Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

The applicability of the "direct method" for determining the methane content of virgin coalbeds was tested. Preliminary results indicate that the direct method, when applied to exploration cores, can be successfully used to estimate coalbed gas content and also approximately predict the total gas emission from a prospective mine located in the coalbed at the exploration site.

Approximately 10,000, 10-Ton, 4 wheel, 2 truck, coal mine cars are in general service in U. S. Mines. None are equipped with an automatic braking system. Very few are equipped with hand or parking brakes. The report lists major manufacturers of the car and develops estimate as the percentage represented. It complies physical specification of cars of major car manufacturers, and develops a composite clearance diagram. It then discusses a pneumatic system employing truck components for an automatic system that could be used as an add-on unit. The components are listed and priced and a schematic circuit is developed for the system. Recommendations as to future programming are made.

The Bureau of Mines conducted a series of ignition tests with two types of conical bits (plumb bob and pencil) used on continuous mining machines, to determine their ignition potential at various bit speeds, cut depths, and wear conditions. The tests were conducted using single bits mounted on a 34-in-diam drum in a Bureau ignition test facility. The bits impacted blocks of Berea sandstone in a 6.5 pet methane atmosphere at various bit speeds and cut depths. In a new condition, the plumb bob bits were considerably more incendive than the pencil bits, causing ignitions in 32 of 35 tests at 60 rpm, compared with ignitiolls in 2 of 22 tests for the pencil bits. The results from new bit testing also show that reduction of bit tip velocity to 180 fpm does not eliminate ignition potential. When subjected to progressive wear, bits of both types were more incendive when they were locked in place, unable to rotate, than when they were free to rotate.

This analytical method development and evaluation was undertaken by the Bureau of Mines to provide accurate determinations of eight minor elements in low-alloy steels prepared from ferrous scrap. Fluorescent X-ray spectrography was the principal method investigated. Confirming analyses were made by conventional instrumental and chemical methods. All X-ray data were processed by a timesharing computer. No corrections were found necessary for inter-element effects or overlapping spectral lines. Concentrations were calculated from the least-square fit of a linear calibration equation derived from measurements on three sets of standard steels. These studies show that X-ray spectrographic analysis of lathe-finished surfaces provides accurate determinations of aluminum, copper, chromium, manganese, nickel, phosphorus, silicon, and tin.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of various underground coal mining equipment, an example of which is a roof bolting machine (RBM). After the removal of coal or rock, the remaining strata may be subject to fall, either from overhead (the roof) or from the side (the rib). One method used in underground coal-mines to prevent failures requires the installation of roof bolts. The roof bolting machine operator trams the machine to the required location, drills a hole into the strata, and then installs a roof bolt, supporting the roof or the rib, as the case may be. Field studies support the premise that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel radiates a significant amount of noise during drilling. NIOSH is developing bit and chuck isolators to reduce vibration, and thus noise radiation of the drill steel, with the longer-term goal of reducing roof bolting machine operator noise exposure. Laboratory testing has shown that operator ear sound pressure levels may be reduced by 3 to 7 dB(A), depending upon the test configuration and drilling media.

Laboratory data obtained from a Bureau of Mines rotary air core of a well near Sugar Grove , Warren County , Pa . , were instrumental in initiating hydraulic fracturing in the area to stimulate oil recovery from Glade sand oil reservoirs . This report outlines the general geology , lease development , reservoir- rock characteristics , and oil - production history of Glade and Clarendon sand reservoirs in Warren County . The methods of well completion for single- stage and multiple- stage hydraulic fracturing of old and new wells are discussed , and a range of hydraulic fracture treatment data from 29 Glade sand and 10 Clarendon sand wells is presented . A composite decline curve representing oil - production data from six wells shows probable results of hydraulic fracturing . Average cumulative oil production during the first 100 days after hydraulic fracturing with a sand - carrying liquid is compared with production after conventional shooting with liquid nitroglycerin .

As part of a program to promote conservation and efficient utilization of petroleum resources, Bureau of Mines engineers at the Morgantown (W. Va.) Petroleum Research Laboratory are studying secondary oil-recovery projects in the Appalachian region. The increasing demand for petroleum and its products and the increasing cost of exploratory drilling tend to emphasize the importance of improving the recovery of oil from known petroleum reserves. Published reports setting forth the pertinent facts of these operations may help others to profit by the experience. This report presents the results of a study of secondary-recovery methods used in West Virginia by the Piedmont Oil and Gas Co., the Ryan Oil Co., and Water floods , Inc., on their Roane County leases in the Walton and Clover Rush Run pools. The principal oil-producing horizon underlying the area studied is the Big Injun sand, at approximately 2,000 feet. The sand is often referred to as blanket sand because it underlies much of the State and is oil-productive in many localities. Most of the pools in the area were discovered during 1907 to 1910 and were similarly developed and operated.

Research on coal cutting at the Bureau of Mines Twin Cities Research Center (TCRC) has evolved from a purely mechanical approach, specifically to reduce dust or frictional methane ignitions, into an understanding of the complexity of the cutting system relationships. Achieving an understanding of these relationships requires a wide variety of testing techniques and equipment. Laboratory facilities and the associated equipment exist for shallow to deep cutting in both coal and coal-inclusive rock with any desired bit type. Research efforts with this equipment are providing insight for significant advances to help solve the problems of pneumoconiosis and frictional ignition. This effort will ultimately affect both respirable dust and methane ignitions at the face through better bit design and will increase the salable percent of run-of-mine (ROM) coal processed. It will also affect the design of rotary-drum cutting continuous mining machines (CMM) and longwall machines. This report describes the main features of the coal cutting research facilities at TCRC.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

INTRODUCTION The pager phones used in many underground coal mines are battery- operated, party-line telephones with provisions for loudspeaker paging. The system is two-wire, non-polarized, and is operated by self-contained batteries. Many of the individual units are certified as permissible. Requirements for installation are specified in state and federal regulations, such as in the Code of Federal Regulations, Title 30, Mineral Resources, Part 75. The major federal regulations that affect communication in coal mines are noted below, with a brief description of the subject matter in each of the relevant paragraphs. Refer to the cited paragraphs of Title 30 for explicit details of these regulations. (This brief description is for reference purposes only.) Minimum Requirements (paragraphs 75.1600, 75.17 13-2, and 75.1003-1) Approved telephone or two-way communication will be provided between the surface and each main shaft landing and each working section ; to the nearest medical assistance; and shall be protected from contact with trolley wires or trolley feeder wires. Installation Requirements (paragraphs 75.5 16-2, 75.52 1, and 77.508-1 ) Communication wires will be supported on insulated hangers, attached to messenger cables, or buried, to protect against mechanical damage ; installed opposite trolley wires; and insulated near power conductors . . . each cable will have lightning arresters within 100 feet of going below ground . . . and arresters will be provided wherever telephone wires enter a building. Wire and Cable Requirements (paragraphs 75.5 16-2, 75.5 17, and 75.52 1) Communication cable means two or more insulated conductors, covered by an additional abrasion-resistant covering; power wires and cables shall be adequately insulated and fully protected; and lightning arresters shall be connected to low-resistance grounds, more than 25 feet from neutral grounds.

"In this paper, the results of a research study on airborne dust transport in a full scale simulated longwall face are presented. The simulated longwall face was set up in the Lake Lynn Laboratory mine of the U.S. Bureau of Mines to conduct experiments under controlled conditions. The controlled parameters in the experiments were the dust dispersion rate, dust size distribution, density of the dust, air velocity, and the rate of travel of the dust generating source. The analyses of the experimental results on mass concentrations, particle size distributions, and real-time respirable dust concentrations are discussed. There are definite spatio-temporal trends between the location of the shearer, the concentration at any location in the face, and the dust generation rates. The size-consist and density characteristics of the source dust, the air velocity in the face, and the air leakage into the gobs all affect the concentration. INTRODUCTIONA detailed experimental study on the characteristics of longwall dust cloud in operating longwall faces has been reported by Ramani, Qin, and Jankowski (1991). The study indicated that there are several important factors whose effects on dust transport in longwall faces need to be further investigated. In an operating longwall face, the effect of these parameters could not be easily isolated as control over the affecting parameters is not readily possible. In a simulated longwall face, however, these parameters can be controlled. Therefore, as a follow-up to the field study, a series of controlled experiments were conducted in a full scale simulated longwall face in the Lake Lynn Laboratory mine of the U.S. Bureau of Mines [Qin, 1992]. Specific aspects which were addressed during the experimental design phase included determining the types of samples to be collected, selecting proper instruments to collect these samples, and developing detailed sampling and time-study plans to correlate the dust concentrations with face activities. Two types of dust--anthracite and bituminous--were used. Dust dispersion rate into the air as well as the source dust particle size distribution were documented. Control was exercised over both air velocity at the face and air leakage along the longwall face. During experiments, the dust source was moved to simulate the shearer movement at operating longwall faces. Detailed descriptions of the design of experiments, experimental results, and data analyses follow in the subsequent sections."

"A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

Reports received by the Bureau of Mines, Department of Commerce, from State mine inspectors, for November, 1930, showed that 219 men were killed in the coal mines of the United States during the month, an increase of 25 over the previous month and 33 over November, 1929. On the other hand the production of coal decreased, the output of 43,329,000 tons in November being 8,397,000 tons less than in October and 9,005,000 tone less than in November a year ago. The larger number of fatalities accompanied by a smaller output of coal resulted in a higher death rate4 per million tons in November than in the same month last year or in October, 1930. The November rate was 5.05, as compared with 3.55 for November, 1929 and 3.75 for October, 1930. The increase in the rate for the industry as a whole was chargeable entirely to bituminous mines, as the anthracite mines had fewer fatalities in November than in either of the previous months to which reference has been made. Reports for bituminous mines alone showed that accidents at this class of mines resulted in a death rate of 5.12, based on 195 fatalities and a production of 38,122,000 tons. This rate indicated an increase of 55 per cent over the rate for October, of the same year, and 72 per cent over the rate for November, 1929. The October record was 146 fatalities and 44,150,000 tons, and that for November a year ago was 138 deaths and a production of 46,514,000 tons.

Potash is one of the essential chemicals used in fertilizing soil deficient in natural minerals . Europe uses a large tonnage of potash in the form of easily soluble salts , and this is particularly true of those countries where the natural minerals in the soil have been exhausted owing to intensive cropping of the land . The application of potash to the soil in these countries is essential if normal crops are to be obtained ; during the war , some European countries were unable to obtain sufficient potash , and productivity of the farming areas declined seriously . • The largest -known deposits of potash in the world ; with the possible. exception of Russia , occur in Germany , and the German output of processed salts constituted about 65 percent of world production prior to the war . The German potash-plant installations are large , modern , brick and steel construction and apparently built for a planned operation of many years . Two districts produced approximately 80 percent of the German potash; the Werra -Fulda district , near Vacha , had the largest production , and the Sudharz district , near Nordhausen and Sonderhausen , was second . (Fig . 1. ) Hannover and Stassfurt were two smaller producers . Potash fertilizers are rated in terms of potassium oxide (K20 ) . The usual basis for calculation of production or application of the salt is to reduce the potash content to 40 percent K₂0 .

Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.
