Substantial savings in terms of project time, cost, and financial viability can result through the expert involvement of independent financial advisors in the early stages of any mining project's preparation. This role is not confined to project financing, financial modelling, valuations and corporate finance advice, but may in the early stages be much more strategic in nature, covering a wide group of subject areas. A number of separate examples and case studies are outlined, which show the manner in which financial advisors can be effectively used. The benefits arising from involving an additional professional team with the project group must be offset against the separate and additional cost factors involved.

The paper discusses how automation is steadily proceeding throughout all areas of the electrolytic zinc industry. Fluid bed roasters with integral sulphuric acid plants are now on -computer control. Highly efficient, continuous leaching and purification stages, with feed-forward predictive and optimisation computer control, precede electrolytic cells with on-stream solution analysers and automatic stripping of deposited zinc. Controlled electric induction furnaces feed continuous casting lines, equipped with automatic stacking and strapping, machines, after computer based metal analysis has confirmed metal purity or alloy composition. The paper also discusses the use of computer models tied to process control systems, and the equipment and solution measurements that could be automated with advantage, using modern micro-based controllers and analysers.

Despite extensive oil exploration in"Western Australia over the past 12 years no commercial oil fields have yet been found. A total ' of 66 test wells have been drilled throughout the State but only Rough Range No.s.. 1 and 1A have produced oil in significant quantities. Active oil exploration is now in progress in the" Canning, Carnarvon, Perth, Bonaparte Gulf and Officer Basins. Test wells have been drilled' in ,all of these except the Officer Basin, where the subsurface stratigraphy is still unknown. Large .areas of the other four have hot yet been drilled. It, is- probable that. commercial oil deposits will eventually be found' in these basins as they contain thick marine sequences, and have structures 'suitable for.,the. entrapment of oil. .

Nifty Copper Operations was established to treat a copper orebody situated in the East Pilbara area of North West WA, located approximately 70 km west of Telfer in the Great Sandy Desert. The plant was designed to treat the oxidised portion of the orebody with underground development following at a later date. Nifty was designed to produce 16 500 tpa of copper cathode. This will increase with treatment of the chalcopyrite ore (underground resource). Ore processing is similar to other operations of this type but has its unique challenges. Problems discussed are: fine clay minerals which hinder percolation; oxidation of organic by manganese in the electrolyte; crud formation by clays; third phase emulsions; and organic carryover into the electrowinning tankhouse. As the orebody utilisation progresses, some sulphide material will require leaching and further investigations into liquor chemistry.

In pursuit of optimising the cemented rockfill system fragmentation of the aggregate, while travelling through the surface-to-underground aggregate transport raise, was investigated and a æfines estimationÆ equation was determined. When used with the rockfill strength estimation equation, the fines estimation equation enables an accurate estimation of the compressive strength to be derived theoretically. Optimum fill raise orientation was examined and recommendations are given depending on the varying stope dimensions. If the maximum dimension of the stope is less than 30.5 m (100 ft), a single, centrally located fill raise will suffice. However, as the stope dimensions increase, the number and orientation of the fill raises becomes more complicated and each stope must be examined on an individual basis.

Australian mining practice operates at the forefront of technology. In recent times Australian designers, contractors and operators have shown many examples of technical "entrepreneurship" in solving geological mining and metallurgical problems. Developments have occurred in the fields of equipment, processing, operating techniques and training which have relevance to the mining industry in other countries. Our mineral exports play a key role in main- taining the viability of the Australian economy. Although the export potential of our specialised equipment and technology is at a much lower level it is a growth area. The export of our mining technology can continue to be basically the result of individual efforts but the question of whether it would be war- ranted and desirable, to establish a coordinating structure should be examined. Existing and new initiatives by the Federal Government indi- cate the Government's interest in the export of technology. The mining industry should take a proactive role formulating policy and programs within its technical jurisdiction.

Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

The new generation Hlsmelt« Direct Iron Ore Smelting Process is a CRA Limited technology initiative. The process development is now focussed on commercialisation. The goal is to have the first commercial vessel operating around the year 2000. The HIsmelt« Process, based on the abundantly available iron ore fines and the more readily available non-coking coals, has the potential to fundamentally change iron ore processing through the application of high intensity techniques to replace the current sinter/coke ovens/blast furnace .technologies. The process will have great potential in the rapidly growing economies of Asia where steelmaking aspirations are based around local market focussed plants. This potential can be. realised as a supplier of premium grade iron units to electric arc furnace (EAF) steelmaking plants or as the front end to an ore based steel mill.

Some only types of bank finance are appropriate for mining development, with conventional fixed rate finance having significant limitations of flexibility. New, innovative and flexible instruments have recently been utilised within project financing packages. A strictly limited number of specialist project finance banks exists, with the necessary specialist personnel able to address project cost-competitiveness, cost and commodity forecasting, joint venture negotiations, and completion and sales undertakings. Different techniques of internal bank appraisal are applied, with the usual equity investment project valuation criteria being seldom useful for loan assessment purposes. Company attention paid to the preparation of a sensitively structured bankable presentation can prove most effective for securing development project finance. Substantial scope is possible for savings of time and money.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (Pacrim) region.

Australia has historically been a world leader in mining innovations. This trend is reflected in the international patent records, which show that in recent years there has been some recovery in the number of patent filings arising from Australian research. These innovations occur across a wide cross-section of mining technologies and derive from both public and private sector research. Australian mining innovations are largely dominated by new processes and equipment, principally in the areas of rock drilling and coring, strata stabilisation, cutting tools, blasting, mine design and oil field exploitation. They include improvements in drill bits, rock bolts and accessories and wellbore systems. Another area that has received significant research attention has been the in situ thermal processing of coal deposits. High profile examples of Australian mining innovations include the æSORDMinerÆ, a remote-controlled mining machine for use in mining collapsing wet environments, and CSIROÆs SMART*CUT rock cutting pick that dramatically increases the rate of cutting hard rock. This paper will provide an overview of recent innovations in Australian mining, as reflected in the international patent records, including the organisations and individuals active in the field, and the technological nature of specific innovations.

Dynamic shocks, which occur in mine hoisting systems have been measured by various investigators over the past 30 years. In 1966 the most intensive analytical investigations were being planned in Bochum, Germany, where equipment then was being constructed to measure the power generated in any particular dynamic shock. Between 1953 and 1956, in Broken Hill, N.S.W., accelerations of the shaft conveyances were measured and analysed. The "effective mass" of the conveyances at the time of the shock was then and still is considered as indeterminate and not easily measured. It is believed that probable peak forces can be determined by the product of the static mass and the accelerations. The subsequent problem of the elimination of the dynamic shocks becomes one of possibly increasing the frequency and thus reducing the amplitude, after identifying and evaluating the shock generators. In addition, judicious use of the clearance between the shaft conveyance and the guide, as a zone in which to absorb vibrations, is a factor which has been overlooked in earlier investigations on This topic.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters; presents the optimum bench heights under various conditions in terms of minimising the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck-haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m bench through marginal analysis. The observations from these analyses disprove the previous conflicting assertions that the overall weighted average haulage distance either increases or decreases monotonically with bench height. It is concluded that: (i) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open-pit mines; (ii) the reduction of haulage cost is limited with the case of increasing bench height to 18 m from 15 m; and (iii) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high benches.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. Research and Technical Services, Department of Mines Western Australia The nine papers received for this technical session cover a very wide range of hydrological problems in various parts of the world. Three of these papers deal with hydrological predictions for new mines, while three are concerned with the prediction of water chemistry. The three remaining papers deal with gas injection as a dewatering tool, discharge formulae verification and the use of a physical model to predict subsurface strata movement and fracture development due to longwall mining. Hydrological problems in mine planning represent a major risk in many mining operations, booth as a potential life or equipment hazard and a major financial risk. The initial paper selected to review was therefore one by the president of a gold mining company, rather than by one of the specialist scientists, to remind us all that the main reason problems are faced and overcome in the mining industry is usually a commercial one.
