A T THE meeting of the Board of Directors on June 24, Prof. Heinrich O. Hofman was elected an honorary member of the American Institute of Mining and Metallurgical Engineers. Professor Hofman is best known to the world at large for his publications, and in this respect he is to this generation what Schnabel was to the previous one. The first edition of Professor Hofman's "Metallurgy of Lead and Desilverization of Base Bullion"; was published in 1893; the fifth edition in 1898. In 1913, he published his work on "General Metallurgy;" this was followed by "Metallurgy of Copper" in 1914, and a revised and enlarged edition of the "Metallurgy of Lead" in 1918. "Metallurgy of Zinc and Cadmium" is now in press. He also published, through the Massachusetts Institute of Technology, "An Outline of the Metallurgy of Iron and Steel" for students' use. Since the founding of "Mineral Industry" in 1892, he has been continuously the annual contributor on the metallurgy of lead, and all Institute members know that his contributions to the TRANSACTIONS have been liberal in the extreme. It is through this medium that the results of the extensive research work, which he has always carried on in connection with his work at the Massachusetts Institute of Technology, have been published. Of the greatest importance are his papers dealing with the formation temperatures of slags, but many other metallurgical subjects have been covered.

ALTHOUGH most accidents occur through the A carelessness or misfortune of the workmen; that is no reason why we should not take all physical precautions practicable. The best way to approach the problem of mine safety is to acquire a personal feeling of responsibility for the accident and then plan how it might have been prevented had we known that it was to occur. A statistical analysis of the physical conditions contributory to accidents will give an indication of some of the methods or mechanisms that should be revised or safeguarded. The handling of rock or ore is a common source of minor injuries. Freedom from accident when mucking largely depends on the skill and care of the workman; this also is true, to a certain degree, to loading cars from chutes, but much can be done in the layout of chutes and their equipment to provide equal safety with less skill. Permanent stagings, or rigid units that may be easily assembled, should be provided so that the men handling the chute boards or gates and barring the jammed chunks will have a convenient safe footing for their operations. A stance to the side of the chute mouth is to one in front, because a man will not be liable to be struck by flying lumps or his bar, should it he caught in the mass, yet in many mines the workmen face the chute when loading a car. Fig. 1 shows the operation of a plank chute having special latches which support the chute boards in such manner that they may be conveniently dropped into place to stop the flow of ore.

THE dislocation theory of plastic flow originated in 1928, when Prandtl1 suggested that the internal damping of metals of plastic origin might arise from the motion of a crystalline imperfection. Following this, Dehlinger2 employed a similar imperfection in a theory of recrystallization. The first detailed theoretical discussions were those of E. Orowan3 and G. I. Taylor4 in 1934. The resulting theory was gen- eralized by J. M. Burgers5 in 1939. Mott and Nabarro, in England, and Seitz and Read,6 in the United States, started an extensive examination of the atomic theory of dislocations in the period between 1939 and 1941. However, this development was arrested by the mar and was not taken up again until after 1945. Since 1946, the field has been the object of very intense activity, particularly in the United States and England. Dislocations are beautiful and intricate imperfections; they are sufficiently complicated to account for the great variety of phenomena encountered in the field of plastic flow. Above all, the dislocation concept enables us to understand how a metal or other plastic solid can deform inelastically under very small stresses at temperatures far below the melting point. The crystallo graphy of several grains of the lamellar Ni-Ni3 B eutectic solidified under conditions appvoachirt equilibriun has been examined.. A preferred interlace relationship has been observed in this system which may be described as: A detailed study of this interface by means of an atomistic model reveals the interface Plane to be puckered and more accurately describable as: Analysis of the atomic configuration on these planes reveals that this interface conforms to the orientation criteria proposed for directionally solidified lanzellar eutectics. In addition, a model is proposed to help explain the growth of a "puckered" interface. DURING the past several years an increasing number of unidirectional solidification experiments on eutectic alloys have been reported in the literature. The primary emphasis, in most cases, has been the effect of growth variables on microstructure. Some authors have, however, studied the crystallographic orientations and interfacial relationships resulting from these experiments. Four crystallographic studies have been published;'-4 in each of these there is a factor which tends to prohibit the extension of the observations beyond the particular system. In the Al-CuA12 system, the approximately equal volume fractions of the phases have resulted in sorrie controversy as to which phase constitutes the matrix. In the Mg-Mg,Sn eutectic the presence of several interconnecting lamellar systems2 complicates the analysis. The two remaining eutectics. 1nSb-b and Al-Ali, are both rodlike (the latter exhibits a plate morphology at low solidification rates): the matrix in each of these alloys is the simpler (fcc) phase. Studies of nucleation in eutectic alloys indicate that the more complex constituent is the nucleating -.phase.' For the purpose of an analysis of interface crystallography it was deemed desirable to study a lamellar system in which the matrix was the more complex and, presumably. the nucleating phase. Recently it has been shown that there is a eutectic in the Ni-B system between Ni3B and i; preliminary investigation by the authors indicated that the matrix in this eutectic is the boride phase. The structure of Ni,B is reported to be orthorhombic, the compound being isostructural with cementite. This eutectic is therefore analogous to that between austenite and cementite. Furthermore, the Ni-B system is not susceptible to a competing eutectic reaction as occurs in the Fe-C alloys; nor does it exhibit a eutectoid decomposition. For these reasons the study of the interfacial relationship in the Ni-Ni3B eutectic was undertaken. PROCEDURE Ingots of nominal composition 3.5 and 3.6 wt pct B were induction-melted in boron nitride crucibles within a graphite susceptor under a boric oxide slag; a dynamic argon atmosphere was maintained over the melt to prevent rapid oxidation of the susceptor. The raw materials used were 99.97 pct Ni from Huntington Metals Division of International Nickel Co. and 99.8+ pct B chips supplied by the United Mineral and Chemical Co. The analyses of the starting materials are listed in Table I. The melt was held at 1500cC for 2 hr to insure complete reaction and allowed to cool to room temperature. The castings were chemically analyzed for boron and were metallographically examined for uniformity. The metallographic samples were mechanically polished through 0.1 p A1,0, and etched with Carapella's reagent. Each master casting was cut up to make several specimen blanks which were remelted, in boron nitride crucibles, to form ingots of 1/2 to 3/4 in. in diarn by 7 in. long. These ingots were unidirectionally solidified using a modified vertical Bridgman technique. The rate of solidification was assumed to be equal to the uniform rate at which the crucible-susceptor assembly was withdrawn from the induction coil. This rate was varied from 1.18 to 2.21 cm per hr. In order to perform these experiments it was found necessary to redetermine the eutectic composition. This was accomplished by the zone-melting technique described by Yue and lark.' An ingot of 4.5 wt pct B was zone-melted in a horizontal boron nitride boat 7-1/2 in. long with a 112-in.-square cross section. A

The work described in this paper was carried out in the Research Laboratories of the British Aluminium Company Ltd., under the general direction of A. G. C. Gwyer, Scientific Manager of the Company. In considering the effect of stress?corrosion conditions on metals, or the failure of metal through stress corrosion, it is evidently advisable to adopt a clear definition of the meaning of those phrases. There appears to be general agreement that stress-corrosion conditions may be defined as the continuous application of static stress to a metal while it is exposed to corrosive conditions, but recognition of the occurrence of true stress-corrosion in a metal is often a difficult matter giving rise to some confusion. For the purpose of this paper stress corrosion in a metal is defined as the acceleration of corrosion by the application of static stress. On this view it is necessary to test a metal not merely under stress-corrosion conditions, but also under the same corrosion conditions without the simultaneous application of stress, if the liability of the metal to stress corrosion is to be assessed. Failure of a metal under stress-corrosion conditions is sometimes quoted as evidence of stress corrosion (for example, by Althof(1)2), but this evidence is totally inadequate if the above definition is

The factors that determine the yield and crystal size in the two-temperature synthesis of A lp were examined. Low yields and small crystals were associated with low temperatures and pressure. Attempts to grow large crystals in the critical and supercritical region of phosphorus were unsuccessful. Crystal size increases markedly at elevated temperatures. Crystals grown at temperatures as high as 1450° C fluo-resced, under uv excitation, at energies close to the estimated band gap of about 2.4 ev, while crystals grown at lower temperatures tended to fluoresce in the red region of the spectrum. Those grown in the supercritical region showed no ALP fluorescence. Heating the high-temperature-grown ALP under vacuum greatly increased its fluorescence efficiency and moved the emission peak to higher energies. I HE III-V compounds, with few exceptions, have been prepared by the two-temperature method. In its classic form this technique is applicable to closed systems where at least one of the components, in this case the column V element, is a liquid or a solid with a high vapor pressure. One advantage of this method over flow systems is in its simplicity. In addition, because it is a closed system, it can, under the circumstances to be described later, be run at higher pressures of the volatile species than in flow systems. In instances where the III-V compound is soluble in the parent III metal to about 1 mol pct or higher, solution growth can be made to take place by slow cooling. This, for instance, is one way in which single-crystal GaP1 and Inp2 have been grown. Initial attempts to synthesize and grow A1P by this technique were not too successful; the yield was low and the crystals obtained were exceedingly small. The conditions required for improving the yield and growth by this technique were, therefore, sought. Two obvious conditions which could be controlling were examined. These were the temperature of the aluminum and the pressure of the phosphorus. The range of temperatures studied extended from about the melting point of aluminum, 660° to about 1450°C. The latter is dictated by the vapor pressure of aluminum which reaches about 1 Torr at that temperature and the limitations of the materials of construction as described in the next section. The pressure range of interest covers from below 1 atm to above the critical pressure of phosphorus, 82.2 atm. EXPERIMENTAL The Temperature of Aluminum as a Variable. A series of experiments were run in the conventional two-temperature manner. Tile creep behavior of a iron was investigated over the range of temperatures from 375° to 1150°K. Apparent activation energies for creep, obtained by the effect of sudden changes in temperature on the creep rate, revealed the presence of- four distinguishable regions. The creep behavior of a iron in Regions II (480° to 774°K) and 111 (775° to 1045°K) was found to correlate well with a model where the creep rate is controlled by the nonconsevualive motion. of jogged screw dislocations. An anomalous increase in the apparent activation energy fur creep in Region III was found to be in harmony with the known decrease in the free activation energy for self-diffusion over the Curie transformation range. Furthermore, the creep rates in Regions II and III were found to increase with stress due not only to the effect of stress on the activation energy but also to an increase in density of mobile dislocations. The evidence suggests that pipe diffusion along moving dislocations could be a significant factor over the lower temperatures of Region II. ALTHOUGH the creep properties of iron and steel have been of interest to metallurgists for some time and an extensive literature is now available, most of the published information has not produced much toward understanding the fundamental dislocation processes controlling the creep behavior of these materials. Whereas the activation energy for high-temperature creep of metals usually agrees well with that for self-diffusion, Sherby, Orr, and Dorn1 deduced from the data of Tapsell -and c1enshaw2 that the activation energy for creep of Armco iron is about 78,000 cal per mole and more recently Lytton and sherby3 reviewed the data of Jenkins and Mellor4 and found an activation energy for creep of a iron of 80,000 cal per mole. Both values are substantially greater than the activation energy for self-diffusion in a iron. Because of the limited data suitable for purposes of identifying the controlling dislocation mechanisms of creep and the unusually high activation energies for creep quoted above, it was considered desirable to reinvestigate in detail the creep of a iron by more reliable techniques which would provide sufficient data for determination of the creep mechanisms. EXPERIMENTAL TECHNIQUE Creep specimens were prepared from 3/8 by 4 in. iron bar stock of the following composition by weight percent: 0.001 C, 0.0120 0, 0.001 N, 0.004 S, and 0.003 P. The as-received bars were cold-rolled to a thickness of 0.100 in., annealed under argon for 30 min at 1113°K, cold-rolled to a final thickness of 0.063 in., and machined into tensile specimens having gage section 0.250 in. wide and 1.70 in. long. Finally they were recrystallized under argon at 1113°K. Specimens to be crept above 1060°K were recrystallized at 1173°K. Both recrystallization treatments gave the same reproducible equiaxed ASTM No. 4 grain size. Creep testing was conducted in machines fitted with Andrade-Chalmers arms that maintained a constant stress to within ±0.2 pct of the reported values. Deformation over the specimen gage section was sensed with a linear differential transformer and recorded auto-graphically as a function of time. The strains deduced from these measurements were sensitive to ±5 x 10-5. During creep the specimens were contained in an argon-filled chamber which was immersed in a temperature-controlled molten tin bath. Creep temperatures, as measured by thermocouples attached to the specimen, were maintained to within ±10.25°K of the reported values. For activation-energy determinations rapid changes in temperature of about 12°K were obtained within 30 sec by direct resistance heating of the creep specimen, and maintained to ±1°K of the reported values. Observations of structural details of specimens before and after creep tests were made by electrolytic polishing and etching in acqueous ammonium persulfate. INTRODUCTION Situated 23 miles east of Pretoria the Premier Mine started diamond production in 1903. Two years later it produced the largest diamond yet discovered, the 3 106 carat Cullinan stone. For the period to 1932 when the mine was closed down due to economic circumstances, open cast mining was practised using inclined rope haulage traction and by this time had produced 48.5 million carats of predominantly industrial quality diamonds from 148 million tons of ore. In 1945 it was decided to re-open the mine using underground mining methods. A system using long hole benching was devised (Hodgson and Sewel 1960). This system was later modified but still forms the basis for approximately fifty percent of production. Following the successful introduction of block caving on associated diamond mines in the Kimberley area (Gallagher and Loftus 1960) this mining method was introduced to the Premier Mine in the late 60's and now accounts for nearly 50% of production. This paper will discuss block caving at Premier Mine in the light of our experience and discussion will be directed to the main geological and structural features of the orebody and host rocks and the related constraints imposed on the mining methods. Reference is made to the long hole benching mining method for comparative purposes. GENERAL DESCRIPTION OF OPERATIONS The ore from the block caving and bench mining areas gravitates via ore passes to a twin haulage, 500m below surface. Electric 13 tonne locomotives, each hauling a train of 10 Granby type cars, deliver the ore to two 42" x 48" (1.06m x 1.22m) jaw crushers. The ore is reduced in size to minus 0.15m before being hoisted to the treatment plant on surface. Hoisting is done with 12.5 tonne bottom discharge skips in a five compartment rectangular shaft using two 3 240 H.P. semi automatic Ward Leonard winders. A small single drum service winder operates in the other compartment. Men and materials travel in a separate shaft in a 5,4m x 2,8m cage operated by a Koepi winder. These two shafts are also the main intake airways to the mine. The two main extraction fans capable of 250 m3/s at 3,2 kPa are situated on surface and are connected to the underground workings by an incline and a network of air passes and return airways. GEOLOGY Although there are numerous occurrences of kimberlite bodies in the district, the Premier Mine kimberlite pipe is the only economic orebody. It is roughly oval in shape with surface dimensions of 900m on the long axis and 450monthe short axis. The surface area is 320 000 m2. The kimberlite has intruded a massive body of felsite and norite which is intersected by a number of faults. The contact between the kimberlite and host rock is clear cut and dips inward at an average angle of 80°. Cutting across the pipe and the country rock is a 75 metre thick gabbro sill, the top of which intersects the pipe below the 347m level and dips at 15' to the north west. The kimberlite has been metamorphosed a distance of some 20m both above and below the sill contacts. Age measurements on biotite from the gabbro date the sill as 1 115 million years, thereby providing a minimum age of the pipe. (Pre Cambrian). All other pipes in South Africa are of Cretaceous age (60 million years). A simplified geological plan and section of the Premier Mine orebody is shown in Figure 1. It is thought that the kimberlite intruded in at least three distinct phases. The kimberlites of these different phases can be distinguished most easily by their characteristic colour. BROWN KIMBERLITE. This is the oldest kimberlite and forms a crescent shape in plan on the south eastern side of the pipe. In depth it increases in relative area. Although the brown kimberlite carries the highest diamond grade in terms of carats per ton all the various kimberlites in the Premier pipe are economic to mine.

Microstructure, magnetic torque, and texture data before and after grain growth were obtained on two 3.25 pet Si-Fe specimens having initially the same cold-rolled textures and the same primary recrystallization textures. The latter textures consisted of four components, two only of which were strong; the strong components were near (120) [001] and (320) [001]. The textures of the two specimens obtained by grain growth were different. In one specimen the two weak components were converted into strong components by a secondary recrystallization process; in the other specimen the primary recrystallization texture was retained by a normal grain-growth process. The difference in behavior of the two specimens was interpreted in terms of a difference in the relative grain sizes between weak and strong components; i.e., in terms of a geometrical factor that would alter the early growth rates of grains belonging to the two weak components of the texture. Specifically the growth rate was considered as the product of two terms: a driving force and a boundary mobility. The texture changes observed are considered to favor the oriented-nucleation growth-selectivity theory more than the oriented-growth theory. WHEN primary recrystallization and grain-growth textures form as a result of annealing deformed metals or alloys, the fundamental processes involved are nucleation and growth. Knowledge, therefore, about nuclei and the factors influencing their growth is required not only for the understanding of texture development but also for its control. In the oriented-growth theory of texture formation1, 2, 3 the problem of nuclei is generally disposed of by the assumption that nuclei are available in all orientations; the theory then has to explain the final texture from the initial texture and the way boundary mobility depends on orientation. In the oriented nucleation theory of texture formation"' nuclei are considered to be present only in certain orientations but the importance of growth selectivity is still recognized. For example, the mobility of boundaries of approximately the same orientation and of the coherent type in twins is believed to be low while that of high-angle boundaries, in general, is high. Because of this the theory may be described as an oriented-nucleation growth-selectivity theory. The main feature of the oriented-nucleation theory, however, is the importance given to nuclei; i.e., how they form in specific orientations and how they grow. In the present investigation two cold-rolled single crystals were used to study the effects of growth after primary recrystallization. The cold-rolled textures and the primary recrystallization textures were determined from portions of these specimens and reported earlier.",' The two cold-rolled crystals were in the (111) [112] stable end orientation, the recrystallization textures were nearly identical and consisted of two strong components, designated M and M', which were near (120) [00l] and (320) [00l], respectively, and also some specific weak components near (111) [110] and (111) [110]. It is well recognized that a single strong component in the primary recrystallization texture may be needed for secondary recrystallization3, 5, 8 but unfortunately when this is the case the amount of material left in deviating orientation may be too small either for growth or for positive identification. The present samples proved to be almost ideal for the study of minor components and their influence on texture changes produced by growth after primary recrystallization. The results obtained are interpreted in terms of present knowledge of grain-growth processes. Experimental Procedure Two lots of silicon-iron alloy of essentially the same composition, namely, 3.25 pet Si, 0.004 C, 0.009 P, 0.010 S, 0.035 Mn, 0.070 Ni, 0.090 Cu, 0.009 Sn, with traces of A1 and Cr and the balance Fe, were converted into single crystals 0.025 in. thick and 1.25 in. wide. The orientations were predetermined by the method of reorienting a seed crystal as described elsewhere.3 pecimen 1 from one lot had the (335) [556] orientation while specimen 2 from the second lot had the (111) [112] orientation.* Both crystals were cold rolled to a reduction in thickness of 70 pet while widening approximately 20 pet. In the exploitation of large porphyry type deposits where a cut-off has to be applied and where "internal waste" exists, planning people ask the geologist for the estimated grade of small blocks. Comparison with actual production figures and blast hole assays shows that any kind of weighted average of neighboring DDH (diamond drill hole) samples provides an excessingly smooth picture of reality, resulting most of the time in overevaluation of tons of ore. Solutions based on examination of Past production data exist14 but it would be necessary to have a solution which can be applied before production starts as the preceeding problem also results in an overestimation of the total reserves, often by as much as 20%, thus changing the mine life accordingly and destroying any "optimum planning" which could have been done. The proposed alternative is to forecast the grade distribution of small blocks in a larger block, sufficiently well documented. Several Possible ways to estimate these distributions are reviewed and emphasis is placed on recently developed methods (source G. Matheron) where the coefficients of the orthogonal polynomial series expansion of the distribution of any size of block are directly estimated by kriging. The efficiency of the technique is tested on a level of the Cyprus Pima open pit where the predicted recovery is compared to actual production figures.

THE PAST YEAR saw important developments in all the main branches of zinc metallurgy, which can only be douched on briefly here. Vertical Retort Smelting-The New Jersey Zinc Co. reports their operations to be about as last year when the number of vertical retorts at the Palmerton plant was increased from 16 to 28. The first unit of eight vertical retorts at Oker, Germany, to treat the Rammelsburg complex ore was completed early in the year. A second unit has been under construction and is probably ready to start operations about this time. Each unit is rated for 10,000 metric tons of zinc per year. A plant of 40,000 metric tons annual capacity is the goal. A reflux plant was also built to make high-grade zinc. The plant program is being -carried forward with government finan¬cial assistance, as was the case with the electrolytic zinc plant at Magdeburg. Government subsidies cover mining and 'smelting, and allow for depreciation and reasonable return on invested capital, according to U. S. Bureau of Mines reports.

During the two years that the Henderson plant has been in operation, a number of technical improvements have been made by the staff of Basic Magnesium, Inc., the effects of which were realized subsequent to the writing of the paper by Major C. J. P. Ball (p. 28j, this volume). Pellet Mix The process as originally installed required the use of peat moss in the mixture going to the chlorinators. This had to be imported from Canada at a considerable cost, and, besides being expensive, constituted a serious fire hazard in the dry climate of Nevada. Experimentation looking toward its elimination had been going on for some time and was actively pushed as soon as operations commenced. It was found that a pellet mix containing no peat, which would chlorinate at a satisfactory rate, could be cast as a fluid slurry, which would set up into a hard mass having the desired porosity. For carrying out this operation, equipment similar to that used in the manufacture of phosphate fertilizer at Anaconda, Mont., was installed and proved eminently successful. The dry materials, with peat moss and raw concentrates entirely eliminated, are mixed with magnesium chloride solution in two Pratt phosphate mixers and the resultant slurry is poured onto two 48-in. slowly moving rubber conveyor belts. By the time the slurry has reached the head pulley, the material has set su4iciently to be broken and sized as desired. The discharge from the casting belts is fed to the four rotary kilns in the preparation plant, where it is dried and coked to the proper degree for subsequent chlorination. With the peatless feed the capacity of the kilns was found to be about double what it had been before, so that the four rotaries suffice for a 10-unit operation, thus making it unnecessary to operate the extruders and tunnel kilns. In addition to saving the cost of the peat, the new system can be operated with about 85 per cent less labor than was formerly required in the preparation plant. The new pellet production system has also made it feasible to install centralized crushing equipment with suitable conveyors and a loading station. Containers of 8000 lb. capacity were substituted for small cubicles of 1000 lb. capacity which formerly were used for charging the chlorinators, and trailer trucks were substituted for the small trains originally provided for transportation from the preparation plant to the chlorinators. These changes resulted in a considerable saving in handling and transportation charges. Handling Molten Metal The molten magnesium originally was ladled from the electrolytic cells into small gas-fired brick-lined cars standing between the cell rows. Since the U. S. Geological Survey published the data on the Central Mining District collected by Lindgren and Gratonl and by Paige2 much new information has been obtained by development and mapping, but none of it had been published until recently when Kniffin3 published on Fierro, Lasky4 on the Ground Hog mine, Thorne5 on Santa Rita and Landon6 filed a thesis on the Fierro-Hanover-Santa Rita area at the University of Chicago. In 1961, a research program started at Columbia into the mechanical aspects of flotation,* and certain ends are now in view. The purpose of this note is to explain these tentative conclusions in the hope of stimulating discussion and eliciting new data, especially industrial data, with which to test the views expressed. The variables presently under consideration are impeller rotational speed, N, volumetric air rate, Q, and impeller diameter, D, the latter being the parameter chosen to designate cell size. THE GRADE AND RECOVERY SURFACES With a given ore, chemical treatment, and flotation machine, both grade, G, and recovery, R, are functions of N and Q. The GNQ and RNQ relationships are best viewed in terms of three-dimensional surfaces (Fig. 1) which are experimentally determinate.2 TO maintain grade at an acceptably high level, it is necessary for N and Q to lie within certain limits, and similarly with recovery. Durhm has a well earned reputation for supplying some of the finest coking caals in the world. The caals, in general, vary in rank from 301 to 501/2. Durham has traditionally produced foundry coke for the major proportion of the foundries in Great Britah. Durham coals can be described as clean, soft coals, which yielded, with the old hand methods of coal getting, low ash small coal because the extraneous shale was normally harder than the coal and occurred in larger pieces. Under these conditions, with a plentiful supply of cheap labor, it used to be sufficient, at most collieries, to hand clean the large sizes of coal which could then be remixed with the untreated small coal to produce carbonization coals, ready for the coke ovens, at under 5 pct ash. With the introduction of mechanical methods of coal mining, the coal gradually required more cleaning. The first method adopted to resolve this problem was the introduction of pneumatic dry cleaners for the small coal. Although such machines had little effect on the fine coal (say below 1/8 in.), they could clean the intermediate sizes of coal. This, coupled with hand cleaning the larger sizes above 1-1/2or 2 in., resulted in a combined run-of-mine mixture below 6 pct ash, capable of maintaining the quality and reputation of the cokes produced. In more recent years, the intensification of mechanization and power loading, coupled with gradual exhaustion of the cleaner seams, has created the need for a more complete method of coal cleaning. This particularly applies in the fine sizes (say below 1/50 in.) which normally vary, under present day conditions, between 15 and 35 pct ash and are much too dirty to be included in the raw state in a carbonization mixture. This pronounced change has been accelerated because legislation controlling the dust conditions of mine airs for the prevention of pneumoconiosis has resulted in tk~e extensive use of water underground and a consequent increase in moisture content of the run-of-milie output. The presence of damp fine coal decreast the efficiency of prescreening and dry cleaners, so that this type of preparation for low ash coking coals is decreasing, although it is still used satisfactorily for industrial coals in the medium ash range. Table I shows the gradual increase in mechanization, the reduction in manpower, the increased use of explosives per ton of coal extraction, and the increase in the proportion of coal cleaned by mechanical means in Great Britain. Although similar figures are not available for Durham Div. until after the date of nationalization of the coal industry, it is probable that the increase in mechanical cleaning, particularly by dry cleaners, was more marked in the Durham collieries than elsewhere in the country. As dry clealiers were replaced by coal washeries in the Gritish ccal industry, no special attempts were made to recover the slurry, with the result that large outflows of dirty water were allowed, deposits of slurry came in to lagoons and neighboring streams, and a proportion of fine material was lost from the coking coal. This position, coupled with the higher moisture of the washed coking coal, resulted in adverse effects on coke oven throughputs and coke quality. It is now realized that the natural coal fines are an essential ingredient of coking coals in obtaining the correct coke structure in metallurgical cokes. This, together with economic pressure, led to the introduction of flocculation and filtration plants for the recovery of slurries, and later, when the ash contelits of the filter cakes were too high, to the introduction of froth flotation equipment. After this position had been reached, the tailings from the froth flotation pIants were, in many cases, still allowed to constitute an undesirable effluent. Recent legislation on river pollution has changed this picture; it is now necessary to provide a circuit which is completely closed so far as solids are concerned. The gradual increase in the coal cleaned by wet methods and froth flotation in Durham Div, is shown in Table 11. It is now an accepted feature of new Washeries that. froth flotation should be an integral part of the washing process from the initial installation of the plant.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection.
