This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Periodic observations by engineers of the Mining Division of the Bureau of man-built structures beneath which mining operations are conducted offer indisputable evidence of subsidence in the form of creeks in masonry structures and fractures and depressions in the surface of the earth. As the removal of subsurface rock and earth material by mining, especially by the room-and-pillar method, is equivalent to withdrawing some of the foundation of a building, subsidence of the formations above, the mining levels in certain areas is easily understood as a gravitational adjustment of the overlying earth formations.

This study was performed by the Bureau of Mines to evaluate the potential supply of primary copper from domestic resources. A tonnage-price relationship was developed indicating the quantity of copper that could be produced economically from known deposits at various copper prices and at various rates of return on the required capital investment. Costs of production are based on estimated capital and operating costs for mining, concentrating, smelting, and refining the copper. Total known recoverable copper resources are 189 million short tons of which 83 million tons could be economically recovered assuming a price of $0.50 per pound of copper, credit for the recovery of byproducts, and a 12-percent rate of return on capital investment. The quantities of recoverable byproducts associated with the 83 million tons of recoverable copper are molybdenum, 1.8 million tons, gold, 43 million troy ounces, and silver, 740 million troy ounces.

The ferberite district of Boulder County, Colo., has been an important producer of tungsten since 1900. During World War I, high prices for tungston concontrates resulted in a brief period of intense activity, and the production in 1917 was 2,707 tons of 60 percent W03 concentrates. Production declined thereafter, and in 19.2 the tungsten produced in Boulder County represented about 4 percent of the Nation's output, being exceeded only by the scheelite production in California, Nevada, and Idaho. Boulder County has boon an important source: of tungsten in the Korean emergency; the present report does not describe this recent activity, as it will be covered by a future publication. Tungsten occurs in small ore shoots of narrow and irregular veins. Most of the ore shoots have been found outcropping on the surface. Core drilling; has been used by the larger operators to explore for new veins and to locate extensions of known veins.

The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

The purpose of the work described in this report was to measure the effects of diesel engine emissions on the air quality of work areas in a coal mine. Concentration measurements of a number of diesel related air contaminants were made at the Martin County Coal Corporation Mine in Inez, Kentucky. Compounds measured included carbon dioxide, carbon monoxide, formaldehyde, nitric oxide, and nitrogen dioxide. In addition, concentrations of the two classes of odorous compound;, aromatic hydrocarbons, and oxygenates were obtained along, with aldehyde concentrations. Surveys were made of the mine by odor analysts to determine the perceived intensity of diesel-produced odors. It was found that the concentrations of the measured species were well below their Threshold Limit Values. Odor intensity levels in the moderate to strong range were observed in the mine.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.

Remote operation of continuous miners has enhanced the health and safety of underground miners in many respects; however, numerous fatal and non-fatal continuous miner struck-by accidents have occurred when using remote controls. In an effort to prevent these injuries, NIOSH researchers at Pittsburgh Research Laboratory examined the workplace relationships between continuous miner operators and various tramming modes of the equipment using motion captured data, predicted operator response times, and field- of- view data to determine causes of operator-machine struck-by events in a virtual mine environment. Factors studied included machine speed, direction of escape, operator facing orientation relative to the machine, work posture, distance from machine, and operator anthropometry. Close proximity to the machine, high machine tramming speeds, a right-facing orientation and operator positioning near the tail all resulted in high risk of being struck. It is hoped that this data will provide an improved rationale for operator positioning for remotely operated continuous miners.

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. Approach A water resistant extensometer is made by enclosing a rod-actuated transducer in a telescoping tube which is enclosed within an oil-filled outer housing. How It Works To assemble a water resistant extensometer, a cylinder -shaped transducer and two support rings are pushed into the small-diameter section of the telescoping tube where the transducer is held in place by friction. The outside of the small-diameter section of the telescoping tube is then greased and slid into the slightly larger-diameter section. See drawing. The cylinder-shaped transducer contains a potentiometer whose actuating arm is attached to a stainless steel extension rod that passes through one end of the telescoping tube. A similar rod is attached to the opposite end of the transducer body, and extends through the other end of the telescoping tube. "Introduction.Recent experiments (Fieldner, A.C., Katz, S.H., Kinney, S.P., and Longfellow, E.S., Poisonous gas from carbon tetrachloride fire extinguishers, Jour. Franklin Institute, October, 1920, pp. 543-565), by the Bureau of Mines have shown that carbon tetrachloride extinguisher liquids when applied to fires produce small quantities of irritating and poisonous gases which may be dangerous in very closely confined spaces where conditions are such that the user can not escape without breathing the fumes. The results of the experiments have been confirmed in an independent investigation by the Underwriters Laboratories (Nuckalls, A.H., Corrosive action and products formed when carbon tetrachloride extinguisher liquids are applied to fires, Nat. Fire Protection Assoc. Quarterly, vol. 14, January, 1921, pp. 221-236) who conducted similar experiments for the purpose of determining the corrosive action of these fumes on metals. Both investigations showed that carbon tetrachloride vapor, hydrochloric acid gas, and phosgene were produced in addition to the ordinary products of combustion, such as smoke, carbon monoxide and carbon dioxide. The Bureau of Mines' tests were made by applying a one-quart extinguisher to a wood fire of excelsior in a gas-tight room of 1000 cubic foot capacity. The glass and metal construction of this chamber limited the experimental fire to very small dimensions. It was, therefore, deemed desirable to make a test on a larger scale in the entry of the Bureau's experimental mine in order to similate more nearly the practical use of carbon tetrachloride and other types of extinguishers in mines.Description of extinguishers.Two series of tests were made under identical conditions on different days. Commercial carbon tetrachloride extinguishers were used in the first series of tests and ""foamite firefoam"" extinguishers in the second series of tests."

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

The Experimental Mine of the United States Bureau of Mines is a unique coal mine that serves as a large-scale testing laboratory. It is used primarily for testing the explosibility of coal-dust and gases but is also the workshop for many other kinds of research work of which the chief object is to increase safety in mining. The mine is situated in Allegheny County, Pa., about 13 miles southwest of Pittsburgh among the high hills of the west bank of the Monongahela River, at the northeastern edge of the gas-coal district of the Pittsburgh coal bed which extends south through the Connellsville coking-coal district into West Virginia. The Pittsburgh bed, of the Upper Carboniferous age, is one of the most extensive continuous coal beds in the United States, if not in the world. Throughout large areas it shows remarkable uniformity of thickness, levelness, and character of coal, which is a coking coal of high-grade bituminous rank. Its thickness in the northern part is 5 to 5 ½ feet and in the central and southern part is 7 to 9 feet.

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. Electrowinning metals from solutions leached from low-grade ores is becoming an increasingly important extraction method as the metal industry turns to pollution-free recovery processes. Lead-alloy anodes are used industrially in the electrolytic recovery of zinc and copper. However, associated with the use of these anodes are the inherent problems of stability and lead contamination of the cathode. In an effort to eliminate these problems, the Bureau of Mines has developed a relatively inexpensive lead dioxide anode for electrowinning metals from strong acid solutions. The anode was prepared by depositing Pb02 directly on a titanium blank in a strong HN03-Pb(N03)2 solution at 2.15 to 6.45 A/dm2 and 60° C. This anode was tested in zinc and copper electrowinning cells containing 200 gpl H2S04 and 35 to 100 gpl metal ions at the current density of 3.23 to 6.45 A/dm2. Contamination of the cathode by lead was =0.005 pet. A 30-day test at 6.45 to 12.90 A/dm2 in an electrolyte containing 200 gpl H2S04 and no metal ions resulted in a slight change in surface morphology of the Pb02 anode but no measurable change in anode weight or dimensions.

"INTRODUCTION As a part of the investigations of strategic mineral deposits in the United States under the Strategic Minerals Act. Engineers of the Bureau of Mines examined and sampled numerous deposits pf fluoride ores in the Western States. Sample from those deposits that warranted further investigation were submitted to the Ore Dressing Section of the Salt Lake Station for metallurgical testing. This paper gives data summarizing the results obtained from laboratory studios of fluorite ores submitted from 12 deposits in Arizona, California, Idaho, Montana, Nevada and Wyomong. Only four of the Ores were found to be amenable to beneficiation for the production of acid-grade fluorspar concentrates with good recoveries. However, all of the samples were amenable to the production of concentrates meeting chemical specifications for metallurgical-grade spar.For the sake of clarity and convenience in presenting data, this report has been divided into six parts, each pertaining to metallurgical studies of fluorspar ores of a single State."

A new type of personal sampler for quantitative estimation of atmospheric concentrations of contaminant gases was first reported from this laboratory in 1972. The sampler requires no pumps or flow regulators and employs instead the motion of the gas molecules them-selves to furnish the power for sampling. Under this grant, work was completed on development of a kit for the field determination of both NO2 and NO. Detailed instructions for the preparation of the samplers and the use of the kit was supplied to the Technical Project Officer. Attempts were made to adapt the same type of sampler to the measurement of SO2 and CO. Both gas chromatographic and turbidimetric procedures for the final estimation of the S02 proved to be unsatisfactory. For CO no reagent was found which would react sufficiently rapidly with this gas to utilize the essential feature of the diffusion sampler, the maintenance of a diffusion gradient which is at least approximately numerically equal to the ambient concentration. A number of publications on use of the NO2 sampler, both at occupational and community air pollution levels, have resulted from this work.

As a part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U.S. Department of the Interior, is developing a dewatering technique that allows for disposal of clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weight nonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater materials containing clay wastes. In laboratory experiments, coal-clay waste, potash-clay brine slurry, phosphatic clay waste, uranium tailings, and talc tailings were successfully consolidated. Coal-clay was te was consolidated from 3-. 6 to 57 percent; potash-clay brine slurry was consolidated from 3.8 to 35 percent; phosphatic clay waste from 15.6 to 49 percent; uranium tailings from 15.4 to 67 percent; tailings from talc production from 9.7 to 53 percent; and an acidic Ti02 slurr slurry from 1.68 to 30 percent.
