The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

"The transition metals tantalum (Ta) and niobium (Nb) are of significant importance, for example in the nuclear energy sector where they are used as cladding materials, as well as in capacitors and specialized materials. For these applications a high-purity metal is needed. The separation of Ta and Nb is always a challenge since they are found together in nature and have similar chemical and physical properties, resulting in costly and laborious separation processes. A technology that has been used successfully for the separation of these metals entails solvent extraction (SX)1. While separation was achieved in a previous SX study using a sulphuric acid (H2SO4) medium with the extractants diiso-octyl phosphinic acid (PA) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), due to the absence of speciation data for Ta and Nb it is not clear how the separation occurred.One method that might be suitable for determining the speciation of a reaction is molecular modelling. Calculations based on the densityfunctional theory (DFT) are now used not only for light elements and small molecules, but also metal complexes, heavy metals, and especially metal separation in SX2. In this study the aqueous phase used during SX was investigated by studying periodic systems of Ta, as a metal and in salt form, when it is in contact with H2O and H2SO4. The results were used to predict the reaction mechanism occurring during SX. Results showed that (i) in a 1:1 acid-water ratio, the deprotonation of H2SO4 was endothermic, (ii) in a 1:5 ratio deprotonation was exothermic forming HSO4 -, and (iii) in a 1:10 ratio double deprotonation occurred to form SO42- exothermically."

In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

Refractory design remains the most fundamental factor in furnace construction. Refractory design details and proven technology consideration is of paramount importance to come up with an optimum furnace life and to maintain productivity in the life span of the furnace lining. The failure to produce a technically or operationally durable refractory design lining could give rise to pre-mature deterioration of the refractory lining and furnace shell. The premature failure of the furnace lining will lead to extensive heat losses, furnace bath shift, change in taphole orientation and alteration of the Pitch Circle Diameter. A combination of these were experienced at Zimbabwe Alloys? new high carbon ferrochrome furnace. The Zimbabwe Alloys experience has shown an excellent furnace performance in the first two years of operation although signs of an anomaly showed within the first six months of the new furnace. Production slowed down due to induced problems from refractory failure causing furnace distortions impacting on the availability of the furnace and smelting capacity. This paper presents the lessons learnt, measures taken to deal with the premature failure and constraints within which the situation was managed.

The price received for a commodity decreases as the quantity sold increases. all other factors remaining the same. This has been the position with gold since it was demonetized in August 1971. The result is that the marginal revenue per kilogram of gold decreases steadily with increased production. If operating losses are to be avoided, the marginal cost of production must not exceed the marginal revenue. This requirement, although not seriously violated by most invididual mines, is not met by the industry as a whole, resulting in large losses of income to the State and the shareholders. These losses are increasing, and a way of curbing or reversing this trend is described.

Electronic circuits were developed and successfully utilized to record, store, and continuously transmit to a remote station physical information relating to the impacts of pebbles on the shell liners of an industrial pebble mill, and of electrical conduction in the mineral pulp. The information was obtained by the instrumentation of some of the bolts that are used to clamp the liner blocks and litter bars to the mill shell. The features associated with the impact and conduction signals have been interpreted, and it is shown that such signals can lead to continuous measurements of the volume of the load in an industrial mill. Information is given regarding the angular distribution of direct impacts of the pebbles onto the shell liners, the power required to promote impacts, the amount of material in flight, the impact velocity, and the average number of direct impacts with the shell liner that any given pebble undergoes in unit time in the given mill.

The transport of tailings composites provided by different sources is a field of study where a limited amount of research has been conducted. Nevertheless, such systems are important sources of operational difficulties, especially in the case of high clay content tailings. The case presented in the present paper consists of a free surface flow pipeline transporting a composite of two different tailings with high clay content. It has presented operational difficulties such as partial blockages and upstream box and air intake overtopping events. In the present paper, the causes of these difficulties are identified. These include lack of complete mixing of the different tailings, multi-layered flow with low velocity and high yield values with high frictional losses. The pipeline characteristics and performance are analysed in three stages: design, initial operation and enhanced operation, the latter accomplished by means of increasing turbulence in the box located upstream from the pipeline. The last section of the pipeline and another distribution pipeline system located downstream from the pipeline have performed well. The cause of different behaviour of both systems is also assessed.

Dredging is an industry in constant transformation. It has changed tremendously in the last decades. The traditional dredging activity, like construction and maintaining ports and harbours, desilting of drainage and irrigation channels, keeping reservoirs at depths and removing sediments from waterways, is still of importance. However, it is surpassed by other applications of dredging technology. Reclamation is an important example, where large amounts of sand are dredged, transported over large distances and used to make new land for industrial, housing, airport and other infrastructural purposes. Beach nourishment and other protective measurements should be mentioned here as well. Other applications like offshore winning of oil and gas, environmental clean-up, mining of interesting minerals like gold, diamonds, titanium and tin as well as aggregates from inland and offshore deposits are of importance. For all of these dredging applications equipment is required, and with changing circumstances and constraints, the design and use altered significantly. Larger dredging depths and increasing capacities require an impressive scale-up of equipment and tools. A demand for higher accuracy and selectivity set the requirement for a higher level of automation and control in combination with a well trained crew. Operations under more difficult circumstances and with other soil characteristics necessitated the development of new dredging components and systems. A sound basis for all developments was and still is a better understanding of the various dredging processes. This paper will highlight some eye-catching developments in the dredging industry. It will focus on issues in the field of hydraulic transport such as ever increasing capacity and dredging depth, as well as the pumping of large size materials.

In the previous chapters we did not concern ourselves with the fact that the geostatistical properties of the regionalized variable x (z) are affected by the size of the support w. Ideally, when analysing an ore body O, we would like to determine the properties of point values in O, i.e. the properties of a regionalized variable with an infinitely small support, say w°. In practice, point values are never known. To measure the value of x at a point z we must take a sample of size w centred at z. For example, if we are interested in the grade at point z, w will be the volume of the sample 'centred in z; if we are interested in the metal accumulation at point z, w will be the area of the cross-section of the sample centred in z. We say that the measured property is a regularized variable, and so the semivariogram (or covariogram) calculated from the values obtained is also regularized. In the majority of the mining problems which can be solved by geostatistical methods, we are interested in the properties of blocks of ore and of samples with a finite non-point support. It will be shown in the following chapters that these problems can be solved by calculating the average value of the point sernivariogram in volumes or areas of finite dimension, or between such volumes or areas. These calculations would be simple if we knew the point semivariogram. This means that the point semivariogram has to be estimated from the observed regularized semivariogram(s).

A people-centric, systematic approach that involves different stakeholders is considered necessary to successfully address changes associated with modernizing the South African mining industry. In this paper we discuss the inclusion of various South African mining industry stakeholders, particularly the employees, in equipment design and development processes. Data was acquired through a literature review and inputs from South African mining industry stakeholders through focus group discussions, interviews, and an online survey. It was suggested that some of the areas that could be improved by the inclusion of employees in the process are design quality, ergonomics, equipment acceptance by the workforce, safety, efficiency, skills, insight into context of use, and early design iterations and identification of problems. Among the issues considered to be barriers to inclusion were lack of buy-in, lack of resources, difficulty in manufacturers accessing the mines, difficulties in involving too many people, intellectual property concerns, and unavailability of mine employees due to their key responsibilities. Identified critical factors in the equipment design and development process include iterative design, stakeholder participation throughout the process, needs analysis through consultation, and change management. A guideline was developed for worker inclusion in equipment design and development that could be used by the South African mining industry. The study identified several economic and social benefits of including stakeholders in the early stages of design and development. It is recommended that the South African mining industry considers using the developed guideline.

One highly relevant challenge in flotation is the recovery of fine particles. Due to their low inertia, these particles are mostly pushed aside by rising bubbles. Consequently, they typically exhibit low probability for bubble-particle collision and thus, a poor recovery rate. In this work, the trajectories of fine particles in the vicinity of rising bubbles were investigated. The measurements considered a chain of millimetric bubbles in a rectangular container filled with deionized water. The flow field near the bubbles was measured by tomographic particle image velocimetry (TPIV), employing fluorescent tracer particles of 33μm diameter. Subsequently, trajectories of larger particles and bubble-particle collision events are recorded with 4D particle tracking velocimetry using a high temporal and spatial resolution. The results reproduce the well-known collision of particles on the leading edge of a rising bubble. Additionally, collisions on the tailing edge were observed in cases with a low Stokes number. The TPIV results demonstrate, that the high turbulent kinetic energy in the bubble wake allows particles to divert from the fluid streamlines and collide with the tailing edge of the bubble. The tailing edge collision probability increases with the bubble Reynolds number and decreased particle inertia. Overall, the investigation shows that the collision of fine particles in the bubble wake should be considered for the development of further collision probability models. Furthermore, the importance of turbulence on the fine particle flotation was demonstrated. Improvement of post tap hole practices is achievable by mechanized handling of melt during the production of Ferro Chrome, resulting in higher recovery of chromium. The paper deals with modern practices adopted in the production of ferro-chrome since past two decades. The methods and practices deal with various areas : a) Improved method of operating the tap hole by selection of right quality of refractory to maintain the life of tap hole. b) Collection of melt in different types of receptacles like refractory brick lined mild steel ladles, cast steel ladles, cast iron pans being chosen for cost effective and efficient handling. c) Separation of slag and metal, casting of metal, crushing, sizing and stock piling etc. d) Slag disposal and recovery of entrapped metal. The drive behind the above development is continuous improvement, which results in higher chromium recovery and reduces loss of metal in slag by completely mechanized method so as to be at the same level with producers of ferro-chrome in other advanced countries , in the emerging global economy.

The auriferous Carbon Leader reef which is the subject of this study can be subdivided into two types of sedimentological units, each with its characteristic spatial variability. For the longwall mining method applied at Western Deep Levels gold mine, subdivision of the orebody improves the estimation of the actual error variance, but not the grade estimates themselves. This can only be achieved by choosing oreblocks of a size and shape that are maximal parallel to the longwall and minimal at right angles to it, within the limits of mining restrictions. While simple kriging is the only method that gives unbiased results, the difference between untransformed and logtransformed kriging is negligible.

The South African narrow reef hard rock mining industry has been stuck in a time warp with relatively little change in the mining process in the last century. This paper presents a methodology on how to implement change in narrow reef hard rock mining. It then explores a number of technologies that have been introduced into this mining industry and the impact that they have had on the mining process. The author then presents his view on whether the defined change process has been followed and sets out to identify the most critical aspect of ensuring that change is successfully implemented. Future demand will also be speculated on.

Sampling in a continuous flotation plant is always a challenge as these plants are meant for production and not research work. The continuous flotation operation used in this work produced three sets of data: the first was based on overall plant performance, done by sampling the feed, concentrate, and tails; the second was based on the roughers row cell-by-cell; the third set of results came from the cleaners/recleaners row cell-by-cell. The highest recovery results in all sets of data obtained lie in the particle size ranges of 40 μm and 100 μm, which is in agreement with results by other researchers in the same field. King’s theoretical (model) recovery proved to be able to fit the experimental data but there is still room for improvement as the sum of squared error ranged between 400– 1200. Data obtained in continuous flotation operation could be used with batch flotation test-work to characterize scale-up of flotation cells.
