Objective: To develop and test a training program that enhances the hazard recognition skills of underground limestone miners. This program can help job performance and lead to enhanced safety in the underground workplace.

During 1990-2001, a total of 518 fires occurred in all metal/ nonmetal mining categories; 296 of those fires caused 308 injuries and 4 fatalities. Surface operations had the most fires and the highest injury risk rate values. Forty-five fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. In the future, many of these fires and injuries might be prevented or detected and extinguished at their earliest stage by improving current fire safety procedures, adopting existing/ improved fire detection and suppression technologies, and/or developing new technologies. Several strategies for reducing and/or preventing the number of fires and fire injuries follow. I. Increase vigilance, improve safety procedures, and develop new technologies in order to prevent fires and injuries caused by fame cutting and welding operations. 2. Improve equipment hydraulic/fuel/electrical systems inspection programs; adopt fire-resistant hydraulic fluids and electrically powered motors for use in underground mines; develop new technologies (equipment/cab rapid fire detection/ prevention/suppression systems, emergency line drainage systems, and fire barriers); adopt an optimal ground level location for the activation of emergency systems; improve operator's fire preparedness training programs; and develop effective and rapid local firefighting response capabilities. 3. Adopt existing/improved systems for continuous and early detection of combustion gases and smoke along beltlines. 4. Adopt existing/improved technologies for monitoring equipment (beltlines) operational functions. 5. Increase vigilance and adopt improved safety procedures for handling f amenable liquids and refueling fuel in the vicinity of heat sources.

The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA), U.S. Department of Labor, employees who serve as accident investigators for serious accidents and fatalities as part of their job duties. The subjects responded anonymously during a workshop on stress. The subjects consisted of randomly selected individuals, representative of locations across the country and representative of all mining commodities: coal, metal, nonmetal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalization, and reduced personal accomplishments. The average results of the scores for each of the three subscales fell in the moderate range for the study group of MSHA accident investigators. The scores within the moderate range show that the subject population was at the lower end of the range for emotional exhaustion and depersonalization, tending toward a lower burnout risk, while the group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. It is concluded that overall this group is at moderate risk for burnout, and the authors recommend follow-up with this population.

The cheapest method of handling gravel in placer mining operations is by hydraulic mining . In working gravel deposits by hydraulic mining , it is essential that an abundant supply of water under sufficient head can be economically developed and that there is sufficient grade for sluice boxes and for disposal of the tailing . Without dumping facilities , simple hydraulic mining is an impossibility . The cost of hydraulic mining may range from 2 cents a yard under favorable condıtions to 12 or even 20 cents under less favorable conditions and to 35 cents or more a yard in Alaska , according to conditions of operation , and if frozen gravel is encountered . When it is necessary to elevate gravel , the costs may exceed 60 cents a cubic yard . When the natural conditions do not permit of hydraulic pining proper , other methods of elevating the grade are employed , some of which are described below . Bucket dredging has replaced hydraulic mining in importance in California and other states where hydraulic mining was once extensively carried on , and is by far the cheapest method of elevating gravel when mechanical methods are required and the physical conditions are suitable for dredging . Dredging costs vary greatly under the different conditions encountered , and the total amount of gold to be recovered must of course be enough to warrant the cost of a dredge installation . Workers who perform routine welding tasks are potentially exposed to fume that may contain manganese. Manganese may cause respiratory problems and is implicated in causing the occurrence of Parkinson-like symptoms. In this study, a field colorimetric method for extracting and measuring manganese in welding fume was developed. The method uses ultrasonic extraction with an acidic hydrogen peroxide solution to extract welding fume collected on polyvinyl chloride filters. Commercially available pre-packaged reagents are used to produce a colored solution, created by a reaction of manganese(II) with 1-(2-pyridylazo)-2-naphthol. Absorbance measurements are then made using a portable spectrophotometer. The method detection limit and limit of quantification (LOQ) were 5.2 mg filter-1 and 17 mg filter-1, respectively, with a dynamic range up to 400 mg filter-1. When the results are above the LOQ for the colorimetric method, the manganese masses are equivalent to those measured by the International Organization for Standardization Method 15202-2, which employs a strong acid digestion and analysis using inductively coupled plasma-optical emission spectrometry.

This paper introduces the fracture mechanics approach—a unique way to predict the stability of a coal mine panel. The technique uses analytic equations to calculate the stress, strain, and yield characteristics of coal support systems. It uses fracture mechanics to model almost every type of mine support structure. Another feature is a method that incorporates field-tested knowledge into the analytical analysis. For example, this technique can model the yield characteristics of a coal seam by combining empirical pillar strength equations into the analytic analysis. It may be possible to simulate multiple-seam mining by incorporating subsidence methods into the analysis. The method is simple and quick, which makes it attractive for stress analysis software. It should be more accessible to those in the mining industry who do not have expertise in rock mechanics or numerical modeling. Although the purpose of this research is for modeling coal mines, it should be adaptable to any mine in a tabular deposit.

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. 1. Summary This investigation is concerned with description of the loading function at the underground coal face, and the identification of varia¬bles - geological, geometric, mechanical, and operational - that affect the loading function. The immediate objective of this work was to provide information for operations-research studies as applied to underground coal mining, and the broad objective was to provide guide¬lines for planning and equipment selection in underground coal mining. The loading function was expressed as -a statistically-developed linear mathematical model. Originally, fifteen independent variables were considered which potentially could have influenced the loading function. These variables were constructed on the basis of measurable or estima¬ble geometric and geological properties at the working face, mechanical characteristics of the mining machine, and certain operational proce¬dures of mining. The original model explained 64.0 percent of the experimental variation. The final condensed model explained 54.1 percent of the experimental variation in terms of only five indepen¬dent variables, namely: 1. Ratio: width of cut/total width of cutter 2. Ratio: height of cut/diameter of cutter 3. Total horsepower of cutter-drive motors 4. Rotation speed (RPM) of cutter 5,. A subjective estimate of machine quality and operator skill Certain limitations were found to exist in the evaluation of the variables. Principle among these limitations was the impossibility of precise measurement of tonnage loaded in certain instances.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

The Bell mine operated by the Warner Co. at Bellefonte, Pa., has an annual production of about 600,000 short tons of high-grade limestone. Since 1924, shrinkage stoping has been the mining method. Horizontal, long-hole diamond-drilling for production in stopes was started with one machine in July 1946. It is now standard practice. The burden on the holes is 10 feet. Diamond bits are noncoring EX-size in both concave and pilot types. The two types have little difference in drilling speed at the Bell mine. The diamond drills are mounted on 3-inch single-screw columns. Diamond drilling shows a marked increase in efficiency at the Bell mine, compared to percussion drilling, with respect to tons broken per drill shift, tons broken per foot of hole, and tons broken per pound of explosive. The advantages of diamond-drilling blast-holes also include (a) improved safety, greater footage per drill shift, (c) better frag- mentation of the broken, stone, and (d) reduction in amount of barring down required in stopes because the working places are limited to slots which have a relatively small area.

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

A cooperative research effort was established between the Tilden Mining Company LC, the United Steelworkers of America, and the National Institute for Occupational Safety and Health to lower respirable dust levels in an iron ore grinding and concentrator plant. This cooperative effort involved three field studies to evaluate different techniques to lower respirable dust levels. The greatest impact on lowering respirable dust concentrations throughout this facility was achieved through ventilation changes. The most significant improvement was realized by changing the ventilation profile throughout the entire facility. The ventilation to this grinding and concentrator facility was provided by approximately 40 roof fans operating in either the intake or exhaust mode. The operation of these fans was significantly changed in an attempt to pro-vide more of a directional flow pattern throughout the facility, as well as to more closely balance the intake and exhaust air volume. This change accounted for a 31 pct reduction in respirable dust levels in the primary grinding area of the mill. Another successful modification was to improve the sealing of a reclaim tunnel to the outside and by barricading the access point from the reclaim tunnel to the concentrator plant. This minimized the dust liberated in the conveyor tunnels from traveling through the reclaim tunnel and into the plant. These two modifications illustrate the impact that improvements in ventilation can have on lowering respirable dust concentrations in iron ore processing facilities.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

In the course of investigation now in progress by the Bureau of Mines into the nature of " gum forming" constituents of gasoline , several gasolines and other petroleum products were heated in a small bomb , and pressures of considerable magnitude were developed . As the Bureau has received many inquiries for data showing the pressure that may be developed in a still when gasoline or other oil is subjected to elevated temperatures , it was thought advisable to record the pressures observed at various temperatures in the course of this work . data were merely a by- product of the main investigation . These Gasoline and similar products are very complex mixtures , and it is difficult to determine accurately the true vapor pressures , hence the vapor pressures of the oils used in these tests have not been studied in detail , but the data obtained may be taken as representative of the pressure- temperature relations of the various oils in commercial work.

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .
