[The U. S. Bureau of Mines at its Pittsburgh Experiment Station is frequently called upon to determine by laboratory tests the explosibility of suspensions in air of various dusts encountered in mines and elsewhere. Not all dusts which are combustible or contain combustible material will form explosive mixtures with air under ordinary conditions of temperature and pressure. They may not be highly combustible enough. They may contain a considerable amount of inert or non-combustible material or, the dust particles may not, be fine enough to form explosive mixtures. A knowledge off the chemical composition of a dust together with a determination of the size of the particles often gives valuable indications. But in many cases actual explosibility tests are necessary. Such a case is evidently that of powdered soap, whose explosibility hazard the Bureau was recently called upon to determine, Although an explosion which occurred in a soap plant as early as 1890 was attributed4 to powdered soap, it is apparent, due to the great number of inquiries received by the Bureau, that the hazard presented by powdered soap has not been at all generally appreciated. To the writers' knowledge, no extensive investigation of the explosibility of powdered soaps has been made. It is only recently that pure powdered soap has been manufactured on a large scale. The familiar "soap powder" in the past was usually a mixture of soap with a relatively large quantity of sodium carbonate. Often it contained large amounts of moisture and abrasive material. Even a highly combustible dust when mixed with large quantities of inert dust will not form explosive mixtures with air. Pure powdered soap, however, presents a different aspect. Pure soap is formed by combination of alkali (incombustible material) with fatty acid (combustible material). The cool drills that have received the approved of the Bureau of Mines may be divided into three general classes: (1) Hand drills, small drills that are held in the hands or supported against the body while in use; (2) post drills, drills that are too heavy or powerful for hand operation and therefore require some mechanical mounting when in use; and (3) drilling machines. Besides these three classes, drilling equipment has been incorporated in the design n of a number of permissible coal-cutting machines, but such drills are considered an integral part of the cutting machine and are not given separate approval. The hand drills have been described in Report of Investigations 3363, which is cite of several papers that have been published dealing with miscellaneous types of permissible motor-driven mind equipment not covered in bulletins. The present paper describes post drills and drilling machines approved by the Bureau of Mines up to July 1, 1937.

The updated page incorporates a significant amount of new safety and health information, plus an improved layout to better serve stakeholder needs. It also provides back-ground information about the NIOSH Mining Research Program, including research awards, core competencies, unique labs, community and educational outreach, and a brief discussion of how the research program is structured. The new Web topic page can be found at www.cdc.gov/niosh/mining. "Search" Feature The redesigned Web topic page features improved search capabilities. The "Search Mining" feature on each page lets you search only the NIOSH Mining Safety and Health Web topic page. The user can still search the entire NIOSH Web page by using the "Search NIOSH" option. New Safety and Health Topics Developers expanded the "Safety and Health Topics" and reorganized the site to make it easier to find information. Each topic link now has a significant amount of new and updated information, as well as links to related topics of interest. Safety and health topics include dusts, diesel exhaust, hearing loss, contact with electric current, fires, explosives, ventilation, emergency management, new and older workers, and education and training. All topics can be accessed from the home page (Figure 1). Publications Although the Web topic page highlights many of the most requested publications on the safety and health topic links, you can find a complete list of downloadable publications as well. More than 600 mine safety and health publications are now downloadable from the page. Short summaries let the user quickly identify publications of interest. Products The updated Web topic page offers more than 120 NIOSH mine safety and health products, including training exercises, toolbox talks, videos, computer software, guides, and checklists, many of which are downloadable. If not, instructions are given on how to obtain copies. Some of our products include: • Software to analyze horizontal stress, design pillars for longwall mines, and select roof bolts for ground control. • Educational software including the Hearing Loss Simulator, which simulates the effects of noise and aging; and Coal Country, which teaches children about coal formation, mining techniques, and everyday uses of coal. • Utility software including the HazCom Helper software to assist individuals in writing a HazCOM plan, as required by the Mine Safety and Health Administration (MSHA), to track hazardous chemicals at their mine sites. • Guides for troubleshooting roof support systems, under-ground workstation design, and seating design. • Training exercises and videos that can be used for safety training. Data and Statistics General mining statistics are used by a wide variety of stakeholders. The United States Bureau of Mines has published relatively little on the flooding and unwatering of coal and metal mines. Bulletin 229, Fifty-Nine Coal-Mine Fires, published in 1927, contains several instances of the flooding of mines or sections thereof to extinguish fires but does not describe their unwatering. Report of Investigations 2649, Explosion Hazards Incidental to Unwatering Coal Mines, published in 1924, warned against the possibility of gas accumulations in flooded mines and indicated the precautions to be taken. Report of Investigations 2255, An Unusual Hazard in Reopening Long-Flooded Timbered Metal Mines, published in 1921, told of methane being pocketed and the danger thereof. The flooding of mines originates in many ways. At some mines flooding followed reopening after what was thought to be permanent abandonment; also, explosions have caused some mines to be flooded. Extinguishing fires, accidental encountering of underground streams or flooded old workings, and caves of strata admitting water from underground workings, water-bearing strata, or surface accumulations have also flooded all or parts of mines. Unfortunately, un watering often necessitates much study and causes apprehension largely because experiences in similar situations are not generally known, as few descriptions of successful or unsuccessful methods are available. The job has sometimes been contracted for outside the local management involved and has become a matter of record for the contractor only. As the cost-plus contract system often employed in the past is now known to be expensive, careful managements elect to handle the problem themselves, in line with the general policy of cutting expense where possible. This report describes specific in-stances of successful unwatering by operators.

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. Mass spectrographic studies have been conducted on the positive ions and neutral species of glow discharges containing 1.0 pct S02 and 1.0 pct CO in helium. Measurements were conducted for gas pressures from 3.5 to 10.1 torr using both dc and 60-Hz ac excitation. The ion species that were observed included S+, SO+, SO+, 0+, O2+, C+, CO+, and CO2+ with lesser amounts of SO3+, (CO)2+, SCO+, and (SO?CO)+ or CS+2. Interpretation of the functional dependence of the various ionic and neutral species on pressure and applied power showed that CO reacted with the SO formed in the discharges to produce CO2 and sulfur. Deposition of elemental sulfur was observed in the plasma container.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

A semiquantitative test for the presence and identification of cesium and rubidium in rocks, clays, and mineral waters has been developed by the Bureau of Mines. The test can be used in the field, as a guide for the prospector, geologist, or mining engineer engaged in location or development [w]ork. It comprises two simple spot tests of a solution prepared from the [m]ineral sample. Phosphomolybdic acid, added to a drop of the test solution, [d]etects cesium, rubidium, and potassium in quantities as low as 60 parts per [m]illion. Silicomolybdic acid, added to a second drop of test solution, enables the operator to distinguish between cesium and/or rubidium and potassium. Test procedures, equipment requirements, and limitations of the method are described in this report. Cesium and rubidium were discovered in 1860 and 1861 by Bunsen and Kirchhoff with a spectroscope. The elements usually occur together, particularly in granite and granitic pegmatites. Rubidium does not occur as an essential constituent of any known mineral, yet it is found as a minor element in so many minerals that rubidium is 16th in abundance in the earth's crust. Cesium, which ranks as the 37th most abundant element, is the principal component of pollucite and a minor element in a wide variety of minerals.

Areal distributions for ash, total sulfur, and sulfur forms were developed for the top 12 inches, the middle section, the bottom 8 inches, and the total seam of Pittsburgh coal in southwestern Pennsylvania. The sulfur and ash exhibit an apparent high local variability. As a general rule, both the sulfur and ash show high concentrations in the top 12 inches and in the bottom 8 inches of the seam relative to the concentrations observed in the middle section of the seam. The high-low sulfur and ash concentrations in the top 12 inches of the seam are not coincident with the high-low sulfur and ash concentrations in either the middle section or the bottom 8 inches of the seam. With respect to sulfur and ash, it is suggested that the top and bottom sections of the Pittsburgh coal may reflect both a syngenetic and epigenetic origin. Present data support the belief that paleotopography controlled Pittsburgh seam deposition. Evidence is presented to show that channels were cut at various times into the semilithified sediments that buried the Pittsburgh seam. In this channeling process, portions of the Pittsburgh coal may have been eroded away. Following channel development, the lower part of the Pittsburgh sandstone filled the complex system of braided channels to produce the "want areas" encountered in present mining operations. In localized areas of the Pittsburgh seam, impingement of Pittsburgh sandstone may be responsible for the lateral displacement of the coal. Information of this type becomes important in the assessment of exploration data, in the development of a quality control system for mine output, and in mine life planning.

This U.S. Bureau of Mines report describes the research effort and results for a computer-assisted appendage control system of a Joy 14CM continuous mining machine. The cutter head (shear), gathering head, conveyor, and stabilizer jack are the appendages. Positional control of each appendage is accomplished by specifying the desired position to the appendage control computer, which uses appendage position sensor data. Appendage movement is actuated until the desired position is attained as determined by control algorithms. A description of the sensors, mechanical and electrical interfaces, data acquisition and control (DAC) system, experimental method to determine appendage response characteristics (range of motion, start and stop delay times, and movement rates), and their application to the position control loop algorithms are presented. Also, the test results for the shear in an unloaded (free space) and loaded (cutting) condition of the shear are presented.

Diesel particulate matter (DPM) often contains small amounts of metal as a minor component but this metal may contribute to adverse health effects. Knowledge of the mechanism for particle formation as well as the size preference of the trace metals is critical to understanding the potential for health concerns. To achieve this, the size and the composition of each particle should be optimally measured at the same time. Single particle mass spectrometer (SPMS) would be the best tool for this objective. In this paper, we therefore will introduce new findings about the mechanism and distribution of the trace metals in DPM, derived from a study where an SPMS was used to analyze freshly emitted DPM. Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

Contacts with energized conductors are a major cause of electrocutions in underground coal mines. Sensitive ground fault interrupters (GFI's) installed on in-mine three-phase ac utilization circuits would probably prevent the majority of these deaths. A sensitive GFI is a protective device that detects and interrupts small deadly ground currents in the milliampere range before those currents can cause ventricular fibrillation in humans. Commercially available three-phase sensitive GFI's have not been specifically designed for application in coal mines. The Bureau of Mines therefore tested three commercial GFI models to determine their worthiness for mine power systems. GFI design and construction, transient immunity, reliability, and time-current characteristics were evaluated in laboratory tests. No commercial device was found suitable for mine use without design modifications. The tests results will serve as a basis for the development of a mineworthy sensitive GFI in ongoing Bureau research.

The Bureau of Mines instrumented two similarly backfilled stopes--one filled in the normal manner and the other with the fill densified using vibratory compactors--to evaluate the effect of fill compaction on subsequent vein-wall closure proposed as a adjunct process for strengthening cemented fill. Hydraulic pressure cells to monitor pressures within the fill and mechanical closure devices to measure vein-wall movement and the procedure for their installation are described. The field compaction work was generally performed manually by utilizing small commercial concrete vibrators. A prototype immersible vibrator using slusher cables to propel the vibrator in the stope was used on several lifts of fill. Although compaction efforts were less effective than anticipated in increasing the final density of fill, analysis of the field data does indicate somewhat improved strain characteristics and an increased pressure buildup for the densified fill. The effects of a prolonged period of inactivity and of rock burst occurrences in the immediate area are also reflected in plots of strain and pressure within the two instrumented stopes.

The U.S. Bureau of Mines has produced a generic in situ copper mine design manual, which contains a computerized cost model for in situ copper oxide mining. The model specifies (1) site-specific parameters, which must be quantified for mine design, (2) a method for minesite design based on those parameters, and (3) a procedure for assessing economic viability for the mine design. The menu-driven computer program performs calculations for developing commercial mine design specifications, as well as capital and operating costs. The default values are based on 1986 dollars, and indices for updating costs are included. The program also provides discounted-cash-flow rate of return (DCFROR) and allows for sensitivity analyses for an in situ mining operation at any specific undisturbed copper oxide deposit. This report is to be used with the 1990 version of the computer program, which has been made user friendly. It describes the flies, tutorial, input phase, help function, and monitor display of all calculated values and of the DCFROR table. The monitor-displayed discounted initial value of investment and annual operating costs are defined. The dual rate-of-return situation and sensitivity analyses are also briefly discussed. Information is provided on obtaining the computer program on diskette.

Because power system topographies for surface coal mines are significantly different from those for underground coal mines, the requirements for ground wire monitors for surface systems are somewhat different. This paper analyzes the problems faced by high-voltage ground wire monitors. Based on this analysis, some design requirements for monitors are suggested. Finally, results from laboratory evaluation of some of the commercially available monitors are presented.

The Bureau of Mines has studied the fracturing produced in the vicinity of large-diameter blastholes in Lithonia granite. Cores were taken from the vicinity of AN-FO production blasts and examined using a total of seven laboratory and field measurement techniques to delineate zones of damage and evaluate the effectiveness of the seven diagnostic tests for fracture-state determination. Laboratory measurements of acoustic pulse velocity, porosity, permeability, compressive strength, and Young's modulus indicated the extent of fracturing with the acoustic techniques providing the best means of distinguishing between fractured and unfractured core. A severely fractured zone was found to extend approximately 25 inches (64 cm) from the center of the 6-l/2-inch blastholes, equivalent to 8 blast-hole radii. A second zone, characterized by a lesser degree of fracturing extended from 25 to 45 inches (64 to 114 cm) or 8-to l4-blasthole radii. Beyond 45 inches (114 cm) the rock was undamaged.

Provide a means of evaluating the in place structural properties of coal seams and coal measure rocks in advance of mining. Approach Develop a sonic logging probe for use in dry wells, a condition common to shallow wells and semi-arid coal regions. How It Works The Bureaus' sonic probe differs from conventional sonic probes because it does not require fluid in the well to couple sonic vibrations to the drill hole wall. A self-contained hydraulic system forces pistons containing the measurement transducers against the wall and clamps them in position until the sonic waveform information has been recorded. The pistons are then retracted and the probe is raised or lowered in the well as required. In the clamped position, the piezoceramic transmitter emits a sonic pulse which travels along the drill hole wall and is detected at the receivers in the form of compressional (P) and shear (S) wave motion. The receivers are designed to be sensitive to either the (P) wave or (S) wave motion as determined by the operator so that discrimination between the two wave types is improved by comparison of the respective output channels, and the travel time between transmitter and detectors can be accurately determined. Use of two receiver stations eliminates errors in timing of pulse travel because of electronic delays inherent in the probe.
