Feasibility studies in the development of mining projects are fundamental to most investment decisions. It is important that the issues addressed and the degree of detail involved in feasibility studies are consistent with the investment decisions to be taken. Emphasis should be placed on a thorough analysis of critical project parameters prior to detailed investigations being undertaken into other activities which are not relevant to the decisions at hand. Therefore, the issues to be decided upon should be influenced significantly by the stage of development of the project and by the reliability of technical and financial information used in the study. Some of the more critical parameters of feasibility studies are commodity prices, inflation rates and discount rates. Advice is given on the selection of these inputs and also on their application in the feasibility study as the project progresses through its various development stages. The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper summarises the information about current state of eco-environmental problems, geological disaster and mining waste causing during the process of limestone mining. By comparing the management experiences of limestone mines in other countries, management problems in China have been discussed and improved management options have been proposed here. The expansive, open cut iron-ore mines in Western Australia typically experience few days of rain per annum, often amounting to less than 250 mm. Unlike mines where rainfall is frequent, they may be less prepared for extreme rainfall events. Such events can cause erosion, flooding and sedimentation, drainage alteration, spoil and stock heaps wetting and effect slope stability. Such impacts may threaten personnel safety, infrastructure, and production. The CRATER (‘Climate Related Adaptation from Terrain Evaluation Results’) framework collates and interprets a mine’s pre-existing data and semi-quantitative information to assess vulnerability to, and ultimately plan to avoid or minimise, flood-related hazard to infrastructure, people, downtime, environment and revenue. Outputs assist decision makers to design investment strategies for minimising mining operations’ vulnerability to climate. Previously developed for smaller, wetter mines in Queensland’s coal region, the outputs provide a hot-spot map, fault tree analysis and an assessment of the mine’s capacity to adapt. The multicriteria evaluation (MCE) within a geographic information system (GIS), equally suits iron-ore mines’ siteconditions (elevation, slope, drainage, soil and vegetation) to identify critical inundation areas. Hotspot results provide target zones for in-depth fault-tree analysis that, in turn, present a range of sitespecific adaptation options. Rainfall-intensity and the number of rain days since the 1970s have increased over central and eastern parts of the Pilbara Region. While tropical cyclones may become less frequent, they are projected to increase in intensity. Although some parts of the Hamersley Ranges receive more than 500 mm per annum, rainfall in the Pilbara is generally very low. Therefore, experience of the impacts of extreme rainfall events in the constantly changing topography of Western Australia’s iron ore region may be sparse. Minimising potential effects can be proactively assisted using CRATER.

As part of a comprehensive project to develop a remote sensing tool for evaluating the mechanical properties of rocks, one must obtain a rapid indication of these properties using conventional field methods. A common method for evaluating the mechanical properties of rocks in the field is to use a Schmidt hammer, a portable device that measures the rebound (R) of a spring-loaded mass impacting against the rock surface. Since the 1960s many studies have been made to find empirical correlations between the R value measured by the Schmidt hammer and mechanical and physical properties such as uniaxial compressive strength (UCS), elastic modulus, density, and porosity. Despite the existing correlations in the literature, this work is required to establish detailed empirical relationships for the carbonate rock units in Israel. To do so, 150 rock samples were collected from 38 different outcrops of carbonate rock units. In each outcrop, 20 impacts were made using a Schmidt hammer at different but adjacent points. The impacts were done horizontally perpendicular to the vertical rock walls. In the laboratory, we measured the density, effective porosity, water absorption, UCS, and elastic modulus. The rock samples we selected contained a wide range of UCS: from 7 to 270 MPa. Our empirical correlations indicate an exponential relationship between R and UCS and the elastic modulus, and linear relationships between R and density, porosity, and water absorbance. The most reliable index is the average of the five maximum impacts out of the 20 made in each rock outcrop. The correlation equations obtained from this work will make it possible to effectively evaluate the mechanical properties of the intact rock in the field, thereby aiding development of advanced tools for rock mass characterisation by means of remote sensing.

Until 1980 copper, lead and zinc sulphide slurries have been success- fully dewatered for rail and sea transport for many years at the Rose- bery site of North Broken Hill Holdings Ltd. utilizing conventional vacuum disc filtration systems. An upgrading and mill expansion program completed in 1981, which also permitted the introduction of ore streams changes, had resulted in difficulties dewatering copper and lead sulphide slurries to comply with transportable moisture limits. Following an extensive investigation which included both laboratory and pilot plant testing a program was commenced to replace the 2 vacuum disc filtration systems with 2 pressure filtration systems for use on copper and lead slurry dewatering and also to retain other existing vacuum disc filters as standby. An analysis of mill operations performance resulted in slurry storage tanks with a capacity equivalent to 20 hours of normal production being incorporated into the project. The pressure filters are mounted above the concentrate stock- piles. A sealed sloping floor incorporating launders is used to prevent any accidental contamination of the concentrate from pipe leakages, spillage, or from water hoses used for clean up purposes around the area. The project was completed in 1985 and operating performance has been better than that predicted from testwork. Equipment availability at 95076 together with the slurry storage capacity provided results in minimal requirement for the standby vacuum filtration system. Some typical operating results are given.

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

Multiple data sources can be fused to improve boundary modelling in stratified deposits such as the banded iron formation (BIF) hosted deposits in the Pilbara Region of Western Australia. Accurate boundaries are essential to produce high quality geological models. Initial models are based on the widely spaced exploration hole data. This creates a high level of uncertainty in areas between the holes, with different interpretations of the boundary equally probable. Including directional information collected in these holes in the models can reduce the number of possibilities. Including data collected during mining, such as blastholes and bench measurements, can further guide the model. This research demonstrates a Gaussian Processes based method of fusing these disparate data sources to better inform the boundaries. Our results demonstrate that when only exploration points are used the model creates a smooth boundary with minimal variation between the holes. Each additional data source refined the model and added additional detail to the boundary. For the blast data, the new detail projects down to the bench below the current bench to allow for a better prediction before mining commences on that bench.

The results from three quick methods for the determination of W03 in scheelite ore samples, mill products and concentrates were compared with gravimetric results and tested with standard samples to establish which was the most reliable. Summaries of the methods, two X-Ray fluorescence and one colorimetric, are given. The best method was X-Ray fluorescence, with samples cast as glass discs.

Smelting at Mount Morgan started in 1906 with blast furnaces which were replaced by a reverberatory furnace in 1939. The second reverberatory, commissioned in 1944, was replaced by a copper flash smelter in 1972. Flotation concentrates, dried to 0.05 per cent moisture, were oxidised under accurately controlled conditions and produced 45 per cent Cu matte and a slag in the flash smelter. The matte was converted to blister copper and the slag was slowly cooled before grinding and retreatment in a flotation concentrator.

Extensive rockfill cylinder testing was performed to determine the effect that aggregate size, aggregate moisture, Portland cement, fly ash and cement dispersant addition has on compressive strength of a cemented backfill. In this paper ætwo-level factorialÆ and æcentral compositeÆ designs were used to determine the single and interaction effects that each factor have on the overall strength. The results from the designwork indicated that the per cent of aggregate fines had the greatest influence on the compressive strength of the rockfill cylinders. From the factorial design results, a compressive strength estimation equation was derived, which enables the strength to be estimated, given varying input values.

This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.
