The Ausmelt Catalytic Waste Converter (CWC) has been developed for use in the treatment of industrial wastes and for the recycling of secondary materials. Ausmelt Technology uses a top submerged lance system within a versatile and efficient slag bath reactor. High temperature pyrometallurgical reactions are carefully controlled within an oxidised molten siliceous slag such that metals can be extracted from waste feedstock for recycling, with non-volatile elements reporting to the slag, usually as oxides. Modification of the slag chemistry results in a final slag product that is stable, vitrified and is able to pass standard leach tests such that it is safe to discard or be used in civil engineering applications. Toxic components in the wastes such as organohalides can be completely destroyed and are prevented from reforming. Waste to energy conversion is practiced by the addition of a heat exchanger/steam generator in the converter offgas system. The Ausmelt CWC has been used for recovering zinc from residues and slags, treating spent potliner (SPL) from the aluminium industry and a wide range of electronic and other potentially valuable waste materials. Methods of monitoring the exhaust gases at different stages in the CWC gas handling system are discussed. The assay of these gases prior to emission is used to assist in the control of the converter chemistry to ensure the complete oxidative breakdown of the feedstock.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. Of the three types, 2 and 3 are in general use. Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. The results of theoretical and technological investigations have been presented for the application of electrochemical technology in copper-nickel flotation processing schemes. The sorbed xanthate and dithiophosphate products on chalcopyrite and pyrrhotite have been studied in distinct polarisation conditions of mineral suspensions. Optimum electrochemical pulp treatment parameters have been worked out for copper, nickel, pyrrhotite and other flotation cycles. The method has been examined in pilot plant conditions over a long period of time, technological efficiency has been evaluated corresponding to the industrial flotation process at the Norilsk plant.

Zinc cementation and carbon adsorption are both presently used for precious metals recovery from cyanide leach solutions. Each of these techniques exhibits unique processing features which renders them suitable to treat solutions with different properties and in different applications. In this study, the two processes are reviewed and compared. Operating data from a number of Merrill-Crowe precipitation and carbon adsorption plants in North America have been obtained and used in this analysis. The relative capital and operating costs for the two processes have also been considered.

The task of re-engineering the system has now begun, and the first stage is operational. The Bowen Basin coal field is an important energy resource. A relatively small proportion is avail- able by open cut operations. Responsible men throughout the world have warned of the need to increase coal research immediately. Because energy is still available in abundance these warnings have not been heeded in Australia. The characteristics of the Bowen Basin coal make it a fairly difficult underground mining proposition and a significant research effort is required to solve the problems likely to be encountered. Both industry and government have responsibilities in the economic recovery of the maximum proportion of the resource and jointly funded research administered by existing organisations should be inaugurated forthwith.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag.

Improvements in mechanisation should not be considered independently of safety and of environmental hazards. The need to keep gas contents within statutory limits may make the time needed to partially drain a gassy seam the effective control on face development times. Dust levels may provide an effective control on coal extraction rates on any one face. The combination of gas and dust on high output longwall faces may make it necessary for each one to be treated as a separate mine in terms of ventilation, and the faceworkers may need special protection. Mechanisation and safety can be mutually beneficial when mechanisation combined with systematic safety assessment reduces accidents, and when a thorough study of how to reduce accidents and health risks indicates the best method to improve mechanisation.

The Western Australian gold industry has approximately 100 operating plants, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high turn over and use highly saline process water. Approximately 4,500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

Previous mineralogical investigation of all effluent flotation streams of Mimosa mine (Zimbabwe) indicated that appreciable amounts of liberated platinum-group minerals (PGMs) of the Pt-Pd-Bi-Te class are not recovered û despite electrochemical measurements showing interaction between xanthate and such minerals. In this work, the flotation recovery of synthetically prepared Pd-Bi-Te was compared with that of chalcopyrite (a typical fast-floating mineral) and pyrrhotite (a typical slow-floating mineral), with microflotation tests. These indicated Pd-Bi-Te to be a fast-floater with flotation rates exceeding that of chalcopyrite. Predicted flotation rate constants (from the Ralston model) were significantly lower for small particles (with diameters similar to those lost to the effluent streams) compared with those of particle with intermediate sizes. This supports the suggestion that losses to effluent streams are caused by particle size effects.

Froth flotation is applied to mineral sand concentrates in order to produce commercially viable xenotime concentrates. Experiments indicate that a xenotime product containing 38% Y203 at 47% recovery or 34% Y203 at 83% recovery can be obtained from a 27% Y203 feed. The process involves a primary stage of reverse flotation at which oxide and silicate gangue is floated, and secondary stage of direct flotation at which xenotime is floated. Of the various collectors screened an amphoteric compound was found to be effective at both stages. This was made possible by the addition of sodium silicate at the second stage, which acted as depressant for the remainder of the gangue. Similar studies on a low grade feed material were somewhat unsatisfactory as the grade achieved fell short of what was targeted.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1989 and the Metalliferous Mining regulations 1989 to promote the safe and responsible exploitation of the States' mineral wealth.An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end.This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall.
