Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

The major heavy industrial consumers of limestone are the cement, lime'and steel ind- ustries. Each of these requires large quantities of cheap raw material. Other ind- ustries such as glass and chemical manufactur- ing are significant consumers and agricultur- al and constructional activities provide additional demand which is usually more local in its occurrence. Limestone is widely dis- tributed throughout Australia but location in relation to major markets, and transport con- siderations render most deposits of no economic value. Among deposits which are sufficiently close to the major metropolitan markets many must be rejected as being unsuitable on grounds of quality, inadequate size for major.develop- ment, or other reasons such as environmental considerations. The major producing locations are sit- uated in a variety of geological environments. Most have limited reserves and require partic- ular attention to quality control. Planned extraction programmes based on detailed geo- logical investigations enable not only satis- factory grade control but also permit, by the adoption of appropriate quarry procedures, the use of sub-grade material, thus optimis- ing utilisation of the available reserves.

Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

This paper describes a steam outburst in a metal mine which occurred in December 1992 in Japan, resulting in two fatalities. The outburst occurred just after blasting in a heading face 600 m below surface (SL-50 m), 1664 m from a mouth of the mine. The scale of the outburst was large and the fragments of the outburst spread up to 34 m from the face, the total volume of the outburst was estimated to be 206 m3. The outburst materials were mostly clay originated from the typical surrounding rock of sulfide ore and basalt. The shape of the larger outburst fragments were slabs with a thickness of 10 to 20 cm. The victims were found in a main ventilation air shaft, 175 m and 380 m from the face, respectively. The mine mainly produces copper, lead and zinc. The face was ventilated by a 560 mm diameter duct with a fan and the strata temperature of the rock was estimated to be in the range of 120 to 140¦C. There is a famous hot spring near the mine. A thorough investigation into the unprecedented accident was made including an on-site inspection and investigation of rock characteristics in laboratories.

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. Sydney is the capital city of NSW and has a population of approximately four million people. Eighty per cent of the cityÆs water is supplied by Warragamba Dam, which is situated some 75 kilometres south west of the city centre. A risk assessment was carried out on the dam and future predictions of water flows into the catchment area showed that there was a risk of a one in 700-year flood not being contained by the dam. The predicted loss of life and property damage warranted the construction of an auxiliary spillway on the eastern side of the existing dam to cater for any uncontrollable influx of water. A test blasting program was instigated and the blasting parameters were established that would lead to routine production blasting of the sandstone rock making it more cost effective to excavate. Blast induced vibrations were a concern to the owners and the dam wall and ancillary infrastructure was instrumented with sensitive vibration monitoring equipment during the test blasting phase of the operation. Once the blasting parameters were established from the testing program production blasting was carried out on a daily basis to maintain æstockpileÆ of fragmented ground for the excavation equipment. Blast vibration models were developed to predict vibration levels for more sensitive areas of the dam to give the operators more confidence in their operations. The blast induced vibration levels recorded did not cause any structural damage to the dam wall and the waveform frequencies of the blasting operation were much higher than that experienced during a recent earthquake. The integrity of the SCAÆs assets were at no time jeopardised.

Pumping water for dewatering and water supply is a major component of electricity consumption at mining operations and hence is a significant contributor of greenhouse gas emissions. Pump systems at a typical mine site can be broadly split between above ground centrifugal pumps (generally used for water transfer) and submersible borehole pumps (generally for dewatering and/or water supply). In contrast to above ground pumps, submersible borehole pumps can be subjected to varying duty points (total pumping head and flow requirements) as a result of changing bore water levels and yields, particularly in mine dewatering bores. Typically, much higher pumping rates are required at the commencement of dewatering to remove groundwater storage and to intercept sufficient groundwater throughflow to achieve target drawdowns. Once target drawdown levels are reached it often only requires much lower pumping rates to maintain target drawdowns. Pumps sized to remove the large initial volumes of stored groundwater often end up too large for the lower flow rate required for æmaintenance pumpingÆ. This often results in pumps operating inefficiently, a problem which can be made worse when pumps are throttled to reduce the pump output to better match the reduced bore yield. Current standard operating practice places little emphasis on the electricity consumed by pumps, with the focus often being on minimising capital expenditure (æIf it ainÆt broke donÆt fix itÆ). Submersible pumps can have extended service lives of ten to 20+ years. However as the capital cost of a pump typically represents only five per cent of the life cycle cost, the vast majority of the life cycle cost is energy usage.Through the implementation of a regular review of the operation of borehole pumps, significant reductions in electricity use and associated greenhouse gas emissions can be achieved without impacting the dewatering schedule. In most cases, the capital cost of replacing pumps is more than offset by savings in operating costs. These potential savings become even more significant when considering proposed future carbon tax levees.This paper presents examples of the opportunities for significant reductions in energy, greenhouse gas emissions and overall costs that can be achieved for a range of dewatering scenarios.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

The resurgence of silicosis and coal worker’s pneumoconiosis (CWP) in mining and the recent ban of engineered stone products underscore the need to comprehensively address mineral dust exposures and the associated health hazards. Worker exposure to particulate matter, remains a pressing concern demanding nuanced exploration as all dusts are not created equal. The established link between silica and respiratory diseases necessitates a more detailed understanding of the characterisation of particulates and their health impacts. While current monitoring relies on total mass, it is increasingly evident that the size, shape, mineralogy and agglomeration of particles play a crucial role in determining health impacts. This has been evident in the engineered stone industry with workers not only facing a greater risk of silicosis, but also seeing a faster progression of the disease and a higher likelihood of dying from it. Simultaneously, the surging demand for critical minerals, integral to low-carbon economies, has seen government and industry fast tracking the exploration, mining and processing of these commodities. Critical minerals, crucial in technologies like lithium-ion batteries and high-performance alloys, are central to achieving global environmental goals. Significant funding is currently being allocated to advance the development and processing of these materials, however there remains a considerable gap in understanding potential health risks, urging comprehensive health risk assessments. To tackle these challenges, the University of Queensland has developed innovative dust characterisation methodologies, including the use of the Mineral Liberation Analyser (MLA), a scanning electron microscope, to characterise respirable and inhalable dust samples. This advanced technique, initially applied in coal and metals mining, is expanding to critical minerals mining, unravelling diverse mineralogical components and particle size distributions. This conference presentation will showcase the latest research, emphasising the use of advanced analytical techniques to deepen our understanding of the size, shape and mineralogical composition of particulate matter. By synergising insights from coalmines, metals mines, smelters, engineered stone and critical minerals assessments, we aim to proactively manage health risks, contributing to safer workplaces and responsible production practices in the mining sector.

The promotion of good standards of reporting of the valuation of mineral assets in- public documents has been of concern to professional mining industry bodies, the securities industry, and. Government regulatory bodies for some time. This concern led to the National Companies and Securities Commission Release 149 (1990b) which laid down standards for Expert Reports on mining and petroleum securities, and other assets. The formation of the Australian Securities Commission provided an opportunity for a timely revision of Release 149 and the Mineral Valuation Committee was established by The Australasian Institute of Mining and Metallurgy in 1991 to review the existing code, and to develop an appropriate new Code and Guidelines.

Some thirty ore minerals occur in the Mount Morgan orebody. Pyrite is the dominant mineral with chalcopyrite, magnetite and pyrrhotite major components. Gold and gold tellurides, in accessory amounts, are economic- ally important. The prevalence of volcanic rocks in the mine area and the presence of trace amounts of such minerals as cassiterite, gold, native bismuth and rutile suggest a voicanogenetic origin for the ore. The ore occurs in a breccia pipe which cuts through the volcanic and associated strata but the former existence of a syngenetic stratiform ore bed is evidenced by the presence of occasional masses of perfectly banded sulphide ore including a barite-rich "black shale" with sulphide layers exhibiting slump structures. Mineralization is thus both _ syngenetic and epigenetic. The orebody (breccia pipe) is intruded by small stock-like bodies of quartz latite which is believed to have been the upward rising magma invading the orebody of which it is the parent. This has resulted in the annealing recrystallization of the ore minerals and the quartzose gangue with a low strain rate due to magma drag and dilation during intrusion.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Blasting is the primary comminution process in most mining operations. This process involves the highly complex and dynamic interaction between two main components. The first is the detonating explosive and the second is the rock mass into which the explosive is loaded. The mechanical properties of the rock material (such as dynamic strength, tensile strength, dynamic modulus and fracture toughness) are important considerations in understanding the blasting process. However, it is the characteristics of the geological defects (joints, foliation planes, bedding planes) within the rock mass that ultimately determine how effectively a blast performs in terms of fragmentation, all else being equal. The defect characteristics include, but are not limited to, their orientation, spacing, and mechanical properties. During the blasting process, some of the geotechnical characteristics of the rock mass are substantially changed. From the blasting outcome point of view, the most notable and important is the change in fragment size distribution that the rock mass undergoes. The pre-blast in situ defect-bounded block size distribution is transformed into the post-blast muckpile fragment size distribution. Consequently, it is fundamental to our understanding of and ability to predict the blasting process that both the blastability of a rock mass and its transformation into the fragment size distribution can be appropriately quantified.

A considerable debate has arisen regarding the best route for the beneficiation of iron ore. Supporters of jigging technology claim that although the technology is old, due to recent advances in jig control and a better understanding of the separation processes within jigs, it offers significant advantages over dense medium separation, especially in terms of reduced capital and operating costs and simplicity of design. Supporters of dense medium separation claim that this technology is proven to provide the best possible separation and that the gain in efficiency over the life of the plant, compared to that of a jig, will more than offset any differences in capital or operating costs. The truth is that both viewpoints are valid and that the choice is ultimately determined by specific characteristics of the ore being treated. Factors that need to be taken into account in deciding upon the correct option include the size/density distribution of the ore to be treated, the different size fractions which must be treated (lumpy or fines), differences in yield at grade, plant layout and capital and operating costs. Each of these factors will be discussed in detail and a case study for both lumpy and fines will be presented.

Predicting the physical characteristics of various ore types has for long been a difficult problem during mining. Grade control practices tend to concentrate on the chemical grade of the ore. Estimation of physical characteristics such as beneficiation behaviour is commonly limited to the simplistic application of historical averages. Large amounts of geochemical data are often gathered during the exploration and mining stages of a project, especially in ferrous and base metal deposits. In addition to the elements of principal economic interest, samples are often analysed for suites of gangue constituents to determine whether the mineralisation lies within target specifications. This multi-element data is often put to no other use than this simple chemical classification, yet it may present the geologist or metallurgist with valuable insights into the mineral content and physical characteristics of the deposit. Normative mineral estimates have been used as a method for characterising igneous rocks for almost 100 years. The method establishes and applies a set of sequential rules, by which the chemical components of a sample are assigned to mineral components. Provided that it is possible to make some realistic assumptions about the mineral species likely to be present in a rock unit or deposit and their paragenesis, this approach can be extended to a variety of mineral deposits. The geochemical data that are routinely collected when, for example, drilling iron ore and base metal deposits, can be used to derive estimates of normative mineral content. These estimates can be used to characterise physical or metallurgical aspects of the ore, such as density, beneficiation behaviour and metal recovery. This paper examines the application of normative mineral estimates to a variety of practical resource characterisation problems. The potential for predicting the lump and fines proportions of iron and manganese ores is also discussed.
