Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank. Artificial neural networks (ANNs) have found their applications in the modelling of unit operations of mineral processing plants. In this research, laboratory-scale tests were conducted, using a three-inch diameter Mozley hydrocyclone. Main parameters included pressure drop at inlet, solid per cent, vortex and apex diameter were adjusted. The corrected cut size (d50c) and the flow rates of underflow and overflow were determined. Multi layers perceptron (MLP) feed forward network architectures were designed to predict the responses. The results showed a good correlation between experimental and network output, for corrected cut size and flow rates. INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

The need to establish and harmonise methodologies to quantify air emissions, atmospheric dispersion and the consequences of air pollutants (especially hexavalent chromium) from the ferrochrome industry became important aspects with the increasing demands for comprehensive impact assessments. The paper includes a synthesis of current knowledge on the following aspects: ? Locally and internationally accepted methodologies for the quantification of chromium emissions, including sampling methods and emission factors; ? A compilation of recognised and accepted air quality sampling and laboratory analysing techniques; and, ? Dispersion modelling and impact assessment tools. Depositing and removing materials from the chromium ore stockpile and wind erosion of exposed stockpiles result in mainly chromite emissions unlikely to contain significant amounts of hexavalent chromium. Pre-treatment processes such as drying, crushing and screening also produces chromium emissions, but mainly as trivalent chromium. The smelting of chromium is the major source of chromium emissions - open furnaces have the highest uncontrolled chromium emissions, followed by semi-closed and closed furnaces, respectively. Based on the current knowledge on emission rates, interim emission factors for particulate, total chromium and hexavalent chromium releases are provided. Ambient sampling and analytical methods to determine environmental exposure of the general public require that hexavalent chromium needs to be quantified in very low concentrations. Suggested sampling and analytical methods for both source characterisation and ambient monitoring are provided. The selection between dispersion models needs to be based on the size of the modelling domain and the complexity of the terrain. The discussion on dispersion models includes the US EPA?s Industrial Source Complex Model (Version 3), the AERMET/AERMOD suite of models and the CALMET/CALPUFF suite of models. Guidelines are also proposed for environmental exposure assessments including cancer and non-cancer health effects.

This paper investigates the role of vertical integration between chrome ore mines and ferrochromium smelters in the location of ferrochromium production capacity in South Africa and Zimbabwe. Vertical integration is important in understanding the increasing competitive position of these two countries as observations show that an increasingly larger share of the global market has been coming from integrated producers. The paper argues that the increased vertical integration between mines and smelters in South Africa and Zimbabwe has led to a lower cost of chrome ore as an input compared with other producers. Underlying this hypothesis is the basic tenet that, more likely than not, production will take place where the costs are lowest. The paper concentrates on high carbon ferrochromium (HCFC) production in market economy countries (MEC). Using an ordinary least squares model, the study tests the relationship between low chrome ore costs and vertical integration shows a statistically significant relationship. These findings partially support the view that the control of sources of chrome ore is a major source of competitiveness. This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

The properties and deterioration in strength of cemented tailings backfill (CTB )in the underground acidic environment under oxidizing conditions were studied. X-ray diffraction analysis and scanning electron microscopy of the surface of the CTB was carried out, and the sulphuric acid corrosion mechanism elucidated. The properties tested included compressive strength, elastic modulus, cohesion, internal friction angle, variation in the hydrogen ion concentration, and stress-strain relationship in different corrosion periods. The damage model of the CTB was established considering the effects of parameters such as corrosion time and strain on the damage evolution. It was found that the compressive strength, elastic modulus, cohesion (binder effect), and internal friction angle increased at first and then decreased with exposure time. In the long term, the peak stress decreased with corrosion time while the peak strain increased; elastic modulus, and deformation modulus also decreased. The damage caused by corrosion and by load were related by means of a mathematical model, which revealed the relationships between sulphuric attack, load, and damage to backfill in complex underground environments. During corrosion, the expansion of gypsum and ettringite caused microfractures in the CTB. With increasing corrosion time, micro-cracks developed and proliferated. The mechanism of corrosion damage was found to be the dissolution of hydrogen ions and a sulphate ion reaction that produces an expansive substance, resulting in deterioration of the strength of CTB.

The most energy-intensive process in the mining industry is particle size reduction – comminution. The first phase of this process is blasting to fragment the rock from the initial Boussinesq’s halfspace size. Scientific literature demonstrates that the output of a blast in terms of fragment size distribution can be manipulated by varying the specific charge (powder factor) and charge distribution. This study focuses on the influence of blasting on the internal resistance of the blasted fragments; in particular the influence of the spatial distribution of charges. Small-scale blasts were performed on 14 marble blocks using different powder factors and charge distributions. Three control blocks were fragmented by mechanical means for comparison. The results show the correlations between charge distributions and the specific energy of mechanical comminution. Opportunities for adjusting charge diameter and distribution in opencast blasts to improve the performancet of comminution circuits are discussed.

Electricity supply constraints in SA are increasingly challenging mines to operate more energy efficiently without reducing production output. Mining compressed air systems are well known to be operated inefficiently and are also a major power consumer. Two available and proven technologies can be applied on new and existing mines to replace or and optimise available compressed air facilities and achieve meaningful reductions in electrical power consumption; ? Hydro powered drilling and mining is significantly more energy efficient than compressed air and provides drilling rates that are twice as fast. ? Stope drilling systems using compressed-air or water drills allow further energy savings. The technologies are discussed and a broad strategy to selectively apply these them together is presented.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

In order to optimize carbon injection into oxidizing slags, in terms of carbon and iron yield, we must have a detailed understanding of the kinetics of the reactions involved. The current study measures the rate of carbon oxidation during injection at steelmaking temperature by means of injections of coal into EAF slags. The compositions of analysed outgoing gas were used to calculate gas flow rate and hence the gasification rate of carbon. A fundamental equation to predict residual carbon in slags was developed. The predictions using this model at moderate injection rates are in good agreement with experimental data. The reaction rate of EAF slag with carbon is under mixed control by the slag gas and the gas carbon reactions. The relative importance of each step depends mainly on the v-ratio of slags. A relative reactivity parameter ? has been defined and it is found to be important to carbon-slag reaction kinetics and slag foaming. Key words: carbon-slag reaction, kinetics, slag foaming.

In his 1978 monograph ‘Lognormal-de Wijsian Geostatistics for Ore Evaluation’, Professor Danie Krige emphasized the scale-independence of gold and uranium determinations in the Witwatersrand goldfields. It was later established in nonlinear process theory that the original model of de Wijs used by Krige was the earliest example of a multifractal generated by a multiplicative cascade process. Its end product is an assemblage of chemical element concentration values for blocks that are both lognormally distributed and spatially correlated. Variants of de Wijsian geostatistics had already been used by Professor Georges Matheron to explain Krige’s original formula for the relationship between the block variances as well as permanence of frequency distributions for element concentration in blocks of different sizes. Further extensions of this basic approach are concerned with modelling the three-parameter lognormal distribution, the ‘sampling error’, as well as the ‘nugget effect’ and ‘range’ in variogram modelling. This paper is mainly a review of recent multifractal theory, which throws new light on the original findings by Professor Krige on self-similarity of gold and uranium patterns at different scales for blocks of ore by (a) generalizing the original model of de Wijs to account for random cuts; (b) using an accelerated dispersion model to explain the appearance of a third parameter in the lognormal distribution of Witwatersrand gold determinations; and (c) considering that Krige’s sampling error is caused by shape differences between single ore sections and reef areas.

The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

This study reviews the concept of squeezing (large time-dependent deformation) in rock and investigates the possibility of this phenomenon becoming more pronounced in the planned ultra-deep mines of the South African gold mining industry. Although squeezing behaviour is not commonly found at the current depths of the gold mining industry, it is observed at Hartebeestfontein Mine due to a combination of weak rock and high stresses. Calculations based on the average strength of the Witwatersrand quartzites and the competency factor used to identify squeezing conditions in civil engineering tunnels, indicate that there is an increased risk of squeezing behaviour in ultra-deep mines. This will adversely affect the profitability of these mines and highlights the need for further research into the time-dependent behaviour of rock. Finally, the current support strategies in squeezing conditions are reviewed.
