In addition to the visual image of the spots, this raises the more practical problem of mine design when the classification changes between measured, indicated and inferred. This has led to ad hoc methods to classify material within the mining block so all of the stope receives that classification. These manual methods re both labor intensive and subjective. A popular technique is a multiple search method, where the estimator defines a minimum of number of samples from a minimum number of holes within a nested set of search distance that are used to classify estimates. These specified set of increasing distances are usually proportional to the variogram range. While this is generally a good technique and overcomes the spottiness of the closest sample or kriging error, it has certain issues including:

The increasing popularity of alternative methods in delivery of underground infrastructure projects has given rise to innovative and collaborative contracting strategies to allocate and manage the unique risks associated with the work. This paper presents approaches and recent examples of how risk has been dealt with using various alternative delivery methods, including Progressive Design Build (PDB) and Construction Manager/General Contractor (CM/GC). Based on the experience gained from these examples, recommendations for an innovative and collaborative risk baselining approach using contingency sharing are presented that should advance the overall goals of equitable risk sharing and compensation.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores and, for major veins, their great vertical range (>990m). Less well-documented are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine, and volcaniclastic rocks deposited within the diatreme complex. The ore-gangue minerals Here precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate, and oxide minerals along with minor base metal sulfide and precious metal telluride-s. Wallrock alteration is quite limited adjacent to veins and somewhat more extensive within hydrothermal and tectonic breccias.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel's SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy's stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. Stability assessment of entry roofs is an essential precursor to all underground design. Both multi-seam interaction and longwall mining can subject entries to radical changes in the surrounding stress field. Such loading changes frequently produce instability and failure in the roof, floor and pillars. Roofs are shown to be vulnerable to stress-induced failures, particularly when the load is unsymmetrical. To predict the effects of changes in stress field, roof failure conditions under increasing loads were studied using finite element analysis and body loaded photoelastic models. A large range of geologic conditions were evaluated and incorporated into the model using Monte Carlo methods. Entry analysis using the model showed the roof to be particularly vulnerable to shear with the location of the failure site changing to meet loading and geologic conditions. Results were correlated with field data to determine stress levels at which failure could be expected to occur. Based on this research a roof stability model SESAME was constructed for roof stability evaluation under specified loading conditions.

During the past few years, a completely new concept has been applied to the design of drives for operating at very low speeds. In this, the motor is supplied by a variable-frequency thyristor cyclo-converter. Today, frequency converters with practically unlimited power ratings can be constructed. The system frequency of 50 or 60 Hz is reduced to about 10 % of these values. This makes it possible to operate the synchronous motor, which has a correspondingly high number of poles, at the extremely low speed of the driven mill, i.e, without interposed gearing. The first motors of this type were built to drive ball mills in the cement industry, which are very similar to those employed for ore processing. Here, too, the tendency is to build units of ever increasing capacity. In the case of conventional drives with mechanical gearing, this involves correspondingly increasing difficulties. These difficulties have prompted various studies of the possibility of applying the new type of drive to ore mills as well, but a gearless drive has not yet been built for this application. However, gearless drives for ore mills will certainly materialize soon and it was therefore considered a logical step to report at the A.I.M.E. Conference on the experience gained with these drives in the cement industry, and on the present state of development.

Thin aqueous equilibrium film studies and surface tension measurements on a mixed surfactant system consisting of polyethylene oxide (a model frother) and potassium ethyl xanthate (a model collector) enable the interaction between the two surfactants at the air/solution interface to be elucidated. For the film containing the non-ionic frother, the interface was charged and addition of low concentrations of xanthate acted as a common electrolyte and reduced the thickness of the film inducing rupture. However, at high xanthate collector concentrations, the negative charge xanthate was found to interact with the non-ionic and caused a build-up of negative charge at the air/solution. Higher frother concentrations were necessary to produce non-rupturing thin films upon increasing the xanthate concentration.

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate.
