A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.

Dolomite is found to undergo preferential dissolution in aqueous solutions and this is found to be strongly dependent on the solid to liquid ratio (SIL). Electrokinetic studies done under the sump conditions revealed that the mineral surface charge is also affected markedly by the solid content in the suspension. Conditioning of the dolomite at low SIL ratios for short time intervals showed preferential dissolution of calcium leading to a magnesium-enriched dolomite surface. At higher SIL ratios and longer conditioning times, calcium depletion from the solution and a calcium-enriched dolomite surface resulted. The results are discussed in terms of surface precipitation and/or bulk precipitation and surface conversion of dolomite to the calcium-enriched phase (calcium carbonate and/or magnesian calcites).

This paper covers several points of interest to mine engineers and planners involved in evaluating or conducting geostatistical coal reserve estimates. In particular, the ability to optimize borehole drilling locations and minimize drilling costs is addressed. Also discussed is the concept of confidence intervals for estimated coal characteristics obtained through geostatistical estimates and their importance in decision-making for mine planners. Finally, a discussion is presented on how geostatistics enables identification of invalid data points and actually forces strict attention to data editing and proper geologic interpretation.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

In hot deep mines the ventilation and refrigeration requirements are determined primarily by the magnitude of the various sources of heat, and where in the mine they arise. Refrigeration is expensive, and in order to ensure that it is utilized effectively and at the lowest possible operating costs it is important that careful attention be given to the selection of plant, and how the cooling is to be distributed. The paper outlines the essential features of the highly effective strategy that has evolved in recent years in cooling deep mines in South Africa.

"In the mineral processing, clay minerals have negative effects on the flotation of valuable minerals. In this study, we investigated how the floatability of malachite (CuCO3·Cu(OH)2) is affected by presence of the clay minerals in the fundamental aspects. Flotation experiments were conducted by using Na2S and PAX (potassium amyl xanthate), and the floatability of malachite was compared between the cases in the presence and absence of clay minerals. The results showed that floatability was greater in the absence of clay minerals than in the presence of clay minerals and decreased with increasing weight percent of kaolinite under same conditions applied. In addition to examine how clay minerals affect malachite floatability, we conducted flotation experiment with changing clay adding order. The results indeed showed that malachite floatability was affected by clay adding sequence. INTRODUCTION The demand of copper is growing as industrial development increases, but mineral resources are limited. Therefore, studies for Cu oxide flotation are being conducted to improve their recovery(1-3). However the mining industry is well aware of the difficulty in treating copper ores in the presence of clay minerals(4). Clay minerals have unique properties and these properties may affect flotation. In the previous studies, the effect of slime coating of clay minerals on flotation was investigated(4-6). For example, Zhao and Peng (2014), Peng and Zhao (2015), and Arnold and Aplan (1986) found that clay slime coating on chalcopyrite, chalcocite and coal surfaces through the electrostatic attraction reduced surface hydrophobicity and then depressed the flotation. Other researchers have also reported clay minerals have impact on pulp rheology. Especially in the case of bentonite, pulp viscosity increased with increasing amount of bentonite and the higher pulp viscosity have deleterious effect on copper recovery(7, 8). However, these studies only focus on slime coatings and pulp rheological behavior. Forbes et al. attempted to decoupling rheology and slime coatings effect on flotation but this study has limitation that individual role of two clay species either attached to mineral or suspended in bulk solution was excluded(9). Hence, in this study, we aimed to investigating the effects of individual clay (suspended and attached) on malachite flotation."

The Middle Mississippi River extends from the mouth of the Ohio River to the mouth of the Missouri River, a distance of about 310 kilometers (km) measured along the river. From its founding in 1764 to the first steamboat arrival in 1817, the City of St. Louis was little more than a trading post. However, with the advent of the shallow-draft steamboat, the Middle Mississippi River rapidly became a major thoroughfare of commerce. In this regard, its importance has been reflected by the development of port facilities at St. Louis and by Federal activity relating to channel maintenance and improvement. First Federal work on the Middle Mississippi River was autho¬rized by Congress in 1824. This work was for snag removal and bank clearing and was directed at reducing the hazards to steamboat traffic, particularly during low-flow periods. During the 1820's and early 1830's, the main channel threatened to move toward the Illinois shore and abandon the St. Louis port facilities. In 1836 and 1837, Congress authorized construction of permanent improvements to keep-the river next to St. Louis (Missouri shore). A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

"CURRENT BASIS OF GROUND SUPPORT DESIGN ANALYSIS The current strategy used in determining what kinds of support are needed is based on empirical design charts (Grimstad and Barton, 1993). Figure 1 is an example of the topcut analysis used for a 14 foot wide (4.3 meter) drift, which is the current design width used for topcuts at TRJV mine. The majority of our topcuts are situated in ore of the Type IV and Type III weak rock class categories that necessitate the use of bolts, mesh and 2”-4” of shotcrete. This type of empirical chart gives excellent guidelines for the kinds of support, and it is based on case histories of civil tunneling and mining properties. It is a good starting point for determining the kinds of support needed, but not to the detail needed to optimize the number of bolts, type of mesh, or combination of types or strengths of shotcrete. This report is an attempt to help quantify the safety factor and optimum design parameters to include mesh and shotcrete as part of the design criteria and subsequent safety factor.SAFETY FACTOR ANALYSIS: BOLTS ONLY One type of safety factor analysis used at TRJV for the past 7 years is described as the “dead weight” method, developed by Pakalnis (2008). It involves the support of a conservative “dead weight” of rock held in place by bolts in which the depth of failure is approximated as a wedge whose height is one-half of the span. The failure or dead weight wedge resembles a triangular wedge that must be supported by the remainder of the bolts going through the wedge (see Figure 2).The support capacity of the system is determined by the bond strength of the bolts holding up the wedge, which is in turn based on the RMR. The method assumes the total support capacity is the sum of the individual bolt values defined by either the breaking strength or the bond strength of the bolts (whichever is lower) passing through the failure surface."

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state, and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Capital cost, operating cost, and present and future regulatory requirements will be primary factors to be considered by engineers. This paper outlines procedures and gives examples of advanced engineering practices that have achieved efficient pollution control systems in the steel and nonferrous industries.

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers' catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies. A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0. 10 mg/M3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed. Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. Modification of clays is necessary for the zearalenone (ZEN), as long-chain mycotoxins, removal. The organic-cations were usually used to modify the clay hydrophobicity to accommodate the large mycotoxin molecules. In this study, tri capryl methylammonium (TCMA) chloride and common corn oil were used in clay modification. Several characterization techniques such as XRD, FTIR, and TGA were used to identify the d-spacing changes after modification either by TCMA or corn oil. The results of applying the TCMA-corn oil-modified clays in ZEN removal indicated a noticeable improvement where more than 90% of ZEN could be removed in vitro at acidic and neutral pH values. The success of eliminating a high percentage of ZEN molecules is due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clayforming layers. The removal percentage does not depend only on pH but also on the amount of clay used. In addition, the ZEN removal in the presence of corn oil is better at acidic pH and small clay amount where the ZEN can be fully removed.

"INTRODUCTION Electrification of the heavily trafficked Manchester to Preston route by Network Rail required the rehabilitation of the Victorian era Farnworth Tunnels to accommodate 21st century high speed trains. Network Rail, J. Murphy and Sons Ltd (JMS) and OTB Engineering Ltd (OTB) collaborated closely to complete these works in close proximity to heritage infrastructure whilst maintaining a rail service on the route. This significant challenge has been mastered by a combination of detailed investigation, complex modelling, robust design, extensive monitoring, ground treatment, secant piling, sprayed concrete, steel arches and segmental lining techniques. Investigation of the “Down” Tunnel found deformation and cracking of the lining and this was reconstructed during 11 weekend possessions. The “Up” Tunnel was filled with low strength concrete and a 9m diameter open face shield was used to construct an 8m diameter segmental lined tunnel during a 23 week blockade whilst traffic was maintained in the “Down” Tunnel. ELECTRIFICATION OF THE RAILWAY The Farnworth Tunnel project is part of the UK wide £1bn Railway Upgrade Plan to provide improvements throughout the rail network which includes the Manchester to Preston route. The project also supports the UK Government commitment to build a “Northern Powerhouse” by improving links that bind northern England together and which will help it release its full potential with a more balanced, healthier economy. The majority of the current UK rail network infrastructure resulted from the rapid growth of the railways in the mid to late 19th century which means that most of the existing tunnels are over 120 years old. Over the centuries the introduction of larger rolling stock has reduced the original clearances provided in tunnels. The electrification of a route requires that any over-line structures provide clearance for Overhead Line Equipment (OLE), new rolling stock and to meet modern standards. As part of Network Rail’s current electrification programme a further 36 tunnels have been identified on routes requiring electrification. Not of all these Victorian structures will require alterations to provide OLE clearance but the condition of the existing tunnels and modern fire / waterproofing requirements may ultimately dictate the need for rehabilitation."
