Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

Water sprays are a common method used to reduce particulate matter (PM) emissions. Various factors such as wettability, surface area coverage, fine particle engulfment rates, interparticle adhesion forces, suppressant penetration and suppressant longevity have all been suggested as critical factors in achieving effective PM control. However, it has not been established which of these factors are the most important. Experimental work indicated that suppressant penetration is the most critical of these factors. The length of time after application that suppressants were effective was also improved by using hygroscopic reagents that retained moisture to prevent evaporation. Maximizing suppressant penetration and improving suppressant longevity led to an average 86% reduction in PM10 concentrations in laboratory dust tower tests.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. INTRODUCTION The Norad Expansion Project was located 10 miles southwest of Colorado Springs, Colorado, within Cheyenne Mountain. The expansion areas to be excavated would be adjacent to the existing underground Norad complex, which would remain in operation during the work on the expansion. The original complex had been constructed approximately eight years earlier and had been in full operation for approximately five years. Phase I, Excavation was awarded the Tiro Construction Corporation, a subsidiary of Harrison Western Corporation, Denver, Colorado, in the fall of 1970. Notice to Proceed was given to Tiro on 28 December 1970. The project owner was the U. S. Air Force, design was performed by the U. S. Corps of Engineers, Omaha District, who would also serve as the construction agency. [ ]

Minerals contribute to the U.S. gross domestic prod-uct (GDP) at several levels?mining, processing and manufacturing finished products. In 2008, the estimated growth rate for the real GDP of the United States was 1.1 percent and the nominal GDP was about $14.3 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. For instance, continued declines in the U.S. housing market during 2008 were reflected in further reductions in the production and consumption of cement, clays, construction sand and gravel and crushed stone (mineral commodities that are used almost exclusively in construction), and those associated with the related manufacture of goods, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard ? all used by the housing industry. The widespread effects of the slowing domestic economy became more apparent in the last three to six months of 2008 when prices for many mineral commodities declined sharply after reaching record highs earlier in the year, indicating significantly lower demand for those materials or products containing them.

Guilbert was a renowned geologist and professor of economic geology at the University of Arizona; he had a distinguished 50-plus year career in academia and business. Guilbert, together with J. David Lowell, worked on the most important breakthrough in mineral exploration in the last 100 years, the Porphyry Copper Model. This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."

Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

Diesel particulate filter (DPF) systems and biodiesel fuels are two of the most promising technologies available to the mining industry to reduce the exposure of underground miners to diesel particulate matter (DPM). A study has been conducted to estimate the potential of DPF systems and biodiesel blends to reduce DPM emissions from production vehicles. Results of testing three DPF systems in an isolated zone showed 88% to 99% reductions in elemental carbon concentrations. The test results also show that biodiesel blends, B20 and B50, reduced the elemental carbon concentrations in the mine air by 26 and 48 percent, respectively.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. The Candelaria copper-gold deposit is located in Region m of Chile, 805 kilometers north of the capital, Santiago. Candelaria was discovered in 1987, following a six month exploration program. In late 1986, induced polarization (IP) surveys outlined an anomalously high response within the area of interest. The first test hole bad three intersections totaling 49 meters, with an average grade of 1.97% copper. Drilling eventually outlined approximately 390 million tonnes, grading 1.09010 copper and 0.26 grams/tonne gold. Production began in early 1995 and is estimated at 120,000 tonnes copper and 80,000 ounces gold annually.

Engineers and Owners share a common desire to build reliable, efficient plants on schedule at reasonable costs. This paper describes one tool that Bechtel finds can integrate these objectives by “putting innovation into practice”. Examples of such innovative engineering practice include the use of computational fluid dynamics (CFD) to determine efficient designs. This paper outlines several examples of CFD applications on actual Mining and Metals Projects from around the world. The focus here is to highlight the modeling objectives, analysis strategy, actual benefit obtained from the work, lessons learned to improve future efforts and the common mistakes that can obscure the correct or best results, despite impressive graphics. The tools are powerful, and the results are more powerful when applied with skilled and well-directed human effort and ingenuity.

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

The recently completed in-pit crushing and conveying project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. The operation involves the crushing and transport of more than 109 kt/ d (120,000 stpd) of copper ore, using regenerative conveyors capable of providing more than 5.5 MW (7000 hp) of equivalent electrical energy. The Morenci Mine is located 330 km (200 miles) east of Phoenix, AZ. Phelps Dodge Corp. owns an 85% interest in the mine. The remaining 15% is owned by Sumitomo Metal Mining Co., Ltd. and Sumitomo Corp. Copper has been continuously produced from the Morenci district since the late 1800s. Until 1989, run-of-mine ore was transported from active mining faces to the Morenci and Metcalf concentrators by truck and rail haulage. In that year, a system of in-pit, semi-portable crushing plants and overland conveyors was commissioned. This substantially reduced truck haulage and effectively eliminated rail haulage in the pit. The system used two semi-portable, in-pit crushing stations equipped with 60/89 gyratory crushers. The crushed ore from both plants reported to the first of two overland belt conveyors, arranged in series, for transport from the pit to a coarse ore stockpile. The system was "backed-up" by existing locomotive rail haulage.

This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

In late 1989, LAC Minerals purchased 65% of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose. El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena. The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9. 5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude As203• A small proportion of the precious metals are also produced as bullion from the leach circuit. Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5.30 per ounce of silver and $1.14 per pound of copper.

INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. The Niblack polymetallic volcanogenic massive sulfide deposits are located on Prince of Wales Island in southeast Alaska, approximately 50 km southwest of Ketchikan. The property hosts a number of polymetallic volcanogenic sulfide occurrences within the folded Lookout rhyolite volcanic succession. The Lookout deposit is the primary focus of current resource delineation and contains an indicated resource of 4,136,000 tonnes at 1.13% Cu, 2.32 g/t Au, 2.27% Zn, 38.70 g/t Ag and an inferred resource of 1,736,000 tonnes at 1.09% Cu, 1.77 g/t Au, 2.02% Zn, and 25.52 g/t Ag as of March 2011. Sulfide mineralization is interpreted to have formed sub-seafloor, within permeable felsic fragmental volcanic rocks. Sulfide minerals of economic interest include chalcopyrite and Fe-poor, Zn-rich sphalerite. Of considerable importance, the Lookout deposit contains elevated gold that occurs as inclusions within the base metal sulfides.
