Your Council has pleasure in submitting its report for the year ended 30th June, 1969. COUNCIL The following served as Office Bearers during the year under review: Messrs. R. C. J. J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. Goode and twelve papers which were published in the Journal during the year are listed below: August, 1968: Presidential Address: "The Institute-In retrospect and prospect." September, 1968: "Rotary mill liner practice in the South African gold mining industry," by J. H. French and O. E. Lissner.

This paper describes the integration of the mineral resource management philosophy within strategic long term planning at Anglo Platinum Limited. Consideration is given to the philosophy, processes, techniques and supporting systems.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

Occupational noise-induced hearing loss (ONIHL) is associated with various risk factors in South African mines. We investigated the association between standard threshold shifts (STSs) and exposure to noise and platinum mine dust (PMD), using demographic data, five years of annual audiometry screening results, and noise and dust exposure data. Miners’ age, sex, percentage hearing loss (PLH), and dust and noise exposure data were gathered, and a linear mixed effects regression model used to predict STS. Average occupational exposure levels to noise and dust were calculated from recorded measurements. A total of 12 692 records were analysed. Most miners were male (89.6%) and more than 50% were younger than 41 years. More than 70% were exposed to > 85 dBA noise and 58% were exposed to 1.5–2.99 mg/m3 PMD. Changes in hearing levels ranged from 8.3 dBHL at baseline (2014/2015) to 10 dBHL in 2016 (STS), with no changes thereafter. The model showed that the estimated effect on STS for males was 27% and 21% higher than for females, for the left and right ear, respectively The estimated effect of age, PLH, noise exposure and years of exposure on STS was < 10% for each variable. There was no statistically significant association between PMD and STS. The combined effects of age, sex, years of exposure to noise, and noise exposure levels, and strength of associations can be used to predict STS for this group of miners. Our findings may be used to measure the efficacy of the mine’s hearing conservation programme.

Approximately 20% of current world copper cathode output is produced using a hydrometallurgical process route, generally referred to as the leach–solvent extraction–electrowinning flowsheet. Since its commercialization in the late 1960s, steady improvements in the performance and efficiency of the solvent-extraction reagents and equipment, combined with significant developments in leaching and electrowinning, have made an ever-widening range of ore types amenable to this technology. Following successful implementation on all major continents, a large proportion of growth in recent years derives from the re-emergence of copper solvent extraction in the Central African Copperbelt. This review provides a brief history of the development and evolution of copper solvent extractants and mixer-settler contactors, and the significance of the Copperbelt region in achieving commercialization and acceptance of the technology. The opportunities and challenges presented by the abundant high-grade oxide ores of the Copperbelt are contrasted with the processing of solutions derived from the low-grade mixed oxide–sulfide ore bodies that are prevalent in other geological regions. The current status of hydrometallurgical copper production in the African Copperbelt, within a global context, and a medium-term outlook for the technology are discussed.

In this paper, a methodology for a computerised recognition of joint sets on 3D point cloud models of rock masses is presented. The process starts with classifying joints on a 3D rock mass surface through training a deep network architecture and validated using manually labeled datasets. Then, individual joint surfaces are identified using the Density-Based Scan with Noise (DBSCAN) clustering algorithm. Subsequently, the orientations of the identified joint surfaces are computed by fitting least-square planes using the Random Sample Consensus (RANSAC). Finally, the joint planes are classified into different joint sets, and the dip direction and dip angle for each set are calculated. The performance of the proposed methodology has been evaluated using a case study. The results show that the presented procedure is fast, accurate, and robust.

The BCL furnace is scheduled to restart operations after being placed on care and maintenance in 2016 due to depressed nickel prices. The decision to start operations after such a stoppage ought to be led by a techno-economic evaluation of process options to make operations more resilient. For BCL, the decision lies between using the existing flash-smelting furnace (FSF) or a top-submerged lance (TSL) furnace. Available studies show that the FSF combined with other converting technologies is cheaper to operate; however, such studies are based on flowsheet simulation results of single copper concentrates and therefore do not provide a full scope of practical capabilities based on smelter operator skills. Using a t-test on normalized prior operational data from three Cu FSF and two Cu TSL, it was found that the only statistical differences between the operating costs of the FSF and TSL technologies are in the coal use for heating the feed blow and number of rebuilds: the FSF consumes coal to heat the feed blow and the TSL requires 2.4 rebuilds during a course of a single FSF campaign. A summative operating cost comparison over the existing BCL FSF 11-year life shows that BCL can decrease operational costs by some BWP 55.5 million if the operation were to change to the newer TSL technology. The savings derive from reduced coal use, which is normally associated with heating the blow when using the FSF. Despite the TSL carrying added costs of 2.4 rebuilds during a life time of one FSF furnace campaign, the cost associated with the TSL rebuilds of approximately BWP 1.3 million is minimal compared with the overall operational expenditure decrease that BCL will incur on using the TSL technology. In terms of the technology, BCL can have higher Ni–Cu recoveries at lower operational costs by elimination of Ni–Cu losses and eliminating the slag-cleaning furnace by converting to a TSL furnace.

Ores from a single deposit may exhibit extensive variability in their mineralogy and texture. The ability to quantify this variability and link it to mineral processing performance is one of the primary goals of process mineralogy. This study focuses on the effect of alteration in three platinum group element ore samples from the Great Dyke in Zimbabwe – two of which were more pristine compared to the third, which was locally classified as ‘oxidized’ ore. These ores are known to be characterized by varying degrees of alteration, resulting in numerous challenges in flotation and affecting both grade and recovery. Alteration, by near-surface oxidation, of the valuable base metal sulphides and platinum group minerals resulted in lower flotation recoveries of Cu, Ni, Pt, and Pd. Evidence of incipient oxidation was more readily observed in the base metal sulphide assemblage than the platinum group mineral assemblage, even though the loss in recovery (because of oxidation) was most significant for Pd. Alteration through hydration resulted in a significant increase in mass pull and dilution of concentrate grade through the inadvertent recovery of naturally floating gangue comprising composite orthopyroxene and talc particles. In this study, the amount of naturally floating gangue was more strongly correlated with the talc grain size distribution than the grade of talc in the flotation feed. The oxidation and hydration alteration reactions are not necessarily mutually exclusive, although one may be more dominant than the other, giving rise to ore variability.

Eccentric High Pressure Centrifugal Comminution (eHPCC) is a novel comminution device that provides a single step to achieve a desired target grind size. The mechanisms within the unit mirror particle breakage that is akin to high-pressure-grinding rolls (HPGR) and high-intensity-attrition with air classification. eHPCC receives lump and can produce a product P80 such that the progeny are at or less than natural grain size of the feed. The unit operates in either closed or open-circuit. The grinding zone is dry and free of steel grinding media. This paper presents evidence of eHPCC-2 capable of selective and preferential mineral liberation. A recent test campaign on a blend of underground quartzgold- vein ore was completed. The feed to eHPCC-2 trial was SAG mill trommel oversize (low-grade pebble rejects). eHPCC-2 operated open-circuit with air-fluidisation in the rotating-grinding-chamber, classifying particles based on terminal velocity of the air-swept product particles, displaying size and mineral composition classification taking place at the same time. There is an opportunity for future industrial research targeting eHPCC as an advanced integrated comminution and classification technology. The southern African region has a high concentration of mineral resources and supplies much of the world?s platinum demand. As a result, the international community watches South Africa to understand the impact of supply on global markets. An analysis of supply certainty and risk plays a key role in the future of growing demand in various sectors. The southern African platinum industry experienced substantial growth in the early part of the 21st century, resulting in bullish forecasts for growth during the period of 2000?2006. However, southern African platinum producers saw a significant drop in production over the following three years as a result of many dynamic factors in operations and the global economy. Between 2006 and 2009 there was a million-ounce shortfall between forecast and actual production. This was raised as a concern at the Fourth International Platinum Conference in 2010 by Stephen Forrest during his keynote address, specifically regarding the lack of understanding in the market of the causes of this shortfall and any action that was being taken to address them. This paper reviews publicly available information in the media and corporate reports and communications for the period January 2006 to December 2009. In addition, several interviews were held with key stakeholders in the industry to provide further perspective. The paper then highlights the main reasons that are reported to have affected the loss in production over the period and discusses the possible implications of the information that the mining industry does and does not disclose regarding platinum supply.

Despite their inadequacy, assumptions of isotropy and homogeneity are often applied to the analyses of in situ permeability tests. In this paper, we exam the effects of anisotropy and heterogeneity on Pressure Pulse Test (PPT) and Constant Head Injection Test (CHIT) by means of numerical approaches. Some new findings that offer practical considerations in properly interpreting in-situ permeability tests are presented. Malgré leur manque de précision inhérente, les assomptions d&apos;anisotropie et d&apos;hétérogénéité sont souvent utilisées lors de test de perméabilité in situ. Dans cette étude, nous examinons les effets de l&apos;anisotropie et de l&apos;hétérogénéité sur le test par pression pulsée et le test à injection à charge hydraulique constante par le biais de la simulation numérique. Des nouveaux résultats permettant une interprétation pratique et claire des test de perméabilité in-situ sont présentés. Trotz ihrer inhärenten Ungeeignetheit werden häufig Annahmen über Isotropie und Homogenität auf Analysen von in-situ Permeabilitätstests angewendet. In diesem Papier untersuchen wir die Effekte von Anisotropie und Heterogenität auf Durck-Impuls-Test (PPT) und Konstant-Kopf-Einspritztest (CHIT) mit numerischen Ansätzen. Einige neue Befunde, die zu praktischen Erwägungen zur richtigen Interpretation von in-situ Permeabilitätstests führen, werden vorgestellt.

Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

Reprocessing of historic gold tailings is a common activity in South Africa, while base metal tailings offer similar reprocessing potential. The historic base metal tailings of the Namib Pb–Zn mine (Erongo Region, Namibia) still contain valuable resources of Pb and Zn in carbonate-rich matter. Micro-analysis of primary ore minerals identifies some galena as argentiferous and sphalerite as the principal host of Cd. This study demonstrates that knowledge of primary ore mineralogy helps to reveal the hosts of valuable commodities (Ag, Cd) and that field-portable X-ray fluorescence tools allow precise and accurate determinations of major and minor elements like Zn and Cd in such carbonate-rich material. Although there are limitations to directly determine the contents of certain element (i.e., As, Sb, In), linear correlations allow prediction of the likely abundance of these elements. Providing that the inter-mineral and inter-element relations are understood and there is consistency in sampling and analytical methodology, portable X-ray fluorescence analysis is an effective method to evaluate the chemical characteristics of base metal tailings for a range of major and trace elements.

Falls of ground (FOG) still account for around 35 per cent of all fatalities in underground southern African mines. To help reduce FOG, appropriate support technology needs to be implemented, and a mindset and cultural change are required to make a significant change. Discipline plays a major role and needs attention, whilst appropriate first-world support technology is available to assist in the reduction of injuries and the improvement of productivity. Section 54 mine stoppages due to FOG are costly. Appropriate support should reduce these unnecessary stoppages. Coal mining has adapted leading support technologies over the years. Platinum and chrome mines have shown significant moves towards adopting leading and appropriate support technologies, seeing noteworthy changes in injury statistics for the better. In typical conventional underground mining operations, the use of temporary support components offers some protection to workers while the permanent and generally more elaborate support systems are installed or constructed. Nonetheless, FOG continue and still result in injuries to people. The author wishes to explore the options and practicality of making use of new-generation support products and technology to provide not only safer support operations, but to also enhance productivity at the working faces.
