"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

"The University of the Witwatersrand presents an accredited four-course training programme for community relations practitioners (CRPs). Between May 2013 and October 2014 six courses were facilitated for 145 participants, of whom 82% were from sub-Saharan Africa, 62% worked in mining, and 58% worked directly with communities. Thematic analysis of the comments of course participants collected during course exercises found that there were a set of coherent drivers for resilient companycommunity relationships, but that the restrainers to resilient relationships were often context-specific and dominated by politics. CRPs reported facing as many difficulties in the internal company environment as in the external environment. These findings for CRPs in Africa resonate with those worldwide.InroductionMuch has changed in how the extractive industry responds to social and community issues. There has been a growing prioritization of community-related issues within the extractive industry globally (Kemp, 2010; Tatar, n.d.). According to Kemp (2010) this can be attributed partly to escalating pressure from local-level stakeholders to push mining companies to take greater responsibility for the social, economic, and environmental impacts of mining. Securing and maintaining the social licence to operate is ranked fourth in terms of the top risks facing the mining and metals industry in 2016, up one place from 2015 (Ernst & Young, 2016).Conflicts between local communities and large-scale mining companies arise because of the social, environmental, and economic impacts of mining. Worldwide, large-scale mining companies have a poor reputation amongst communities, including those in Africa (Gilberthorpe and Banks, 2012; Kemp and Owen, 2013a; van Wyk, n.d.). For mining companies, conflicts for whatever reason, result in loss of productivity, lost opportunities, lost time, and adverse impacts on reputation (International Council on Mining and Metals, 2015). Conflicts also have a significant financial impact on mining operations (Franks et al., 2014). Davis and Franks (2014), estimated that US$10 000–50 000 is lost each day when a project is delayed during the exploration phase, and about US$20 million per week when in operation. Today these costs could be expected to be higher due to increasing input costs."

'Gee Whiz', a nationwide schools' science and technology competition, is being screened on SATY1 on Friday evenings at 18:00. Twenty-seven schools from al over South Africa are taking part in the series, which will run for 13 weeks. The participating schools were selected on the basis of their performance in the National Youth Science Olympiad and in Mintek's Minsa science competition, which has been organized on an annual basis since 1988.

Although stainless steels have been used to a limited extent in the South African mining industry, the metallurgical development of 3CRI2 has presented materials engineers with a viable alternative for certain materials-handling applications. The various types of wear involved in these operations are described, and an explanation is given of how 3CRI2 is able to offer advantages, particularly in wet sliding applications. Certain applications result in various types of abrasive wear, and the performance of 3CRI2 in these areas is described.

Correlations for the critical velocity needed to hydraulically convey particles in horizontal, or near-horizontal, pipes are either explicitly dependent upon the shear stress imparted by the fluid upon the surface of the particle bed, or require a velocity and hydraulic diameter. Often such approaches are modified to account for pipe inclination by the introduction of simple factors. However, we assert that the physics that underpins the hydraulic conveying of particles in steep pipes (such as a directionally drilled oil well) is dissimilar to that which governs particle behaviour in horizontal pipes. In steeply inclined systems, a sliding sediment induces an upward counter flow and hence an autogenous contribution to the shear rate. The physics underpinning particle hydraulic conveying in steep systems is explored using the separation results of Laskovski et al.10

This paper reviews lead as a commodity, starting with a brief historical outline and dealing with the various uses of lead in some detail. It then goes on to discuss some statistics in relation to the production and reserves of lead, before sketching its mode of occurence. The topics are approached in regard both to the world and to South Africa, with the emphasis on the later. The mining and concentration of lead at Black Mountain Mine at Aggeneys in the north-western Cape Province are detailed, before a general account is given of the smelting, hydrometalurgical extraction, and refining of lead, together with the processes used in these activities. The paper concludes with a discussion of safety and health in regard to lead and a brief look at the commodity's future.

Owing to the helical construction of the wires and strands in a triangular-strand rope, a torque is generated when the rope is restrained and tensioned. When a rope is suspended vertically, there is a load differential along its length due to the self weight of the rope. This load differential gives rise to an initial torque differential m the rope. Since the rope is constrained only at the conveyance and sheave wheel, the torque along its length must be constant ID order to maintain equilibrium, a variation in lay length occurs so that the lay length at the conveyance end decreases, and the lay length at the sheave end increases, from the manufactured state. The tension-torsion testing of steel-wire ropes is discussed, and it is shown how the results of the tests can be used to predict static in-shaft torsional behaviour. The expected changes in strand lay length in very deep shafts (deeper than 2500 m) are calculated, and the associated problems and of severe changes m lay length on rope endurance and safety are discussed. Examples of current in-service rope distortions such as kinks and corkscrews are shown.

(Rand) SYNOPSIS Lime is the most widely used and the cheapest chemical alkali known to man and virtually every product we use or eat has required lime in some phase of its manufacture. Its use goes back to the earliest days of man and many ancient buildings and writings bear testimony to this. The manufacture of lime involves quarrying, crushing and screening of limestone and the burning of the sized stone in kilns of which there are several types. The earliest kilns were of very crude design and only in comparatively recent times have large capacity, automated and scientifically controlled kilns been developed. The history of the South African lime industry is largely that of the three main lime companies and their story is briefly told. No other material used in industry has a greater diversity of uses or more varied functions and lime has applications in most South African industries. The main applications are in the production of gold and uranium, iron, steel and ferrochrome, carbide, sugar and paper and for water treatment, agriculture and building. The Republic is well endowed with high quality limestone and the conclusion is drawn that many other minerals will have been exhausted before we run out of limestone with which to process them. The expansion of the lime industry has in the past kept pace with the requirements of industry and the future demand is expected to grow in parallel with the growth of these industries. Since the war this growth has been phenomenal and with our expanding populations and abundance of raw materials it should continue in the years ahead. Limiting factors are the shortage of skilled labour and the distance from export markets. Confidence is expressed that the challenges of the future will be met and that the lime industry will continue to make an important contribution to the growth and prosperity of South Africa. INTRODUCTION Lime, gentlemen, is known to all of you. Like myself, most of you have undoubtedly found it to be, on the appropriate occasion, a most pleasant flavouring for gin. But this lime, or rather its juice, was in earlier days more than just a flavouring. In the days of sail it was vital to the health of sailors as a deterrant against the scourge of all sea-going men-scurvy. It thus played a small but important role in the opening-up of trade routes around the world on which was based the original wealth of many of today's more advanced nations. I propose to address you on the subject of lime this evening, not the citrus variety I have just mentioned, but the most widely-used and cheapest alkali known to man, which, largely unsung, plays an even more vital part in modern industry than did its namesake in the development of inter-continental trade. In the time at my disposal, I propose to tell you something of the history, geology and technology of lime manufacture. Then I will briefly sketch for you the development of this industry in South Africa and indicate the role it plays in supplying the requirements of many of our important industries. Finally we will attempt to look into the future. The importance of this chemical alkali to our modern civilization is seldom fully appreciated-virtually every product we use or eat has required lime in some phase of its manufacture, either directly or indirectly. It is one of those basic materials, along with iron, coal, sulphur, salt and petroleum without which industry and, in fact, our modern way of living could not exist. Fortunately, nature has endowed the world with a plentiful supply of the limestone from which lime is derived and most countries have deposits adequate for their requirements. As a result, not only has there been little trade in lime products between countries but in the past the widespread occurrences of limestone have set a pattern of numerous small plants each serving a limited area. These plants were generally crude affairs incapable of producing a quality product. It is not surprising that, in an industry comprised of small producers with limited financial resources and in fierce competition with each other, there was little interchange of information. Technological development was therefore slow and the industry tended to be regarded as a backyard operation. Its popularity was not enhanced by the fact that lime is difficult and unpleasant to handle if proper facilities are not provided. In recent years the lime industry has undergone very radical changes to meet the more exacting requirements of today's more sophisticated consumers. Only since the war have the larger companies emerged with proper management, highly mechanized plants and a scientific approach. HISTORY Lime was one of the first chemical reagents used by man and consequently lime burning is one of the oldest of the chemical industries. The use of limestone dates back to the stone age when primitive man used limestone to build fireplaces, construct shelters and make crude tools and weapons. It is probable that lime was first discovered by him when the stone in these fireplaces disintegrated to a white powder which he could use for decorative purposes. The first recorded use of limestone was when huge blocks of limestone were used to build the pyramids of Egypt in 4,000 to 2,000 RC. It was not long after this that the beauty of marble, which is in fact a limestone, came to be appreciated and it found wide application in sculpturing and for decorative wall construction. Originally lime, mixed with sand, was used mainly as a mortar for building purposes, the earliest record of its use for chemical purposes being in 350 B.C. in a report of the wreck near Marseilles of a ship carrying a cargo of linen and lime 'for its bleaching'1. Cato mentioned the burning of lime kilns in 184 B.C. and the Romans made extensive use of both limestone and lime for highway construction. There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

SYNOPSIS Changes in the national productivity (gross national product per head of the population) have been assessed in order to derive a target figure for the required annual increase. The conclusion reached IS compared with the targets of the economic development programme of the Republic. Productivity and management structure in the gold mining industry is then analyzed together with investment in plant, machinery and equipment for rock handling purposes. The conclusion is drawn that productivity improvement does not appear to have accorded with the massive expenditures in plant and equipment, and in augmented management. The productivity of the manufacturing and construction sectors of the economy has been examined. The principal difficulty is that the main avenue of approach is the value of product divided by the total labour force. This introduces inflationary questions, and the use of a suitable deflator becomes of prime importance. Severa1 different methods of assessing the productivity improvement in the industrial sector have been used with what is regarded as a comparatively high degree of compatibility. Improvements in productivity in the manufacturing industry up to 1966 appear, from the information available, to have substantially exceeded comparable figures for the mining industry. There is however evidence that thereafter productivity of the manufacturing industry has not maintained this satisfactory rate of increase. If the economy is to achieve the planned rate of expansion, there is no doubt that greater attention to this aspect will be required in the future than has been accorded to it in the past.

Potential for the mechanization of stoping in gold mines by N. C. JOUGHIN B.Sc. Eng., Ph.D. (Rand) (Member) The basic requirements for stoping machines are identified first by examination of the mining rates and productivities attained in conventional stoping, and then by examination of a series of problem areas associated with the shape of the reefs, rockbreaking, rockhandling, and the support and design of the machines. Some of the more important machines being developed are described briefly, and their principal features are compared with the basic requirements identified in the first part of the paper. An estimate of the potential demand for the different types of machines is given.

Applying non-explosive expansion material (NEEM) is one of the safest methods for rock fracturing, especially in a hard rock quarry. An experimental study was conducted to determine the pressure exerted by NEEM in a hole, which is necessary for analysing rock fracturing, particularly in a numerical modelling. Stress distribution was developed in a thick-wall cylinder in order to measure the tangential strain on the external boundary. In the experiments, nine pipes of different materials and varying diameters were selected and then loaded internally with a general type of NEEM. Through electrical strain gauges, the tangential strains were recorded on the external boundary of the pipes. The results obtained from these tests and existing data from previous researchers were utilized for the statistical analysis. A new experimentally-derived formula is proposed for determining the pressure exerted by NEEM by multiple parameter regression with a high correlation coefficient. The proposed model has a nonlinear form with three independent parameters i.e. the hole diameter, the time, and the modulus of elasticity of the material.

Froth flotation is the primary mineral processing separation step employed in the beneficiation of PGM ore bodies. Anglo Platinum operates a significant portion of the total installed flotation capacity in the PGM industry, which is installed at 20 operating plants across the Bushveld. PGM flotation has undergone a considerable evolution in both the capacity of flotation cells employed as well as in the circuit design configuration over the past thirty years. Certain of Anglo Platinum?s flotation circuits have been in operation for a relatively long period of time, (in some operations installed equipment dates from the 1960?s) and this allows comparative operating performance between various equipment types and circuits to be evaluated. This paper summarizes some aspects of this experience. Research trends in flotation are continuously monitored to incorporate appropriate findings into existing and future circuit designs. Continuous evaluation and monitoring of flotation performance is undertaken to identify opportunities for increasing flotation efficiencies. Mineralogical and fractional analyses of plant composites and survey samples are analysed to interrogate speciation and association data. This analysis has enabled a better understanding of priorities and opportunities for improved metallurgical performance. These opportunities are divided into three improvement areas: stability, liberation, and fines flotation. The paper discusses these, as well as the circuit design improvements required to take full advantage of the opportunities identified.

In 1970 it was decided to build a large new plant at the Chingola Division of N.C.C.M., Ltd., to treat concentrator tailings and leach residues with a low copper content by a leach-solvent extraction-electrowinning process. In order to assist in the establishment of the design parameters for the new plant, and to study the interaction of this plant with the existing leach-electrowinning plant, mathematical models, formulated as linear programs, have been developed and used extensively. The paper outlines the metallurgy of the plants and describes briefly the way in which the models have been formulated and used. The formulation involved the use of separable programming to form the products of some variables.

The relationships between backfill-transportation parameters (solids concentration, velocity, and pipe diameter) and the wear rate of backfill-transportation pipelines is well understood. However, the degree of wear experienced by a pipeline depends not only on the transportation parameters, but also on the characteristics of the solids making up the backfill, i.e. the particle-size distribution, hardness, shape, and sharpness of the particles. Therefore, unless data corresponding to the specific wear rate of the solids are available, the determination of the wear rate for pipes transporting an uncharacterized backfill is largely guesswork. This paper describes an evaluation of particle characteristics with special reference to particle sharpness so that pipe wear rates can be correlated with solids of different size distributions and sharpnesses.

SYNOPSIS The key reactions of the copper segregation process have been studied with a view to establishing the kinetics of the system. The investigation was carried out using two refractory copper ores from the Zambian Copperbelt in a small-scale, fluidized bed, chloridization reactor. The rate of chloridization of the copper in the ores is compared with the rate of volatilization of the cuprous chloride produced and with the rate of reduction of the cuprous chloride to form segregated metallic copper. In conjunction with available data on the rate of production of hydrogen chloride in a segregation system and with due regard to the conditions applicable in a TORCO reactor, it is concluded that the chloridization reaction is the major rate limiting step of the process. Factors influencing the rate of this extraction step and aspects of its mechanism are examined. The findings have confirmed the validity of the existing theory of segregation and provide insight as to the viability of the system of reactions involved in the copper segregation phenomenon. Experimental results which relate to observations made in the course of TORCO plant operation and segregation studies are discussed.

Because composites offer new solutions to materials problems, they are currently the focus of intense research and development worldwide. However, the natural tendency of users is to remain with tried materials in every situation of material selection. This approach ignores the tremendous advances that have been made in composite materials and their application. These advances enable engineers to tailor composites to suit specific applications such as the demanding needs of mining and industry in South Africa. However, the application of composites, where new and improved components and products are needed or are being developed is often hampered by the limited knowledge and experience of the engineers concerned. This paper presents some of the basic information needed for an appreciation of the terminology, definitions, and properties of various types of composites. It also reviews recent developments in manufacturing technology and product development that may find application in local industries and mining.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry.
