EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

Fluid bed sulphation roasting of bismuth concentrates began at Warrego in 1980 in con- junction with the recommissioning of the Tennant Creek Smelter. This process, develop- ed by Peko Mines, is used to separate copper and bismuth by converting copper minerals to a water or weak acid soluble form and then leaching. Pilot scale testwork conducted at the Australian Mineral Development Laboratories (AMDEL) and by Dorr Oliver Pty Ltd in the USA indicated that close control of bed teaper- atures and exhaust gas composition was required to ensure high levels of soluble copper. After overcoming some initial problems, the plant now achieves typically 89 percent copper extraction. Plant capacity is 2.7 tonnes/h by design but in practice this is limited by feed analysis, air requirements, cyclone operation and calcine particle size Consideration.

Many coal mine operators have responded to economic pressures by massive investment in machinery to reduce unit costs. To sustain the increased production which must justify the expenditure it is essential to know the resource in great detail months or even years in advance of its extraction. The required detail includes variations in composition and any lateral disruptions to the seam which night affect production. As Wilson (1985) has pointed out, a day's production loss can mean half a million dollars income forgone, and an unexpected major fault can mean a shutdown of weeks. Traditionally, seams were probed by surface drilling on (typically) 250 or 500m centres, and by horizontal drilling from sithin'the seam. Core was analysed chemically. The new generation machinery cannot tolerate the risk attendant on such widely spaced sampling, but the costs of much closer sampling rapidly become prohibitive.

This short paper outlines the authorÆs views regarding the present ability of the resources industry to manage its mining assets. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. It contends that whilst a great deal has been learnt about the management of mines over the last 500 years since the seminal work of Agricola, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations improvement, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. At a time of key skill shortages in our industry as mineral producers attempt to ramp-up production to capture historically high commodity prices, achieving best practice operations management has seldom been more critical.

A critical concern of any mining company today is its relationship with the different stakeholder groups impacted by the operational activity û communities, unions, vendors, local partners and competitors, local and federal governments, interest groups and non-government organisations. What ten years ago would have gone unnoticed, now, and even more so in the future, can drastically impact the profitability and even existence of a mining operation. This paper describes the development and delivery of a new paradigm for creating effective external stakeholder relationships. We report on the actual measurable results of an integrated and highly complex initiative led by Lonmin Plc (Lonmin) and Landmark Education Business Development (LEBD) that significantly altered the nature of the relationship with the stakeholders. Given the nature of the long-term investment required in a mining operation, any breakdowns or surprises in its relationship with external stakeholders brings with it the potential for major loss. The transformation of executive and senior management and community leadership was required to enable them to be effective in managing this complex set of circumstances.

The continuously growing coal mining industry of India presently includes shovel dumper combinations in open cast mines, sometimes with dragline mining of overburden, together with the whole range of longwall and bord and pillar underground mining, continuously undergoing fuller mechanisation. This transition from "low tech" to "high tech" systems is now monitored for reliability and provides bases for comparisons of downtime relative to age and make of equipment, whether imported or indigenous, including spare parts, as well as frequencies of particular failures to allow analysis and progressive improvement. Varying geologies complicate technology and equipment requirements, especially in underground mine,s with minimal technological standardisation, but now, reliability in South Eastern Coalfields Limited has been given more importance and superior technological back-up is being developed.

Skarns typically are zoned and the deposit- or district-scale zonation pattern is an important tool in exploration for skarn deposits. Zonation in individual deposits has been described in many publications, and the general zoning patterns have been summarised by Einaudi, Meinert and Newberry (1981), Meinert (1997), and Meinert, Dipple and Nicolescu (2005). Although zonation is present in most skarns as the result of a basic process of transferring heat and fluids from magmas to wall rocks, the specific zoning pattern in each skarn may vary greatly. For example some zones may be missing entirely or multiple zones may be telescoped. Such variations can be caused by several factors including depth of formation, magma composition, timing of the exsolution of magmatic aqueous fluids, redox state of the magma and redox state of the wall rocks. To use zonation as a predictive tool in skarn exploration, all the controlling factors have to be considered. In this study, we discuss some of the factors that may affect the zoning patterns in Ca skarns. Magnesium skarn has dramatically different mineralogy and is not discussed here. The control of spontaneous combustion in spoil piles is an area of concern for a number of open cut coal mines. Spontaneous combustion in spoil may occur when carbonaceous waste materials are exposed to air. In large piles, the relatively high voidage within the pile may allow sufficient movement of air through the pile to sustain oxidation and heat generation. Over the past decade, ACARP and CSIRO have funded a number of projects aimed at providing a better understanding of the causes of spontaneous combustion in spoil piles and the development of control strategies. Work has focused on prevention measures but has also considered measures available to deal with well-developed fires. Field, laboratory and numerical modelling methods have been brought to bear on the issues. Individual projects have addressed: causes of spontaneous combustion including the relative reactivities of mine waste materials; the use of cover layers to prevent spontaneous combustion; the use of flyash grout to control an active fire; the emissions of air pollutants; and the emission of greenhouse gases. This paper provides a description of the work carried out to date with an emphasis on the major findings of the research and its application to open cut mines.

During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

Pyrite concentrate and calcine from the Nanjing Lead-Zinc-Silver Mines, China, were leached with aqueous cyanide and thiourea solutions. More than half of the contained gold and silver was able to be extracted from the roaster calcines. The very fine dissemination of precious metal grains, high roasting temperature (850 - 900°C) and residual sulphur are believed responsible for the Iow extractions.A recovery of about 70 per cent for both silver and gold was able to be obtained with cyanide and with thiourea leachants when the pyrite was roasted in the laboratory at temperatures between 600 and 650°C.Thiourea, as an alternative leachant, has received much attention recently and a series of constant potential leaching tests was conducted.When the thiourea to formamidine disulphide mole ratio was about two, the precious metal extraction was greatest. In the Nanjing calcined material, this occurred at a potential of about 210 mV relative to a standard calomel electrode.

The applicability of Bieniawski and Hoek-Brown empirical strength criteria has been assessed for different groups of coal and various types of intact rocks by using a vast number of published triaxial test data from various places. Analysis of individual data sets revealed that the traditional forms of the criteria do not have a perfect agreement with the data. A strong negative correlation has been observed between B in Bieniawski's criterion and m in Hoek and Brown's criterion with uniaxial compressive strength of materials. Both criteria have been modified and empirical relationships have been introduced for coal as follows:m = 62.903 - 34.213 (log pc) 0.9772B = 10.152 - 4.709 (log pc )0.8889Similar relationships have been developed for different rock types as well.A comparison between the applicability of each of the above approaches with the conventional criteria reveals a very significant advantage for new approaches and a supremacy for the Bieniawski criterion in all cases particularly in the case of coal.The modified Bieniawski criterion fits coal as well as different types of rocks with excellent accuracy.The modified Hoek-Brown criterion gives a good result for rocks but does not fit coal data quite well. In other words, Hoek-Brown criterion is not an suitable one for coal.

This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

Australia has an extremely large total hot dry rock (HDR) resource above a depth of 5 km, equivalent to 7500 times its present annual energy consumption, of which 80 per cent underlies the Great Artesian Basin. The resources most likely to be exploited first are those residing in homogeneous granitic bodies beneath sedimentary basins containing insulating rocks such as shales and coal measures. In the Sydney Basin south of Muswellbrook, an area of high geothermal gradient corresponds to a gravity low thought to be a buried granite body at a temperature of possibly 250¦C. This locality is suspected to have the ideal geological characteristics for Australia's first hot rock test facility. Australia's high HDR potential is possibly unique in the world, in that the potential sites satisfy four independent, geological conditions, each considered as favourable for the creation of a resource, and for the ease of extracting that resource. They are: ò Higher crustal heat generating capacity than that of normal continental crust. ò Much of the Australian continent is covered by sedimentary basins which contain a high proportion of shales and coal measures that have low thermal conductivities, thus providing an insulating blanket for the heat being generated beneath. ò The sedimentary basins are in many places underlain by large untectonised granitic bodies that are not only a major contributor to heat generation, but also ideally suited to the establishment of HDR reservoirs. ò The crustal shortening stress field that is found in the majority of the Australian continental crust results in a vertical minimum principal stress orientation which should result in the development of favourably oriented horizontal stimulation cells necessary for maximising an HDR resource.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

WITH the exception of the deposits of the Milburn Cement Co near Dunedin, Wilson's Portland Cement Co., on the Mahurangi River (a short distance north of Auckland), and those of the New Zealand Portland Cement Co., at Limestone Island, the cement. Tesources of New Zealand remain practically undeveloped. The Milburn Company utilizes a mixture of limestone and mud for the manufacture of cement, while Wilson's and the New Zealand Portland Cement companies both have the advantage of a natural cement stock which requires but small additions of highgrade limestone to give the mixture required. The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.
