The Wednesday morning session was opened by President Joe Ward at 9:30 a.m. He complimented Walter Mueller, Program Chairman, for the excellent job he did as head of that very important committee. He also thanked all those on the various committees, speakers, and all who participated in making the 1972 meeting a success. He called on William S. Landers, Chairman of the Auditing Committee, to give his report. He read the report and asked for a motion of approval. Motion was made, seconded and approved. (See Treasurer's report on page 5.) A. E. Pagnotta of the Resolutions Committee read their report as follows: RESOLVED: Whereas, since the 67th Regular Meeting of the Rocky Mountain Coal Mining Institute. held at Park City, Utah, the Institute and the coal mining .industry has suffered the loss through death of service and fellowship of the following members: W. The Fourth Session of the Forty-Sixth Meeting of the Rocky Mountain Coal Mining Institute convened at the Hotel Colorado, Glenwood Springs, Colorado, June 21, 1950, at 9:30 a. m., G., E. Sorenson, President, presiding. PRESIDENT SORENSON: The meeting will conic to order, please. Gentlemen, we have quite a program this morning, so we had better push this thing along. Be fore we start this morning, I would like to ask Mr. Davis if he wouldn't come up and say a word or two for us. He is the editor of Coal Age. Mr. Davis. MR. DAVIS: This is quite an unexpected honor. I didn't know that I would be called on to speak to you. It will be brief, but very sincere. I have enjoyed every minute of my stay here with you people in the west. It is my first visit out this way, and I have enjoyed every minute of it. I have two more weeks to go out here, and I will probably see a lot of you in your own back yards.

MR. McKEEVER: I think we had to start some- where. The proceeds of the beltbuckles and hard hat stickers will certainly be a beginning in a scholarship for some of our young people. And maybe, you know we might even get one of them sometime to go to the University of Oklahoma. A few years ago the luncheon speaker for tomorrow, Brooks Mitchell, got a few of the mine presidents together and we spent a full five hours of just dedicated listening to Carl Terzian. We listened basically on three subjects: how to work with the media, how to work with image, and how to identify with our political systems and those who are in them. I remember that as one of the turning points in my perspective on how our system really works. This gentleman who will be addressing you today, Mr. Terzian, will be conducting about a three-hour session tomorrow. And it's a shame that our other activities will not allow some of the golfers to probably be there. Those of you who can come to the session tomorrow morning will find it most rewarding. A little bit later on we will also have a panel session. And I see all of the panelists are here except for Bob Golten, but I understand that he is registered. We should have a full afternoon session with Charlie and his panel. When we started working on this, we naturally went back to Carl Terzian to give us some guidance. If there is anything wrong with your session, it's my fault because he knows how these should be done and he guided us along the way. One thing that I am sorry, it wasn't his fault necessarily, is that Harry Reasoner will not be with us for lunch tomorrow. Brooks Mitchell is going to make all of the PR he can out of the fact that Harry got scratched and he got in place for him. Brooks gave me one comment along that line. He said, "Do you know what you get when you cross a gorilla with a computer"? Of course I bit on that. He said. "Well, you get a Harry Reasoner." A little over a month ago I was invited out to California to Woodbury University at Carl Terzian's insistence. I happened to be sitting by one of his vice presidents. It was a formal affair. We had to wear tuxedos and everything and Mr.Green was sitting there and he said, "You know," he didn't know who I was at that time, but he said, "You know Carl really didn't want this formal affair. Said he had a couple of friends coming from the coal mining industry and they wouldn't know what to do with tuxedos." So with that Carl, we will start this little session and it's your mike. MR. TERZIAN: Thank you very much Ira. Let me begin by expressing my appreciation to the men and women of the Institute for allowing me to be here. I'm deeply concerned about my reputation, my image and don't want you to get the inference that I am responsible for Ira McKeever's image. Nobody could be responsible for that! But it is a great case in point that we all should be concerned about our images. I guess tomorrow morning from about 8:30. a.m. to about 11:30 a.m. we are going to do a? hopefully, a productive and very pleasant expertence for all of us in this growing field and great interest that people have in the area of image. I happen to be from Los Angeles. I have a national firm which has handled about 600 corporations', over the years through the areas of public relations,' community, civic involvement all built around a strengthening and safe guarding our precious, free enterprise system. And the message that I hope to give you, as you will be eating your lunch today, is really not so much about the image of individuals but as the attitudes built on what Bill Banowsky

This tipple differs from the ordinary tipple only in that it embodies numerous refinements for grading and otherwise preparing the coal. Coal from the mines is delivered to the tipple over a surface tram. There are two tracks for loads, which will hold about forty cars, and one track for empties which will hold about the same number. The loads are fed to the dump by gravity from both tracks and are controlled by two squeeze blocks. These blocks are of the type originally designed by Mr. W. J. Elwood, but unlike the original blocks which were of wood and operated by hand levers, are built of steel and operated by com¬pressed air at 100 pounds pressure. They are capable of holding securely twenty-four three-ton cars on a grade of 2.5%. The dump is of the complete revolving type and has a capacity of five cars per minute. After being dumped the empty cars go to the usual kick-back and onto the empty track by gravity. The hopper under the dump has a capacity of approximately fifteen tons, and the coal from this hopper is fed to the shakers by a reciprocating feeder. The screens are of the usual shaker type. They are eight feet wide, seventy-two feet long in two sections, balanced, pitch 12° 30", travel six inches and the eccentric shaft makes 100 revolutions per minute. The upper section of the screen is shorter but heavier than the lower section, and contains the slack and nut screens, consisting of plates with 1 5/8" and 3" round perforations respectively. The lower section contains plates with 4 ½ ", 6" and 8" round perforations respectively, from top to bottom in the order named. The shaker is so arranged that nearly all changes for making the different sizes of coal are made by merely shifting levers. The most complicated change has been made in two and a half minutes; most of the other changes can be made in less than one minute and some of then without stopping the shaker. One of the refinements is what we call the degradation screens. Just before the coal leaves the shaker it goes over a screen with 1 3/8" round perforations, which takes out the fine coal made while the coal is going over the other perforations. This fine coal goes into hoppers and onto the degradation conveyor and to the slack chute. The different sizes of coal, excepting the slack, are delivered by the shaker onto three picking tables. These tables are horizontal for twenty-four feet and then hinged to form the loading booms, so that each picking table forms a unit of continuous conveyor. Centrally located under the picking tables and under the floor, is the refuse conveyor which runs at right angles to the tables. The impurities picked from the coal are dropped into openings in the floor and onto this conveyor, from which they are discharged into a bin of 100 tons capacity. From this bin the refuse is loaded into railroad cars through a gate. The slack may be loaded directly into railroad cars through a chute from the hopper under the shaker, or it may be conveyed to the rescreener. Gates are provided by which all or any part of the slack may be loaded either directly into railroad cars or conveyed to the rescreener. The rescreener is a shaker four feet wide with sixteen feet of plate perforated with 3/4" round holes. The framework is wood, the pitch is 5° and it is driven by eccentrics having a 5 3/4" throw running 143 R.P.M. It is hung on 1"x10" ash boards, rigidly fixed at the support and on the shaker, so that the spring of the boards allows for its movement. The eccentric rods are also of ash, rigidly fixed and spring to allow the movement of the eccentrics. The dust going through this shaker drops into a bin of 80 tons capacity and is loaded into railroad cars

The third session of the Rocky Mountain Coal Mining Institute was called to order by Edward G. Fox, President of the Bitumious Coal Operators' Association, Washington, D. C., at 9:M A.M. He stated he had enjoyed being present at the Institute the past two years, and was honored to be asked to preside at this morning's session. Mr. Fox introduced Cloyd M. "DOC" Smith, Vice President of World Mining Consultants, Inc., Washington, D. C., whose talk, "World Trade in Coal" was illustrated with a number of graphs. (See Index.) M. E. "Shorty" Wade, Assistant Purchasing Agent, Kaiser Steel Corporation, Fontana, California, was introduced and gave a paper on "What Is Required to Realize Profits Through Purchasing." (See Index.) Mr. Fox suggested that all members take an active part in their association. He stated that much more can be done in association work than as a lone wolf. He urged all to support their organization and stay with it. It is for each member's good and not for the good of a few. Carl G. Schilbe, District Manager, Jeffrey Manufacturing Company, Columbus, Ohio, was introduced, and he presented a paper on "Results of a Study in Belt Idler Design -The Perma-Seal Idler." This paper was illustrated with a number of slides. (See Index.) "Operation of A-C Mines," was the topic covered by W. C. Painter, Service Engineer, Joy Manufacturing Company, Price, Utah. (See Index.) Each of the papers was well received, and presented a number of things valuable to all who heard them. Mr. Fox then turned the meeting back to President von Storch who read several announcements of committee meetings, and the meeting was adjourned at 11:30 A.M. for an afternoon of recreation before the banquet and dance that evening.

The Wednesday morning session was opened by President Max Robb at 9:30 a.m. He thanked the various committees, speakers and all participants in making the 67th meeting a success. He called on David M. Lane, Chairman of the Auditing Committee, to give his report. He read the report and asked for a motion to approve it. Motion was made, seconded and approved. Duncan, Chairman of the Resolutions Committee, gave his report, which follows: RESOLVED: WHEREAS, since the last convention of the Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry generally has suffered the loss through death of the services and fellowship of: Kenneth G. The Tuesday morning session opened at 9:00 a.m. and was presided over by John Peperakis, Manager Sunnyside Mines, Kaiser Steel Corporation, Sunnyside, Utah. It consisted of a Round Table. The first speaker was Mr. G. A. Bennewitz, Market Director - Fuels - Denver & Rio Grande Western Railroad, Denver, Colorado. Subject - "Transportation." Mr. Gary Bennewitz has been a Market Director of the Rio Grande R.R. since February 1968. He joined the D&RGW in 1966. Mr. Bennewitz has a degree in Civil Engineering from The Cooper Union in New York City. Following graduation, he spent two years working with a consulting soil engineer. He then went to work for the New York Central R.R. as a Structural Engineer and Transportation Economist. He also had a year's stint at the Port of New York Authority before moving to Denver. His paper today deals with some of tile economic factors inherent in the development of an efficient, economic unit train system. His experience in this vein includes trains operating from the Sunnyside Mines, of Kaiser Steel, the coal delivery system to Geneva Works of U. S. Steel, and from the facility of Mid-Continent Coal & Coke Co. at Carbondale, Colo.

The Tuesday morning session of the Rocky Mountain Coal Mining Institute was opened at 9:00 a.m. by Bob von Storch, in the absence of the President. Mr. von Storch appointed the following new members to the Resolution Committee in the absence of three of the members: Albert Keenan, E. S. O'Connor and Howard Crandell. This committee was asked to be ready to report at the Wednesday morning session. Mr. von Storch then introduced Lyman Fearn, State Mine Inspector for the State of Wyoming, who presided over the morning session. Mr. Fearn introduced the first speaker for the morning, Louis A. Engstrom, Engineer at Kemmerer Coal Company, Kemmerer, Wyoming, who delivered a talk illustrated with slides in the absence of Mike Zakotnik, Jr., who was unable to attend. (Please refer to the index for printed text of this paper.) The next paper, "New Horizons -Coal for the Steam Plants of the West," was delivered by Don Newberry, superintendent of the Castle Gate Mine of the Independent Coal and Coke Company, Castle Gate, Utah, in the absence of W. J. O'Connor. (Please refer to the index for printed text of this paper.) Bob von Storch then introduced Edward G. Fox, President of Bituminous Coal Operators' Association, Washington, D. C., who delivered a paper on "A New Era in Labor Relations."

The sixth Annual RMCMI Mine Rescue Evaluation was held during the 1997 Institute convention at Sheraton Steamboat Resort, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Gary Cook, is one of 18 committees of the Institute. In 1997 the largest number of teams participated in the program. There were nine: BHP Minerals - La Plata Mine, BHP Minerals - Navajo Coal Co., BHP Minerals - San Juan Coal Co., Bridger Coal Co., The Coteau Properties Co., General Chemical Co., The Sabine Mining Co., Solvay Minerals and Western Energy Co. Professional evaluators who provided challenging scenarios for the 80 participants were Jack Knight of Milton, Florida; Wilson Begay, Chris Saxon, and Gaylon Yazzie all of Western States Security; Mary Bailey, Bailey Associates; Tom Bass, California Department of Corrections; and Art Saenz, BDC. Seven members made up each team plus one or more trainers and represented the states of Montana, New Mexico, North Dakota, Texas and Wyoming. Ten different scenarios were presented during the two day evaluation. Each team was given the pertinent information to solve the problem as they assembled at the site. Mine Rescue families and friends participated as victims providing realistic scenarios to simulate the stress of an actual rescue incident. Each team was unaware of the circumstances until arriving at the various scenes in and around the Sheraton resort. [ ] These teams are providers of prompt rescue and medical care for accident victims at their respective properties. The members act with immediate and professional knowledge to save lives and prevent further injuries. Sponsors who contributed financially to the 1997 program are: Argo Industrial, Antelope Construction, Fisher Safety Supply, Flanders Electric Motor Service, Inc; Intermountain Electronics, Inc.; King Energy Services, Inc.; Rocky Mountain Electric Motors, LS.; TerraMatrix and Triune Inc. On Saturday evening, June 28, a reception was held for all mine rescue participants and spouses who had advance registered for this social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue participants and registered families attended the Monday night country western reception and Bar-B-Q. This was followed by an adult western melodrama. [ ] Glass awards with the RMCMI logo and a Mine Rescue figure were presented at the Tuesday Mine Rescue buffet breakfast to all nine teams, each of which had achieved proficiency at level 3. Captains of the teams pictured below are (from left standing): Ron Neff, BHP-San Juan; Ted Laughline, Bridger, Terry Davis, Coteau; Jim Knutson, General Chemical (from left kneeling): Dan Allerdings, Rosebud; Ron Miller, BHP-Navajo; Jonathan Sorrell, BHP-La Plata and Ray Blaisdell, Solvay. Gary Cook is to be commended for his solo last minute supervision of the Mine Rescue program, due to Becki Beam's unavoidable absence. The teams look forward to the 1998 convention at Snowmass Village Resort, Colorado Thursday and Friday, June 25 and 26.

FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The following resolution was next presented by the Secretary and upon motion, duly seconded was carried by a unanimous vote: WHEREAS, it has come to the knowledge of this Institute that the Coal Mining Course of the Colorado School of Mines has been abolished; and

Up until a few years ago most of the electrical equipment used in the mines of this country was developed for industrial purposes and was adapted for use in mines by slight modifications. It became apparent, however, that mining conditions differed widely from most industrial applications and it became necessary to design and develop apparatus, particularly suited for use under mining conditions. Most of the electrical apparatus used in mines today, however, does not owe its success entirely to mining development, but in many cases developments in other branches have been taken and improved upon and modified to meet mining conditions. Power Plant: In the earlier days the power plant for the production of electric power usually consisted of fairly small belt driven direct current generators operated from reciprocating non-condensing steam engines. Today where possible the mines purchase power from central stations and where not possible it is ususally produced from turbine driven plants using non-condensing turbines for the smaller plants and condensing turbines for the larger plants. The bad water conditions at many of the coal mines in this country is, responsible in a large measure for the high cost of upkeep and repairs in isolated power plants. This feature with the type of labor available makes it difficult to operate an isolated plant condensing except in the larger mines where water conditions are good and the apparatus can be taken care of. The geared turbine is a particularly simple and rugged piece of apparatus and requires very little attention over long periods of time. Hoists: The first electric hoists to be installed used various types of motors designed for railway or industrial purposes, and the control furnished was far from satisfactory. Today most of the mine hoist motors are of the alternating current type, especially designed for hoisting service. The control for motors of 200 H. P. or over is usually of the magnetic of liquid rheostat type, and as built today will operate over fairly long periods with a very moderate cost of up-keep. Hoists of 1000 H. P. or larger are usually of the direct current type using field control and receiving power from a flywheel or synchronous M. G. set. Hoists of this type have made remarkable records in regard to continuity of operation and low cost of up-keep. Where high speed operation is desired in either coal or metal mines, the D. C. equipment using field control and a separate M. G. set to supply power to the hoist motor is not only the safest and most economical but in many cases is the only type of equipment capable of satisfactorily obtaining the output required. A number of improvements have been brought out with the field control scheme in connection with the acceleration, retardation, overfeed and overwind of the hoist. With these new developments the hoist operator can no longer abuse the hoist by improper manipulation of the control handle. Until a few years ago the matter of safety devices was not given much consideration when installing hoisting equipment. The eighth annual RMCMI Mine Rescue Evaluation was held during the 1999 Institute convention at the Crested Butte Marriott Resort, Colorado. [ ] Elliott Tsosie, Mary Rowell, Janna Aune, Guy Horton, Art Saenz and Bill Balaz were pleased with the 1999 Mine Rescue Program, The Mine Rescue committee is but one of 17 volunteer committees; this one co-chaired by Bill Balaz, Elliott Tsosie and Janna Aune. There were three evaluators, Art Saenz, Western Environmental; Mary Rowell, ProCare and Guy Horton, Horton Rope Rescue. Nine teams participated and brought 89 participants, 26 spouses, nine children and five teens. The teams were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, NM; Bridger Coal Co., Rock Springs, WY; The Coteau Properties Co., Beulah, ND; Northwestern Resources, Jewett, TX; Powder River Coal Co., Gillette, WY; Solvay Minerals, Green River, WY and Western Energy Co., Colstrip, MT. To observe were members from Centralia Mining Co., Centralia, WA. [ ] Evaluators: Mary Rowell, Guy Horton &Art Saenz The three professional evaluators provided challenging scenarios for the Mine Rescue participants on the grounds of the resort property. Some attending convention were alarmed to see stretchers with "victims" and phoned the hotel switchboard to report the catastrophe. Team members had no prior knowledge of what the scenarios might be and derails were provided only as they arrived at the scenario location, with one exception. Seven to ten or more articipants make up each team. Some teams also ring an alternate and team trainer. For identification purposes, the "victims" wore white shirts emblazoned both front and back with a red VICTIM designation. There was a staged demonstration by three response teams who had not previously worked together. This was enacted on the convention floor following a Technical Session meeting attended by about 200 members. Three response teams from BHP's Navajo and San Juan Mines together with Coteau Properties' Freedom Mine provided a demonstration of their response skills. For never having worked together before, they presented a very professional enactment. This is described at length in the Welcome Session copy. Training sessions were held Saturday and Sunday to enable the teams to prepare for the scenarios. A swap meet was Saturday evening for teams to swap hats, shirts, belt buckles, stickers etc. Each participant received a royal blue golf shirt and ivory cap with royal blue bill. For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. ARTICLE I - General Section 1. Name. The name of the corporation shall be The Rocky Mountain Coal Mining Institute. Section 2. Objects and Purposes. The objects and purposes of The Rocky Mountain Coal Mining Institute and the nature of the business to be carried on by it are as follows: (a) To sponsor educational programs pertaining to coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules and regulations pertaining to coal mining, and other energy related issues. (b) To disseminate to the public and to educational and scientific institutions knowledge, and the results of study and research into recent developments in coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules, and regulations pertaining to coal mining, and other energy related issues. (c) To do and engage in all lawful activities that further or are consistent with the preceding objects and purposes of the corporation. Section 3. Nonprofit Corporation. This corporation shall operate as a nonprofit corporation under the laws of the State of Colorado. ARTICLE 11- Principal Office and Corporate Seal Section. 1. Principal Office. The principal office and place of business of the corporation in the State of Colorado shall be in the County of Jefferson, Colorado, or at such other location as the Board of Directors may from time to time determine. Other offices and places of business may be established from time to time by resolution of the Board of Directors. Section 2. Corporate Seal. The seal of the corporation shall be inscribed with the name of the corporation, the year of its incorporation, and the words "Colorado" and "Seal," and shall be in a form approved by the Board of Directors, which may alter the same at pleasure.
