Between 1989 and 1991, the greatest number of accidents in surface coal and metal/nonmetal mines involved haulage trucks. In 1995, the most frequently cited factor contributing to the 100 fatalities in these mines was powered haulage. In 1996, over 50% of the 84 Fatalities in mining that year were in surface mining. Because some of the world's largest mobile equipment is used in surface mines, and this equipment is involved in so many accidents and fatalities, new technologies are needed to alert truck drivers and people in spaces around the truck to the possibilities of collisions.

Despite extensive research efforts conducted in the past decades, occupational health risks associated with exposure to nano and ultrafine aerosols emitted by diesel power equipment are still not completely understood. The complexity of physical and chemical properties of diesel aerosols, constantly changing with the implementation of advanced diesel emissions control technologies, make this task rather challenging. The objective of this paper is to identify and characterize nanometer and ultrafine aerosols emitted by diesel engines in the underground environment and evaluate the effects of selected contemporary control technologies on physical properties, chemical composition, and in-vitro toxicology of diesel aerosols. The physical and chemical properties of the nanometer and ultrafine diesel aerosols are to be characterized through a test series in the NIOSH Lake Lynn Laboratory experimental mine. The crucial part of the study has been development of a facility that allows researchers to generate field results with precision and accuracy characteristics of a laboratory environment. The knowledge obtained from this study should strengthen our understanding of the health implications related to exposure to diesel particulate matter and aid in assessing the potential of various control technologies for reducing this exposure.

The National Institute for Occupational Safety and Health (NIOSH) has investigated the unique ventilation requirements of large-opening mines to help identify and evaluate the effectiveness of various fan types to improve the ventilation and air quality in the underground workplace. Large-opening mines, with their low airflow resistance factors, can be ventilated with free-standing auxiliary fans because airflow pat-terns in these mines are primarily controlled by airflow momentum. The flow characteristics of both vane-axial and propeller fans were investigated and tested at four large-opening mines to assess the effects of fan location on recirculation and entrainment. Each fan type has its own airflow, entrainment and penetrating air-flow characteristics, and operating costs that are advantageous for specific applications. Either fan type can be used for most auxiliary applications. However, this research has shown that the optimum placement and use criteria for propeller fans differ from those promulgated by the U.S. Bureau of Mines (USBM) for vane-axial fans Brechtel et al. (1985)

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. As a portion of a general program for the synthesis of hard materials, a method was sought by which the hardness and density of tungsten carbide (WC)-cobalt compacts could be increased. It was demonstrated by Cotter that these improvements in quality could be made by employing an electric-resistance sintering process in which heat and pressure are applied simultaneously to presintered compacts composed of powdered tungsten carbide and cobalt. This conclusion was based on tests of material prepared by Cotter on welding equipment in use at the U. S. Naval Engineering Experiment Station, Annapolis, Md., and at Rensselaer Polytechnic Institute, Troy, N. Y. Rockwell-hardness tests made at Norris and core-drilling tests made at the Mount Weather Station of the Bureau of Mines indicated that, for some purposes, carbide material made by this process might be superior to the chemically analogous commercial products prepared by ordinary sintering methods. A program to develop optimum conditions for the electric-resistance sintering of tungsten carbide-cobalt compacts was initiated. The program was followed by a systematic evaluation of the hardness and density of compacts prepared by this method along with a series of carbide compacts furnished by various manufacturers. This paper presents a description of the electric-resistance sintering of tungsten carbide-cobalt compacts and the results of comparative physical tests.

Although the exact mechanisms underlying vibration white finger (VWF) are not clear, it has been speculated that VWF is associated with variations of the blood flow patterns due to the physical damage and/or degeneration in neural and vascular tissue caused by vibration loading [1]. Excessive dynamic deformation of the soft tissues in the fingertip under vibration loading is believed to induce multiple occupation-related hand/finger disorders. However, the in vivo distributions of the dynamic stress/strain of the tissues in the fingertip under vibration conditions have not been studied because they cannot be measured experimentally to date. The goal of this study is to analyze, theoretically, the location and frequency-dependent dynamic deformation of the soft tissue in the fingertip during vibration exposures. [ ] Methods The fingertip considered in the model is the distal phalanx, the portion from the distal end of the fingertip to the distal interphalangeal (DIP) joint articulation (Fig. 1). The external shape of the fingertip was determined using a smooth mathematical surface fitting to the observed fingertip shapes. The fingertip surface was then scaled to the dimensions of a typical male index finger: length 25 mm, width 20 mm, and height 18 mm. The fingertip was approximated to be symmetric, such that only a half of the fingertip was considered in the FE modeling. The fingertip was assumed to be composed of outer and inner skin layers, subcutaneous tissue, bone, and nail. The soft tissues (inner skin layer and subcutaneous tissues) were assumed to be nonlinearly elastic and viscoelastic, while the bone, nail, and outer skin layer were considered as linearly elastic. The simulations were conducted using a displacement-controlled protocol in two stages. First, the fingertip was statically pre-compressed. The contact plate was first displaced towards the finger to achieve a predetermined value of tissue deformation (i.e., 0.5, 1.0, 1.5, and 2.0 mm). Second, the steady-state dynamics responses of the fingertip were analyzed using a linear perturbation procedure. The fingertip was subjected to a continuous harmonic excitation (magnitude 0.5 mm) from the contact interface. The dynamic analysis was performed in a frequency domain ranging from 16 to 2000 Hz. The frequency-dependent distributions of the vibration magnitude and dynamic strain magnitudes in the soft tissues are investigated. Results Typical simulation results for the frequency-dependent distributions of the vibration magnitude in the soft tissues are shown in Fig. 2 (figures show the results with a pre-compression of 2.0 mm). The vibration magnitude at the contact surface is 0.5 mm (specified) for all frequencies, while the vibration magnitudes in the soft tissues are location- and frequency-dependent. It is clear that the fingertip has a major resonance around 125 Hz, at which the vibration magnitudes in the soft tissues are over four times greater than that of the contact plate (0.5 mm). It is interesting to observe that, at this resonant frequency (125 Hz), the soft tissues at the tip has the maximal vibration magnitude while the regions near the contact

This paper examines methods for limiting occupational silica exposures for roof bolting personnel in underground coal mining. A canopy air curtain and an air tube were evaluated as means to provide filtered air over the breathing zone of these personnel. Laboratory testing showed that dust reductions beneath the air curtain and air tube approached 60 percent and 40 percent, respectively, with low interference air velocities. The data also showed that dust reductions were highest for positions closest to the device and that these levels decreased with distance. This paper also evaluates a metal rake, a flexible insert, and a rigid insert for cleaning the roof bolter dust collector box. Less dust was produced when using the rigid insert. Surprisingly, the flexible insert was sometimes no better than scraping or raking the dust onto the mine floor. However, little dust got on the coveralls when using either of the inserts.

Roof support technology for longwall tailgates has changed dramatically during the past decade. Filling tailgates with conventional wood cribs is becoming the exception rather than the rule. Modern engineered timber support systems and a host of other alternative support products provide far greater capacity as well as stiffer response, thereby allowing the supports to resist roof movement with much less displacement than the soft wood cribbing used in the past. For these reasons, these products can provide superior roof control. In addition, the material handling requirements for support installation have now become a major consideration in the support design and selection process. Products such as conventional wood cribbing that require piece-meal construction of bulky, heavy components have diminished, while prop-type supports and products that can be installed with machinery and pumpable support technologies have grown in use resulting in fewer injuries to mine workers. Now, the opportunity exists to provide the safest, most cost effective support system, through engineering design rather than by trial and error and to optimize the use of the support system chosen. Yet this is rarely done. The key to accomplishing this task is to understand the interaction of the support system with the ground conditions at the installation site. A major focus of the paper is to conceptualize the support and interaction through the use of a ground reaction curve which relates the support resistance to the convergence of the longwall tailgate. The goal of any roof support design is to control the ground deformations and maintain the structural integrity of damaged or broken ground to the extent possible to provide a stable mine opening. In general, deformations will be a function of the stress environment and inherent strength of the surrounding rock mass. However, if the deformations are intimately linked to the stress changes such that the deformation can be controlled by the load resistance or reinforcement provided by a roof support system, then the loading behavior can be described as load-controlled. Conversely, if the deformation occurs irrespective of the installed support (assuming practical limitations), then the loading behavior is described as displacement-controlled. In this case, the deformation can be considered irresistible from a practical standpoint. In this context, the nature of the loading has significant consequences on the support design requirements. Finally, examples using the NIOSH Support Technology Optimization Program (STOP) to develop design criteria using ground reaction data from underground studies and ways to include uncontrolled convergence as part of the design criteria for standing roof supports will also be discussed.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. This residuum is essentially hydrous amorphous silica. Common names for diatomite are : Diatomaceous earth , tripolite , kieselguhr , and infusorial earth . Strictly speaking , however , the latter material is not diatomite , as it is composed of the fossil remains of infusoria , which usually do not occur with the diatomaceae . Other synonyms for diatomite are : Diatomaceous silica , kieselmehl , bergmehl , diatomeenpeelite , polirschiefer , moler , molera , molererde , de smid earth , fossil flour , mountain flour , farine fossil , white peat , radiolarian earth , chalk rock, ceyssatite , randanite , and tellurine ; also various diatomite products of individual companies are known by their own trade names . Diatomite should not be confused with fuller's earth , for the two are separate and distinct substances . Bentonite , pumice , and tripoli , have also been used erroneously to designate diatomite . This knowledge involves the properties of the gas itself, an awareness of where these accumulations are likely to occur, and facts on how methane mixes safely into the mine air. The other chapters in this handbook address the handling of methane under a variety of specific circumstances, such as at continuous miner faces or coal storage silos. This chapter addresses some broad concepts that serve as a foundation for the suggestions provided in other chapters. THE EXPLOSIBILITY OF METHANE GAS MIXTURES Methane entering a mine or tunnel often enters as a localized source at high concentration. Figure 1–1 depicts a cloud of methane being diluted into a moving air stream. In this illustration, methane enters the mine from a crack in the roof. As the methane emerges from the crack, it progressively mixes with the ventilation air and is diluted. In the event that this progressive dilution reduces the concentration from 100% to 1%,2 as shown in Figure 1–1, the methane passes through a concentration range of 15% to 5%, known as the explosive range. In the explosive range, the mixture may be ignited. Above 15%, called the upper explosive limit (UEL), methane-air mixtures are not explosive, but will become explosive when mixed with more air.

During the time period from 1990-2007, 1601 reportable fires occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires were flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The fact that mine fires continue to occur with an alarming regularity reinforces the importance of recognizing and eliminating the potential hazards and the overall need for improved fire control and suppression technology to ensure the best possible outcome during a mine fire. The National Institute for Occupational Safety and Health (NIOSH) is conducting an evolving comprehensive program of research that is addressing mine fire prevention, detection, management and suppression. This paper presents a summary of recent research accomplishments and provides an overview of the next phase of the NIOSH mine fire research program.

The point estimation method can be applied to the safety factor (SF) equation for any specified rock slope failure mode (such as plane shear, step path, or wedge) to obtain reliable estimates of the mean and standard deviation of the SF probability distribution. A gamma probability density function is recommended for modeling this probability distribution, because it allows only for positive values and is flexible enough to provide symmetrical shapes and right-skewed, exponential-type shapes for the SF distribution. The mean and standard deviation define this distribution, which then can be integrated numerically from 0 to 1 to obtain the probability of sliding, PS (portion of the SF distribution where SF < 1.0). The overall probability of failure, PF, for the potential slope failure mass is the joint probability that the rock discontinuities are long enough to allow kinematic failure (PL) and that sliding occurs along the rock discontinuities (PS); that is, PF = PSPL. This method for estimating the probability of sliding is extremely efficient computationally, and thus, expedites slope stability simulation routines used by NIOSH software to stochastically describe rock slope behavior and assist the engineer in designing catch benches for large rock slopes. Enhanced bench design translates into increased operational efficiency and safer working conditions in open pit mines and quarries.

A single boom roof bolting machine was outfitted with measurement and recording systems for detecting changes in machine parameters while drilling. The purpose of this instrumented bolter or "smart drill" is to detect changes in roof conditions from the machine parameters of penetration rate, thrust, rotation rate, torque, rejected light from rock cuttings, and vibration of the roof during drilling. The system was demonstrated underground in coal mine conditions and showed correlation between rock type and drilling parameters.

The Bureau of Mines evaluated temperature increases on the heads of resin-grouted bolts as indicators of the integrity of the anchoring of the bolt. Expected increases were calculated by the finite difference method; the calculations were checked by bolthead temperature measurements, both in the laboratory and in the field. The accuracy of the calculations varies with the validity of assumptions necessary to the process. Measurements in the laboratory produced a temperature rise of about 4.00 F on the head of a 4-foot bolt when installed with a full column of resin. This increase remained for about 30 minutes. Similar increases were noted on bolts installed at the White Pine mine, White Pine, Mich., but bolthead temperature increases in the mine lasted only about 10 to 15 minutes. When partial columns (reduced amounts) were used, the temperature increases were smaller.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

In 1979 and 1980, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 20,500 acre Black Butte RARE II area (No. 5102) in the Los Padres National Forest (fig. 1). The work by the Bureau of Mines indicates that the potential tor mineral resources in the area is low. Samples of outcrops and stream channels contained no economic minerals. A mercury deposit near a granodiorite-sedimentary rock contact occurs 2 mi northeast of the study area, but similar deposits have not been discovered within the area. Geothermal potential exists near Tassajara Hot Springs, but no thermal springs occur in the area; nor have oil, gas, or coal resources been found.

The Ash Peak mine of the Veta Mines, Inc., Duncan, Ariz., is of particular interest in that the only metal of commercial value in the ore is silver. The silver is concentrated by flotation; the concentrate is shipped to a smelter for treatment.
