Even with conservative mine planning, rib instability can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation. sporadic zones of progressive rib instability were detected that culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

Dewatering wells producing iron-rich water experience rapid declines in yield and drawdown due to the formation of ferric (Fe +) hydroxide deposits in well screen, pump intake and riser pipe. Precipitation is caused by a combination of dewatering-promoted iron oxidation and iron-oxidizing bacteria. Physical and chemical well rehabilitation techniques, as well as alternative well construction and well development techniques designed to minimize well clogging, were evaluated in this study. The addition of acid downhole feed systems to dewatering wells prone to iron encrustation can, in some cases, prolong their operational lives up to 500 percent that of unacidified wells.

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

In this paper, an innovative concept in longwall tailgate support is discussed. This new concept utilizes a new high capacity roof truss system in lieu of conventional wooden crib block. The first field test was conducted at Bailey Mine and was very successful. Similar tests have been installed in other mines and seams. An extensive instrumentation plan was designed and implemented in the truss test area. The test data has shown that the dynamic roof truss system effectively controls the various abutment pressures caused by longwall mining thus maintaining a stable tailgate entry.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels at Cyprus Sierrita. The predictive program was initiated by Cyprus Sierrita and P&H Mining Equipment at the Cyprus Sierrita Mine in Tucson, Arizona during August of 1996 on the P&H model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. At the Kidd Creek site, natrojarosite residue, derived from the zinc refinery circuit, is mixed with mill tailings before final disposal in the tailings impoundment. Column experiments were conducted with fresh unoxidized mill tailings and a mixture of tailings containing the natrojarosite residue. Acidic water, simulating mine drainage water, was pumped through the columns. The effluent water geochemistry was interpreted with the assistance of MINTEQA2. The experimental results suggest that the effluent water pH was buffered by a series of acid neutralization reactions. The release of metals, including Cu, Pb and Zn, was affected by pore water pH, Eh and mineralogy of the tailings material.

A spherical agglomeration process for the separation of scheelite fines of less than 30 µm in very low concentration of 0.04% WO3 in a binary mixture with quartz fines of less than 30 pm has been described. A concentrate containing 14% WO, with more than 90% recoveries could be achieved by means of anionic sodium sulfo succinate collector at pH 3.5 and also with commonly used anionic sodium oleate at pH 10.5 as per the conceptual flowsheet suggested. Such a process is envisaged as commercial potential for the recovery of fine-grained scheelite present in the tailings of gold plants as found in India.

The solute-transport model OTIS and the reactive solute-transport model OTEQ were used to simulate geochemical conditions in Cement Creek, a tributary to the Anirnas River in Colorado. OTIS was used to depict instream zinc concentrations, and to simulate the effects of two remediation scenarios on zinc concentrations at the mouth of Cement Creek. These simulations do not account for effects of changing stream pH on metal concentrations. Preliminary simulations using OTEQ to account for instream pH changes were unsuccessful due to the spatial nature of mixing processes, and insufficient information about the thermodynamic properties of precipitates forming in mixing zones.

In 1994, McGill University and INCO Ltd. (Sudbury operation) initiated the transfer of technology originally developed to detect levels in equipment ranging from flotation columns to thickeners. A conductivity probe was installed in a concentrate thickener to monitor the mud line and the solids load. The probe consisted of a vertical tube with 32 equally spaced electrode rings connected in pairs to give 31 conductivity cells. Conductivity was measured as a function of depth to produce a conductivity profile. From the conductivity profile, the mud line and the percent solids can be inferred. The probe was installed in October 1994, and it has been successfully detecting profiles since then. This paper includes a description of the incidents that occurred and the experiences gained during this technology-transfer process. Discussed is probe installation and startup; software modifications to accommodate both operating conditions and the needs of the operators; and calibration procedures to adjust to changes in performance as a consequence of long-term use. Also included are preliminary observations of the still-in-progress last stage, i.e., signal interpretation and use to facilitate operation, particularly by providing early reaction to upstream disturbances.

Cyclones installed in three closed- circuit grinding systems were changed from conventional, vertical mounting to horizontal mounting with a favorable improvement in classification efficiency. In two of the installations, apex plugging problems were eliminated because horizontal mounting permit- ted the use of much larger apex orifices. Marked reduction in circulating load was accompanied by greatly reduced maintenance requirements for the cyclone and the cyclone feed pump in one of the installations.

In planning an underground room and pillar mine, the selection of the shaft or portal location and the orientation of the main haulage arteries is of paramount importance, particularly in view of the high dependence of the cost of truck haulage on the proper definition of these parameters. In an effort to facilitate this selection a computer program was written which, by relating the truck characteristics to the areal configuration of the property or ore-body, derives the volume-weighted total fuel and time requirements for hauling ore from every panel within the property to a specified portal or shaft location through a predetermined gridwork of haulage drifts. By varying the size and orientation of the gridwork and the location of the portal or shaft access, an infinite number of configurations can be investigated. The results of this analysis can be plotted to indicate the optimum conditions.

Current scrubber capacities vary from 1.89 to 4.72 m3/s (4,000 to 10,000 cfm), and there is interest in using scrubbers with capacities up to 6.61 m3/s (14,000 cfm). This paper describes research to compare the effectiveness of blowing and exhausting face ventilation systems using high-capacity scrubbers with flows up to 6.61 m3/s. Tests were conducted in a surface ventilation gallery with exhaust and blowing systems operating under similar conditions. The mining machine was equipped with a machine-mounted scrubber. Methane gas was released at constant flow at the mining face and measured at several face locations. Effectiveness of exhausting and blowing systems was compared by determining average face methane concentrations. For each operating condition tested, blowing ventilation was more effective than exhausting for controlling face methane levels. Raising scrubber flow to 6.61 m3/s reduced methane levels for both blowing and exhausting systems.

The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

The adsorption of poly(vinyl alcohol) (PVA) of molecular weight 25,000 onto alumina was studied as a function of pH. The adsorption isotherms were also determined. The adsorption density increases with increasing pH, while the isotherms are rounded and of the low affinity type. Electrokinetic studies indicate that the electrophoretic mobilities are reduced in magnitude in proportion to the PVA concentration, without any shift in isoelectric-point (iep). This resembles the influence of an indifferent electrolyte. The calculated values of the free energy of adsorption between alumina and PVA are suggestive of hydrogen bonding. FTIR spectro-scopic data provide additional evidence in support of hydrogen bonding.

As we move towards the 21st Century there are several factors that will influence the markets and processing requirements for industrial minerals. Traditional markets for many industrial minerals in the developed world are frequently stagnant or decreasing because of their maturity or due to environmental factors such as reclamation, recovery of byproducts, and recycling. Some industrial minerals are greatly affected by these factors, while others are either immune to or have adapted successfully to meet these challenges. In the developing countries of the world, there is rapid market growth and resource exploitation. The future of specific mineral commodities in several markets will be discussed.

"An average of 1.2 fatalities occur per year in underground coal mines in the United States when a miner is struck or pinned by a remote-controlled continuous mining machine. Proximity detection technology provides a means to prevent these types of accidents by disabling all machine motion when a miner is in close proximity. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed the intelligent Proximity Detection (iPD) system, which continuously tracks the position of miners near the machine and disables only those machine motions that could cause a pinning accident. This system, previously demonstrated using non-permissible proximity detection hardware, has now been shown to be effective when implemented using an MSHA-approved system as a platform. Performance tests have shown accuracy, repeatability, and stop zone identification to be comparable to or better than the system demonstrated with non-permissible hardware. INTRODUCTION Underground coal mining room-and-pillar operations typically use Continuous Mining Machines (CMMs), such as the one shown in Figure 1. When CMMs first became available, they were operated from an on-board operator’s compartment that protected operators from roof falls and other hazards but severely restricted visibility and subjected them to machine vibration and high levels of dust and noise. To solve these problems, remote controls were developed to operate CMMs. Now CMM operators are free to position themselves for best visibility of each mining task and are no longer subjected to the rough motion of the CMM during mining operations or the dust and noise generated by the machine. However, this technological advance removed operators from the protection afforded by the operator’s compartment and exposed them to the hazard of being struck or pinned by the CMM or other large moving machines."

Golder Moffitt and Associates (GMA)", were commissioned to reassess a large metallic low grade orebody. One of the aims of the study was to estimate recoverable reserves. Recoverable reserves are here defined as ore reserves for a specific mining block size. The mining block is that block on which the decision that the material is ore or waste is made. Recoverable reserves take into consideration mining methods. New methods for solving this type of problem were recently developed in Geostatistics and so for this reason GMA called for the technical assistance of the Centre de Geostatistique (C.G). The complete estimation was done using the geostatistical techniques and programs of the C.G together with some of the programs of GMA. As the mine was in production at the time the study commenced it was-possible to make frequent checks on the estimated values using blast-hole data. The ore reserves were also estimated using the more conventional interpolation method of inverse square of distance weighting.
