The workshop on "Cyanide Effluents from Mineral Processing' was held on February 2-3, 1982, at the U.S. Bureau of Mines, Salt Lake City Research Center, Salt Lake City, Utah. The workshop was sponsored by the minerals industry, supporting industries, the National Science Foundation, and the U.S. Bureau of Mines through the Utah Mining and Mineral Resources Research Institute, College of Mines, University of Utah Prior to the workshop, a Working Paper was prepared and delivered to the participants. This paper was used as a guide during panel discussions and forms the basis for this proceedings document. The workshop focused on use of cyanide as it relates to the gold and silver mining industry and the froth flotation processes employed by mineral mining companies. Its intent was to discuss "state of the art" technology and provide information pertinent to cyanide use in the minerals industry. No attempt was made to advocate regulatory limits or set policy governing the use of cyanide. The principal topics of discussion included- (1) the chemistry and use of cyanides; (2) control and treatment of cyanide mining wastes; (3) toxicity of mining wastes; (4) fate of cyanide in the environment; and (5) the analytical chemistry of cyanide.

Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

"FOREWORD (By O. P. Hood, Chief mechanical engineer).During the war certain suggestions concerning power production were made by Mr. Walter E. Trent to the War Inventions Board, and at the request of the War Department facilities for experimental work were provided on the grounds of the. Bureau of Standards.The experiments were along the line of controlling the conditions of combustion in a closed space. In order to reduce slag troubles, experiments were carried out for removing ash from powdered coal. After the war, work along this line was continued, resulting in the Trent Process, which agitates or beats together powdered coal, water and oil.A new technology had previously been given to ore preparation by the use of small quantities of oil in water with froth flotation, and although the methods, results and mixtures of the Trent Process were quite different, yet the same physical phenomena of differential wetting used, and the possibility of there being interesting results in fuel technologic was evident. A cooperative agreement was entered into, whereby the Bureau of Mines was to investigate the underlying physical and chemical facts and make them public, and the Trent Corporation was to pay the cost of the investigation.The several reports as made have been available to any one interested, and are now to be published. While the Bureau of Mines felt justified in investigating the physical phenomena so far as might be done in a laboratory, and so far as public interest might reach, no attempt was made to discover the commercial possibilities which development might bring. The question of commercial possibilities must be left for commercial enterprise to answer."

The rare-earth group are among the least familiar of the 92 known elements. Moreover, the relatively few people who have even heard of the rare earths ordinarily regard them merely as very rare elements having unusual names but doubtful commercial application. This typical attitude can be attributed partly to the fact that no commercial uses have been developed for most of the members of the group and partly to the fact that those which do enter into useful articles do so anonymously. Most people speak with a degree of familiarity of the "chromium" plating on their automobiles or household appliances; "antimony" ash trays and cigarette boxes are on sale in many department stores; and "tungsten" lamps and even "molybdenum" steels are advertised in popular magazines. However, the average user of a pocket cigarette lighter is not conscious that the important sparking element is a "flint" made from ferrocerium, and if he does chap on to inquire about the composition he is likely to be told that it is "sparking alloy", "misch metal", or 'pyrophoric alloy." Similarly, the wearer of spectacles made of "Crookes" or other tinted glass probably is not aware that the light softening effects are due to the presence of rare-earth oxides, or that the arc light on his street may owe its brilliance to cerium fluoride in the carbon electrode. Despite a variety of practical applications, however, most of the rare-earth metals still must be listed as scientific curiosities. In fact, little is known as to the properties which may make them useful products at some future date. Meanwhile it is important to note that Nature has been relatively generous in her distribution of the rare earths and that adequate supplies of most of them will be forthcoming when these elements have proved their worth as commercial products.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

Primary lead is produced in the United States by the pyrometallurgical smelting of lead sulfide (galena, PbS) concentrates, which poses sulfur dioxide and lead air pollution control problems. The Federal Bureau of Mines has investigated an alternative hydrometallurgy procedure that does not generate gaseous sulfur oxides and diminishes the potential for the escape of lead into the atmosphere. The procedure involves leaching galena flotation concentrates with ferric chloride (FeC13) solution to obtain lead chloride (PbC12) and elemental sulfur as expressed by the following chemical reaction: PbS + 2FeC13 ? PbC12 + 2FeCl2 + S°. At 100° C, over 99 pct of the PbS in the concentrate is converted to PbCl2 in less than 15 min. The leach solution, composed of brine (NaCl) containing slightly more than the theoretical required amount of FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. High-purity PbC12 (>99.9 pct) crystallizes from the leach filtrate on cooling and is electrolyzed in a low-temperature, fused-salt cell to obtain corroding-grade metal (>99.94 pct Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride. Other values, such as Ag, Cu, Zn, and S°, are recovered by additional treatment of either the leach solution or leach residue.

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. In July 1982 the Committee on Underground Coal Mine Safety completed its study of safety in U.S. underground coal mines; the results of the study were published in the National Research Council report entitled Toward Safer Underground Coal Mines. One of the findings of this study was: THERE IS A STRONG CORRELATION BETWEEN MINE SIZE AND FATAL INJURIES. THE FATALITY RATE IN MINES WITH 50 OR FEWER EMPLOYEES IS NEARLY THREE TIMES THAT OF LARGE MINES (WITH OVER 250 EMPLOYEES), AND ABOUT TWICE THAT OF INTERMEDIATE-SIZED MINES (WITH 51-250 EMPLOYEES). Although the Committee explored possible reasons for the higher fatality rate in the smaller mines, it was not able to explain this phenomenon fully. Therefore the Bureau of mines requested that the Committee undertake a supplementary study of fatalities in small underground coal mines. The Committee met in the fall of 1982, discussed the problem, developed an approach to it, approved a program of statistical analyses, and authorized a panel of four committee members to explore the problem in greater depth. The panel, in turn, reviewed the results of the statistical analyses and met with the president of the National Independent Coal Operators Association and with several owners of small underground coal mines for a detailed discussion of the unique problems of small mines. Panel members examined 66 individual fatality reports prepared by Mine Safety and Health Administration (MSHA) inspectors who investigated fatal accidents that occurred in small underground coal mines in 1979 and 1980. This report is the result of those studies, analyses, and deliberations. The first draft was prepared by the panel, but the report has been reviewed and approved by the entire Committee.

This Final Report covers the work performed for Contract No. H0377043, "Cables for Face Equipment" from August 1, 1977 to April 1, 1981. It reports the findings in three areas of research: cable protection, circuit-breakers, and high-voltage cable couplers. Laboratory and analytical studies have been conducted in the three areas to determine proper circuit-breaker settings, cable sizes, and coupler performance. Also, an extensive field-monitoring program was established to relate in-mine epxerience to laboratory findings. Further, various pieces of equipment was designed for laboratory testing, particularly in the area of cable reeling and unreeling.

Information on total estimated uranium reserves and domestic requirements have been collected, A survey has been made on the possibilities of recovery of uranium from low grade and complex ore deposits, e.g., marine phosphorites, shales, coal, sea water, etc. In order to assess the potential for uranium recovery from uraniferous phosphorites, available thermodynamic data of uranium minerals, compounds and aqueous species have been collected. The existence of uranium complexes with chloride, fluoride, carbonate, phosphate, sulfate, etc., in ground waters have been evaluated at different pH's. There seems a great need to study the relative stability of these complexes in order to judge the applicability of solution mining technology for selective leaching of uranium from phosphorites. A typical flow-sheet demonstrating recovery of uranium from wet-process phosphoric acid has been included in this report. Some essential features of the economics of uranium recovery from uraniferous phosphorites have been briefly considered and recommendation have been made for further studies.

During the last decade it has been established that conventional flotation control strategies based on classical control theory result in significant increases in grade, recovery, and operating-cost savings. In the current report a description of an advanced model-based control philosophy is presented. The derivation and verification of a simplified flotation model is described. The implementation of a Kalman filter for estimation of unmeasured variables for input to controllers is discussed. Several control strategies using the model-based approach are described, emphasizing the nonlinear nature of the flotation plant. Expected trends in the implementation of such model-based flotation control strategies in the future are discussed.

The performances of the three bituminous coal demonstration methane re¬covery boreholes, located in Greene County, Pennsylvania, are reviewed. Development of these vertical holes was largely underwritten by project funds. Reference is also made to an anthracite coal methane project in Luzerne County, Pennsylvania. This involved one vertical hole and was underwritten by a utility company. In addition, an exploratory drilling in the southern anthracite, which provided the project group with coal cores for methane gas analysis, is also cited. The technical and economical data that were gathered from the various methane projects are analyzed. Finally, the advantages and disadvantages of methane recovery by vertical boreholes are assessed.

The U.S. Bureau of Mines conducted a mineral survey of the Domeland Addition (5207) and Woodpecker (5206) RARE II areas during the summer of 1979. These study areas were examined to determine the presence or absence of mineral resources and reserves and where possible, to estimate values. The study areas are 9 air mi northeast of Kernville, California, and encompass 47,400 acres of primarily granitic rocks of the Sierra Nevada batholith with some scattered exposures of older metasedimentary, volcanic, and metavolcanic rocks. These other rock units partially surround the exposed batholith in the Domeland Wilderness and consist mostly of late Paleozoic quartzites, mica schists, marbles, and meta-volcanics, Mesozoic quartz diorite and gabbro intrusives, and local Tertiary basalt and andesite flows.

Deterministic and stochastic simulation were combined to develop a computer model of an open pit mining system using bucket wheel excavators and related materials handling equipment. The model is closed and dynamic in the sense that information is fed back to control activities at various levels and reservoirs. The results of interaction between unit operations in one time interval determines overall system behavior for the next interval. Equipment performance curves and system profile characteristics rather than time studies are applied to determine the operation of each activity at any time period. For that part of system where performance is dictated by a random variable~ subjective probabilities are employed. Two stages of research were considered to formulate this model. Stage one involved the formulation of equipment sub-assemblies for the sequence of equipment moves along with related assignments and routines for information retrieval. The second stage of research combined all sub-assemblies into an integrated open pit mining simulator. The model is not tailored for any specific open pit operation but is readily adaptable to any system of surface mining including operations having a high degree of complexity. The Bureau of Mines study described in this report was conducted in the Denver, Colo., area (1) to summarize existing conservation practices as related to the most beneficial utilization of deposits of sand and gravel; (2) to identify the conflicting positions of the aggregate producer, the mineral owner, nearby residents, and local government officials responsible for determining land status and for issuing operating permits; and (3) to show the need for planning in Denver and in other expanding communities toward obtaining the benefits of conservation of our rapidly dwindling mineral resources. In order to determine the effects of urbanization on the Denver aggregate industry, interviews were held with owners of sand and gravel operations, with producers of concrete and bituminous pavement, with city and county planning and zoning personnel, and with representatives of various interested organizations. The conservation and ultimate utilization of deposits of construction raw materials near expanding urban areas can best be accomplished by long-range land-use projection and the requesite cooperation of technically advised planning and zoning administrators, government officials, mineral producers, and land developers.

In 1984, personnel from the U.S. Bureau of Mines examined 41,550 acres of the North Fork Owyhee River Wilderness Study Area for mineral resources. This study area, in southwestern Idaho, is underlain by tuffs and basalt of Tertiary age. There are no known mines, claims, or prospects in or near the area. The northeast and southwest corners of the area are covered by oil and gas leases or lease applications, but no known exploration has been conducted. On Nickel Creek and Pleasant Valley Tables, in the southern part of the area, thin flows of vesicular, moss-covered basalt occur that are suitable for use as decorative building stone. The stone available for exploitation crops out over several square miles. However, more suitable material, outside the study area, is closer to potential markets.

Information concerning the fusibility of coal ash has become of considerable value to the consumer of coal, mainly in connection with the troublesome formation of clinker resulting from the melting of the ash constituents of the burning coal. The growing interest in such data has led the Bureau of Mines to make a general survey of the "fusing" or "softening" temperatures of the ash from coals of the United States. It is hoped that this information when used together with the large number of coal analyses published 1 by the bureau will assist the consumer of coal in comparing different coals, and in selecting the coal best adapted for his purpose.

As part of the Bureau's intensive investigation of domestic manganese deposits, lots of ore for testing were collected by Bureau engineers during examinations of several properties in Juab County, Utah. One low-grade and two intermediate-grade samples (13.5, 25.3 and 27.5 percent manganese) were procured by engineers of the Bureau of Mines from the 900--and 1,100-foot levels of' the Tintic Standard mine, situated 2 miles southeast of Eureka, Utah. The ore bodies were described as blocks of ore approximately 60 feet long, 40 feet wide, and 20 to 100 feet deep. The manganese-iron association in the Tintic Standard ores was intimate, and no significant concentration of the low-grade sample was made by ore dressing, However, both of' the higher-grade samples were readily beneficiated to marketable manganese products. Ore from the Oxen No. 5974 claim, 2 miles northeast of Eureka, Utah was low in grade (19.4 percent manganese) and was not amenable to the production of high-grade concentrates owing to the intimacy of association of the manganese minerals with silica. However, a fair manganese recovery was obtained in a product that, when sintered, assayed plus 40 percent manganese. The ore body is reported to be a replacement in limestone and is composed of manganese oxides intermixed with silica, decomposed rhyolite, and limestone. The Fields property consists of five mineral claims situated 3 miles north of Eureka, Utah. The deposit is a replacement in a contact between limestone and a quartz dike. Tests were made on representative samples of a 50-ton lot stored on the property. Although the mineral association in the ore (22.2 percent manganese) is not particularly complex, the physical properties of the manganese minerals render the ore refractory to ore-dressing beneficiation. As the ores varied widely in physical and chemical characteristics, samples from each property were considered as separate ore-dressing problems.

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.
